Below I attach the text of my letter in support of this collection. This letter will appear in the Globe s October 18 edition. Please take a moment to remind your parishioners of the upcoming collection, through either a bulletin announcement or a mention among the announcements at the end of Mass, or a similar way. 3 OFFICE OF THE BISHOP 3 October 2018 Dear brothers and sisters in Christ, The Church is a safe harbor in a world full of uncertainty. Though all else may fail us, the constancy of our Lord Jesus Christ, which also belongs to the Catholic Church empowered by Him to preach the unchanging truth and sanctify with the unchanging Spirit, remains firm and reliable. The mission of the Church endures. World Mission Sunday asks us for our prayers and, if possible, a charitable contribution, to support the mission of the Church in places that are particularly poor or where she is particularly newly established. Your gift supports the building of parishes, schools, and hospitals, and the education of clergy, in these mission lands, so that the mission of the Church can be richly lived out, and the witness of Christ s disciples be seen. As Pope Francis reminds us, Jesus Christ, who died and rose for us, appeals to our freedom and challenges us to seek, discover and proclaim this message of truth and fulfilment. Dear young people, do not be afraid of Christ and his Church! For there we find the treasure that fills life with joy (20 May 2018: Address for World Mission Sunday). Indeed, it is only the love and mercy of Christ that truly fulfills all our longings. God has generously blessed us with so much wealth, and so many resources of all kinds. 4 DIOCESE OF SIOUX CITY Chancery Date: October 4, 2018 To: Pastors and School Administrators From: Royce Ranniger, Director of Fiscal Affairs for the Diocese of Sioux City Re: Grain Donations With the harvest season beginning, farmers may be considering a grain donation to your parish or school. We have extensively discussed the grain donation procedures over the past several years and provided educational materials to the bookkeepers and development directors via this week. In addition, discussion was held on grain donations at the October 4 th development director meeting. Also, please see the October 4 th issue of The Globe for an article on grain donations. Farmers are fortunate to have the ability to use commodities as an alternative to cash for charitable giving. For many farmers, a grain donation will potentially lower the taxable farm income for active producers, since the sale of donated grain will not be reported as income. Furthermore, the input costs of producing the grain are deductible as business expenses. As a result, this can reduce the federal income tax, state income tax, and self-employment tax for the farmer. We continue experiencing an awkward problem. Occasionally checks from grain elevators arrive in the business office for supposed grain donations from donors. In these cases, the grain was not transferred, and your parish or school did not take ownership of the grain. For a proper grain donation, the charity must own and then sell the grain. The parish or school must have an account open with that elevator prior to the transfer. The IRS requires that the farmer give up dominion and control of the commodity for a valid grain donation to take place. Your accounting and development staff know the regulations governing grain donations and should be your watch guard in these situations. In addition to the October 4 th group , the guidelines, forms, and other educational materials can be found on the diocesan website. With our demographics being rural Iowa, grain donations are critical to our success. They can be a tremendous benefit to our farmers and to all of you. Rather than add another special collection to an already crowded schedule, we encourage you to make the opportunity to donate available to all your parishioners. Please announce at upcoming Masses, place the attached bulletin notice in your bulletins, and in any other way encourage charity for those who are currently, or will be in the coming year, seriously affected by severe weather and other natural emergencies. St. Joseph s Education Society Date: 3 October 2018 Re: Annual Financial Report on SJES, and Membership Notice Dear fellow Clergy: One of the duties of the Executive Director of the St. Joseph s Education Society is to make an annual financial report to the clergy. Our semi-annual Fall meeting was recently held (21 Sept), and in its wake I can report the following financial status: SJES Assets for FYE 6/30/18): Beginning Balance: 3,479,764 Additions: 168,775 Investment Earnings: 198,317 Investment Fees: (13,158) Next Expenses: (240,193) Ending Balance: 3,593,504 The Additions represent the sum of the November 2017 SJES collection (~61,000), and the June 2018 direct-mailed Seminarian Appeal (~107,000). Investment earnings represent a rate of 5.33%. Expenses represent the sum of the annual block grant the Diocesan General Fund, in support of the Vocations Department, the Office of Deacons, and the Priest Continuing Education Program (the block grant is limited to a maximum of $200,000 per year), and special expenses (this year, one priest in graduate studies, and mailing costs for the direct-mailed Seminarian Appeal). The November collection was instituted in Over its first five iterations, it has garnered a total of $360,000. The direct-mailed Seminarian Appeal was instituted in June Over its first two iterations, it has garnered a total of $215,000. I note that, without both sources of 1821 Jackson Street P. O. 7 generous support from our parishioners, the St. Joseph s Fund would have continued to lose net value over the past five years. MEMBERSHIP NOTICE: The Society s Norms of Governance call for four at-large voting members to be elected from and by the presbyterate. These members currently are Fr. Cronin (term expires end of CY 2018), Fr. Linnan (term expires end of CY 2019), Msgr. Seifried (term expires end of CY 2020), and Fr. Lawler (term expires end of CY 2021). Fr. Cronin has declined the possibility of a second term. Normally, this would require an election at this time. However, at our Fall meeting, in view of the declining number of priests in the diocese and the increasing demands for various committees and boards, and also in view of the lack of heavy lifting required by this Board, the Board passed a resolution reducing the elected membership from four to three, and (for simplicity) the length of term likewise from four years to three. This resolution will require a formal change to the Norms of Governance, which cannot be completed until the Spring meeting (scheduled Mar 8, 2019). In anticipation of the success of that change, no election will be scheduled for the moment. If the change to the Norms of Governance passes as expected, the current three members (i.e., Linnan, Seifried, Lawler), will complete their terms and elections will follow those Fall meetings. (NB: Fr. Linnan is eligible for a second term; Msgr. Seifried and Fr. Lawler are serving their second terms. Two consecutive terms is the limit, according to the Norms.) If, however, the change to the Norms fails to pass, an election for the fourth position will be held following the Spring meeting.

St. Joseph s Education Society Date: 3 October 2018 Re: Support for November collection for St. Joseph s Education Fund (Nov 3-4) Dear brother priests and deacons, As you know, the St. Joseph s Education Fund is a key piece of the funding puzzle for clergy formation. It directly supports our seminarians through the Vocations Office, our deacons through the Office of Deacons, and the continuing formation of priests through both the Department of Priest Continuing Education, and special grants for graduate studies as needed. You may also recall that SJES contributed a significant proportion of the cost of Good Leaders, Good Shepherds, which so many of our priests went through. Without this funding, which can amount to almost $300,000 in some years, the Diocesan General Fund would have to support the whole cost of all these programs, which would be difficult at best. The DAA would have to increase by the same amount. The long-term health of the SJES Fund requires that these annual expenses be balanced by contributions; otherwise the Fund will simply erode, just as Fr. Vit presented to you all, at a Clergy Day several years ago, during his term as Executive Director. The success of the November special collection is critical to avoiding that ongoing erosion. We ask you, therefore, in addition to putting up the usual Vocations Week posters and including prayers for vocations, etc., that you also explicitly mention the SJES collection in the announcements at Mass, at least one week prior. It would be most helpful for the faithful to know how important you think this collection is for the health of the clergy and diocese in the future. It helps keep costs manageable, provides ongoing access to books and instruction, and ultimately helps me prepare myself to serve our laity and our clergy.
