2 Pastoral Charge Council Motions: RECOMMENDATIONS: (MOTIONS) Selkirk Pastoral Charge Council, having received the report of the Joint Needs Assessment Committee, and having reviewed its recommendations, recommends that the report be forwarded to the congregation for its review, and with the following recommendations: That Selkirk Pastoral Charge Search Committee be allowed a budget of up to $3, in order to set up and support the search process. That Selkirk Pastoral Charge approve a moving budget of up to $12, Recommendations: Selkirk Pastoral Charge, having received the report of the Joint Needs Assessment Committee, and having reviewed its recommendations, requests that Selkirk Presbytery declare one full time vacancy in this pastoral charge in accordance with the terms outlined in the report. That the JNAC report, Form PR 303JN and the Financial Viability Review for Selkirk Pastoral Charge be forwarded to Selkirk Presbytery Pastoral Relations Committee. That Selkirk Pastoral Charge request Selkirk Presbytery to authorize a Joint Search Committee, with the pastoral charge representatives as follows, with additional representatives to be determined by the board if required, Robin Groot, Darryl Loeppky, Peter Seekings and up to two representatives from the JNAC. That Selkirk Pastoral Charge Search Committee be allowed a budget of $ in order to set up and support the Search process. That Selkirk Pastoral Charge approve a moving budget of up to $12, That Selkirk Pastoral Charge disbands the Joint Needs Assessment Committee with thanks for their work.

5 Our congregation is changing and it is clear that we can no longer continue as we have been. We have some anxiety and either have a rough idea or don t know how to go forward. We believe that we have a future but can t quite see it. We see that the ministry within this community is probably winding down after many positive and productive years of faithful ministry, mission and service; we want to celebrate what we have been as we intentionally and graciously end this ministry. PART B: ABOUT OUR TANGIBLE ASSETS Governance structure: Briefly describe your Governing Body: The governing body of Selkirk United Church is made up of fifteen people who follow a constitution that was last revised in On average, ten members regularly attend meetings with seven required for a quorum. The Selkirk Pastoral Charge Board Executive and Committees are elected and appointed at the Annual General Meeting. The five executive board members are: Chair, Vice Chair, Recording Steward, Treasurer and Past Chair. Also on the Board are representatives from Presbytery and from Trustees. One representative (usually the Chair) from the following committees attend meetings: Children & Youth Ministry, Worship & Education, Finance, Fellowship, Stewardship, Property, Pastoral Care Committee and Ministry & Personnel. How many people are on your Governing Body? 15 How many are typically present at a meeting of your Governing Body? 10 Our Church Building(s): We have ONE recently renovated building with a newly built addition, designed to be a welcoming and flexible home for our church family and the many groups to whom we offer hospitality. Selkirk United Church is built on Treaty One land within the home land of the Metis Nation, right in the centre of town! It is fully accessible on one level with a bright, open hall area attached to our original 1958 Sanctuary. From our new fellowship hall flows the Sunday school classrooms, 2 offices, accessible washrooms and plenty of storage. It offers a state of the art kitchen, round banquet hall tables and a retractable wall that connects us to our Sanctuary.

