WELCOME TO DISTRICT ASSEMBLY On behalf of Elaine and me, and the entire South Carolina District leadership team, we welcome you to the 76th District Assembly. We are so glad that you have made the choice to be a part of this South Carolina Family Reunion. We are trusting God for a move of the Spirit that will transform us, His church, and our state during the hours that we are together. Our district assemblies have their roots in the first conference between Rev. John Wesley and some Methodist preachers held in London in November John Wesley, John Gambold, and John Robson all agreed to meet in London every year on the day before Ascension Day. John Wesley believed that Conferencing, or meeting in an assembly of pastors and laity, was a means of grace. The purpose of these annual conferences was discussion of theological and doctrinal issues, prayer, worship, mutual support, and accountability for Christian discipleship. (See Wesley and the People Called Methodists by Richard Heitzenrater, pp ) May it be said of this assembly that the people of God called SC Nazarenes celebrated the victories of the past, considered the call of God in the present, and cast the vision for impacting the world, long into the future. 37 Camp Development/Operations Board We, your Camp Board, submit the following report for : At the Gunter Camp and Conference Center we have experienced another year of moving forward in serving Christ. Under the excellent leadership of Rev. Alan and Bonnie Pullen we have been able to accomplish new goals in the Kingdom. As we look at the efforts made and the rewards received, we have achieved much that we can be proud of in the following areas: Buildings and Property: The Camp continues to work with homeowners to improve the private facilities. The property owners are working to enhance the beauty of the grounds by bringing buildings into compliance with the agenda established by the board. We will continue to stress improvement with the facilities. Creekside Pavilion with the new canteen has become a gathering point for children and youth activities. We are continuing the process of creating a ten-year plan for the Camp to provide direction and plans for the future of the facility. This year we have focused heavily on the development of a new marketing strategy for the Camp, which will include new website design and expanded marketing efforts to reach additional new segments of the rental market in our area. Camp work days continue to provide much-needed help to the Camp grounds. With funds from memorials and gifts we have been able to erect two new swings along the creek, furnish the Pavilion patio with new picnic furniture, repaint the main restroom building, and replace four deteriorating doors at the pool building. Issues have arisen concerning HVAC failure, and that has been an area of concern. We are working to address this issue. Financially: Alan has worked very diligently to keep opportunities coming that will benefit the Camp financially. He has the facility very stable at the present time and is looking to increase that position. Alan has continued to reach out to new prospective users of the Camp grounds. There have been challenges to face as we have experienced equipment problems and failures. Replacement of HVAC systems is high on the list. We are seeking resources. Spiritually: Family Camp has and will continue to be the highlight of the year as we are a part of something bigger than even our individual churches. People are being saved and sanctified, and lives are being changed through the biblical, inspired preaching and Spirit-filled worship music. Carolinas School of Ministry continues to have classes on-site for the training of godly pastors. The Camp grounds continue to host two pastors prayer retreats each year. The Sabbath Inn is available to district ministers for up to three nights a year. Reservations are required and based on availability. The camps for children and youth are still a major part of the purpose of the Camp, and we offer a facility for our children and youth to begin and to grow in their relationship with God. Other churches and denominations use the Camp grounds and recognize the spiritual benefit of being here. The opportunities and challenges have all been met for this year, so we look forward to the coming year. Thanks to Alan s leadership and God s blessing, we can and should be excited about the coming year. JERRY W. BRANHAM, Secretary Respectfully submitted, GREGORY D. MASON, Chairperson 36

