It is extremely humbling to have been elected and installed as the Commander for the Department of Illinois. The next year will be filled with challenges and joys. Lots of great work has been done in the Department leading up to this next year, and lots of great momentum is still going. First, I wanted to note the progress of a new Camp. The General William F. Lynch Camp of Elgin is being formed by diligent men, and will be commanded at first by Brother James Zingales, PCC. This will be the culmination of a several-year effort by Brother Jim and some of our Brothers in the Northeastern corner of Kane County to give themselves a hometown Camp. It will be named for a local hero of the Civil War and do much great work to bring information related to the Boys in Blue, both during and after the war, to the local community. Another reason I am excited to be the Department Commander is the work started by Junior Vice Department Commander Joe Hutchinson, PCC, and his Camp, regarding the oldest Civil War Monument in the State. The Shaft was a monument in Peoria which was dismantled during the construction of the current courthouse in Peoria, and not put back in the last 50+ years. At the Department Encampment, the Brothers approved funding from our organization to help the restoration and relocation of this very important monument in our State. One more item I await within our Department is the completion of the work by the Brothers of Camp #4 on a G.A.R. Monument in Vermont, Illinois. Brother Gene Walker has been logging the miles back and forth to see to the restoration and expansion of this memorial to the Boys in Blue. He and his Camp Brothers are doing great work for our Order in their territory. And lastly, a message from the Department Commander in Illinois will never be complete without mentioning the great work being done by Brother Terry Dyer, PDC, and his committee, on the Dr. Benjamin F. Stephenson Memorial Plaza in Petersburg. This last year showed tremendous progress on the plaza, with the installation of the new solarlighted flagpoles. I am told we will see even more progress in the coming year. We all know that we view this as a National Allied Orders project, being spearheaded and administered by the Department. Our Camps stepped up to the Commander-in-Chief s challenge to raise more funds, but our work will not be done until the final dedication. Through our efforts, we are ensuring that the man who made this all possible, Dr. Stephenson, is properly remembered. Brothers, we have a great Department. We are full of great men, and our recruiting numbers look good (let s strive for great). During this next year, let s keep the momentum going to ensure that our mission, to preserve the history of the Civil War, the Grand Army, and our own Order, is kept, our efforts expanded, and our membership increased. 2 The Railsplitter SUMMER 2018 Page 2 CHAPLAIN S CORNER: It seems that I have been attending far more funerals and memorial services than anything else lately. More people are ill and asking for prayers than ever before. So much of the news is filled with negativity and hatred that I have stopped watching and reading. I wish I had answers to all the problems in the world today. I wish I had a cure for the illness and disease that ravishes family and friends. I wish I could convince anyone that the hardest prayer that I have to say is "...Thy will be done..." All that I can do is keep the Faith, Pray and accept the things that God sends my way. There are so many positives that we take for granted; the flowers in my garden, the joy in the faces of those participating in a wedding or baptism, the taste of a wonderful meal, the sound of rain on my window pane and my deep sleep at night. So many positives, that I/we fail to recognize as gifts from The Almighty. The mere fact that my wife of nearly 51 years still loves me and cares about me, that my cancer is in remission, that I can hear and smell and taste - are all gifts that I do not deserve, but for which I am very grateful. If you are grateful for the people and things in your life, as I am - just say AMEN. In Fraternity, Charity and Loyalty, Chaplain Jerry PATRIOTIC INSTRUCTION: As the new Patriotic Instructor of the Sons of the Union Veterans of the Civil War, I thought my first article should be on the subject of Memorial Day. Since we all know it is the 150th anniversary of the GAR acknowledging Memorial Day as May 30th with General Order number 11 on May 5th The question is, Why was May 30th chosen? From my recent research I found the claim that May 30th was a