Finance Committee We, the District Finance Committee: Dr. Edward L. Estep (ex officio), Bill Harmon (chairperson), LaNora Jensen (Finance Committee secretary/district treasurer/nmi president), David Snodgrass (NYI president), Kyle Poole (SDMI chairperson), Gregory A. Pressley (district secretary); ministers Richard Coleman, Brent Walker, Terry Weyman; laypersons Mark Alison, David Ferguson, Jimmy Haynes, Iwana Ridgill, Dorothy Waldron, submit the following report for your consideration: The Church of the Nazarene is comprised of local congregations throughout the world. By the uniting of our efforts and resources we are able to accomplish that which our local churches cannot do by themselves. Necessary to these cooperative ministries is financial support from the local churches. Furthermore, we are dependent upon the integrity of pastors and local church financial officers in developing and maintaining a means to this ministry that is equitable and healthy. We recommend the following: 1. That for the fiscal year local churches participate in the Fair Share Plan (FSP). The FSP shall be conducted in this manner: each local church shall contribute seven percent of its weekly tithes and offerings (including its Sunday School offering) for the support of the following South Carolina District Ministries: District Operations, District Missional Growth, Camp, District Sunday School and Discipleship Ministries (SDMI), District Nazarene Youth International (NYI), District Nazarene Missions International (NMI). Send to South Carolina District Church of the Nazarene, 150 McSwain Drive, West Columbia, SC Exempt from inclusion in the Fair Share offerings is money given by the local church to the World Evangelism Fund and approved mission specials. The FSP allotments are to be sent each week to the South Carolina District Office by U.S. mail or through online giving. The district treasurer will disburse the funds proportionately in the following manner: District Operations 61% District Missional Growth 13% Camp 12.5% SDMI 4.5% NMI 4.5% NYI 4.5% After $585,870 of the district budget has been received, all monies will be distributed at a percentage to be determined by the District Advisory Board at that time. 2. That the World Evangelism Fund shall be 5.5% of all monies raised, minus all money given by the local church to the World Evangelism Fund and approved missions specials. Send to General Treasurer, P.O. Box , Kansas City, MO or by electronic payment 41

( 3. That South Carolina s Pensions and Benefits shall be 2.25% of all monies raised minus all money given by the local church to the World Evangelism Fund and approved mission specials; and that Trevecca s allotment shall be 2.25% of all monies raised minus all money given by the local church to the World Evangelism Fund and approved mission specials. Please understand that it is the local church s responsibility to send the Pensions and Benefits allotments to the General Treasurer and Trevecca s allotment to TNU. 4. The District Budget shall be as follows: Proposed District Budget Expenditures See Addendum 1. Proposed Missional Growth Ministry Investments See Addendum 2. Proposed Camp Operating Budget See Addendum That the District NYI, District SDMI, District NMI councils provide monthly treasurer reports to the District Superintendent. 6. That the District SDMI, NMI, NYI, Missional Growth, and Camp councils/boards present a proposed annual budget to the District Finance Committee. 7. That the district treasurer and all department treasurers be bonded at district expense. 8. That all district salaries and benefits and general assembly delegate allocations be preferred claims; and that all other district expense not specified, including office equipment, be paid as ordered by the Advisory Board; that travel expense for the district board and committee meetings be set at one half of the current IRS standards. 9. That each auxiliary department pays the following amounts to the district treasurer for: South Carolina District News 800 District Office Expense NMI and NYI 1,800 SDMI 3, We recommend that each church receive copies of the district assembly journal, and that the district secretary take orders during the district assembly for as many additional copies of the journal any church shall desire at $6 each. 11. That the district superintendent be given 5 weeks vacation with pay That the local church be responsible for the pastor s and any associate pastors' health insurance premiums.