Finance Committee We, the District Finance Committee: Dr. Gregory D. Mason (ex officio), Terry Weyman (chairperson), LaNora Jensen (Finance Committee secretary/district treasurer/nmi president), David Snodgrass (NYI president), Kyle Poole (SDMI chairperson), Gregory A. Pressley (district secretary); ministers Joshua Fite, Bill Harmon, Matthew Johnson, Rodney Lindsay, Terry Weyman; laypersons Rebeca Crandall, William Felder, Patty Hambrick, Ron Howard, and Ken McDougall submit the following report for your consideration: The Church of the Nazarene is comprised of local congregations throughout the world. By the uniting of our efforts and resources we are able to accomplish that which our local churches cannot do by themselves. Necessary to these cooperative ministries is financial support from the local churches. Furthermore, we are dependent upon the integrity of pastors and local church financial officers in developing and maintaining a means to this ministry that is equitable and healthy. We recommend the following: 1. That for the fiscal year local churches participate in the Fair Share Plan (FSP). The FSP shall be conducted in this manner: each local church shall contribute 6.75% of its weekly tithes and offerings (including its Sunday School offering) for the support of the following South Carolina District Ministries: District Operations, District Missional Growth, Camp, District Sunday School and Discipleship Ministries (SDMI), District Nazarene Youth International (NYI), District Nazarene Missions International (NMI). Send to South Carolina District Church of the Nazarene, 150 McSwain Drive, West Columbia, SC Exempt from inclusion in the Fair Share offerings is money given by the local church to the World Evangelism Fund and approved mission specials. The FSP allotments are to be sent each week to the South Carolina District Office by U.S. mail or through online giving. The district treasurer will disburse the funds proportionately in the following manner: District Operations 63.24% District Missional Growth 12.34% Camp 11.61% SDMI 4.27% NMI 4.27% NYI 4.27% After $610,000 of the district budget has been received, all monies will be distributed at a percentage to be determined by the District Advisory Board at that time. 2. That the World Evangelism Fund shall be 5.5% of all monies raised, minus all money given by the local church to the World Evangelism Fund and approved mission specials. Send to 38

General Treasurer, P.O. Box , Kansas City, MO or by electronic payment ( 3. That South Carolina s Pensions and Benefits shall be 2.25% of all monies raised minus all money given by the local church to the World Evangelism Fund and approved mission specials; and that Trevecca s allotment shall be 2.25% of all monies raised minus all money given by the local church to the World Evangelism Fund and approved mission specials. Please understand that it is the local church s responsibility to send the Pensions and Benefits allotments to the General Treasurer and Trevecca s allotment to TNU. 4. The District Budget shall be as follows: Proposed District Budget Expenditures See Addendum 1. Proposed Missional Growth Ministry Investments See Addendum 2. Proposed Camp Operating Budget See Addendum That the District NYI, District SDMI, District NMI councils provide monthly treasurer reports to the district superintendent. 6. That the District SDMI, NMI, NYI, Missional Growth, and Camp councils/boards present a proposed annual budget to the District Finance Committee. 7. That the district treasurer and all department treasurers be bonded at district expense. 8. That all district salaries and benefits and general assembly delegate allocations be preferred claims; and that all other district expense not specified, including office equipment, be paid as ordered by the Advisory Board; that travel expense for the district board and committee meetings be set at one half of the current IRS standards. 9. We recommend that each church receive copies of the district assembly journal, and that the district secretary take orders during the district assembly for as many additional copies of the journal any church shall desire at $6 each. 10. That the district superintendent be given 5 weeks vacation with pay. 11. That the local church be responsible for the pastor s and any associate pastors' health insurance premiums. 12. That all district treasurers books be audited by a qualified accountant. 39

