Weather permitting, construction will begin the end of March or the beginning of April. When mowing your grass, please keep grass clippings from going into the streets. Not only does this make the streets look better, there is less chance of blockages in the storm drains. Thank you for your help and consideration! Please DO NOT flush wipes. They are NOT bio-degradable and will clog the sewer pumps. Even if they claim to be flushable, in most cases it will clog your plumbing and cause costly repairs. Putting these items down your toilet may plug the sewer and cause raw sewage to back up into YOUR HOME. Even if a products says it is flushable Unless it is toilet paper, it should not be * Diapers (including cloth, cotton, disposable, or plastic) * Flushable, disposable, cleaning, or baby wipes * Paper towels, cloth towels, or any type of * Feminine hygiene products * Facial Tissues

3 STICKS, LIMBS, BRANCHES AND BRUSH COLLECTION As a courtesy, the Wolcott Street Department will now collect sticks, limbs, branches and brush according to the following guidelines set forth by the Council of the Town of Wolcott: If storm debris or any naturally fallen sticks, limbs & branches are outside the parameters stated below, please contact Street Superintendent, Robert Thomas at (219) Nothing over 4 inches in diameter No limbs over 8 feet long Pile is not to exceed 3 ft. X 3 ft. X 8 ft. Limit of one (1) pile per collection day Place all sticks, limbs, branches and brush in the easement (not in the street) with ends facing the roadway No root balls from bushes No trash, lumber or building materials The Street Department will not be responsible for collection of any remains of a tree trimming, tree or trees that have been cut down or removed by a tree removal company/contractor. Piling of sticks, limbs, branches and brush at dead ends is prohibited. The Street Department will only be responsible for collection of debris on individual properties. Collection of sticks, limbs, branches and brush will be every Monday; March through November. Natural Christmas trees will be collected every Monday beginning the Monday after Christmas through January 15 th. Artificial Christmas trees will not be collected. Resident will be notified of any guideline violation and given the opportunity to correct the violation. Upon correction of the violation, the Street Department will collect the stick, limb, branch and brush pile on the next collection day following the correction of the violation. GOLF CART FOR SALE The Town of Wolcott is accepting sealed bids for the sale of the following equipment: 1988 Blue Club Cart Golf Cart with Charger - Requires Six (6) Batteries Property will be disposed of in accordance with Indiana Code Please contact the Clerk-Treasurer s Office at , during office hours, Monday thru Friday from 8:00 a.m. 4:00 p.m., with any questions you may have or to inspect the Golf Cart prior to placing a bid. Bids may be delivered in person to the Wolcott Clerk- Treasurer s Office, Wolcott Town Hall, 101 West North Street, Wolcott, IN, or mailed to Town of Wolcott, PO Box 38, Wolcott, IN All bids must be received no later than 4:00 p.m., Tuesday, April 3, Bids will be opened during the Wolcott Town Council meeting on Tuesday, April 3, 2018; said meeting begins at 6:00 p.m. in the Community Room of the Wolcott Town Hall, 101 West North Street, Wolcott, Indiana. The Wolcott Town Council, acting as disposing agent for the Town of Wolcott reserves the right to reject any and all bids. GOLF CART PERMIT Spring is here and it s time to renew your golf cart permit for Permits are to be renewed annually on April 1. The golf cart permit fee is $ If you still own the same golf cart it does not need to be inspected. You need to provide us with a current copy of your insurance. Your permit can be purchased at the Town Hall. If you have purchased a new golf cart, a golf cart permit application will need to be completed and an authorized representative will need to inspect your new golf cart. Evidence of insurance will need to be provided for the new golf cart. A permit may then be purchased for your new golf cart.

