1 Croft Parish Council Page 1237 Minutes of the Council Meeting held in the Pavilion on 13 October 2016 at 7.00 pm Present: Councillors C Mawby (Chair), R Howard, C King, and P Smith and A Spence. In attendance: Mr S C Blackburn (Clerk) and 2 members of the public Apologies for absence: Cllrs A Davies, M Ratcliffe and C Holmes (work commitments). RESOLVED: that the apologies be accepted Declarations of Interest and requests for dispensations: None To sign as an accurate record the minutes of the previous meeting RESOLVED: that the minutes of the meeting held on 8 September 2016 be signed as a correct record Public Participation A post at the war memorial had been dislodged and had already been referred to W W Busby with a request for a repair in time for Remembrance Sunday. Mr Daniel thanked Cllr Howard for arranging to fit the commemorative seat. He has a plaque and will fit it To receive a report from the Clerk The Clerk updated the printed summary; overgrowth by the bridge had been cleared that day and Midland Access Platforms had been thanked for trimming their overhanging trees. An had been received describing the opening arrangements for the sensory garden. It implied that our offer of 800 was unconditional whereas it was subject to agreed levels of access which did not appear to be very high. It was agreed that the Clerk should establish whether an earlier offer of 300 is unconditional, to resend our offer letter and to place the matter on the next agenda for further discussion. RESOLVED: that the report be noted Reports from the County and District Councillors (a) County Councillor (Cllr White): No report. (b) District Councillor (Cllr Freer): No report Planning Applications and Decisions for Consideration (a) 16/0000/OUT - Land adjacent to Deacon Cottages Cllr Howard expressed an interest in this matter as he was a near neighbour and had personally opposed the application. The application had been called in by Cllr Freer who was in favour although the officers had recommended rejection. Cllr Smith had written to Cllr Freer expressing surprise that the latter had indicated that the parish council was in support when this was not the case. The parish council had offered a neutral opinion but expressed concerns about the adequacy of water and sewage services and preservation of hedgerows. These concerns had been reiterated to Blaby DC and were included in the agenda pack for their planning committee. Page 1237

(c) Consultation Blaby District Local Plan The Clerk had circulated details of this consultation and asked for comments Proposed Conservation Area Blaby DC have confirmed the creation of a conservation area and published the necessary notices. A letter of thanks had been sent to Stephen Bradwell for his efforts in bringing this about. No further remedial work appeared to have been done on the two breaches and these would be followed up Fosse Villages Neighbourhood Plan Cllr Mawby updated the meeting on the timetable, now subject only to receipt of DCLG grants and the pace of the slowest village: December: Newsletter and questionnaire issued Delivery in Croft will probably be by Mrs Slaney, Cllr Mawby had organised drop boxes for their return January: Consultation Mid March: Draft plan May: Submission Croft Car Boot (a) to receive an update from a recent meeting (b) to appoint a representative to future meetings Cllr Mawby had attended a recent meeting organised by Stoney Stanton Parish Council at which their representatives, Mr Massarella and Mr Andrew Etherington of Blaby DC wee present. Cllr Mawby felt that attacks on him had become too personal and it was agreed that Cllr Smith would attend the next meeting on 25 October, after which half yearly meetings would be arranged Village Hall The Clerk reported on a meeting held on 10 October with Mr Sylvester Cheung, an architect based in Melton Mowbray, who had offered his services under the auspices of Leicestershire and Rutland Pro-Help. His services to drawn plans and obtain costs were free under the scheme but to take the matter forward to obtaining planning consent would be Quotations for further stages, including project management, were also offered, but left for discussion at a later stage. The Clerk reminded the Council of its earlier agreement to appoint contractors for a flood risk survey which would how be put in hand. Mr Ray Armstrong had re-issued a project plan aligning the necessary work with the next deadline of the Football Foundation. It was agreed that, if necessary, an extra council meeting would be convened to agree the plans. During the site meeting it had been suggested that the new building should be placed in front of the pavilion allowing the latter to be retained for storage. RESOLVED: to appoint Mr Sylvester Cheung of Sylvester Cheung Associates to undertake the work necessary to obtain planning consent for the new building. Page 1238