13. For South Carolina Nazarene churches that have paid their Education Budget in full, TNU will match 2-to-1 any amount the local church sends in for their students up to $500. (TNU will add $1000 to make it a $1500 Church Match Scholarship.) For South Carolina Nazarene churches that have not paid their Education Budget, TNU will match 1-to-1 any amount the local church sends in for their students up to $500. (TNU will add $500 to make it a $1000 Church Match Scholarship.) 14. In addition, the district will provide a $250 scholarship for each South Carolina TNU student, to be provided $125 for fall semester, $125 for spring semester. Guidelines for Local Church Boards 1. That church boards assume responsibility to see that 6.75% of the local church s offering is sent to the district treasurer each week. 2. That our churches and departments have their treasurer s books audited or reviewed at the end of the statistical church year preferably by a qualified accountant, or by a competent committee, and that a letter is sent to the district office verifying this audit or review by October 1. Requests for permission to sell property, buy property, construct facilities, or borrow money may not be considered until the letter is received. This audit or review is to be verified on the annual pastor s report. (Manual paragraph ) 3. That all church records are filed at the end of each statistical church year under the supervision of the church board, and that confidentiality be properly maintained. 4. That our churches pay full-time evangelists approximately twice their pastor s salary. Travel expenses and Social Security taxes should be in addition to the compensation provided. 5. That our people be encouraged to exercise the stewardship of possessions and estates on behalf of the church. We further recommend that the pastors use every means to conduct an active bequest program through the local congregation. Visit or call for more information. 6. That each church observe Nazarene Bible College Day on Sunday, October 7, 2018, and Nazarene Theological Seminary Day on Sunday, January 27, 2019, by distributing publicity materials and receiving an offering. Pastoral Care Care for our pastors is a biblical concept and practice that needs to be carefully considered by our church boards. Realizing that staffing and financing resources of the churches can vary, we urge the appropriate committees to study and recommend action annually in each of the areas 40

below. Churches receiving district support must comply with existing district policy regarding local church finance. A. Salaries 1. Each church, where appropriate and possible, should endeavor to employ its pastor on a full-time basis. 2. The pastor s and paid associate pastors' salaries are to be carefully reviewed annually as a minimum. It should be recognized that a salary increase is not an actual increase unless it is above the current cost-of-living index. When a pastor leads a church in growth that is reflected in increased finances, let this be a factor in determining the amount of increase in his/her salary and benefits. 3. A study should be made of the pastor s and associates compensation to determine means of limiting tax liability. Professional assistance is available through the office of Pensions and Benefits (P&B). We recommend local churches seek assistance relating to the tax laws and their impact on tax liability of pastors and associates. 4. The pastor s and associates salaries are to be considered a preferred claim. 5. That the pastor and associates be given at least one week s salary as a Christmas gift. B. Housing 1. In housing matters, churches should carefully consider the options of the pastor purchasing his own home versus retaining a church-owned parsonage to best meet the pastor s need. 2. When a pastor or associate purchases his own home, a housing allowance should be established commensurate with current housing and utility costs, in line with current IRS standards and consistent with P&B church newsletters. 3. If a parsonage is owned by the local church, the appropriate committee or board should be aware of and responsible for needed repairs and maintenance. C. Insurance 1. Church boards should work with pastors to obtain optimum insurance coverage. 2. Consideration should be given to provide the supplemental term life insurance and the long-term disability insurance for the pastor and associates that is offered by the general church. D. Local Church Expense 1. The church should provide a pastor s auto expense reimbursement, continually considering the increase in church-related auto costs. Consideration should be given to operating costs, maintenance, depreciation, insurance, and registration. Some churches may choose to provide a car for their pastor. 2. Each church should make provisions for a comfortable and well-equipped office for its pastors. This provision should include supplies, postage, telephone, and secretarial help when needed. 3. Recognizing that entertainment is a local church expense, consideration should be given to establishing an expense account to reimburse pastors for expenses incurred in 41

