OPERATON, MANTENANCE AM) CONSTRUCTON MPROVEMEWT FUWD OF COLDWATER CREEK TO BE USED FOR COWSTRUCTOW OF STORM SEWERS W SUBDSTRCT NO. 2l+7 (DE SMET- FLORLAND - PHASE l), FLORSSANT, MO.. Proposed Ordinance Wo was presented and read, appropriating $233, from Operation, Maintenance and Construction mprovement Fund of Coldwater Creek to be used for the construction of storm sewers in Subdistrict No. 2+7 (DeSmet-Florland - Phase l) in City of Florissant, Mo... This proposed Ordinance had been introduced October 23, 197^. Mr. Kaiser said that at the last meeting, the Trustees had agreed that the ordinance would not be adopted until the City of Florissant had contributed its share. Florissant has appropriated the money, but it has not yet been received. t was the consensus of the Board that the ordinance be held pending receipt of the money, and the Chaiiman so ordered.

Since this ordinance accompanied proposed Ordinance No, 70-75, the Chairman also held it. ADOPTON OF PROPOSED ORDWANCE NO VACATWG PORTON OF SEWER EASE- MENT N CTY OF CREVE COEUR, MO. ^ Proposed Ordinance No introduced October 23,.197^ by Messrs. O'Toole, Young, Concannon and Meyer, was again presented and read, vacating a portion of a sewer easement in the City of Creve Coeur, St. Louis County, Mo. Mr, Sears showed on a wall map the site of the DeRoyale Apartments, south of Old Ballas Road and west of Sarah Lane, for which this easement vacation is requested. He also showed the location of the existing sewer and easement, and the relocated sewer. Since the ordinance was considered fully at the prior meeting, there was no additional discussion. LOUS COUNTY WHCH COULD BE EFFCENTLY SERVED BY SEWER FACLTES OF THE DSTRCT AND SUBDSTRCT WO. 150 (SUGAR CREEK).- Proposed Ordinance No , introduced October 2l+, 197^ by Messrs. O'Toole, Young, Concannon and Meyer, was again presented and read, to extend the boundaries of The Metropolitan St. Louis Sewer District to-t include an area of St.-Louis County which could be efficiently served by the sewer facilities of the District and Subdistrict No,. 50 (Sugar Creek). Mr. Fiorito showed on a -wall map the location of the area on the western boundary of.'the District, west of Des Peres Road and lying between Dougherty-Ferry and Manchester. He said the petition,';"wa-s for four lots of a subdivision, signed by the owner of those lots, which would drain into the District'by gravity.

LOUS COUNTY, TO BE KWOWW AS SUBDSTRCT WO. +06 (OLD OLVE AND LWDBERGH) OF MSB Proposed Ordinance Wo was presented and read, establishing a subdistrict in St. Louis County, Missouri to be kno-wn as Subdistrict No (Ol'd Olive and Lindbergh) of The Metropolitan St. Louis Sewer District. Mr. Sears showed on a wall map the location of the subdistrict as being in the northeast quadrant of the intersection of Old Olive Street Road and Lindbergh Boulevard. This subdistrict was formed earlier, but the District received a request to add one. piece of, property which necessitated the addition of its neighboring lot. t is the opinion of tax bill counsel that in a case such as this, the legal proceeding should begin anew. Proposed Ordinance Wo was presented and read, appropriating $1+5, from Operation, Maintenance.and Construction mprovement Fund of Maline Creek to be used for construction of storm sewers in project kno-wn as Montieth Circle Storm Sewer (Glasgow Village) St. Louis County, Missouri. Mr, Clardy read.from the ordinance statements to the effect that the State of Missouri has agreed to contribute.$23,100 toward the project cost and St, Louis County has agreed to contribute the same amount. Upon receipt of these funds, they will be returned to the Operation, Maintenance and Construction mprovement Fund.of Watkins Creek, Mr, Enger asked that the ordinance be both introduced and adopted at this time to take advantage of the weather. The high bid was $100,000,00 and the District's estimate was $81+,002,00, He added that this is a very favorable bid and recommended its acceptance. 9 Proposed Ordinance Wo, was presented and read, appropriating $25, from the Employees' Group nsurance Refund Deposit (Account Wumber ) of the General Fund to the Personnel Department for the additional sums needed for the jjayment for the portion of the premium for the District's Employee Benefit Group nsurance coverage from September 1, 1973 to June 1, 197^+, which was not paid by monthly estimate. Mr. Clardy said that when the insurance policy was renewed with Connecticut General Life ns^urance Company, effective Sept.l, 1973, there was an 4.ncreased premium of 10^. Apparently, neither our Personnel Department in making up the estimated premiums to be paid monthly Sf^S-;-..;Sid r d. this increase, nor did the insurance company become aware of the difference until shortly before June 1, 197^. From that time, the District paid the increased amoimt, but from 9/l/73 to 6/1/7^ the District owes the insurance company the $25,06l.8l difference. This money would normally be'made up of employees' and District contributions. The District does have available monies refunded from the General American Life nsurance Company, a prior contract holder, which is in a similar proportion. The Personnel Department requests that this payment be authorized from these funds. (Copy in Secretary-Treasurer's File.) 10 Proposed Ordinance Wo authorizing and directing the Executive Director to compensate, in the aggregate amount of $ll+,l those employees in the Classified Service, of the District in Pay Grade 17 and above who worked extraordinary hours during the recent strike emergency.by manning the District treatment plants and pump stations on the basis of 2l+ hours a day. Mr. Mattei said that under Civil Service Rules, employees in Grade 17 and above cannot be paid for overtime. During the recent strike a number of employees manned the District's treatment plants and pumping stations, performing critical services. These facilities were kept in operation around the clock and resulted in greatly extended working hours. The employees of grade l6 and below arecentitled to overtime under Civil Service Rules and were paid, but those remaining would not be compensated, without special authorization. Mr. Mattei said that the District had a supplement made for inclusion in the major newspapers at the time of its 10th Anniversary.,, We also had a number printed for other distributions and uses. The 20th Anniversary is upon us and we would like to do about the same thing, but with the extra copies made into booklets instead of merely newspaper supplements. The cost of printing the newspaper supplements and insertion in the paper would be about $15,500, and the moderate priced booklet version would be $ ' - There -was, some little discussion during which Mr-. Braun stated. that the printing would be done by a small newspaper, and that there were three prices for the booklet version which would be 20 pages plus a cover. The low price would be about $5360 for 10,000 copies (see Secretary-Treasurer's File) and would have one cover only, with only fair quality paper. The mod- -erate price,which he recommended, was a two-color throughout with good stock at $ for 10,000 copies. The higher price, with four colors throughout,.would be $12, for the same number of copies. He felt that the slight.difference was certainly justified between the low and moderate prices, since the quality would be much improved,- but not for the higher price. Motion made by'mr. Ordinance Wo as adopted April 10, 197^ and amended by Ordinance Wo adopted October 9, 197^, and revising the classification plan for all employees in the classified service. Mr. Mattei said that the ordinance added three positions to the classification plan, and was approved by the Civil Service Commission. Each of the three positions was discussed in turn with Mr. Mattei's pointing out that Office Supervisor, Maintenance, was a somevrhat revised job in the Maintenance Department which would be in charge of dispatching and supervising the clerical positions there.- The Program Planner would be for the District's long-range planning and the Projects Engineer is to be in the Engineering Department as a section head.
