4 4 Dear Sisters in Christ, Greetings to you in the name of our Lord Jesus Christ! I m sending many prayers of thanksgiving for your faithful service and ministry to this wonderful organization known as Women of the ELCA. While you are gathered together during your synodical convention I would like you to reflect on the next generation of Women of the ELCA. Think back to when you became involved and embrace that excitement. God has a great future for this organization. He is calling us to build on this legacy for our daughters, granddaughters and great granddaughters to enjoy and love. A verse from Isaiah 6 reminds us that when God calls we should be ready to say, Here am I; send me! You will share this weekend with a representative from the Churchwide Executive Board. Please share with her your vision for the future. Engage her with conversations about your joys and concerns for the time ahead. She is here to serve as your advocate and your partner and to take part in everything you have planned. Be sure to introduce yourself to her and invite her to share a few moments with you in fellowship and sisterhood. Enjoy the time you will spend together. My prayer is that you will leave inspired and excited. Share your experiences with those who could not attend in your congregational unit and invite them to come to your next event. 7 Proposed Standing Rules 1. Voting Members The voting members to be seated at this convention shall be those approved and seated by the Credentials Committee for this convention, to include: one woman elected by each active unit of the Northeastern Iowa Women's Synodical Organization and the members of the Northeastern Iowa Women's Synodical Board. 2. Seating of Voting Members Voting members must register with the Credentials Committee before each business session and be seated in the section reserved for them. 3. Quorum A majority of the registered voting members in attendance shall constitute a quorum. 4. Privilege of Voice Seat and voice shall be granted to the representative of the Bishop of the Northeastern Iowa Synod, to the representative of the Women of the ELCA, the convention parliamentarian and committee chairwomen. 5. Appointment of Committees The presiding chair shall announce the appointment of the Parliamentarian and Elections, Credentials, Resolutions and Offering Committees at the first business meeting. 6. Voting Procedure To be eligible to vote, a voting member must be seated in the designated section. No proxy or absentee voting is permitted. A majority vote is required for approval for the 2019 NE IA SWO budget, recommendations from the Resolutions Committee, all elections and other actions as specified by Robert's Rules of Order. All elections shall be by ballot. All other voting shall be by show of voting cards: GREEN---YES; RED---NO; YELLOW---ABSTAIN 7. Conduct of Elections All nominations from the floor must have permission of the nominee and be prepared to provide written biographical information. The wearing of promotional buttons or slogans, distribution of materials or the carrying of placards to promote one nominee over another is not permitted at any time. 8. Motions and Resolutions Actions taken by the convention shall be consistent with the documents and policies of the ELCA and the Women of the ELCA. Any voting member may make a motion or present a resolution from the floor if the motion of resolution is related to the question under consideration. If any voting member desires to add an item to the agenda, she shall: present in writing a motion or resolution, provide the signatures of five (5) voting members representing five (5) different congregational units, and submit a form to the Resolutions Committee no later than 8:30 am on Saturday, June 16, The Resolutions Committee shall report to the convention with its recommendation for handling such new business, which may include a recommendation that the matter not be considered. A two-thirds (2/3) vote of the convention shall be required to add the item of business to the agenda. 9. General Discussions and Debate All speeches in general discussion, unless otherwise determined by a two-thirds (2/3) vote of the voting members, shall be limited to three (3) minutes. Speakers shall use the microphone, identify themselves by name, congregation and city. 10. Governing Parliamentary Law Robert's Rules of Order, the latest edition, shall be the governing law of this convention, except as otherwise addressed in the Standing Rules of this convention. 7

Previously, Barbara served as president and treasurer of the Metropolitan New York Synodical Women s Organization (7C). She is an active member at St. Paul s Evangelical Lutheran Church in Rye Brook, N.Y., serving as treasurer and on the church council. Additionally, Barbara is president of the altar guild and St. Paul s Women of the ELCA. Barbara graduated from Dartmouth College, Hanover, N.H., with a major in engineering sciences and has her master s of business administration from Dartmouth s Tuck School of Business. Barbara lives in Greenwich, Connecticut, with her husband, John. They have two children and one grandchild. Barbara enjoys spending time with family and competitive ballroom dancing.

