ChevronTex aco Corporation This ballot needs to be merged with I do not disagree with the change but the two ballots do not agree with each other. I agree with everything except the lapping of bottom plates beneath the annular plates. We do not know the behavior of the fillet weld so constructed especially under the influence of settlement. To resolve my ballot I simply would have you remove that bottom plates can be lapped "under the butt-welded annular plates". ExxonMobil I see no justification for removing the spacing criteria between three plate laps and a butt welded annular plate joint...suggest leave current requirement in place... 4 Section. Kenneth Erdmann Matrix Delete "reasonably" from the first sentence. Delete "are used or" from the third sentence. I agree with the primary purpose of the ballot that the bottom can lap over or under the annular ring. I do not accept two additional changes. First, the deleting of the word reasonably in front of rectangular is not related to the lap issue and will impact bottom costs and schedules. It is common for bottom plates to be shipped direct to the job site from the plate service center or mill. These plates are reasonably rectangular but are not rectangular. This change will require all plates to be shipped to a fab shop for squaring then shipped again to the field or added cost will be paid for the plate producer to square them. Second, the addition of "are used or" in "When plates are used or are required by 3.5.1, they shall be butt-welded and shall..." requires all annular rings to be butt welded. Currently many owners use annular rings as a way to add corrosion allowance near the shell. There is no added loads on these annular rings and no technical reason why they must be butt welded. Switching from irregularly shaped sketch plates that are 1/4" to uniformly shaped annular plates with all radial seams that are 3/8" alone improves the stress condition near the bottom to shell connection. There is no reason to require this better condition to be butt welded. The standard already requires butt welding if there is a stress concern in this area (high strength steel or high temperature tank). Bruce Roberts Shell Pipeline Co. LP. Alyeska Pipeline Alyeska Pipeline Editorial 1) I think the term reasonably rectangular is actually appropriate to contrast the lesser need for exact rectangularity that exists in lap welded bottom plates in comparison with butt welded bottom or shell plates. 2) Add a note to API staff that this item needs to be worked together with which is addressing a different part of this same section ) Title of the item should be changed since the item does not change section at all "... at the Purchaser s option may be lapped on top of or under the annular plates." , 1st sentence , 3rd sentence Suggest a default "unless sopecified otherwise" "Bottom plates shall be welded on the top side, with a continuous full fillet on all seams and..." Do we really want to say that bottom plates shall be welded on the top side only? i.e. why change "need to" to "shall"? If "shall" is preferred over "need to", I suggest we delete "only" I would like to see the word "reasonably" left in. Unfortunately some regulators and inspectors are not reasonable and will interpret "rectangular" to mean an exact rectangle. I would prefer to have lapping on top as the standard and lapping under as a purchasers option. So, most of the time the purchaser doesn't have to say whether he/she wants above or below annular plate laps. This needs to added to Appendix L?