professional responsibilities. 4. Each church should assist their pastor(s) with Work & Witness trip expenses, whenever possible. These ministry experiences should not be considered as vacation. E. Retirement Benefits 1. The church should reimburse the pastor(s) the full amount of Social Security tax based on the total of his/her salary and housing allowance or parsonage rental value (where possible, including utilities). 2. The local church should give consideration to establishing a matching TSA (tax sheltered annuity) plan for the pastor(s) through the TSA programs offered by the general church or other such programs. We encourage each local church to match up to 3% of the local pastor's contribution to a retirement plan through the TSA program chosen. 3. The local church should remit their P&B payment in order for the pastor(s) to receive retirement benefits. Well-Being A. Physical 1. The pastor and full-time staff should be given an annual paid vacation. As a guideline, we suggest the following schedule for total years of service, not just the tenure of service at the current assignment: We encourage the minister to consider 2 weeks vacation taken together when earning 4 weeks vacation. 0-4 years 2 weeks (including 2 Sundays) 5-9 years 3 weeks (including 3 Sundays) years 4 weeks (including 4 Sundays) 20 or more years 5 weeks (including 5 Sundays) 2. The pastor is urged to give careful consideration to following the biblical call to weekly Sabbath in taking one day off per week. He or she should also lead the congregation in understanding the words of Jesus that the Sabbath has been made for our well-being. God does in Sabbath what can only be done in Sabbath. Working on one s Sabbath should be rare. (Mark 2:27) B. Spiritual 1. Realizing that pastors face stress, pressure, and exhaustion, consideration should be given to granting extended time away (week or month) for rest, renewal, prayer, and spiritual growth. 2. We affirm the biblical call (Leviticus 25) to follow the rhythms established by God for His people. After 7 years in a local church, we recommend a paid sabbatical leave for rest, renewal, prayer and spiritual deepening, with district approval. a. We recommend not less than 6 weeks of sabbatical time. b. Recognizing the unique challenges of our bi-vocational pastors, the pastor / board are encouraged to invite the staff of nearby congregations and retired elders to help with the preaching duties. We encourage those ministers to consider their 42

assistance as a gift to the local church in helping our bi-vocational pastors. We also encourage the local church whose pastor is bi-vocational to plan far enough in advance to care for any lost income from their second job where possible. c. When a pastor has been in the ministry for 14 years and in his or her current assignment for at least three years, we recommend the congregation consider granting the pastor a sabbatical, in consultation with the district superintendent. d. Congregations should not consider the sabbatical as vacation nor should the compensation of the pastor be reduced. e. In financially healthy settings, the congregation should consider helping the pastor with the costs associated with the sabbatical. See Manual paragraph We urge that members of the local church uphold their pastor(s) daily in prayer. C. Emotional Understanding the emotional burden that pastors carry in caring for others and the high rate of burnout experienced by clergy, we recommend that the pastor give careful consideration to his or her own emotional health. We recommend that the local church encourage and provide the opportunity for each pastor to engage in counseling that would be consistent with Christian values, including, but not limited to, the Pastoral Care Center at Trevecca Nazarene University, with which the district has a contracted relationship. D. Educational 1. That each church encourage all of its pastoral staff to enrich their ministry at the local church by providing funds and time for Lifelong Learning as outlined in the most recent Church of the Nazarene Manual paragraphs. This may include ministerial conventions, seminars, directed studies, and special college and seminary courses. This provision may also include the purchase of professional development materials (books and periodical allowances) and the payment of professional dues. 2. That each church, especially those without the funds to help with Lifelong Learning requirements, encourage their pastor to participate in the South Carolina School of Pastoral Leadership. E. Inspirational That each local church assist their pastor and associates in attending district assembly, Family Camp Meeting, conventions, and the annual retreat for pastors and their spouses and that these meetings not be considered vacations. Family Special Recognition 1. Each church is encouraged to recognize all members of the parsonage families at appropriate times of the year: Pastor Appreciation Month, birthdays, anniversaries, Christmas, etc. Special attempts should be made to show appreciation and express love to the pastors and families at all times. 43

2. That our churches remember the retired ministers, missionaries, and evangelists within their membership with special acts of love and kindness. Respectfully submitted, LANORA JENSEN, Secretary TERRY WEYMAN, Chairperson 44

