1 MEETING OF THE BOARD OF MEDICAL EXAMIhVRS OF NORTH CAROLINA Cherry Hot;el, Wilson, North Carolina October 2Sth, The Boa rd of Medical Examiners of the State of North Carolina met at the Cherry Hotel, Wilson, North Cerolina, October 25th, 1948, for consideration of licensure by endorsement of credentials and ot;her business ~ The board oonvened at 10 A. M. and the meeting was called t;o order by Dr. Malory A ~ Pittman, President. Drs. Charles W. Armstrong, M. D. Bonner, Thomas Les lie Lee, R. E. McKnight, Paul G. Parker, Ivan Prooter, Secretary-Treasurer, and Mrs ~ Louise J. I«'IcNeill, Assistant Secretary-Treasurer, were present. Dr. Garrett E ~ Deane, who is an officer of the Unit'ed States Army, st'ated at Fort r3ragg, appeared and requested lioensure by endorsement. He stated that; he expected to participate in part' time pract;ice in Fayet;teville, North Carolina, until his disoharge from t;he army in July, 1949, aft;er which he would practioe there full time. Dr. Deane's oredentials consisted of a letter af recommendation from a Fayetteville physician, who stated that Dr Dean was to begin work with him. Dr. R. B. McKnight moved that the seoretary write the Surgeon General to escertain if it was customary for an officer to do a par. time private practice and also v;rite the secret'ary of the Cumberland County Medical Society as to the society's attitude t;owards Dr. Deane being; licensed under the above circumstances. This motion was duly seconded and passed unanimously. The following physicians were interviewed and grant;ed license by endorsement of credentials: Alexander' Eben, Jr. Ames, Richard Haight Axford, Glen Ver.'den Bruner, Harry Davis Burns, Margaret Virginia Byrne, Edward George Chapman, Jesse Pugh, Jr. Coleman, Catherine Elizabeth Deane, Garrett; ED Fincher, Robert Charles, Jr. Gamba, Carl Lewis Hunt, Robert E. 3 Monday, May 9th, 1949, was set for the meeting of the Board of Medical Examiners at Pinehurst, North Carolina, during the meeting of the State Medical Society. June 20-23rd, 1949, was set for the annual written examination, the meeting to be held at the Sir VIalter Hotel, Raleigh, North Garolivw. The secretary presented the request from the Registrar of Bovman Gray School of Medicine that written examinations be held in Deoember for the gradus tes of Bowman Gray Sohool of Medicine. Dr. Thomas Leslie Lee moved that due to the neoessity for frequent meetings of the board for eciprocity and other duties, that it would not be iustified in holding a meeting in Deoember for the purpose of written examination for the graduate+ of the Bowman Gray School of Medicine. This motion was duly seconded and passed unanimous. - ly, Dr. Thomas Leslie Lee moved that the secretarv and Attorney John H. Anderson draw a suitable esolution with referenoe to the proposal of the Legislative Gommittee for all examining boards. This motion was dul. ' seconded and passed unanimously. Dr. B. B. McKnight was appointed representative to attend the eting of the Federation of Medical Boards in Ghicago in February, IN RZ: Mrs ~ J. L. Broughton, practicing medicine without a license. The secretary reoorted to the board that this matter had been turned over to the solicitor of the Seventh Solicitorial District, who is conferring with the Attorney General with reference to prosecution e IN RE: Dr. ', Viley Royster Young, Angier, North Carolina, Dr. Paul G ~ Parker stated he was very glad to report that in his opinion Dr. Young was not taking narcotics, he vmw looking fine and said he was doing wells Dr. Parker said he had made inquiries and believes Dr. Young is free of narcotics' The secretary was directed by the board to write a letter of commendation to Dr. Young, a copy to go to Dr. A. BE Choate, Chairman of the Mental Hygiene Committee of the State Medical Society, Councilor of the «ifth District of the State Medical Society, and the secretary of the Harnett County Medical Society. IN RE: Dr. John S ~ Stone, Leaksville, N. C ~ The following letter under date of Septenber 2nd, 1948, from the Narcotic Bureau was read t o the board: "Mr. Bovd M. Martin, our District Supervisor in Baltimore, Maryland, has submitted a report with respect to an investigatior; made by one of our agents in, he case of Dr. John S. Stone, Leaksville, North Carolina, ccnoerning whom you inquired on July 7, 1948 ~ "This agent reported that he four@ no evidence as of July 15, 1947, that Dr. Stone was presently using narcotic drugs. A oheck of the files of drug stores revealed no narcotic prescriptions issued by Dr. Stone. Also, the drug~is ts stated that no barbiturates had been purchased by the doctor. The agent inter;iewed Dr, Stone who stated that he had gained thirty pounds in weight and felt better than he had in years. " The board directed the secretary to forward a copy of this letter