day when no battles were fought during the Civil War. Is this the true reason that day was chosen? The definitive answer to this question will need to be supported through first-hand accounts. For the record, 25 places have claimed to be the "Birthplace of Memorial Day". Let us start with the claim from Boalsburg Pennsylvania that on July 4th, 1864 some graves were decorated making that village the "Birthplace". One of the oldest claims is that of Jackson Mississippi, where Sue Landon Vaughan, a descendant of President John Adams, put out a call to decorate Confederate graves on April 26, Her act is commemorated in stone on a monument erected in 1888 on the old State Capital grounds at Jackson, now known as Confederate Park. Perhaps the most beautiful "claim" is the event at Columbus, Mississippi where four women in Friendship Cemetery on April 25th, 1866, decorated the graves of their fallen soldiers. They also honored 40 Federal soldiers buried there which brought about the writing of the poem, "The Blue and Gray" by Francis Miles Finch. Another interesting "claim" is from Hopkinton (Delaware County), Iowa. On November 7th, 1865 a monument was erected to 44 soldiers from Lenox College who served in the Civil War. It was first thought that this was the earliest monument erected, but earlier monuments were erected at Kensington Connecticut, and Stone River National Battlefield, Murfreesboro, Tennessee. An even earlier event was on April 13th, 1862 when Mrs. George H Evans decorated 17 graves of soldiers who died in defense of the capital at a cemetery in Arlington Heights which is near Washington D.C. She was recognized in 1873 by the GAR Post 12, Des Moines, as "Originator of Memorial Day." Other claims have been made by Richmond, Virginia, that Cassandra Oliver Moncure had decorated graves in Hollywood Cemetery in June of 1866 and in Winchester, Va. where the Women's Memorial Society observed the June 6th, 1866 anniversary of the death of General Turner Ashby. Mrs. John A Logan, wife of the commander-in-chief of the GAR recounted more than once her trip of March, 1868 to see the battlefields around Richmond and Petersburg. Carbondale, Illinois, the home area of General Logan, held a service on April 29th, 1866, in which returned veterans planned and participated in decorating graves of their brothers in arms who had fallen in battle. I could go on but for the purpose of brevity I thought that less would be more. On a personal note, my remembrance of Memorial Day was walking with my Baba (grandmother) pulling my wagon to Solan's Greenhouse in Hammond, Indiana to buy geraniums to plant on our family s dead for "Decoration Day." I thought as a little guy the day was the deadline day to plant flowers at the cemetery. The nuns at St. Mary's grade school set me straight on the meaning of the day. 3 The Railsplitter SUMMER 2018 Page 3 Lincoln s Tomb & Camp #4 Sons of Union Veterans are no stranger to Lincoln s Tomb at Oak Ridge cemetery in Springfield, Illinois. Annually, near the middle of April, it is where we rendezvous to hold ceremonies in honor of our nation s Civil War commander-inchief, Abraham Lincoln. Though perhaps not widely known, that is not the only engagement for which Sons turn out for at the tomb of our nation s 16th President. At 7:00pm on the twelve Tuesday eves of summer, the 114th Illinois Volunteer Infantry Regiment, reactivated in 1969, performs formal flag retreat ceremonies at Lincoln s Tomb. Rain or shine, after standing for inspection and in absolute precision, they march in formation, fire three volleys by drumbeat, lower the flag that has flown over the celebrated tomb for the previous week, take great care to properly fold the colors, and then gift it to one of the visitors on hand to witness the moving proceedings. The 114th s drummer and two trumpeters sprinkle the doings with popular Civil War tunes and the playing of Taps is an indelible tribute to the fallen. Several members of the John A. McClernand, Camp #4, are also members of the 114th and still more attend the weekly service as observers. They include Camp Commander, Don Ferricks, immediate past Colonel of the 114th; former Department Commander, Stan Buckles, is a 114th flag bearer; Bob Chestnut, former Camp Commander, who is the only active Camp 4 charter member (1969), polices the area following the firing by volley and, Richard Schatchsiek, Colonel of the 114th, are ever-present in uniform as was Sergeant Ron Clark before moving to North Carolina back in early Member Gene Walker is also a member of the Soldiers Aid Society (SAS), an