3 Appendix 6 The Lists of Eected Overseers, 1690/ The eariest recorded appearance of the Boston Overseers of the Poor as an officia branch of the town administration is in the Boston Town Records, 7:206, for March 9, 1690/91. This was the first eection of Overseers by the Town Meeting and incuded a petition to the Genera Court that ed to the forma egisation that actuay created the office. That egisation of 1692 was not specific to Boston but Boston was the ony town for neary a century to use Overseers as a separate town office. In a the other Massachusetts towns the oca Seectmen administered poor reief (see Appendix 1). The eection of Overseers was recorded annuay in the town records aong with a the civic administration ists. Before 1707 the Overseers appear to have been chosen by the Seectmen, but thereafter it seems that the Town Meeting did the appointing indicating a separate if coaborative status for the Overseers and the Seectmen. The eariest extant citation from the Overseers own records is The ist that foows is drawn from Boston Town Records, voumes 7, 8, and 12, and from Robert F. Seybot s invauabe The Town Officias of Coonia Boston, (Cambridge, Mass., 1939) for the years before 1742 and thereafter from the Overseers records themseves. Seybot s compiation is exhaustive, and whie it is derived mosty from the pubished Boston Town Records and the manuscript voumes of the Boston Town papers (at the Boston Pubic Library), it does use a very broad range of contemporaneous sources incuding newspapers. Seybot is especiay usefu in cross reference and in estabishing consistent speings for the Overseers names, and in the use of tites such as Esquire, Captain, Honorabe, Mister, and so on. Seybot is aso usefu for comparing the Town Papers with the transcriptions in the Boston Records, and in carifying the idiosyncracies and omissions of the various recording and transcriptions cerks. Town officias were chosen annuay at the March Town Meeting, usuay hed during the first haf of the month. Unti 1752 the officia Ango-American year ended on March 25. Thus the use of 1690/91, and 1691/92 and so on, in the records. The Overseers own ists from 1742 to 1752 do not use the spit year form but refer to March 8, 1741/42, for exampe, as March 8, This ist does not incude the few men who were appointed and refused the appointment and did not serve for even one year as Overseers. 983