13. That all district treasurers books be audited by a qualified accountant. 14. For South Carolina Nazarene churches that have paid their Education Budget in full, TNU will match 2-to-1 any amount the local church sends in for their students up to $500. (TNU will add $1000 to make it a $1500 Church Match Scholarship.) For South Carolina Nazarene churches that have not paid their Education Budget, TNU will match 1-to-1 any amount the local church sends in for their students up to $500. (TNU will add $500 to make it a $1000 Church Match Scholarship.) 15. In addition the district will provide a $250 scholarship for each South Carolina TNU student. Guidelines for Local Church Boards 1. That church boards assume responsibility to see that seven percent of the local church s offering is sent to the District Treasurer each week. 2. That our churches and departments have their treasurer s books audited at the end of the statistical church year preferably by a qualified accountant, or by a competent committee, and that a letter is sent to the district office verifying this audit. This is to be verified on the annual pastor s report. 3. That all church records are filed at the end of each statistical church year under the supervision of the church board, and that confidentiality be properly maintained. 4. That the district superintendent may meet with the local church board on his visit and review the pastor s salary and compensation. 5. That our churches pay full-time evangelists approximately twice their pastor s salary. Travel expenses and Social Security taxes should be in addition to the compensation provided. 6. That our people be encouraged to exercise the stewardship of possessions and estates on behalf of the church. We further recommend that the pastors use every means to conduct an active bequest program through the local congregation. Visit or call for more information. 7. That each church observe Nazarene Bible College Day on Sunday, October 4, 2015, and Nazarene Theological Seminary Day on Sunday, January 31, 2016, by distributing publicity materials and receiving an offering. Pastoral Care Care for our pastors is a biblical concept and practice that needs to be carefully considered by our church boards. Realizing that staffing and financing resources of the churches can vary, we 43

urge the appropriate committees to study and recommend action annually in each of the areas below. Churches receiving district support must comply with existing district policy regarding local church finance. A. Salaries 1. Each church, where appropriate and possible, should endeavor to employ its pastor on a full-time basis. 2. The pastor s and paid associate pastors' salaries are to be carefully reviewed annually as a minimum. It should be recognized that a salary increase is not an actual increase unless it is above the current cost-of-living index. When a pastor leads a church in growth that is reflected in increased finances, let this be a factor in determining the amount of increase in his/her salary and benefits. 3. A study should be made of the pastor s and associates compensation to determine means of limiting tax liability. Professional assistance is available through the office of Pensions and Benefits (P&B). We recommend local churches seek assistance relating to the tax laws and their impact on tax liability of pastors and associates. 4. The pastor s and associates salaries are to be considered a preferred claim. 5. That the pastor and associates be given at least one week s salary as a Christmas gift. B. Housing 1. In housing matters, churches should carefully consider the options of the pastor purchasing his own home versus retaining a church-owned parsonage to best meet the pastor s need. 2. When a pastor or associate purchases his own home, a housing allowance should be established commensurate with current housing and utility costs, in line with current IRS standards and consistent with P&B church newsletters. 3. If a parsonage is owned by the local church, the appropriate committee or board should be aware of and responsible for needed repairs and maintenance. C. Insurance 1. Church boards should work with pastors to obtain optimum insurance coverage. 2. For churches that are financially able, we urge each local church to provide a medical reimbursement account for the pastor and full-time associates for the purpose of covering out-of-pocket medical expenses. An amount equal to the deductible is recommended. 3. Consideration should be given to provide the supplemental term life insurance and the long-term disability insurance for the pastor and associates that is offered by the general church. 44 D. Local Church Expense 1. The church should provide a pastor s auto expense reimbursement, continually considering the increase in church-related auto costs. Consideration should be given to operating costs, maintenance, depreciation, insurance, and registration. Some churches may choose to provide a car for their pastor. 2. Each church should make provisions for a comfortable and well-equipped office for its pastors. This provision should include supplies, postage, telephone, and secretarial help when needed.

3. Recognizing that entertainment is a local church expense, consideration should be given to establishing an expense account to reimburse pastors for expenses incurred in professional responsibilities. 4. Each church should assist their pastor(s) with Work & Witness trip expenses, whenever possible. These ministry experiences should not be considered as vacation. E. Retirement Benefits 1. The church should reimburse the pastor(s) the full amount of Social Security tax based on the total of his/her salary and housing allowance or parsonage rental value (where possible, including utilities). 2. The local church should give consideration to establishing a matching TSA (tax sheltered annuity) plan for the pastor(s) through the TSA programs offered by the general church or other such programs. We encourage each local church to match up to 3% of the local pastor's contribution to a retirement plan through the TSA program chosen. 3. The local church should remit their P&B payment in order for the pastor(s) to receive retirement benefits. Well Being A. Physical 1. The pastor and full-time staff should be given an annual paid vacation. As a guideline, we suggest the following schedule for total years of service, not just the tenure of service at the current assignment: 0-4 years 2 weeks (including 2 Sundays) 5-14 years 3 weeks (including 3 Sundays) years 4 weeks (including 4 Sundays) 25 or more years 5 weeks (including 5 Sundays) 2. The pastor is urged to take at least one day each week for relaxation and refreshment of the mind, soul, and body. Since this is not always possible, we recommend that pastors be given compensating days off and that the local church insist on days off. B. Spiritual 1. Realizing that pastors face stress, pressure, and exhaustion, consideration should be given to granting extended time away (week or month) for rest, renewal, prayer, and spiritual growth. a. The pastor should have completed a reasonable period of service in the current assignment. b. For those with less tenure, consideration may be given to granting extra days away for rest, renewal, and study. c. After 7 years in a local church, we recommend a paid sabbatical leave of not less than one month (not vacation time) for rest, renewal, prayer, and spiritual deepening, with district leadership approval. 2. We urge that members of the local church uphold their pastor(s) daily in prayer. 45

