4 Road No, 809 (S-987) in the City of Wetaster Groves, Missouri, Mr. Enger showed on a wall map the location of the project as taeing north of Glendale RoadtaetweenLilac and Edgar Roads, He said that the City of Wetaster..Groves was paying one half the cost. Mr. Lee asked if the project should not tae funded from the Deer Creek OMC Fund,, Mr.- Enger replied that it was not geographically located with in that watershed. There was a consideratale amount of discussion ataout the origin and use of the Mississippi River Operating Fund. Mr. Lee expressed concern ataout the use of funds to repair or reconstruct existing systems. He noted that there were very old sewers of obsolete constructipn. The Chairman said he. thought there was no question of its being a valid expenditure,tautthought it a question of policy whether this, fund should tae expended in this manner. Mr. Rohs distributed a report dated May 31, 1977 (copy in Secretary-Treasurer's File) and then proceeded tp discuss each item of the report. He he had also done a cash flow stucy (copy.with ataove. report). His ccmments were that the Fund's cash flow is quite adequate, and he recoramendedraakingthe same type of investments with, however, the recoraraendation that the short term securities be maintained at 5'^ instead of 10^, and that the other 5io be added to the F Fund. The reason for the 'investment in the F Fund is that it permits a wider diversification in fixed incorae securities. After a short discussion among the Trustees and Mr, Rohs, motion wasraadeby Mr, Meyer, seconded by Mr. Lee to reduce tlie short term holdings frora 10^ to 5 lo, and raise the percentage ofraoneyput into the F Fund from h% to 50^0. Mr. Meyer reported to the Board that the Audit Coraraittee composed of Mr. Borghi and hiraraetwith Emst & Ems.t representatives and with the staff. Emst & Emst is totaeginto develop proposals for the District regarding data processing, primarily for eventual presentation to the BoaM. Additionally, the position of Systeras Analyst which had been held should now be authorized and filled. Further, the Ccmraittee had instructed Emst & Ernst to incorporate in their study a definite forecasting capability so that the District is in a position to project its cash needs. 13