5 to Dr. A ~ B ~ Choat;e, Chairman of t;he Mental Hygiene Cor. mittee of the State I4dical Society and Councilor of the Eighth District of' the State Medical Society. IN RE: Dr. Samuel Phillip Ray, Leaksville, North Carolina ~ The secretary report;ed t;hs. t on July 28th, 1948, at the directinrr of t' he Board of Medical Examiners, he requested investigation of the alleged narcot;ic addict;ion of Dr. Ray by the Rockingham Count, Vedical Society snd the IIarcotic Bureau and that t'o date no report; has been received. Dr. Thomas Leslie Lee moved that the secretary write the Council on Iwdical Educat;ion of the American Medical Associat;ion for p=rtinent data with refererce to the Canadian Medical Council, looking to establishing reciprocal relations for licensure of physioians who meet the requirements of the Board of Medical Examiners ~ This motion was duly seccnded and passed unanimously. IN RE: Dr. Stanley S ~ Avren. Credentials of Dr. Avren, gradua te of the University of RIanitoba, Canada, were presented to the Board of I~'ledical Examiners with the request of Dr. Fred ',V. Harb, Medical Officer in Charge of the Eastern Medical Center, Durham, N. C., that he be grant;ed a permit to practice in the Eastern Medical Cent;er only. Note: Dr. Avren did not accept said position. Dr, M, D. Bonner moved t;hat Dr. Avren be granted temporary, limited rdsdical license to work in the Eastern Medical Center only until he can take the written examination of the Board of Medical Examiners in June, 1949, said temporary, limited medical license to expi re at that time. Pzovided, that; Dr. Avren be personally interviewed by Dr ~ Ivan Procter, Secretary, and his credentials found t;o be satisfactory. This motion was duly seconded and passed unanimously. IN RE: Dr. S. W. Fleming. Dr. Thomas Leslie Lee moved that if Dr. S, iv. Fleming could enter North Carolina Baptist Hos pit;al at IVinston-Salem for a period of one year as an observer, that this be taken in lieu of one year's interneship, provided that his preceptor shall give the Board of Medical Examiners a statement of his residence there. This motion was duly seconded and passed unanimously. Dr. Thomas Leslie Lee was unanimously elected president of the Board of Medical Examiners f' or the ensuing year, IN RE: Dr. Rsnda 11 C ~ Smith, Ayden, North Caro3. ina. Dr. Smith was request;ed to appear before the Board of Medioal Examiners to make a preliminary report upon nis condition and use of narcotics following a report f'rom the Narcotic Bureau on September28th, 1948, that he was addict;ed, to narcotios ~ Narcotic Agent V~'. H. Atkins was present and submitted the following report with reference t;o Dr. Smith: That Dr ~ Smith's narcot;ic order forms from May 17th, 1947 t;o May 24th, 1948 revealed t;he following pzzrchases: May 17, ampoules demarol June 3, ampoule s demarol September 23, ,000 grain morphine October 6, ~ grain morphine Ootober 23, :. grain morphine April 26, ampoules dolaphen May 24, ampoule s d ola phen ~ Agerrt Atkinson further reported that Dr. Smith had been cormitted to the Veterans Hospital, Roanoke, Virginia, October 30th, 1947, and was discharged as cured, according to Lr. Smith's statement, on the first part of April, 1948; that he was again commit ted to the Veterans Hospital on June 12th, 1948, and discharged July 16th, 1948, again as cured; that

7 he voluntarily surrendered his narcotio license May 26th, Agent Atkinson recommended that Dr. Smith be placed on probat;ion and given a chance, but that he would not; recommend th-t ce be given his narcotic lie ense ~ Dr. Thomas Leslie Lee stated that he had knovm Dr. Smitg. fgr twenty w 0 years; that. he was injured in action in world Vlar II, after 4e acquired an addiction to narcotics; that since his return homo he had a major operation, "ith postoperative complications. The following letter under date of October 1Bth, 1948, from Dr. F. B. Haar, President of the Pitt County I'4sdical Society, was presented to t;he board: "Your commit;t;ee finds that since the revocation of Dr. R. C ~ Smith's narcotic license last spring he has been treated for drug addiction at Roanoke, Ua. He seems t;o be going st;raight now. Suggest act;ion be held in abeyance giving him time to prove himself off narcotics. " Dr ~ Smith stated that he had ne rer taken narcotics until after a serious injury sustained in action during ',Vorld 'J", ar II; that after his return home he again began to use of narcotics during a serious illness. This illness was followed by an operat;ion and complications. Vlhen he returned to his practice follorving this i"lness he t;ired easily, was very nervous and - gain resorted to t;he use of narcotics. ~r. Smith stated that he had t.aken no narcotios since June, 1947 when admitted to the Ueterans Hospital. He said he had taken seconal, which had a very bad effeot and has been admitted to the hospital on two occasions; that during his last admission from June 12th-July 16th, 1946 he gained forty pounds and was discharged as a normal, well, and healt;hy man; that he has been at;work and has had no barbit;urates since tha t; t;ime; that he thinks he is doing all right and hopes that he vill never again become addict;ed' ~JERDICT: RESOLVED that it has come to the attention af the north Carolina State Board of Medical Examiners that; Dr. Randall C. Smith, Ayden, &&orth Carolina, has been indiscreet in the personal use of narcotic drugs. Therefore, this board in regular session calls t;his mat;ter to t;he attention of Dr. Smith and warns him against such indivrcriminate use of narcot'ics, which not only jeopardizes his health and his medic, l practice, but leaves him liable t;o possible further infraction of the law. The board desires to ass ist Dr ~ Smith in every way practical to combat; this unfortunate habit, but at this time finds it necessary to place him on probati;n. It is requested th=-t Dr. ~rady Dixon act as personal advisor and councilor in co-operation with the Committee on Mental Hygiene of the State "Wdical Society, Dr. A. B.
