Also, during his term the very first Heritage Defense campaign was begun, raising nearly $100,000 for the SCV, before he left office. 9 Army of Trans Mississippi News - New Orleans Monuments Last week, the head of Louisiana culture and tourism joined the fight against historical landmark demolition. Lt. Governor Billy Nungesser told WVUE that he opposes the removal of historic monuments. As the tourism chief, his office has heard pushback from people in Louisiana as well as from potential tourists upset with New Orleans Mayor Mitch Landrieu s monument removal. People are outraged. We re getting calls from all over the country, Nungesser told Rob Krieger of WVUE. Some of the lawyers for the state are looking at it to see if the Lieutenant Governor s office has any grounds. Nungesser also told WVUE that his office asked for help from Louisiana Attorney General Jeff Landry, although Landry has not made public statements on the matter. On the political side, things could get interesting if Nungesser and Landry join forces on the issue. They are the top two Republican elected officials in Louisiana. The House and Senate are Republican controlled. John Bel Edwards faces reelection as a Democrat in a red state. If Landry dives in and helps save historic monuments, and Governor Edwards sits on the sideline, the polls will likely reflect the impact of the governor s decision. Nungesser and Landry have worked together previously. Landry s original U.S. Congressional district included Plaquemines Parish while Nungesser was Parish President. Nungesser also said he reached out to President Donald Trump and requested intervention. When Trump visited Louisiana after last year s devastating floods, Nungesser was the first to greet the now President as he stepped off his plane, Landry was also in the lineup. It is a statewide issue as Shreveport and Lafayette also have monument controversies. And knocking down historic monuments has repercussions, not just culturally, but financially as Nungesser commented on. The President of the Southern Historical Protections Group, Mike Williams, told The Alabama Political Reporter, With all of the bad publicity the City of New Orleans is getting, and the calls for boycotts of that city, I am feeling somewhat more confident that the historic preservation legislation in Alabama will pass. The boycott of New Orleans is real and one of the most hidden news stories in the City of New Orleans. Several Facebook groups advocate the boycott of the Crescent City and even petitions have been passed around making news stories in various cities since Mayor Landrieu announced his revisionist cause in June of The three bills going before the Louisiana legislature are Senate Bill 198 by Senator Beth Mizell, House Bill 71 by Representative Thomas Carmody, and House Bill 292 by Representative Phillip DeVillier. Senate President John Alario is likely to put Mizell s bill in the Kill Committee or Senate & Governmental Affairs Committee run by Karen Carter Peterson. The historic monuments do not fall under the parameters of the Governmental Affairs Committee. A column in the Advocate addressed this: As specified on its website, the Louisiana Senate determined that its Education Committee shall have the responsibility to review all bills dealing with the Preservation of Historic Landmarks and Objects. The Louisiana legislature should not follow the lead of the New Orleans City Council, Louisiana needs to give history a fair chance. Johann Batiste WVUE 9

10 Since 2003 the Sam Davis Youth Camps (SDYC) have done a peerless job in preparing our youth for the future. Now in our 14th year, over a thousand young men and women have gone through our one-week programs of Confederate history, etiquette, culture, dancing and Christian instruction and fellowship. Many tell us that the SDYC are the "best thing the SCV does." Help us to continue that tradition. Because of liability issues, the Sons of Confederate Veterans' General Executive Council (SCV GEC) has decided and the SDYC Board has agreed to separate the two entities and that as soon as practicable the SDYC will independently incorporate and seek their own tax exempt status. When that status is achieved, the current funds and assets of the SDYC -- about $150, will be turned over to the new entity, a limited liability corporation (LLC). The SDYC Board has asked for a commitment from the SCV GEC to help raise an additional $100,000 to help the new SDYC as they begin to operate independently of the SCV. Our goal is for the new Sam Davis camp entity to be up and running with tax exempt status by Summer As an allied organization, independent of the SCV, the Sam Davis camps will continue to recruit campers from SCV divisions, camps and members; report on our activities at reunions; run free or low-cost ads in the Confederate Veteran and fund-raise among compatriots; and, recruit adult staff from SCV members -- BUT as an independent organization. The SDYC Board does not see the GEC's decision as backing away from the camps, but a better and safer way to help and foster their future and growth. The work of the SDYC is vital to secure the future of the SCV and all related heritage groups. Think how many future commanders-in-chief of the SCV have already graduated from a Sam Davis Youth Camp. Your tax deductible gift to the Sam Davis Youth Camp, LLC, will help to make this bright future a reality. Send checks to: Sam Davis Youth Camps, LLC c/o SCV P.O.Box 59 Columbia, TN Thank you for helping us secure a future for our ancestors' good names! Sincerely, John Weaver Chairman, Sam Davis Youth Camps Past Chaplain-in-Chief, SCV National News - Sam Davis Youth Camp 10