affiliate of the 114th. While adorned in period civilian attire, along with other SAS members, he is typically on hand to greet visitors and answer questions both as the crowd gathers and again as it disperses following the ceremony. Men and women of the SAS also demonstrate proper flag etiquette during the proceedings. Free of charge, for over 45 years at least a couple of hundred people or so gather weekly throughout the summer for the occasion and the word is out, a more moving half-hour of Abraham Lincoln and Civil War history is hard to find anywhere in the USA. Brothers from all over the country are urged to join us and our only request is that you be sure to stop by and introduce yourself. We d like to meet you and look forward to standing shoulder-toshoulder for the business at hand. McClernand Camp 4 Schedules Inaugural Cashman Dinner Even to this day, the name George Leslie Cashman is well-known throughout central Illinois and beyond as a serious, reputable Abraham Lincoln and Civil War historian. At its November meeting the camp took action to launch an annual dinner beginning in 2019 to honor of a fellow Springfieldan who, among other accomplishments, served as the Department of Illinois Commander from 1961 to 1962 and then National Commander of the Sons of Union Veterans of the Civil War from 1970 to He was one of those unique characters that left a lasting memory. With a deep and abiding interest in history, he read, researched, and wrote a great deal about Abraham Lincoln and the Civil War. He was an artful presenter and delivered many programs to a variety of groups and organizations. In 1956 he was the principle founder of the Springfield Civil War Round Table and just three years later, he was one of the four founders of the Decatur Civil War Round Table. Never one to rest, he was also instrumental in helping to organize the Sangamon County Historical Society. Though a graduate of the Massachusetts Institute of Technology, he was drawn from a career in mechanical engineering into the world of Lincolnia and from 1951 to 1976, he was the inresidence Curator/Custodian of the Lincoln Tomb at Oak Ridge Cemetery. Over that span of 25 years, he did what he loved most, which was to welcome Sons of Union Veterans of the Civil War as they gathered in Springfield for the annual Tomb Ceremony. (Sangamon Valley Collection) He was a gifted, dedicated, and tireless historian and was held in high regard by all who knew him. He was a natural leader and stands as one of the most accomplished Sons in Camp 4 history. Accordingly, be it resolved that at its annual January meeting the John A. McClernand Camp will host a dinner in honor of George Cashman s dedication and achievements. In his honor, we shall toast an outstanding legacy and his eternal Brotherhood. 4 The Railsplitter SUMMER 2018 Page 4 Camp 4 Honors George Rebman On April 9, 1865 Sergeant George Rebman, of 119th Illinois infantry Regiment, earned a Congressional Medal of Honor for capturing the flag of the 63rd Alabama Infantry Regiment in action at Ft. Blakely, Mobile, Alabama. On the afternoon October 29, 2017, Camp 4 held a memorial service at his grave-site in Messerer Cemetery, just outside of Frederick, Illinois in Schuyler County. It was a moving ceremony with several descendants of the Rebman family in attendance. What made it extra special though was that his Medal of Honor was made available for participants to see and photograph. His is the only Civil War Medal of Honor maintained at the Illinois State Military Museum (ISMM) in Springfield. Sgt. Rebman passed away in 1918 and his wife, Miriam, donated it to the museum in 1925, three years before her passing. Normally, the museum does not permit collected items to be taken from the premises but, in acknowledgement of such a special occasion, an exception was made. Following the ceremony a reception was held at the Schuyler Jail Museum in Rushville, Illinois and from there, the Medal was returned to the museum that same afternoon. Camp 4 deeply appreciates the participation of Rebman family members, the support of the staff at the Schuyler Jail Museum, the cooperation of officials at the Illinois State Military Museum and, most importantly, George Rebman s valor. Brother Chuck Murphy, Patriotic Instructor, Camp 4 E.F. Dutton Camp #49 Sycamore, Illinois. On April 29 th, E.F. Dutton Camp Rededicated the Civil War Memorial at Johnson Grove Cemetery. Southwest of Waterman, Illinois. Local dignitaries and government officials participated in the event. The Canon that was originally dedicated at the turn of