3 Croft Parish Council Page Cemetery - To consider if further action is required in respect of care and maintenance of graves Cllr Smith expressed his concerns that a number of people were decorating graves beyond the agreed boundary and about 12 graves were causing concern, particularly in making the grass difficult to cut. It was agreed that a letter should be drafted, to be agreed by the working party, and sent to the relevant parties. Some commemorative trees were in need of pruning and it was agreed that a notice should be put up saying that Council-organised pruning would take place in accordance with the planting agreements Repairs and Maintenance (a) Tree pruning outside Heathcote Arms Two quotations had been received for work to prune the trees outside the Heathcote Arms. RESOLVED: to accept a quotation of 250 from K Dunphy of Duntox. (b) Other tree work - update The Clerk summarised work recently authorised for Mr Thurlow which included stone work behind the old telephone box. A reminder would be issued about this task. (c) Arrangements for winter gritting It was agreed to write to Mr Free asking him if he would be willing to co-ordinate work again this year Sports Ground (a) To consider the future of cricket at Winston Avenue A meeting had been organised with representatives of UT XI to discuss their use of the ground in No representative had attended due to an apparent health emergency and the clerk had subsequently sent an setting out the areas where decisions needed to be made and asking for a response in time for this council meeting. No such response had been received. Discussion also took place on the costs and it was reported that teams typically could expect to pay about 2,300 for all services and, in our case, 600 would remain with the council. After some discussion it was RESOLVED that: (1) The ground would not be offered to UT XI in 2017 (2) Cllr Howard would research the demand for grounds amongst other teams in the league with a view to offering the ground elsewhere (3) if this was not successful, the square would be mothballed for one season and the ground offered to Croft Juniors FC on the strict condition that the square was adequately roped or fenced off when football was being played. (b) Marking of football pitches Croft Juniors FC have arranged with Ian Daniel to mark and overmark their pitches in future at the club s expense. The Clerk outlined the savings to the Council and advise that he was in discussion with Blaby DC about how this would affect the contract and, on a related matter, whether additional ad-hoc grass cutting would be possible. A report would be made to the next meeting Arrangements for Christmas tree and lights switch-on The following actions were agreed: Obtain a bigger tree for about 200 Page 1239

(b) Permissions requested for sheds etc update Two tenants had asked specifically for sheds etc. A list of existing structures would be drawn up shortly. (c) Keeping of livestock Following written concerns about the health of specific livestock, Cllr Smith had drawn up and circulated a list of best practice guidelines for consideration and will propose its adoption at the next meeting. If adopted it would be sent to all tenants and would form part of the tenancy agreement from 1 October Two tenants had been complained about; it was agreed that they would receive letters enclosing the guidelines now. (d) Other: A request had been received from Croft Allotment Association to use the vacant plot 21c for a bonfire. This was agreed to, at their risk Resilience Plan: Deferred to the next meeting Finance and Accounts: (a) To note the financial situation as at 30 September 2016 RESOLVED: that the situation be noted. (b) To approve accounts for payment RESOLVED: that the schedule of accounts appended to these minutes be authorised Other reports and items for discussion at the next meeting Noted that private ambulances were parked in the former garage site in Brookes Avenue but may have been blocked in by parked cars. It was assumed that parking was by permission of the landowner, Cllr Davies. Parking on the grass at the top of Brookes Avenue was felt to be detrimental to the grass and it was agreed to send a letter to East Midland Housing suggesting fitting of bollards. The Church was consulting on the removal of pews to create meeting space. Cllr Mawby reported on a public meeting in Sharnford to discuss traffic attended by the Police and crime Commissioner, Lord Bach Date of next meeting: Thursday 10th November 2016 at 7.00 pm.