6 Also recently updated, the Sanctuary has a washroom, multipurpose meeting room, raised chancel and choir area, comfy moveable chairs, upgraded lighting and windows and the latest audio visual technology. Seats 160 Capacity 200 We are a busy, thriving church, hosting community outreach and church events on a daily basis. In the last year there were only 20 days that our building was NOT used! 7 In addition to welcoming a variety of support groups and non-profit organizations, we rent our facility regularly for health and educational conferences, meetings, showers, and fundraisers. Volunteer teams serve as building and yard caretakers. The welcoming main office is just off the entrance and is equipped with modern technical conveniences and one awesome full time administrator! Our minister s private and comfortable office is located just off the administration area with a large L-shaped desk, a street view window, large library area and guest seating. S.U.C has one warm, open-hearted, affable, noisy congregation of about 200 households! We are blessed with several 3-generation families who regularly attend and participate actively in leadership roles. Our average Sunday attendance is 125, but many more enter through our doors weekly. If we don t see our members in person, perhaps we ll spot them on our large TV screen sporting their I love S.U.C. signs from all corners of the world. Our church community is strong in council and committees, with exceptional collaboration, open dialogue and regular opportunity for congregational input. Along with excellent staff and volunteers, much of our present success stems from congregational involvement and engagement. We love potlucks, after church coffee and visiting, our annual Roast Beef Dinner and a very popular Dessert Theatre. We have the "giving habit" and cheerfully participate and donate. We have fun, work hard and are supportive of each other and our community. From our roots in Methodist ministry we have grown to be a vibrant, inclusive, affirming and welcoming church with diverse membership, interest and talents. We are future oriented, and eager to learn how the Bible stories connect to our own daily lives. We laugh a lot and LOVE to be dramatic.in theatre productions, sermon skits and in song. At S.U.C. 9 PART D: ABOUT OUR COMMUNITY Where? The City of Selkirk is located 30 minutes north of Winnipeg ( along the historic Red River and is the gateway to Manitoba s beautiful Interlake region. A half an hour drive north to the east or north to the west brings one to Lake Winnipeg s numerous white sand beaches. The nearby Whiteshell Provincial Park area also boasts incredible lakes and granite rock formations. Five minutes south lies Lower Fort Gary, a national historic park restored to its original 1850 s fur-trade charm. Winnipeg International Airport is a 40 minute drive. The University of Winnipeg is 35 minutes away (and there is direct bus service!) and the University of Manitoba a 50 minute commute. Who? Selkirk has a diverse, multi-generational population of 11,000 and is the hub of the broader Triple S region (Selkirk, St. Clements & St. Andrews area with population approx.. 30,000). A rich heritage and ethnic diversity promotes pride in our multicultural, indigenous and Metis roots. Selkirk folks celebrate their immigrant and aboriginal ancestors at regular community gatherings where songs, ethnic dance and foods appear as reminders of how our people have grown, cared for and supported each other through the years. While some residents commute to and from Winnipeg and surrounding communities for employment, many work for Selkirk s major employers. What? Selkirk has a wide variety of housing options, excellent dual track schools(english / French and English / Ukrainian), and offers the health and educational amenities of a major centre; a fully equipped fire department, paramedic centre, many senior services and a 59 member RCMP detachment. A brand new hospital is scheduled to open in the Spring of Why? Selkirk s residents and visitors enjoy boundless opportunities for year-round recreation.

10 The Red River is world-renowned for its massive channel-catfish. Parks, fishing, boating, camping, cottaging and berry picking are popular in summer while winter enthusiasts love their skating, curling, hockey, ice fishing and snowmobiling. Bird s Hill Park is nearby as is Oak Hammock Marsh; one of the premier bird watching areas in North America. Selkirk has both indoor and outdoor swimming pools and arenas, a lush 18 hole golf course, Olympic running track, skateboard park and many playgrounds. An abundance of sports teams, events and activities, fitness centres and the Gordon Howard Senior Centre all promote active living. Challenges? Like every other community, we have our share of challenges.struggling and single parent families, abused women, the mentally ill, the homeless, elderly and marginalized. Happily, there are many local services available to support these needs and awareness and genuine caring are visible in both our church and community. As a faith community we are committed to building right relations with First Nations communities in our area. We are currently exploring ways to integrate the teachings of the Truth and Reconciliation recommendations. We fully support Nova House Woman s Shelter, the local Food Bank, Soup Kitchen, Meals on Wheels and the Alzheimer Society. Selkirk United is one of 17 churches involved in the Red River Churches Refugee Team. Faith Communities in the Selkirk Area: We have a collegial relationship with many in the area, especially other United Churches, and our 2 church neighbours on the block, the Anglicans and Presbyterians. Every year S.U.C. s congregation joins with them for a kick-off fall BBQ. S.U.C. s ministry also participates with other faith communities in worship services and visiting in personal care homes and hospitals.

11 Church Ministry and Mission Profile Website Address: Brief Description of Local Ministry: Our local ministry is a discerning and visioning one. Our minister and administrator act as a respectful team, clear on each other s roles, communicating and planning continually. Our congregation, clergy and administrator, music ministries and Sunday school leaders work harmoniously as a church that is greater than the sum of its parts. In a time of uncertainty, we are a vibrant, engaged, and open-hearted congregation who look for and listen to the call of God both locally and beyond our doors. Our Worship Style: We have a forward-looking progressive style. We discern and discuss what it means to take the Bible seriously, not literally and bring it into this world at this time. Flexibility is key as we focus our energies on whatever is happening in the world and community today. Vision and Mission Statement: To live and celebrate our Christian faith as a diverse, inclusive and welcoming community in an ever-changing world. (March 2015) Local Ministry Unit: Community Outreach and Social Justice: We are pleased to be a workplace site for Interlake Employment Services. Members of our church are active volunteers in our community with the Food Bank, Soup Kitchen, Habitat for Humanity, Meals on Wheels, The Literacy Program, the Gordon Howard Senior Centre, the Art Gallery, the Community Choir, and House of Economy. We give generously to our local food bank throughout the year, and provide fundraising and charity to our local Women s Shelter. We are an Affirming Ministry of the United Church and we were the first church in Selkirk to officiate a same-sex wedding. We pledge to welcome all people into our faith community with support and respect, honesty and openness. We welcome people of differing abilities, ages, appearances and life circumstances regardless of gender, race or sexual orientation. We proudly announce every Sunday that we worship on Treaty One First Nation and Metis land and welcome the LGBTTQQ community in our midst. We worked diligently to provide insight and education to the congregation during the Truth and Reconciliation Commission Report. Community and Neighborhood: We are very intentional in making our building accessible to many non-profit organizations almost on a daily basis. We provide services and pastoral care to our local Personal Care Homes as well as Selkirk Mental Health Centre. We support many new and ongoing ministries and projects around the world through The Mission and Service Fund of Canada. We are committed to a quick response to global and local needs. Our Mission and Service Fund contributions remain stable at approximately $14, per year. Faith Formation and Christian Education: We have intentional and active bible studies, book study groups and a lively and active Sunday School, Youth Group and Youth Choir. We currently have a student minister studying with us.