the century was cleaned and painted. New cannon balls were added as well as a new flagpole and Old Glory. Special thanks to the Waterman VFW for providing the rifle guard salute. In March, E.F. Dutton Camp Commander Dennis Maher gave a presentation to the Sterling Historical Society on Prisons in the Civil War. E.F. Dutton Camp #49 participated in the Memorial Day parade that concluded with a ceremony at Elmwood Cemetery. Local Boy Scouts assisted in the carrying of our banners. The cemetery is the final resting place of 144 Union soldiers including three generals. The camp purchased a new banner celebrating the 150th anniversary of Memorial Day. Bryner Camp 67, Peoria: Memorial Day at Springdale Cemetery Bryner Camp 67 Brothers Tom Ashby, Joe Hutchinson, David Rogers and Larry Wachtveitl, Camp 4 member Gene Walker and members of the Central Illinois Civil War Dance Society recreated the scene of 150 years ago on the first Deco- ration Day at Springdale Cemetery s Soldiers Hill during the Memorial Day commemoration held on Sunday, May 27. The group placed flowers on the graves of the 32 soldiers who were interred there in 1868 as part of the annual event. Page 5 Old Glory Camp 6165, Chicago Camp 6165 held a joint ceremony along with George Custer Camp #1 at Rosehill Cemetery in Chicago on Memorial Day. Pictured below are Patriotic Instructor Jerry Smith and his wife Jean at the Rock of Chickamauga. Phillip A. Sheridan Camp 2: Memorial Day at Chamberlain, SD: On May 27, Brother Darrell Clevidence of Bryner Camp 67 conducted a dedication program for the memorial bench he purchased for his ancestor, Pvt. John T. Clevidence. The location is at the South Dakota Veterans Park in Chamberlain, SD. The lady in the photo is his cousin, also a direct descendant of John. PVT Clevidence is buried on private land in an unmarked grave. The landowner would not allow a marker to be placed. Brothers Mike Zafran (far left), Fred Miller (at podium), and Chaplain Jerry Kowalski (in sun glasses) were all important attendees in the Milton Township Pioneer Cemetery Authority s 4th of July Celebration at Pleasant Hill Cemetery, in Wheaton, IL. Phillip A. Sheridan Camp 2 has been a leader and supporter of the endeavor to bring back two of three cemeteries that had been abandoned, but are now locations where community members gather to honor not only Civil War soldiers, but the military, living and deceased, from every era. It is the 10th year of leadership in this project. Service Men and Women stood as their branch s themes were played by the Aurora American Legion Band. This year Veterans of the Revolutionary War and World War II were honored in a special way. The Hawaiian shirt worn by Chaplain Jerry was a first for many who had previously seen him in only a frock coat. Submitted by Chaplain Jerry Kowalski

6 The Railsplitter SUMMER 2018 Page 6 Department of Illinois SUVCW 135th Annual Encampment Held May 5, 2018 at Tuscola, Illinois The 135th Annual Encampment of the Department of Illinois was opened by Dept. Commander John Bigwood at 12:30 pm with Dept. Chaplain Jerry Kowalski giving the invocation followed by the pledge of allegiance. 20 members and five guests. Were present DC Bigwood introduced Nat l. C. of A. member Brian Pierson and his son Noah (also a Sons member); Past Department Commanders: Steve Westlake and Terry Dyer,; ASUVCW Sisters Carol Dyer and Lourie Franklin and DUVCW Sister Mary Ellen Fryer. Sisters Dyer and Fryer gave greetings to the Dept. Encampment from their respective groups. Minutes: Minutes of the 134th Mid Term Encampment were approved as distributed via earlier. Treasurer s Report: The Treasurers report was presented, approved and filed. Dept. Officer/Camp Reports: Reports ed prior to the Encampment for review were accepted and filed. Comunication: Announcements concerning the Nat l Civil War Ball and parade to be held on Nov. 17, 2018 during Remembrance Day weekend at Gettysburg, Pa.; the 137th Annual Encampment of the Allied Orders to be held in Framingham. Mass. August 9-12, 2018; an invitation to attend a Memorial Day program at the GAR Memorial Hall to be held in Rockford, Ill. on May 28, 2018 and lastly, Gen. Orders #23 & 24 from C in C Mark Day were read. Awards: DC Bigwood presented the following awards: A Camp award streamer to the Hecker Camp #443 for their Camp Flag; PDC Nick Kaup was presented the Dept. Commanders award; Certificates of Commendation were presented to all Dept. Officers as well as Camps 1, 2, 4, 24, 26, 49, 67, 443, 6165, Rockford Zouaves SVR and Mulligans Battery SVR. A special gift