C. Educational That each church encourage all of its pastoral staff to enrich their ministry at the local church by providing funds and time for continuing education as outlined in the most recent Church of the Nazarene Manual paragraphs. This may include ministerial conventions, seminars, directed studies, and special college and seminary courses. This provision may also include the purchase of professional development materials (books and periodical allowances) and the payment of professional dues. D. Inspirational That each local church assist their pastor and associates in attending district assembly, Family Camp Meeting, conventions, and the annual retreat for pastors and their spouses and that these meetings not be considered vacations. Family Special Recognition 1. Each church is encouraged to recognize all members of the parsonage families at appropriate times of the year: Pastor Appreciation Month, birthdays, anniversaries, Christmas, etc. Special attempts should be made to show appreciation and express love to the pastors and families at all times. 2. That our churches remember the retired ministers, missionaries, and evangelists within their membership with special acts of love and kindness. Respectfully submitted, LANORA JENSEN, Secretary BILL HARMON, Chairperson 46

Camp Development/Operations Board We, your Camp Board, submit the following report for : We have just finished another year at the D. Moody Gunter Camp and Retreat Center, and it has been exciting and rewarding, thanks to the leadership of Rev. Alan and Bonnie Pullen. The camp has continued to grow and move forward, and that is reflected in the following areas of the camp s ministry during this year: Buildings and Property: The main thing one will notice is the completion of Heritage Commons, thanks to the leadership of Richard Coleman and many volunteers by physical and financial means. The kitchen has been equipped and is in full operation. The laundry room has been completed behind the Pelham Building, and the old laundry room has been renovated for family use. The new stone-veneer base for the camp entrance has been completed. Spiritually: Camp meeting continues to be the highlight of the camp year as the district comes together and lives are changed through salvation by the blood of Jesus. Lives are strengthened through sanctification by the power of the Holy Spirit, and hope is renewed through the Spirit-filled music and proclamation of the Word. The children s camps and youth camps have given our children and youth opportunities to grow spiritually. Carolinas School of Ministry continues to make use of the facility as pastors are developed for our churches. Other churches and denominations use the campground as well as other non-religious organizations. Each group, regardless of the reason for being there, realizes that this is a special place because of God s Spirit and His blessings. Financially: Even though there has been a slight decline in some repeat usage, the financial condition of the camp is good, thanks to the continued efforts of our camp manager. New opportunities are being explored and engaged as we go forward with regard to creating a stable and spiritual ministry for the district and for God s glory. It has been a challenging year but also a positive and productive year, thanks to Alan Pullen s leadership and the commitment of the people on the district. As we work together in the power of God, we look forward to another great year. Respectfully submitted, JERRY W. BRANHAM, Secretary EDWARD L. ESTEP, Chairperson 57

District Hispanic Ministries Report I praise the Lord for a year of work in which we have been able to advance the Lord s kingdom through Hispanic Ministries on the South Carolina District. This year we have achieved significant progress in each one of the steps of the Hispanic church s vision: Win, Consolidate, Instruct, Equip, and Send disciples. I truly believe the Lord calls us to make disciples to later send them to expand the Kingdom as Matthew 28:19 says, Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost, by using the steps previously mentioned. Winning souls is the first challenge we have as a church. We need to bring the church outside the walls to win the souls and bring them in. We have been using different strategies through small groups and congregations to make that possible. We have a group of intercessors and pray-ers who meet two days a week to support this kind of work. The result for this year is around 150 people among all Hispanic congregations who have accepted Jesus in their hearts. Consolidate could be the most important part of the life of the new believer, and probably the most difficult one, too. We meet with the new believers in order to confirm and affirm their decision to accept Jesus Christ as their Lord and Savior. The Encounter Spiritual Retreat is the strategy that focuses on the issue of confronting sin and making the person understand that he/she is clean through the blood of Jesus. In the current year 87 new believers attended one of the four different Encounter Retreats and returned with the desire to receive total healing for their lives from the Lord by attending the Post-Encounter Class. After that, they would have the challenge to continue the Leadership School. Instructing is teaching the Word of the Lord to the believers so they can become day by day more like Jesus. During this year the Leadership School Sunday School had a registration of 101 students. Furthermore, we continue with the agreement with STNS (South America Theological Nazarene Seminary) for those who are called to follow pastoral training. Today we have 45 active students benefiting from this agreement. In addition, we participated in the DCPI Training, and 45 students attended. Equipping leaders in order to become servants of the Lord. As a result of the agreement with STNS (South America Theological Nazarene Seminary), 12 of the students attended the Ministers Assessment held at the D. Moody Gunter Camp and Retreat Center during the month of May. After the assessment, all of them received the recommendation from the Board of Ministry for their first district license or for the renewal of it for those who already have it. Send disciples to fulfill the Great Commission to go and make more disciples. This year we planted a new Hispanic church in West Columbia with Pastor Ulises Garcia. Finally, I want to thank the District Superintendent, Dr. Eddie Estep, Rev. Terry Weyman, and the former senior pastor of Greenville First Nazarene Church and other pastors for their support and for believing in the need for missionary work with the Hispanic population on the South Carolina District. I pray the Almighty God to open the doors for further advancing the process of establishing Hispanic churches in South Carolina. Respectfully submitted, JAVES N. MUÑOZ District Hispanic Ministries Director 58

