Membership: The Bishop's Council of 10-Dec-15 was very glad to appoint 13 members and 5 advisers to form the DAC (who will be joined by the two Archdeacons and Mr Phil Nunnerley, as the Bishop's new appointed Chair). Bishop David noted to the Council the substantial amount of time and expertise that the DAC had given to the diocese over the last 6 years on a pro bono basis and thanked members and advisers for their substantial commitment. DAC Vice-Char: Under Section 7 of the new Constitution, the DAC should nominate one of its members (excluding the Archdeacons) as the Vice-Chair, who would act as Chair if the Chair was unable to attend a meeting or while the role of Chair was vacant. Diocesan Archaeological Assessment: Dr Hodder has completed his full 2015 assessment of the archaeological potential of the churches within the Diocese. Paper DAC is attached. Dr Hodder to report. 2 4. Major Churches Research Project: Historic England is drawing up a short list of around 50 major churches to be studied in depth. From this, 10 will be selected for detailed study and national publication. The aim is to highlight the public benefit such churches provide, the duties they are expected to fulfil and the challenges they face in doing so. In Birmingham, St Agatha, Sparkbrook will be contacted to see if it would wish to participate in the project. Mr Mann to report. The Committee to NOTE. 7. Hayward Osborne 16/12/15 The parish was in touch on 16-Dec-15 to say that the dispute between the PCC and its church inspector had been settled by an order from Worcester County Court. The architect had been suing for unpaid fees plus legal costs reaching, in total, around 25,000 (as at 20-Aug-15). In return for the architect dropping his claim, the PCC agreed to pay 6,250 in fees and withdraw its complaint to the Architects Registration Board. The Committee to NOTE. City [DAC309 MINUTE: Dr Berrow reported that a DAC sub-group had been invited to visit the church on 10-Nov to discuss a major reordering project, which appeared to be very positive, and that an advice paper had been produced. He echoed the Archdeacon's observation on whether a new vestry located at the base of the tower, with its doorway facing onto a new nave platform, might present challenges for movement around the church space before and after services. Mr Bridges reported that he had visited the church and was broadly supportive of the proposals, but he noted that the Victorian Society would be concerned about the complete removal of the church pews and that any partitioning would need to be done very sensitively. Mr McLeish reported that he would also visit the church shortly, as Historic England would have similar concerns regarding the removal of the pews. City Mr Graeme Beamish, Mr Steven McLeish [DAC307 MINUTE: Mr Beamish reported that he would be satisfied for the descending AV screen box to be mounted beneath the chancel ceiling, as no viable alternative was available. He requested that the architect confirmed the proposed location for the box, which he hoped could be in line with the ceiling moulding at the west end of the chancel, and that the repeater screens in the transepts would be fixed into plaster, rather than onto the gallery woodwork. The Committee RECOMMENDED the petition, provided that the parish submitted the final location details for the projector screen box and the repeater screens, for agreement by the DAC.] 5/1/16 The parish wrote to the Registrar on 2-Dec-15 to request permission to place the ceiling-mounted box for the projector screen further east in the chancel, rather than in line with the moulding at the west end. The Committee RECOMMENDED the petition, provided that the fixings for the new window guard were made into the mortar joints, only.] 6/1/16 The parish was in touch on 4-Jan to say that, after testing, a full, wire-mesh window guard had a very negative visual impact on the view of the glazing from both inside and outside the building. As an alternative, the parish has proposed the installation of polycarbonate guards for the 3 main lights between the mullions, with stainless steel fixings into the mortar, while the small window lights between the traceries would be left unprotected, as they were at much less risk from accidental damage or an attempt at forced entry. He observed that the quotes that the parish had received were for very different solutions that were hard to compare directly, so he offered to discuss measures with the incumbent. Mr Clarke and Mr Skingley noted that, ideally, they would prefer for a new flue to break through the roof, where it would be less visible, rather than through the face of the wall, where it could be more obvious. He explained that, as the excavation had revealed features that went back through the medieval period to even the Bronze Age use of the site, the architect was designing a means for the new build to bridge these remains without resulting in their disturbance. City Mr Chris Hargreaves, Mr Steven McLeish, Mr Stephen Oliver [DAC309 MINUTE: Mr Oliver reported that the parish was developing a positive reordering project for the whole of the church interior. He noted that he was satisfied with the use of engineered timber for the floor finish in the nave and he felt that the re-engineering of the west-end screen was good. He felt that a full design of the proposed inner porch glazed doors should be developed and suggested that it included more woodwork, so that they had a better architectural connection with the church interior. He explained that, if the light level in the porch was too high, a person looking at the glazed door would see a reflection, rather than the church interior. Mr Bridges felt that it was positive that the outer wooden doors were to be retained. Mr Oliver explained that the spaces between the chapel ramp balustrades were open, so that the parish would need to take account in its risk assessment that a person could fall through the gap. He also suggested that the end of the handrail was detailed to be curved, so avoid snagging on clothes. He was concerned about the proposal that the chancel furnishings, as a set of woodwork in its original context, would be separated and diffused around the church. He noted that a view would need to be sought from both Historic England and the Victorian Society on this element of the work, in particular. Mr Skingley reported that he was satisfied with the proposed heating system and he suggested that the fan convectors at the rear of the church were connected through a pipe to each dropping down from the gallery. He noted that a full, final lighting scheme was still to be developed. Mr Bridges commented that he would be glad to talk through the current Statement of Significance with the incumbent, to help to develop it further, and noted that it should identify the building as the work of J.A. Chatwin and consider it in the context of his other church projects. Dr Berrow observed that the parish's reordering proposals appeared to be progressing well and were leading to a final scheme that would result in a very positive new way of using the space for mission, worship and community engagement. He suggested that a DAC sub-group visited the church, with the nominees from Historic England and the Victorian Society if possible, to discuss moving the project forward and the final technical information that would be required.