Avis Johnson gave report on the Election results: Diane Wills elected President, Anna Jetson elected Secretary, Della Benson, Jane Godson and Nancy Miller elected to 2 year board term, and Jan Harbaugh elected to 1 year board term. Bev Sheridan presented the proposed budget for February 1, 2018 to January 31, 2019 on page 12 of the convention booklet. Diane Wills opened the floor for discussion. Budget was approved. Lynda Akers presented the resolution #1: Taking care of the earth, therefore, be it resolved: that the NEIA Synodical Board encourage all participants to carpool, walk, or bike to the convention whenever possible. Discussion. Resolution was approved. Lynda Akers presented the resolution #2: Recycling at the synod office, therefore, be it resolved: that the NEIA Synodical Board requests the placement of recycling bins in each of the meeting rooms and kitchen area of the NE IA Synod office to enable all users of the facility to participate in caring for God s earth. Discussion. Resolution was approved. Lynda Akers presented the resolution #3: Resolution on Ordained Leadership, therefore, be it resolved: that the NE IA Women of the ELCA encourage all NE IA congregations to receive an offering in honor of the 500 th anniversary of the Reformation to be donated to the H George Anderson Fund for Leaders En- 11

Lynda Akers presented the resolution #4: End to Shaming, therefore, be it resolved: that the Women of the ELCA acknowledge to themselves, especially in their online presence, when they notice themselves or others, making a judgment of another, and to dislike whenever possible any public shaming posted on social media. Discussion. Resolution was approved. Lynda Akers presented the resolution #5: Human Trafficking, therefore, be it resolved: NE IA Women of the ELCA download the app, Traffickcam, to use as a tool to help law enforcement identify hotel rooms used as backgrounds shown in pornographic photos. Discussion. Resolution was approved. Lynda Akers presented the resolution #6: Handicap placards, therefore, be it resolved: that the Women of the NE IA SWO encourage towns and cities to make more handicapped spaces available for those who need them. Discussion. Resolution was approved. Lynda Akers presented this amended resolution #7: Homelessness, whereas, there are over 500,000 homeless people in the United States and whereas, there are programs and organizations to help the homeless therefore, be it resolved: that we encourage all the Women of the ELCA to support programs and organizations that help the homeless. Discussion. Resolution was approved. There was no more new business. After completing her AA in early childhood, she began working as a para-educator in an integrated preschool classroom. She is a single mom, active in worship, Sunday School and Parish Education at Trinity. Angela Sadler, from Decorah in Decorah, will be enrolling in the Lutheran Deaconess program at Valparaiso University. She has completed a BS in Education and has found a second calling in her life. Her goal is to serve and minister to the geriatric population as a Deaconess. She finds time to serve on many and varied committees at her church. Jill Starrett, from Zion in West Union, will be beginning her studies in nursing at NEICC and Upper Iowa University. After helping her husband complete seminary and raising her children, she has felt a renewed call to become an RN and serve in a rural community. She has a strong passion for ministering to those in need.
13 13 NORTHEASTERN IOWA SYNODICAL WOMEN'S ANNUAL REPORT As Women of the ELCA, we continue our mission To mobilize women to act BOLDLY on their faith in Jesus Christ Spring and Fall Gatherings: included almost all clusters. The topics included boat tours, Reformation celebrations, skits about Katie Luther, Sukup Safe-T homes, Retrieving Freedom, and LSI. Our cluster leadership is taking up the challenge of planning and carrying out these fellowship and learning experiences and we are grateful for their creativity! LWR contributions included 6443 quilts, 2091 personal care kits, 3398 school kits, 1188 baby care kits, 205 fabric kits, 329# of soap, 21 denim mats and 165 blankets SWO Gathering: Our gathering was June 17, at Wartburg College. Our theme was "Hungering for Renewal", based on Ps 34:8. We celebrated with worship and communion, re-elected a president, secretary, two board members and elected two new board members, and shared in lots of fellowship, learning and shopping. Among our learning opportunities, we experienced arm and hand massage, a trip on the "El Camino", Bible Study and Journaling, meeting our YAGM's in Madagascar, and discovering more about human trafficking, the NE IA Food Bank and LSI. And one of the highlights was learning about the call process in our synod from our very own Pastor Brackett! We passed a number of resolutions including a request for the placement of recycling bins in the conference rooms of the Synod office, and calling for congregational support of the Synod leadership fund. Although our attendance was down slightly from last year, we had 13 first time attendees, which is considerable higher than in year's past. Our offerings were nearly $5000, 50% of which was given to our CW organization, and 25% each to the synod leadership fund and the LSI WELCA challenge. Publications: Our publications include CW magazine, Gather, also available digitally, Cafe, an e-zine and Daily Grace, a smart phone app. We also publish a one page monthly newsletter, Good News, which is included within the synod Star. We are also blessed to have a great website that Marcia Hahn from the synod office graciously assists us to keep up to date. All these publications combine to deliver a message of love, forgiveness and most importantly God's extravagant grace! SWO Board: At the SWO convention we re-elected our president and secretary, two board members, and added two new board members. We set new goals for the year, including promotion of the ministries of Global Health Ministries