Mr Brazier noted that these proposals were an issue for both the civil planning system, which had reached a decision on the case, and the ecclesiastical Faculty system, which had not. He felt that, in the interests of parity and fairness, the Faculty process should be brought to a conclusion. The DAC hoped that the Chancellor might make a judgement on the case as presented by the parish in its Faculty application and formally set out his view on a suitable and appropriate way forward. The DAC was very concerned that the reputation of the Church of England in its exercise of the ecclesiastical exemption from Listed Building Consent was suffering in both the view of Solihull Metropolitan Borough Council and of English Heritage, and that this could have an adverse impact upon the relationship of other churches in the Diocese with these bodies. City Mr Robin Hurley [DAC305 MINUTE: Mr Hurley reported that he had been invited to visit the church on 6-May and that he was satisfied with the parish's proposals to install a new memorial plaque, pending the submission of the final design. The Committee RECOMMENDED the petition, provided that the final design for the memorial was forward by the parish for the DAC's agreement.] 20/5/15 The parish submitted the final design detail for the wording of the proposed new memorial plaque on 20-May. City [DAC305 MINUTE: Archdeacon Heathfield reported that the parish was seeking to establish new toilets in the south-west porch, rather than in the north aisle, as this would leave much more space available for use in the body of the now partitioned church. The DAC observed that, in this context, it would be satisfied to see toilets installed in this location and it suggested that a site visit take place to discuss the various technical details before the parish commissioned the formal architect's drawings. City Mr Ross Brazier, Mr Derek Clarke, Mr Brough Skingley [DAC305 MINUTE: Dr Berrow reported that the DAC sub-group had met on 28-Apr to discuss further technical details for the renovation of the old Gas Retort House and had produced several papers, which had then been considered by the project architect. Mr Skingley and Mr Clarke asked that the main entrance draught lobby be reinstated on the phasing plan and recommend that it be installed as soon as possible. Mr Skingley noted that the aim was to establish separate service provision to the different sides of the building and he advised that the cabling be kept to the smallest size feasible, to minimise the width and depth of any new floor trenches as far as possible. He hoped that as much of the M&E detail could be drawn up and agreed with the DAC before being given to the contractor. Mr Brazier observed that the local planning authority had expressed some concern regarding the size of the proposed external ventilation grilles. Mr Clarke observed that the large chimney stack could present a good solution for the needed flues but, following the meeting, it was established the stack was free-standing and not within the boundaries of the Retort House property. Dr Berrow noted that further details would be drawn up as funding allowed and commented that the DAC would aim to process new information as quickly as possible, in extraordinary meetings if necessary. The Committee ENDORSED papers DAC a, DAC b and DAC c and NOTED the position.] 26/5/15 The DAC sub-group met with the architect and structural engineer on 29-May to discuss a number of issues relating to the implementation of Phase 1 of the conversion of the old Gas Retort House into a place of worship, including the details of the piling for the internal pods, the renovation of the rainwater good and protection of the building against damp, and the installation of new flues and vents. City Ms Sarah Baldwin, Mr Tim Bridges, Mr Chris Hargreaves [DAC304 MINUTE: Mr Clarke reported that he was encouraged by the concept of a 'modern' toilet extension to the church, but he advised that an alternative to the suggested timber cladding should be used, as it could provide a means of accessing the roof. Mr Shapcott commented that the toilets would need a good ventilation system and noted that the cubicle windows would not let in a great deal of daylight, so something like movement-activated lighting would be required. He felt that a light structure that was rafted and well-insulated could be suitable in the context of the ground conditions and the proximity of the existing building foundations. Mr Shapcott observed that the adjacent yew tree would need to be taken into account as its roots might impinge on the proposed foundation and raft excavation, and the debris from leaf shedding could block outlets on a flat roof. He wondered whether the existing foul drainage and rainwater disposal systems had the required capacity for this addition already, or whether they would need to be upgraded. Dr Berrow noted that a DAC sub-group could visit the church to discuss this project, in advance of an application for Faculty permission, if the parish would find this helpful. The Committee ENDORSED Mr Clarke's and Mr Shapcott's advice and NOTED the position.] 