The problem I see is the increase of traffic in downtown Watford unless there is a different route planned from Petrolia to Watford? Traffic is expected to increase if the fill rate amendment is approved. The increased traffic will be generated from two sources: Waste transferred from the WM Petrolia MRF Additional waste from new customers Neither of these sources will travel through the Village of Watford: Waste transferred from the Petrolia MRF will travel north on either Oil Heritage Line or Forest Line (seasonally dependent due to half load restrictions on Forest Line) and then travel to Twin Creeks using Highway 402 and Nauvoo Road Additional waste from new customers will likely be received from the East of Lambton County (as Lambton County waste will already be received at either Twin Creeks or the Petrolia MRF) and will travel to Twin Creeks using Highway 402 and Nauvoo Road March

April 15, 2016 Angela I hope the issue of where the trucks drive from Petrolia to Watford to the landfill & back is addressed. Recently I have seen an increase in trucks after depositing their load turn south on Nauvoo and over that bridge. Hopefully they will use the Highway 402. 4 Take Care. June 2, 2016 Angela McLachlan, WM WPLC Meeting Members of the WPLC noted the potential for increased traffic and other landfill related effects in the area. A discussion was held that the Township of Warwick had not noted concerns over the proposed increase in annual fill rate, and that the Township has no position on the matter until the Peer Review Team reviews and comments on WM s proposal/technical studies. February 16, 2017 Wayne and Angela Read all the documents send to us.there were a lot of meetings and going ons since the last WPLC meeting, but not once was I invited as an observer. WPLC was kind of put on the sideline of these consultations. Maybe I m over reacting, but sure some other members of our committee will want some answers to the consultations between various group, without WPLC involvement. I understand that WM is requesting a return to daily inspections. this is a good move and maybe will satisfy some members on our committee. Why is WPLC not on the mailing list of Peter Pickfield? I noticed WM expressed that the potential increase in tonnage would be gradual over time and through the environmental screening checklist and the traffic, air quality, noise and odour studies that were being conducted, any potential landfill related effects would be addressed. It was discussed that WM understood the Township s position and had spoken with the Township regarding the MOECC Inspector s summary to WPLC. February 16, 2017 Gerry. I've copied Angela with this as well as our consultant Engineer - Larry. In reply to your this consultation has been consistent with other landfill permit amendment applications wherein each stakeholder, including the WPLC, is provided the documents and offered an opportunity to comment. In this specific case WM also hosted and invited WPLC members to two open houses and has discussed the proposal and progress at WPLC meetings. The final comments from the TRT and any council resolution are then provided to the WPLC and this process is again consistent here. As you can see from the council resolution Peter was March

5 that he send The information to Angela as WPLC secretary. This seems to be a conflict of interest. No bad reflection on Angela, because she does a fantastic job. Gerry van Diepen Chair-WPLC directed to forward the documents to WM and WM then forwarded the documents to the WPLC. If you would like, as WPLC chair, we can ask that Peter copy you in the future but the outcome will be the same in that the files will always be distributed to the WPLC. [cc WM, Township of Warwick, MOECC, WPLC] I find it very hard to belief that Warwick Council would go along with supporting WM's request for this huge lncrease. based on some promise of what they will do in the future. Lets look at WM's track record-- #1--WM agreed to a Full Time Inspector in order to get their Landfill Expansion--that did not last very long. #2--WM would build a Leachate Treatment Plant on SIte within 2years--did not happen---promised to build it within 10 years--did not happen. #3--To get their Landfill Rate Increase now--wm's promise to build an On Site Leachate Treatment Plant within 3 years of final closure---this does not give this Community---the rate payers--a very good feeling for the future that it ever will be built. #4--There is no guarantee that WM will not walk away from this Landfill and leave this Community with a huge pile of garbage and Leachate with no treatment plant. Now go do the right thing March
