CALL TO ORDER Ennis Little Fetsch Ridolfi Owensby Keller Jones Dills PUBLIC HEARING Preliminary Development Plan & Zoning Map Change The City Council of the City of Overland, Missouri, will conduct a public hearing on May 12, 2014 at 7:00 p.m. in the Council Chambers of City Hall, 9119 Lackland Road, Overland, Missouri The purpose of the public hearing is to review and receive comments with respect to the following proposed amendments to the Zoning Code of the City of Overland and application for approval of preliminary development plan: 1. A verified application for a change in the Official Zoning Map to rezone the property located at 2700 Woodson Road [ Parcel Locator Number 141, ] from Planned Development Commercial ( PD- C) to Planned Development Mixed ( PD-Mxd), and a preliminary development plan under Section of the Zoning Code of the City of Overland, submitted by Kristin Whittle Parke for the same property at 2700 Woodson Road. A copy of the preliminary development plan is available for inspection in the office of the City Clerk, 9119 Lackland Road, Overland, Missouri, 63114, during regular business hours. Councilman Fetsch stated he is looking forward to this project. Councilwoman Ridolfi stated this could be the start of something really good. Mayor Schneider stated the property owner, Kristin Whittle Parke, has developed a plan we are all please with. There being no further discussion, Councilman Fetsch made a motion to close the public hearing. Councilwoman Ridolfi seconded the motion. Thank you to the staff that planted the trees. Comment to Councilman Ennis I hope you will listen to an opinion that differs from yours now that you represent all of Overland. Sammie Thrasher 2346 Dawes Every third Saturday is Kids Day at the Overland Farmers Market. Children's Hospital will be there every fourth Saturday. There will be a drawing for a free class at the Overland Community Center. Donations to Ritenour Co- Care will also be accepted at the OFM. Food and entertainment was great. The Hot Flashes will be performing and the Gas House Restaurant will be serving food. Neighborhood Preservation- Ken Crowder Beginning the fourth year of the Home of the Month program: o Ward block Spencer o Ward block Brown Ward block Eastbrook Ward block Carlyle Ritenour School District has announced lunch meals will be served at Iveland and Kratz School during the summer for any student needing lunch. New Horizon Church will have Marion Elementary open for lunch on Tuesdays and Thursdays. Harmony Church will be open Mondays, Wednesdays, and Fridays for lunch. Parks & Recreation Department - Erin Willey, Director The American Legion has requested the use of Wild Acres Gymnasium on May 16 for mouse races. Senior Mothers & Fathers Luncheon is May 22. Kids Fishing Derby is June 14, 9-11 a.m. ages 3-16 years. 5

6 Kids Safety Town will be Monday through Friday, June 9-20, 9-11 a.m. ages 4-6 years. Community Fireworks Display July 4, Ritenour High School. Music Food and drinks will be starts at 7: 30 p. m., fireworks at 9: 20 p. m. available for purchase on site. Canterway Park playground waiting on a part to repair zip line. Mort Jacobs Park should be completed by next week. Woodson Road Park Dog Park Project is in preliminary stages. Wyland Girl Scout Troop will be planting flowers in the planters. Summer Camp registration is open. Only have 5 spots remaining for campers and 4 spots for junior counselors. Police Department Chief Michael Laws Safety Town. CERT Training Program in conjunction with Saint Ann PD. June Abandoned Auto continuing project addressed 191 vehicles, 121 have been corrected. Some vehicles were ticketed and towed. Health & Rabies has already addressed 198 high grass properties and 152 outside storage issues. National Police Week remember your local police officers. 41 officers have been killed in the line of duty throughout the US since the beginning of the year. City Administrator Jason McConachie Building Commissioner Hearing is on May 27, 3: 00 p. m. Subject property: 2320 Dawes. Planning & Zoning Commission will review the topic of Charity/Clothing Drop Boxes on May 27. Missouri General Assembly is ending their session. Please stay aware of what they will be doing. 1 REPORT OF THE CITY COUNCIL Councilman Owensby The City put in a concrete curb near Baltimore and later tore it out. Residents want to know if it will be replaced. City Administrator McConachie stated it was a water company issue. Councilwoman Keller Resident wants to know why Rock Road Animal Clinic does the pet inoculation day instead of the Overland Animal Clinic. City Administrator McConachie stated the City has used the same clinic for 20 or more years. Councilman Jones The summer lunch programs are a great thing for Overland residents. Lots of great things happening at the Overland Farmers Market. Is there enough support to handle the high grass complaints? 6

7 Councilman Dills - Chaucer & Midland - the retaining wall is crumbling, more has come down. It was caused when the County widened Midland. Councilwoman Ridolfi - Wentzville Splash Station grand opening is May 15. Keep this project in mind for down the road. Councilwoman Fetsch - Large amount of trash is being dumped at the charity drop box on Woodson and Flora. We need to address it. Councilman Little - Visited Clayton's Farmers Market expecting to get some ideas, the quality and quantity all matches up with what the OFM is doing. Councilman Ennis - Thank you to the Staff for the help I have received. The vote was recorded as 8 "yes," 0 " no," and 0 " abstain." Motion carried. Drop Box at Woodson and Flora has been deemed a public nuisance. Directed the City Administrator and Public Works to remove the box on the next business day. Will be inviting the property owner of the apartments on Woodson at Flora to meet. Thank you to the residents of Overland for " hiring" me for another 4 years. Where do we go from here? Continue to eliminate substandard housing. Go after predatory people Make this a place people want to come. This will be a safe place to live. If you are a law abiding citizen, you are welcome to stay. Use every resource available to make this a better place to live. Find additional ways to bring revenue to the City. ADJOURNMENT 7