13/5/15 A DAC sub-group was invited to visit the church on 9-Jun to discuss the final details for the installation of a new toilet block extension at the building's north-east corner. Mr Bridges, Ms Baldwin and Mr Hargreaves to report. City Mr Ross Brazier, Mr Derek Clarke, Mr Brough Skingley [DAC290 MINUTE: Mr Bridges reported that he had visited the church on behalf of the Victorian Society and had produced a detailed paper for them. He advised that the parish should retain the very significant chancel screen and develop the space in front of it, in the nave. Mr Bridges observed that the removal of the organ and the improvement of the lighting would be of great benefit to the church interior. He recommended that the parish have a full survey of the pews in the church carried out and decide upon the liturgical use of the nave space that they wish to facilitate. The Committee ENDORSED Mr Bridges' advice and encouraged the further development of this very positive project by the parish.] 27/5/15 A DAC sub-group was invited to visit the church on 25-Jun to discuss the parish's current draft proposals for the reordering of the interior, including the creation of a nave platform, the installation of a servery space at the west end and the removal of the organ loft. Mr Skingley reported that the lighting, sound and wiring proposals had been confirmed, pending a future demonstration that the cabling would be sufficiently flexible to be fitted very tightly inside the chancel and around the aisle colonnade. Dr Hodder reported, in writing, that the parish would ask its archaeological consultant to update his report to take into account the ultimate extent of the required excavations. Mr Oliver reported, in writing, that he had discussed the design for the west-end partitions to the north and south aisles with the church's architect and that final drawings would be forwarded, in due course. Dr Berrow noted that the final details for this large and significant church reordering were nearly complete and he hoped that the parish would be able to forward the concluding information, shortly. Mr Skingley reported that he was satisfied with the parish's proposals for a new heating system. He suggested that the parish consider the use of fan convectors that were compatible with condensing boilers and then run the boiler at 55ºC in condensing mode, to achieve its highest efficiency. The DAC noted that, in its advice paper forwarded to the parish on 11-Sep-14, it explained that a report on the findings of an appropriate archaeological field evaluation was required in support of an application for Faculty, and that a full archaeological consultant's briefing document had been drawn up by the Diocesan Archaeological Adviser and provided to the parish at the site meeting of 14-Aug-14, and again with the DAC's formal feedback of 11-Sep-14. Dr Berrow explained that an archaeological field evaluation had not been carried out and regretted that, as such, the DAC was unable to resolve the petition until this was done, as it had a duty to advise the Diocesan Chancellor on the likely archaeological impact of the works proposed. The Committee DEFERRED resolution of the petition, pending the submission by the parish of a report on the findings of an appropriate archaeological field evaluation for the areas affected by the proposed works.] An archaeological field evaluation of the areas affected by the proposed new extension and interior reordering works has been carried out and the final report, and any amendments to the current plans, are expected in due course. The Committee to RESOLVE HIGHGATE, St Alban the Martyr P3088 To install a Birmingham Civic Society Blue Plaque B12 0YF 1881 PearsonJL LathamD None Mar-14 2* V Birmingham The Revd Fr Nicholas lo Polito ( ) Mr Edward Fellows ( ) Birm. City Mr Tim Bridges, Mr Stephen Oliver [DAC305 MINUTE: Mr Oliver reported, in writing, the proposed Blue Plaque would be quite dominant on the main elevation of the church, which contained many other equally important features from the Arts & Crafts movement and the Gothic Revival. Dr Berrow wondered why the memorial was to just Kate Bunce, rather than both Kate and Myra Bunce. Mr Bridges suggested that the Civic Society plaque could be mounted in the area of the church tower instead, and he hoped that people would be able to enter the church easily to view the artwork. Mrs Lloyd wondered whether, as an alternative, an interpretative board could be placed inside the church, near to the Bunce reredos. Mr Clarke noted that any plaque installed should be fixed into the wall mortar joints, only. The Committee DEFERRED resolution of the petition, pending the identification of an alternative location for the Blue Plaque.] 8/6/15 The parish wrote on 7-Jun to say that it felt that the proposed location for the Civic Society Blue Plaque on the pier on the south side of the main west door was the ideal option, but it also suggested some alternative positions. The existing guttering is all of the same copper box-section. The gutter fixing is currently unclear, but it seems likely that the screw/bar reinforcements that span the guttering pass into the concrete fascia. It is proposed to replace the copper guttering with powder-coated aluminium, box-section guttering with a copper patina. Repairs need to be carried out to some areas of the concrete eaves soffit and will be colour matched to the original white and be equally as smooth as the existing.