12 Leadership: We support our music ministries and our Worship committee and minister work closely with the adult choir in selection of hymns and anthems related to Worship. The Minister is involved with all committees, while still empowering them to independently live out their mandate. We have a local Leadership Development Fund for supporting summer camps as well as Continuing Education for our volunteers including choir leaders. Pastoral Care: We have a pastoral care committee of lay leaders that are empowered by our Minister to feel comfortable providing companionship and care to the congregation and the community. Our church administrator is our first contact for Pastoral Care, providing immediate support and connection when people call or walk in, and then ensuring people are connected to the minister in a timely manner as needed. We are committed to welcoming and providing care to parishioners and families of parishioners in need, as well as community members at large seeking support and care. Spirituality and Self Care: Our Minister takes 3 weeks of Continuing Education per year. Topics are related to the needs of the congregation such as stewardship, preaching, or preparation. Our Ministry and Personnel committee monitor and support the needs of our minister, to ensure she is doing self-care and that her own needs are met. Spiritually, we are intentional in linking the biblical text with our daily lives. Worship: Our services are dynamic, yet peaceful, thought provoking and faith filled. We regularly present the world Beyond Our Doors, including global events and Mission and Service Activities. Education and worship is enhanced with our technology via a video or you-tube presentation, and we are never too shy to prepare a good skit or reader s theatre. The reflection is timely and pertinent to the lectionary and today. Our services begin as multi-generational up until Children s Time and The Lord s Prayer before they go off to Sunday School and Youth Group. Children bring in the Bible and the candle every Sunday and help set the communion table. Children s time is educational and awe-inspiring for us all. We hold theme services such as Remembrance Sunday, Thanksgiving Sunday, Worldwide Communion Sunday, Family Sunday. Reflections that take the Bible seriously, not literally, contribute to our large attendance and spiritual energy. People want to be here. Inclusion: We are an all-inclusive affirming church. Our building was designed to be physically inclusive, and our ministry is spiritually inclusive. We do have 2 steps up to our chancel. When this is a barrier, we have plenty of room at the front to move all activities down to floor level. Those 2 steps are a great venue for children s time.

13 Position Title: Ministry Position Description Full Time Minister Position Profile: Full-time Part-time If Part-time, hours/week Position Summary: Solo team ministry (# of other Ministry Personnel): This minister will offer leadership in the life of Selkirk Pastoral Charge. He / she will serve collaboratively with lay leadership; work as an intentional team with the Church Administrator; and will support, foster, and challenge faithful and responsive Ministry and Outreach in the congregation. We are looking for someone who is flexible and positive. Accountable to: This position is accountable to the governing body of the local ministry unit, through the Ministry and Personnel Committee. This position is accountable to Selkirk Presbytery for oversight and discipline. This position also has a relationship of support and collegiality with the members of their presbytery. Please List Specific Duties/Expectations (including percentage of time, and average hours/week, in the following areas or others, as applicable): The position entails 40 hours per week plus additional unscheduled care and duties as necessary divided as follows: Worship: 30% Pastoral Care: 30% Faith Formation and Christian Education: 20% Community Outreach and Social Justice, Communication, Meetings, Office Work, Support to the Governing Body, Church Community, Neighbourhood and Wider Church: 20% Other Required Knowledge, Skills and Abilities: We are seeking an engaging speaker and leader with welcoming positive energy. The candidate will need to be genuine, visionary, and accepting of all persons in our affirming church community. He/she will require solid communication and preaching skills and a strong connection with our children and youth. We value the ability to bring the Bible to life in today s world with the realization that we take the Bible seriously, not literally. Musical and singing talent is an asset. Visibility and connection to community and church events is desirable. Ultimately, the candidate must be flexible in this dynamic church environment.