11 National News - Hunley SCV Exhibit Caught in Crossfire of Racism Claims Members of the H.L. Hunley Camp No. 143 chapter of the Sons of Confederate Veterans staff a booth during the 2017 Flowertown Festival in Summerville, SC. Noticeably absent from this year s Flowertown Festival was the H.L. Hunley display, which drew fire from a local group claiming racism issues, as well as its connection to the local chapter of the Sons of Confederate Veterans. The H.L. Hunley Camp No. 143 chapter of the SCV, which featured several large Confederate flags, was set up on private property in front of John Couch Tax Service on Main Street. Members of the chapter were providing information about the organization as well as passing out flags to passing visitors. Flying the Confederate flag has become more controversial since July 2015, when a flag that had flown over the South Carolina statehouse grounds for 54 years was removed in response to protests claiming it was a symbol of hate and racism. Gary Lukridge, chief executive officer of the Flowertown Family YMCA, which runs the annual festival, said the exhibit wasn t part of the festival this year because organizers did not turn in an application. But the leader of the local SCV chapter said he thought festival organizers bowed to pressure from the local black community, which threatened to protest if the Hunley submarine exhibit participated this year. The replica submarine has traditionally been located in the middle of the street in the first block of the festival adjacent to the H.L. Hunley Camp 143 tent, requiring it to have a permit. We've had the Hunley here the last six years, said Ben Bunting, commander of the local SCV chapter. We have never been approached about having a permit. Bunting said the submarine display actually arrived in Summerville as usual prior to the festival but was turned away because it lacked the permit required by all vendors. By all appearances what went on this (festival) year appears to be collusion in my opinion...to satisfy a problem with a community organizer, Bunting said. Louis Smith, founder of the Community Resource Center, which works to promote opportunities for the black community, appeared to confirm that claim. 11

12 Hunley SCV Exhibit Caught in Crossfire of Racism Claims Cont. If that exhibit had been approved, we were going to protest by putting black people in chains, Smith said Sunday at the festival. Smith said the display was a tool to spread hate toward the black community and could not believe that it was allowed at a family event. Lukridge confirmed that he spoke to Smith "a couple of weeks" before the festival and relayed the information that the Hunley exhibit would not be coming. After learning that the exhibit would be barred from the festival, Smith celebrated the news on his Facebook page. This is an amazing win for the minority citizens in the Low Country, Smith stated on March 11. We have sunk the Hunley! My ancestors are dancing in their graves and singing glory hallelujah! On Sunday he said he felt the display of Confederate flags should not be allowed. After the shooting at Mother Emanuel, it s just too soon, Smith said referencing the June 17, 2015 slaying of nine people at Mother Emanuel African Methodist Episcopal Church in Charleston. Although the Hunley exhibit was absent, members of the SCV continued with their demonstration and provided information about their organization, which assists families looking for information about relatives who may fought for the Confederacy during the Civil War. The citizen-soldiers who fought for the Confederacy personified the best qualities of America, states the organization s website. Bunting said the local SCV chapter holds military funeral services for new graves of confederate soldiers that are found even those belonging to African-Americans. "It's a shame, Bunting said. We are not here because the South is going to rise again; we're not para-military; we're not white supremacists....we are not a radical group. We're sympathetic and empathetic to all...issues. We don't want any problems." The H.L. Hunley Traveling Exhibit visits schools festivals and other public events regularly throughout the U.S. to tell the story of the first submarine used as military vessel to sink an enemy ship. Jenna-Ley Harrison contributed to this report. 12

18 VA Flaggers Since our last report, we have been very busy and have much to share, starting with recent developments in Lexington, Virginia. As you may recall, at the request of the landowner, we temporarily removed the 60 West Memorial Battle Flag pole and flag that was raised on Lee-Jackson Day earlier this year. Since then, we have filed a request for a "Certificate of Appropriateness" from the Rockbridge County Tourism Corridor Overlay Board. Our application is on the agenda to be discussed and voted on by the board at its monthly meeting at 4:00 p.m. this afternoon. We have also filed for a building permit for the same site, to reinstall the flag and pole once the certificate is issued. In the meantime, the fallout from the harassment by Rockbridge County has been swift and overwhelming. We have applied for and received a building permit to double the size of the first flag site at Jackson's Farm on Rt. 60 East on the east size of Lexington. What was a 50' pole will soon be 100'. We also have several new interstate sites under development in Lexington, and this order of poles is complete and will be shipping soon... Over a dozen landowners on Rt. 60 in Lexington have contacted us about having memorial battle flags placed on their property. We are in the process of reaching out to each one and lining up the installations. Thanks, Rockbridge County. You effectively traded one flag (temporarily) for a whole mess of new ones. One day these people are going to learn to LEAVE US ALONE. As always, we appreciate your continued and generous support. We have no intention of backing down. "Obstacles may retard, they cannot long prevent, the progress of a movement sanctified by its justice and sustained by a virtuous people." -- Jefferson Davis 18