District Church Plan/ng Report Dr. Graves, Dr. Mason, South Carolina District Assembly Delegates, and friends - it is my privilege to bring you my fourth report as Church Plan/ng Director in South Carolina. I opened my report with this last year, but it bears repea/ng again this year. The South Carolina District is blessed to have some of the most gieed, crea/ve, courageous, faithful, and Spirit-led individuals I know plan/ng diverse churches and church type missions across our state. Our district is also blessed to have courageous established churches and pastors who selflessly make space for these God-called individuals to follow God s lead. May God con/nue to give us Kingdom vision that erases the lines between our congrega/ons that we may be one as God is one so that God s Kingdom may come here on earth as it is in heaven. Below are some snapshots of how we have seen this happen over the past year. New Language Groups - South Carolina is blessed to be a district with a growing number of churches who increasingly reflect the diverse mission field that is our state. God con/nues to open doors to new groups of people in previously unseen areas. A wonderful addi/on that perfectly embodies this reality is Charleston Portuguese and Summerville Portuguese. The Portuguese-speaking popula/on in South Carolina has remained a largely unreached people group by the Church of the Nazarene un/l the addi/on of Pastor Antonio Ma/as and Pastor Carmo Reis. There are now nearly 100 Portuguese-speaking individuals worshipping in the Church of the Nazarene in South Carolina, thanks to the faithfulness of these two pastors, their families, friends, and the churches who have made space for them to minister by sharing their hearts and their resources. These two congrega/ons are yet another reminder that God is at work in our ci/es and in the hearts of people. They are also reminders of what God can do when we are willing to make space in our lives and in our churches for the ways God is at work. I m grateful for the courage and the sacrifice of the Charleston Calvary and Summerville congrega/ons who have opened their hearts and their hands to our Portuguese-speaking friends. Deep Roots - Beyond just beginning new things, we have also seen the roots of our exis/ng plants deepen. Every church that has been planted in the last nine years is not only s/ll in existence today but con/nues to have a significant ministry in their area. SuperBus, Aiken Ebenezer, Honea Path Genesis, Florence A New Start Interna/onal, Community Ties, Ridgeville, Georgetown New Hope, CA CTM1, CA CTM2, CA CTM3, One Church - Chester, Charleston Portuguese, Summerville Portuguese, and our brothers and sisters in our Spanish-speaking congrega/ons are doing incredible and unique work in response to the call of God. The addi/on of these brothers and sisters to our district fills me with hope and confidence for the future. New Seeds - This past February four of us from South Carolina journeyed down to the Exponen/al conference in Orlando. Collec/vely we received 78 hours of training over the course of three days from church plan/ng experts from around the world. We took /me during each day to share what we had learned in each of the sessions we a\ended. We all came back encouraged, challenged, resourced in new ways, and with fresh vision for what God desires in the days ahead. Seeds were planted that I m confident are taking root and will bear fruit in the days ahead. I m hopeful to take an even larger group to next year s conference. May God con/nue to guide us as we seek to respond faithfully to the call that has been placed on each of our lives. Respec&ully submi.ed, BEN LaPLACE, Church Plan/ng Director 55

District Hispanic Ministries Report It is very exciting for me to present my second annual report to the South Carolina District. This year, one of the greatest challenges has been to reunite all the Hispanic ministers together to have some time of fellowship and learning from one another. I have planned this time together with the purpose of bringing down the distance barrier and to start getting a strong and united group of pastors that could share and learn from our good and not-too-good experiences. Despite the feeling of loneliness that pastors often experience, we have been able to meet and enjoy how good and pleasant it is when brothers dwell in unity. God has united us as one group of brothers and fellow servants. During this beautiful year we were able to celebrate Christmas together for the first time. We were also able to plan and carry out the district's first Hispanic revival campaign in Charleston, South Carolina. Our vision is to meet frequently to present our doubts, needs, and suggestions in a group manner and to make the Hispanic ministry attractive to pastors with the missionary call in this land. God has placed in my heart the burden of opening up new Hispanic ministries in Midland Valley, Laurens, Gaffney and why not, one more in the Rock Hill area. The need is there. God only hopes that people believe in Him, and as my Pastor Javes Muñoz always says, When God invites, God pays the bill. I submit my report thinking of Dr. Eddie Estep s departure but with hope and expectancy of the arrival of a new servant of God that can exalt Him and show His glory. I make myself available to pastors whose hearts have been touched to expand the kingdom of heaven in spite of differences of language, culture, and tradition. Respectfully submitted, GABRIEL MORENO, Hispanic Ministries Director 57

