2 NVOAD is the starting point National Volunteer Organizations Active in Disaster (NVOAD) has 108 member organizations. The National member organizations tend to each have a specialty. The Mennonites specialize in construction (Their new specialty is building log cabins) United Methodist Committee on Relief (UMCOR) specializes in case management.

5 Accessing National Resources Step One Learn the specialty of the National Organizations. Step Two Make a list of the names and addresses of the national people you need to contact. Step Three Make sure that these targeted organizations are represented on your COAD or LTRG.

You may have to explain to the local representative how their national organization helps in a disaster. Pastor who thought that UMCOR dropped disaster teams into the disaster area. 9 Mid level Connections Many organizations work through their midlevel connections. Presbyterian Disaster Assistance works through the Presbytery Executive. UMCOR works through a volunteer Conference Disaster Coordinator. Lutheran Disaster Response works through a 3 state advocate. However, the local church presence is still important.

11 Encourage your local Representative Case Examples In 2012, the local Presbyterian Representative connected with the Presbyterian Disaster Assistance John Robinson and provided $10,000 in disaster assistance to Ferry County Windstorm. (Non declared) In 2006, the local United Church of Christ representative connected with National Disaster Ministries Florence Coppolla and obtained $10,000 in disaster assistance for W. Washington flooding. Local people want to help, usually in concrete ways. e.g., 2008 Buying Pregnant Dairy Cows.

12 Recap Make a list of the NVOAD organizations that can provide the resources that you need. Try to find a local representative of that organization who will attend your meetings. Find the Mid level contact for that organization and have that contact information on file. After a disaster, work through your local representative to request resources thru the midlevel contact from the national organization.

13 Helpful Hints Know how to play the matching game. Know the difference between direct services and administrative. Know how to write a grant. Help with publicity. Help with the After Action Report

14 Allowable and Non Allowable Funding Requests Allowable Expenses Direct client services Money for Construction materials. Money for destroyed appliances. Non allowable Expenses Administrative Office expenses like computers, electrical bills, etc. Salaries for office manager, receptionist, etc. Sometimes Allowable Service Costs Case work salaries, crisis counseling, etc.

15 The Matching Game It is possible to obtain more money by asking the mid level contact to match what another faith based organization has already provided. In a previous example from 2012, the conference disaster UMCOR representative told the Presbyterian mid level contact that the United Methodists had already supplied $10,000. Result Presbyterians supplied $10,000.

16 Training Expenses Training expenses are often considered Administrative expenses. It is often difficult to get funding for administrative expenses from Faith based organizations. Case work exception United Methodist Committee on Relief (UMCOR) will train case workers at no cost. Catholic Charities will sometimes allow new LTRG case workers to attend already scheduled case work training.

17 Grant Writing Some National Faith Based organizations rely on the use of a formal Grant writing process in order to access national funds. The Mid level contact is often the grant writer. The Grant writer will need facts, figures, and time to access national funds. Example United Methodist Committee on Relief Bishop requests seed money up to $10,000 Additional funds must be requested through a narrative and a line item budget a formal grant request.

Project Goals and Objectives Targeted Beneficiaries. Description of Proposed Assistance. Implementation and Timetable. Project Administration, Finance, Monitoring, Reporting Line Item Project Budget.

19 Publicize the Donations National organizations are always seeking publicity so that their donors will continue to donate. Send thank you letters after the LTRG goes dormant. One donor group built a memorial to a tornado disaster.

20 Help with the After Action Report Many National organizations require an After Action Report. Help the donor group by gathering information for the final report. Number of beneficiaries served Value of assistance Number of volunteers participating in recovery efforts. Volunteer Hours Number of volunteers housed Submit your analysis promptly when requested.

21 Key to Accessing National Resources Take time to learn the specialties of the NVOAD member organizations. What Faith based group specializes in Donations Management? How many National Organizations have construction teams? Take time to learn how the National Organizations Active in Disaster (NVOAD members) systems work. Which Jewish organization supplies disaster assistance? Who is the Salvation Army Service Director for Alaska?