from DC Bigwood on behalf of the Dept. of Illinois was presented to Bro. Brian Pierson, Nat l C of A member for his participation at our Encampment representing C in C Day. Old Business: Use of the Dept. of Illinois Corp badge SVC Reineke discovered as reported at the Dept. mid-term last year has been implemented. New Business: Dept. JVC Joe Hutchinson presented a talk about efforts to restore a CW monument in Peoria. After discussion and amendments, an amended motion was made and passed to donate $500. Bro. Gene Walker presented an update to the CW marker in Vermont, Fulton Co. Ill. Dept. Sec. Aarli made a motion to reimburse DC Bigwood for the new DC Badge and frame for the Dept. Charter. This was passed SVC Reineke presented a motion to reimburse him for the production of new PDC badges (Initial sample) which included two newly produced PDC Badges. This part was approved. The second part of this discussion was that the Dept. purchase these new PDC badges for all living Dept. of Illinois PDC s. The motion was amended to not pay the amount from the Dept. treasury but allow the living past Ill. PDC s the option to purchase these at their own expense. This amended motion was passed. PDC Westlake was presented one which he agreed to pay for. The other new PDC Badge was presented to outgoing DC Bigwood. He was willing to pay. Dept SVC Reineke presented the Dept. with on old Dept. of Illinois Flag that he found on E-bay. It was given to Dept. Historian Terry Dyer. He suggested looking into the cost to restore the flag. A motion passed to reimburse Bro. Reineke for the flag. Bro. Franklin acquired a panoramic framed photo from Herbert Nelson of G.A.R. members of the Dept. Encampment held in Peoria in He presented the photo to Dept. JVC Joe Hutchinson who is also the Secretary for the Bryner Camp #67 in Peoria. In compliance with General Order #18 issued by CinC Mark Day, the Dept. changed the wording of the Dept. Bylaws as mandated, to correspond with the National By-laws. Midterm Dept. Encampment: A motion passed to hold the 2018 Dept. Mid Term Encampment on Oct. 27, 2018 in Rockford to be hosted by Camp #26. Dept. Officer/Delegate Elections: Nominating Committee members PDC Nick Kaup, PDC Jim Lyon and Bro. Rob Hauff presented the following slate for the May 2018 Dept. elections: DC Harry Reineke IV PCC; SVC Joe Hutchinson PCC; JVC Gary Gunderson PCC; Secretary Steve Aarli PCC; Treasurer Bill Johnson; Council: Tom Oestreicher PCC, James Lyon PDC and Gene Walker. As there were no nominations from the floor, the above Brothers were elected by acclamation. The following Brothers were elected to serve as Dept. of Illinois Delegates to the 137 th Annual National Encampment on Aug. 9-12, 2016 in Framingham, Mass.: Chap. Kowalski, Jerry Smith and Leonard Cassaro. All others who wish to attend were elected as Alternates. Installation of Officers: C of A member Bro. Brian Pierson proceeded to install the new Dept. of Illinois Officers who were present. DC Reineke had the pleasure of presenting Bro. Bigwood with his Past Dept. Commander Badge. Closing of Encampment: DC Harry Reineke IV thanked everyone for their attendance and formally closed the 135th Annual Encampment of the Department of Illinois at 3:35 pm. 7 The Railsplitter SUMMER 2018 Page 7 PEORIA MONUMENT RESTORATION Original 1866 Monument: The original Civil War monument stood on the Peoria Courthouse Square from 1866 unl its removal in At the me of its dedicaon in October 1866, it was the first public Civil War memorial in Illinois. The populaon of Peoria was 19,000. About 30,000 a+ended the dedicaon, including Gen. Logan and Old Abe the eagle. The eagle that was perched on top was modeled a0er Old Abe the Wisconsin Infantry mascot. Unfortunately, the eagle atop the monument crumbled upon removal. A twelve foot secon of the spire and the cap the eagle rested on was also lost. When the current courthouse was built the monument was removed and the pieces unceremoniously dumped on Park District land. A group is in the process of raising funds to have missing/damaged pieces replaced and the monument restored and re-erected at Springdale Cemetery. According to news reports of the day, the original locaon for the monument was to have been at Springdale Cemetery but it had been changed to the courthouse as it was thought to be more visible there. The approximate cost to complete the project is expected to be up to $70, The Springdale Historic Preservaon Foundaon is treasurer for this project. The press conference kicking off the official fundraising was on May 8 at Springdale. (Br.