and Lutheran World Relief, support of the LSI WELCA challenge and we continue to observe a two minute "Renewal Time" in each of our meetings. As part of our goals, the board is planning a two day summer excursion to Minneapolis to tour the LWR and Global Health Ministries warehouses. We hope to have at least 15 women join us! We continue to use our website as an active tool to reach all the women of our synod with important and timely information about events, people and opportunities to serve. Tenth Triennial: "All Anew was held in Minneapolis July At the convention, held July 10-13, we passed a number of resolutions, including two from our synod. One was calling on the US to support the UN Rights of the Child and the other, encouraging our CW organization to provide more opportunities to use portable devices instead of hard copies. There were many highlights of the Triennial, especially the address by Leymah Gwobee and the amazing worship experiences, including the concert by the National Lutheran Choir. We had over 50 women from our synod attend and had a wonderful All-Iowa Gathering at the Westminster Presbyterian Church on Friday afternoon. Nearly 120 Iowans joined us! Over 3600 women from all over the country and the world attended this Triennial. That is nearly 1200 more than the Ninth Triennial in North Carolina and there were more than 1300 first time attendees! It was a time full of wonder, excitement, learning and blessings. 15 15 Resolution #1 RESOLUTIONS Telling the Story of Women of the ELCA Submitted by SWO Discipleship Committee, Diane Wills, Sheffield; Cindy Pogge, Kananwa; Jan Harbaugh, Hawkeye Whereas, Women of the ELCA are a vital ministry of the ELCA, their synods and congregations and Whereas, Women of the ELCA participant numbers continue to decline and Whereas, the need of Women of the ELCA and their ministry continues to grow and Whereas, Women of the ELCA have many unique and creative stories to share about their ministries and Whereas, many NE IA ELCA congregations are not aware of the many and varied women's ministries among them and Whereas, spiritual growth and ministry do not happen in a vacuum, but rather through life-long connections made in Bible study, quilting and other women's groups and Whereas, Women of the ELCA have more avenues than ever to tell our stories, Be It Resolved, The NE IA SWO Board encourages all NE IA Women of the ELCA to share their ministry stories and experiences on all forms of media, including Facebook, Twitter, Snapchat, Instagram, NE IA SWO website, NE IA Star, NE IA SWO Newsletter Good News, Gather magazine, Cafe, church bulletins, church newsletters, church websites, etc. Resolution #2 Support for children and adults suffering from ACE Submitted by SWO Justice Committee, Nancy Miller, Lime Springs; Pastor Jane Granzow, Iowa Falls; Millie Dieter, Waverly; Jane Godson, Volga Whereas, there are many children and adults suffering from Adverse Children Experiences and Whereas, there is testing available to identify these children and adults through the ACE Questionaire and Whereas, there are trauma informed practices and strategies like Camp Noah to support these children and adults Be it resolved, that the NE IA Women of the ELCA support the identifying of these children and adults, and the services they need through the ACE Questionaire and trauma informed practices and strategies. Resolution #3 Justice for immigrant children Submitted by Jane Godson, Volga, of the SWO Justice Committee Whereas, immigrant children as young as one and a half are being separated from their parents at the border between Mexico and the USA and Whereas, these children are being held in large holding areas and Whereas, some of these immigrant children have gone missing and Whereas, the ELCA has a Immigrant Refugee Service, Be It Resolved, that the NE IA SWO Board encourage the Women of the ELCA to prayerfully study this problem, and to support the ELCA s Immigrant Refuge Service in its efforts to bring a just and moral solution to this problem.

WBC 215 Katie Squier, from Lutheran Services in Iowa, will explain how the foster care system helps Iowa children and their families manage experiences of hardship, and how anyone in the community can consider being in the role of a foster and adoptive resource. Questions are welcome and the opportunity to discuss interest in becoming a foster and/or adoptive family will be offered. *Yes We Exist Life on Pine Ridge Reservation WBC 217 Carole Daughton, a nurse and quilter, has visited the Pine Ridge Indian Reservation in South Dakota five times and will share what she has seen and learned about this quiet community that so often falls under the radar of most Americans. 1:00 pm (for all participants) *Disaster Network: Blessed are the Weary Especially Victims of Disaster WBC 116 *Foster Care and Adoption How Can You Help? WBC 215 *Conversation with Northeastern Iowa Bishop Steven Ullestad Lyceum Have you ever wanted to just talk with the Bishop? Now is your chance, when he joins us for questions and answers. *Mandalas, Music and Meditation SSC-McCoy Sister Bernadine Jax invites you to create your very own Mandala. Mandala means circle in Sanskrit and is often used to promote well-being, balance and a healthy life style. All materials will be provided and no artistic ability is required-just an open heart! *Music Opens the Soul with Pastor Dennis Bauer and Bremwood students WBC 214 Bremwood residents will share examples of popular music that is part of their weekly worship. Songs offer an opportunity for residents to share stories of what God is doing in their lives as it relates to the lyrics. This experience opens the door to exploring how God might be working in our lives. *Faithful Friends, Faithful Stewardship and Your Gift to the Future WBC 117 Barbara Tormondsen and Mike Klinefelter will present ways to share the blessings of God s abundance with Women of the ELCA and the ELCA. Gifts both large and small are an enduring testimony of lives joyfully lived in faith.
