Call to Order Janet Walker welcomed everyone and called the meeting to order at 7:00pm. Janet acknowledged with respect to the history, spirituality and culture of the peoples of Treaty 1, the Chippewa and Swampy Cree Tribes, the territory wherein our churches reside, and our responsibility as Treaty members. We also honoured the heritage and gifts of Metis people. Janet asked that we may live with respect on this land, and live in peace and friendship with its people. 2. Welcome & Introductions Carol Fletcher introduced Holly Hill and Shelley Schau from Transcona Memorial United Church. Richard Manley-Tannis welcomed Stacey Milne-Ciecko from the United Church in Meadowood who has been part of the Appreciative Inquiry planning team along with Erica Young and himself. 3. Opening Worship s of Kildonan United Church led the opening worship. 4. Welcome from Host Group Peter Brehaut, on behalf of the host group and St. Andrew s River Heights United Church, welcomed everyone to the meeting. 5. Omnibus Motion A Procedural Motions 091/ /2016 Moved: Richard Cooke Seconded: Mary Best 091/2016 Courtesy: That all visitors and guests be made corresponding members for this meeting of Winnipeg Presbytery 092/2016 Agenda: That the agenda for this meeting be approved as presented 093/2016 Minutes: That the minutes of the Executive Meeting of April 26, 2016, be received for information (pages ) 8782

3 094/2016 Minutes: That the draft Minutes of the Winnipeg Presbytery General Meeting of May 10, 2016, be approved (pages ). 095/2016 Quorum Adoption: That Winnipeg Presbytery adopt as the definition of quorum for the year ending June 30, 2017, option 1 under Section of The Manual (2013) of the United Church of Canada which states: 1) At least 1/3 of the settled, retained, or appointed members of The order of ministry and appointed designated lay ministers on the roll of Presbytery must be present; and 2) At least 1/3 of the lay members of the roll of Presbytery, (other than those appointed as designated lay ministers) must be present. CARRIED Special Event Elizabeth Brown announced that Bishop Reuel Marigza, the United Church of Christ in the Philippines General Secretary, would be visiting Winnipeg July He will be preaching on Sunday, July 17 at Broadway Disciples United Church. Everyone is welcome to attend. More details to come once events have been finalized. TRC Interest Group Loraine MacKenzie Shepherd announced that the TRC Interest Group had been in discussions with the Keewatin Presbytery regarding the possibility of twinning of congregations with Winnipeg Presbytery. Loraine encouraged everyone to discuss whether this would be of interest with their Board/Council before the next Presbytery meeting in September. More information will be available at the September Presbytery meeting. We Listen for the Spirit as We Work Together 6. 4 Doug Einarson, from BDO Canada LLP, presented the Winnipeg Presbytery Financial Statements for 2015 (attached to the permanent record book as Appendix 16-X). Motion 096/2016 Approval of Winnipeg Presbytery December 31, 2015 Financial Statements Moved: Gordon Taylor Seconded: Richard Cooke That the audited financial statements of Winnipeg Presbytery for the year ended December 31, 2015 be approved as presented. CARRIED 8. Appointment of Auditors for Year Ending December 31, 2016 Motion 097/2016 BDO Canada LLP be Appointed as Auditors for Year Ending December 31, 2016 Moved: Beth Rutherford Seconded: Richard Baschak That BDO Canada LLP be appointed as auditors of Winnipeg Presbytery for the year ending December 31, CARRIED 9. CDI Teresa Moysey remarked that CDI is the body which holds in trust the funds of Winnipeg Presbytery and receives various requests for grants and loans from these funds. The request being put forward deals with the major rebuilding project at Transcona Memorial United Church. Teresa recommended to all churches to be in contact with either Transcona Memorial United Church or North Kildonan United Church, if you are planning on a major project at your church, as they could offer some insight. Motion 098/2016 Acceptance of Grant to Transcona Memorial United Church Moved: Teresa Moysey Seconded: Elizabeth Brown That Winnipeg Presbytery accept the CDI recommendation to award a $50,000 grant from the Pastoral Charge Development/Redevelopment Fund to Transcona Memorial United Church for their construction project to increase accessibility in their current building. CARRIED 10. Remit 1: Three Council Model After a few questions and Bill Millar speaking for this motion, Janet Walker asked for a straw vote to see if Winnipeg Presbytery was ready to take the formal vote. Motion 099/2016 Remit 1: Three Council Model Moved: Bill Millar Seconded: Terry Barr The question: Does the presbytery/pastoral charge agree that: (a) the United Church be re-organized into the three-council model approved by the 42 nd General Council 2015; and that (b) the Basis of Union be amended to reflect this change? Response: Yes CARRIED All Purpose Break We Continue to Listen and Respond 11. Appreciative Inquiry & Social Media & Evangelism Initiative Richard Manley-Tannis highlighted two updates. Appreciative Inquiry, which is ongoing, is a way of organizations to focus on things they do well. In the last 3 years, there have now been 8784

5 100+ participants from 30+ congregations/ministries, which include 5 presbyteries throughout the Conference. The next workshop will take place on October 28 at St. Mary s Road United Church. Richard encouraged all to attend, even if you have participated previously. Many have participated more than once. The other initiative is Social Media and Evangelism. Richard offered that 6 congregations are in this process and he looks forward to having this discussion with you and your congregation. 12. Joint Pastoral Relations No report. 14. China Delegation Trip Sharon Wilson Janet Walker introduced Sharon Wilson. Sharon Wilson presented highlights from her trip to China as part of the United Church delegation that visited China for 10 days in late November and early December Recognition of Retirees Terry Hidichuk, barb janes, Sharon Wilson 8791

12 Richard Baschak acknowledged the retirees Terry Hidichuk, barb janes and Sharon Wilson. Terry Hidichuk was not able to attend the meeting. Both barb janes and Sharon Wilson addressed the court. They were both given standing ovations. Janet Walker commented that Sharon Wilson wouldn t be continuing in Winnipeg Presbytery after retirement as she would be leaving for out west in the fall. 16. Ministry Update Mary Best highlighted a joint service that took place with Atlantic-Garden City United Church and North Kildonan United Church in celebration of Mary and Marc s 25 anniversary of ordination. Courtesies Janet Walker thanked everyone from the hosting group St. Andrew s River Heights United Church, Atlantic-Garden City United Church, Sparling United Church, Kildonan United Church and Fred Douglas Lodge. 18.