District Church Planting Report There are roughly 4.83 million people living in South Carolina. According to statistics gathered by the Barna Group, 2.07 million of those people are considered Unchurched, and 1.83 million considered Post-Christian. In our everchanging world we need a diverse collection of sent believers gathered into communities known as churches who see themselves as mobilized missionaries for the advance of the Kingdom in their community. To this end, South Carolina District Church Planting has defined its mission as: Connecting, Equipping and Supporting the multiplication of Missional Leaders and Churches in South Carolina. The following is a brief outline of this past year s efforts in each area of our mission: Connecting: Though we continue to rely heavily on an individual s response to a personal call, we have implemented strategic initiatives to help individuals consider planting as a response to that call. We have also developed a clear assessment process for the planter, which gives a snapshot of their gifts as well as practical insight into the road ahead. Additionally, we ve made it even easier for individuals interested in Church Planting in South Carolina to connect with us by creating a simple online form. This form is found on our new website ( which is specifically dedicated to church planting in South Carolina. This website will be a key resource in the advance of church planting on the South Carolina District. We are continually looking for new ways to connect with individuals who feel called to church planting, particularly those who have a hard time envisioning themselves in a traditional context. We are convinced this happens most effectively on the local level and would love your help in this regard. If you know of someone who may be a potential planter, please direct them to or contact me personally. Equipping: This past year we facilitated three training opportunities through Dynamic Church Planting International (a strategic partner of the Church of the Nazarene). There were 74 individuals who went through courses in English or Spanish receiving training on Church Planting Essentials or Churches Planting Churches. At the training we saw existing planters strengthened, visions for future plants emerge and an understanding of the process of planting increased across the board. There were10 individuals who took an additional course and became Certified Trainers, with me and one other, moving further along to become Master Trainers. The quality and adaptability of the DCPI material make it a great resource for everyone, regardless of their position or place in the church planting process. I m looking forward to additional training opportunities over the course of this next year and pray God will continue to give vision and equip individuals through the training. In addition to the DCPI training, our new website ( has a special section where periodic training videos are offered to leaders on our district. These videos are focused on missional topics and qualify for Lifelong Learning. There are 46 individuals who have created an account, with a number of those taking advantage of the Training Videos. There is also a Blog featuring missional insights from leaders in a variety of contexts. All of these elements are designed to inform, equip and inspire missional action on the local level. Supporting: Over the past year we have been able to provide support to existing and future planters through strategic planning, consulting and administrative guidance. We have dreams of expanding this support to include a network of mentors and individuals well versed in specific aspects of pastoral leadership. Support is an important key in determining the success of a plant. This is an area we are looking to grow in the near future. We are happy to report four new churches were launched this past year. We are eternally grateful for the investment each of the leaders is making in their respective areas. Many exciting reports of God s work are already coming in. We also have numerous pastors and churches with a desire to be a part of the launch of a new church. The soil is being tilled. Will you join me in praying for missional-minded leaders for these new churches? Our desire is to Connect, Equip and Support those leaders in the accomplishment of the vision God has laid on their heart and the vision of 20 new churches in South Carolina by I am grateful for the opportunity to serve the South Carolina District in this capacity. May God continue to guide in the days ahead. May His kingdom come, here on earth as it is in heaven and may it come through us. Respectfully submitted, Ben LaPlace District Church Planting Director 59