CAROLINAS SCHOOL OF MINISTRY To the District Assemblies of the Carolinas: I bring this my final report as the director of this school. It has been a wonderful ten years of ministry to the up-and-coming leaders of both the North and South Carolina Districts. It has been a thrill for me to serve in this capacity and to get to know many of the pastors and district leaders. This past school year we had 30 active students who took a total of 69 courses: Summer 1 class 9 courses taken Fall 4 classes 21 courses taken Winter 4 classes 18 courses taken (3 directed studies) Spring 3 classes 21 courses taken TOTAL 12 classes 69 courses While the number of courses is down from our all-time high (90 in ), it remains a substantial number of courses taken towards ordination. Of these 30 students, three finished the academic requirements for ordination with their spring class. Twelve are brand new this year. And one is a returning student who moved away and has returned to the Carolinas. As I bid farewell to Carolinas School of Ministry (CSM), my prayers will continue to be for her continued availability for the training of leaders in the Carolinas. I pray continually for the calling of men and women in our churches who will be directed to CSM for their academic training. God has raised up capable leadership for the school as two new faculty members have joined the staff this past year. And the school board has elected Scott Crandall to take over the reins of the school. Along with these and the returning faculty and board members, we have people in leadership who will continue to seek the Holy Spirit s direction as they continue Growing Christian Leaders Right Where They Live. Respectfully submitted, LARRY E. WAGNER, Carolinas School of Ministry Director Emeritus 59

District SDMI Report Dr. Graves, Dr. Mason, South Carolina District Assembly delegates, and friends I am humbled and honored to bring my fourth report as your SDMI Chairman. The mission of South Carolina SDMI is best expressed in the words of Jesus' Great Commission. Before our crucified and resurrected Lord ascended to the Father, He said: All authority in heaven and on earth has been given to me. Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age (Matthew 28:18-20 NIV). Jesus' Great Commission is our mission. My prayer is that, together, we will stay true to this high and holy calling. We praise God for a good year for South Carolina SDMI. In , many of our churches are finding new and creative ways to make Christlike disciples of all ages and backgrounds. Congratulations to several churches that have earned awards which are listed elsewhere in this delegate handbook. These awards may be picked up at the SDMI table in the Ministry Display area in the gym. A great crowd attended last January's INSPIRE and District SDMI Convention at Seawell's in Columbia as Frank Bealer challenged us to think about discipleship in creative "Kingdom" and "missional" ways. It was a great day! Be sure to mark your calendars now for "INSPIRE 2019." On Saturday, January 12, 2019, we will return to Seawell's with Daryl Blank, lead pastor at Springdale Church of the Nazarene (Cincinnati, Ohio) as our keynote speaker. Our annual SDMI Convention business will also take place at this event. I hope to see you and a great group from your church there! We are also excited about another great SDMI event for all of our churches this fall. It's called "EQUIP 2018." On Saturday, October 6, 2018, all local church lay leaders and ministers are invited to an exciting and affordable day of training at Columbia First Church of the Nazarene. Huge thanks to Pastor Joshua Fite (Fort Mill) for coordinating this vital event to help our church volunteers to Learn, Grow, & Lead. Watch for more information in upcoming district news releases and plan to bring a group of volunteer leaders from your church. Special thanks to our SDMI Council and ministry leaders: Donnie Arant (Lay Rep.), Tony Lupton (Ministerial Rep.), Pennye Duncan (Children's Min. Director), Diane Estep (Ladies Min. Director), Eddie Felder (Men's Ministries Director), Joshua Fite (CLT Coordinator and Ministerial Rep.), Brian Howard (Ministerial Rep.), Will Harvey (Singles Min. Director), Janice Lee (Treasurer), Libby Newman (Adult Min. Director), Sue Powell (Secretary and Lay Rep.), Jana DeYoung (Lay Rep.). I also want to thank every pastor, SDMI chairperson, Sunday School teacher, or Small Group Leader. You all are on the front lines of making Christlike disciples. THANK YOU! Let's keep our eyes on Jesus. He is faithful! Respectfully submitted, KYLE POOLE, District SDMI Chairman 63
