The complaint alleged that a gut pond was spilling over its banks. It appeared to have been happening for some time and the contractor was told to pour concrete over the area where the discharge was still standing. This inspection / investigation was conducted in accordance with the provisions of the Federal Clean Water Act, the Arkansas Water and Air Pollution Control Act, and the regulations promulgated thereunder.