4 MID-AMERICA COMMERCE PARK TOWN OF WOLCOTT S 2018 PROJECTS WATER IMPROVEMENT SYSTEM PROJECT The current Final Design overall construction cost estimate of the Water System Improvement Project is just under 3.3 million which is lower than the Preliminary Engineering Report cost of 3.7 million. Since the Final Design overall construction cost estimate is less than the Preliminary Engineering Report cost estimate, three (3) alternate bids to replace additional water lines (that were not included in the original plans) on the west side of Town will be pursued. It is projected that the Project will be put out for bid in June BLIGHT CLEARANCE PROJECT GRANT The 129 W Market Street Clearance Project is out for re-bid due to the sole bid that was received exceeded the budget limit of $160,000. The contractor that bid the Project expressed a concern for the presence of asbestos, therefore the Town afforded the cost of $ to have Mattox & Associates perform an asbestos inspection. It was determined that NONE of the building materials sampled contained asbestos. The Town is accepting sealed bids until 6:00 p.m. on Tuesday, April 3, The bids will be publicly opened and read aloud at 6:00 p.m. on Tuesday, April 3, 2018 during the regular stated Council Meeting. IHCDA CDBG OWNER-OCCUPIED REHABILITATION GRANT Seven (7) applicants qualified for the IHCDA CDBG Owner-Occupied Rehabilitation Project. Rehabilitation of five (5) of the seven (7) homes is underway and nearing completion. Rehabilitation of the other two (2) homes is projected to begin soon. There are two (2) companies with an invested interest in Mid-America Commerce Park. It has been communicated that both companies are low odor emitting food product companies. It is anticipated that operations will begin in the fall of 2019; creating jobs. 50/50 SIDEWALK FUND FROM THE DESK OF THE COUNCIL PRESIDENT Spring is finally just around the corner and the weather is warming up, well almost. Let s all remember to keep an eye out for residents walking, biking, or driving golf carts. While we are outside in the beautiful weather, we can each do a little something to help Wolcott. It could be just picking up a piece of trash out of the street or simply coming to a council meeting to share your thoughts, concerns or just to hear what is going on. It really is that simple. Orns, Council President FIRE DEPARTMENT FEMA GRANT The Wolcott Volunteer Fire Department received a $70,858 grant towards the purchase of SBCA Air Packs in the amount of $82,961. The remainder will be subsidized by the Fire Department, Town of Wolcott and Townships. The Wolcott Town Council is desiring to assist Town property owners who either live in their dwelling, are current in their property tax payments and/or who cannot otherwise afford to install new and/or replace existing sidewalks that are hazardous to the public. Therefore, the Town of Wolcott will reimburse property owners fifty percent (50%) of the cost of removal, creation or replacement of public sidewalks. ORDINANCE VIOLATION COMPLAINT PROCEDURES If you have a complaint regarding an ordinance violation(s), you may complete and file a Complaint Form with the Clerk-Treasurer s office. In turn, the Complaint Form will be submitted to Town Attorney, Jacob Ahler and addressed accordingly.

5 ORDINANCES Ordinances are available for viewing on the town website wolcottindiana.org under the Resources Tab. OPEN BURN ORDINANCE That no person shall kindle or maintain any bonfire or rubbish fire or cause such bonfire or rubbish fire to be kindled or maintained on any private property or lands unless said bonfire or rubbish fire is contained in an approved waste burner as set forth in Section 7, located at a safe distance from any building, pole, fence or other structure; in any event, said burner shall not be located less than ten feet from such building, pole, fence or other structure. That the following types of fire are permitted: a. customary burning of logs and other wood products in residential fireplaces; b. burning of charcoal and other food cooking fuels customarily used in outdoor grills or traditional food cooking devices; c. fire celebrating Twelfth Night Ceremonies; d. fire celebrating school pep rallies; e. fire celebrating scouting activities; f. fire used for recreational cooking purposes, i.e., campfires, BBQ grills; h. any other type of fires whereby a citizen of the Town of Wolcott has obtained a variance from the provisions of this Ordinance by petitioning the Common Council, providing, however, that the Common Council cannot grant a variance that would otherwise violate the provisions of 326 Indiana Administrative code 4-1 et. seq., and as amended. But it makes us feel proud when those passing through Wolcott stop and compliment our GREAT town. We urge residents to be mindful of Town Ordinances and the consequences of violating those Ordinances. Bills paid after the 15th will be assessed a penalty. Unpaid utility bills will be subject to Shut-off at 12:00 pm the 25th of the month and be assessed a $25.00 charge for service turn-on, provided all delinquent bills and charges owed by the customer have been paid in full. Following payment, water services will be turned back on at 4:00 p.m. on the day of payment. Effective January 2017 Ordinance No , Requests for an extension of payment of utility bills beyond the 25th of the month, must be arranged with the permission of the Town Council, rather than the Clerk-Treasurer. Residents needing a payment extension past the 25th of the month, must present their request to the Town Council during a Town Council Meeting. The Town Council meetings are the 1st and 3rd Tuesday of every month in the Community Room of the Wolcott Town Hall at 6:00 p.m. Extensions granted by the Town Council will be assessed a $25 Late Fee. Electronic payments can be made through the Town of Wolcott website under the Resources tab under Links. Electronic payments are subject to a 3% convenience fee or $2.00 minimum charged by PayGov. You may now pay your utility bill using the PayGov Mobile App. If interested, please call the Town Office to receive the Pay Location Code. PURCHASE SAND/STONE/GRAVEL/DIRT Residents may purchase Sand/Stone/Gravel and Dirt from the Town by the Bobcat Bucket Load. Following is the cost of each material: Stone/Gravel/Sand - $20 per Bobcat Bucket Load Dirt - $30 per Bobcat Bucket Load ANIMAL TAGS -Dogs and cats are licensed each calendar year at the Clerk-Treasurer s office. Please bring your pet s current rabies vaccination record. The fee is $3 for neutered pets and $5 for non-neutered pets. Animal tags enable the town to identify the owner of a lost pet and to ensure the health and safety of the public. Council asks that pet owners, when walking their pets, to clean up after them.