Carolinas School of Ministry Larry, called to be a minister of the gospel and a teacher of faithful men and women, chosen to be the director of this school of ministry, To the saints that are in the Carolinas, Grace and peace to you from God our Father and the Lord Jesus Christ our Savior. I thank God for all your ministry because, through your faithfulness in the gospel, men and women are still hearing the gospel and receiving Christ, who then calls them to follow Him into ministry. Each year your congregations produce new students who are seeking to do God s will in their lives, and some of them come to Carolinas School of Ministry (CSM) to prepare their minds and hearts for service in the kingdom. This past year 39 students took a total of exactly 100 courses through CSM. They range in ages from the mid-20s to the mid-70s. They come from Anglo churches, Hispanic churches, and French-speaking churches. They represent diverse cultures and backgrounds. Truly we are making disciples of many ethnos as Jesus commanded in Matthew 28: Three of those students, having taken more than 22 classes each during their time at CSM, completed their final academic requirements for ordination. And all three of these are currently fulfilling ministries as pastors in churches throughout the Carolinas. This coming year we are making a change in our format. In an effort to make more classes available each year, we are switching from a semester basis to a trimester basis. This means classes will run from August through October for the fall courses, November through February for the winter courses, and March through May for the spring courses. This makes a major shift for the school, the faculty, and the students. However, all courses will now be offered every other year instead of every third year, thus enabling students to get the missed classes sooner and, hopefully, move through their requirements in a more timely fashion. Today there are 30 current students or alumni of CSM pastoring among the 132 Nazarene congregations in the Carolinas, nearly 23%. And there are countless others serving in positions of leadership such as children s pastors, youth ministers, and worship pastors. Let me commend you because this is the fruit of your labors in the Lord. May you continue to serve the Lord by helping men and women feel their call into ministry and directing them to Carolinas School of Ministry for their training. Christ himself gave the apostles, the prophets, the evangelists, the pastors and teachers, to equip his people for works of service, so that the body of Christ may be built up until we all reach unity in the faith and in the knowledge of the Son of God and become mature, attaining to the whole measure of the fullness of Christ (Ephesians 4:11-13). Respectfully submitted, LARRY E. WAGNER Carolinas School of Ministry Director 60

District SDMI Report Dr. Crocker, Dr. Estep, South Carolina District Assembly delegates, and friends - it is a privilege to bring you my first report as your District SDMI Chairman. First, I want to extend a huge "thank you" to Dr. Jim Thrower for leading South Carolina SDMI so well for the last six years. Dr. Thrower has done a fantastic job as our District Chairman! When Dr. Estep asked me to pray about this new assignment a few months ago, my first thought was that he and the SDMI Council should probably find someone else more qualified. But, as I prayed, the Lord reminded me that I was not alone, and that there is no more important task than to reach people with the Good News of salvation, and to make Christlike disciples. So, together, with the help of the Lord, and the SDMI Council, I am humbled and honored to serve as chairman as we learn more about being disciples, and making more disciples for Christ. Special thanks to our SDMI Council and ministry leaders: Donnie Arant, Lay Representative; Richard Coleman, Ministerial Representative; Kathryn Culp, Lay Representative; Diane Estep, Women s Ministry/Marriage & Family Life Director; Eddie Felder, Men s Ministry Director & Lay Representative; Mary Frances Floyd, Singles Director; Sammy Geddings, Ministerial Representative; Janice Lee, Treasurer; Michelle Pilgrim, CLT; John Porter, Ministerial Representative; Brenda Turner, Secretary & Children s Director; Bill Watts, Adult Ministries Director; Mark & Dana Wolfe, Prime Time Ministry Directors These leaders have effectively advanced the Kingdom in their respective ministry areas. Let's thank them often and pray for them faithfully as they continue to serve this year. We praise God for all the churches that have shown growth in their SDMI attendance over last year! Several churches have earned awards which are listed in your Delegate Handbook. All SDMI awards may be picked up at the SDMI table in the Ministry Display area. A great crowd attended last January's District SDMI Convention and Mid-Year Rally at Seawell's in Columbia as General Superintendent Emeritus, Dr. Jim Diehl, shared 10 Reasons I Believe in Sunday School; Let Me Tell You Why. It was a great day! Be sure to mark your calendars for our next Mid-Year Rally on January 9, 2015, as we return to Seawell's with nationally-known church leader and author, Dr. Reggie McNeal, as our keynote speaker. More info will follow in the coming months. I hope to see you and a great group from your church there! I close my report by expressing a heartfelt thank you to every pastor, SDMI chairperson, Sunday School teacher, or Small Group Leader. You all are on the front lines of what makes South Carolina SDMI a great ministry! Let's keep our eyes on Jesus. He is faithful! Respectfully submitted, KYLE POOLE, District SDMI Chairman
