3 History Local residents first saw the need to incorporate in 1961 when some property owners wanted to annex to nearby Concord. "We knew if that happened, it would split Clayton in half and we'd never have the opportunity to become a city" stated longtime resident Eldora Hoyer. A few people banded together and the incorporation effort appeared as though it would be successful. A feasibility study was conducted, and cityhood seemed like it was just around the corner. However, at the last minute a couple of large landowners pulled out, making incorporation impossible. Things were somewhat quiet for the next couple of years, but in 1963 the movement to become a city once again gained momentum. "There was a lot of concern about the quality of development that was coming in our direction. We didn't really care for the strip businesses along the roads," she said. Some of the incorporation pioneers, besides the Hoyers, were M.F. Ohman, Randall (Chubby) Humble, Henry White, and Lawrence (Joe) Wallace, to name a few. While some property owners had filed papers for annexation with Concord in hopes of getting sewer and water to develop their land, those on the incorporation committee filed a petition to incorporate with the county. In fact, it was Eldora who was given the honor of filing the papers for cityhood. "That was the only way we could delay the annexation process and give people time to think about incorporating," she said. At the same time, the Local Agency Formation Commission (LAFCO) was being formed. That agency still exists today and makes the final decisions regarding annexation proposals in Contra Costa County. "We had a lot of faith that everything was going to work out. The 60s were a big period of growth in the County but things happened a lot slower in Clayton and I'm glad they did," she said. The incorporation proposal was put before a record setting percentage of voters who overwhelmingly favored cityhood, and the first five member Council was elected from a group of 11 candidates. Bob Hoyer was selected by his peers to serve as the first Mayor of the City of Clayton. "Things were a lot different then they are now," he said. "No one was real political in those days so no one was really trying to secure that position. Looking back it was special to serve as the first Mayor, but when your making history, you don't realize it at the time," he added. Henry Wagner was selected to serve as Vice-Mayor and Alvin Liming, David Cook and George Abbott rounded out Clayton's first City Council. The only staff the Council had consisted of a part-time City Clerk and a part-time City Attorney. The Council met at the historic Endeavor Hall. "Our Council meetings were very informal and open to anyone. We didn't have a lot of rules and everyone had ample time to voice their opinions. We didn't try to stifle the public or our critics," he said. Hoyer said the most he ever spent on a campaign in 16 years was $35. 3

4 History Cont d The prospect for coal was the primary reason for the founding of Clayton. W.K. Taylor surveyed the site in The first house erected on the present site of the town was built in 1857 by Romero Mauvais, who erected a building and opened a tavern. This latter became the site of the Clayton Hotel. In 1858 George Chapman erected a hotel adjoining, and in 1858, James Curry opened a livery stable. In 1858 Charles Rhine moved his business from a point two miles distant, where he had started a store in 1856, into the town. A. Senderman opened a general merchandise store next to the Chapman Hotel building that same year. In 1857, a religious congregation was organized by a Presbyterian preacher in the home of Howard Nichols; this organization was later merged with a Congregational Church, organized on February 1, 1863, by Rev. J.J. Powell. On November 10, 1867, a church was dedicated by Rev. James W. Brian. On February 28, 1864, the town was nearly wiped out by a disastrous fire. Some of the early settlers of Clayton and the vicinity were; Captain Howard Nichols, J.D. Allen, William Taynton, Milton Shepard, D. Fisher, Adolph Zophy, G.O. Chapman (who had crossed the plain with Fremont in 1846, and who died in 1920), Henry Polly, Isaac Mitchell, C. Ryan, John Collins, Duncans, Donners, Stranahans, Kirkwoods, Myricks and Cowdles. C.E. Westmore (who was the first justice of the peace) and William Morris also filled that position in When copper was discovered in Clayton, the town was at its height of prosperity up to that point. Mail was delivered on horseback to the "Coal Mines Area" by Frank Leslie "Doug" Mitchell of Clayton and in the 1890's before daily stages linking Martinez, Pacheco, Concord, Clayton, Antioch and the "Mines" began operating from the Atchinson Ranch on Clayton Road in Jack and George Atchinson, brothers, had horse drawn wagon stages built with large wheels to navigate bad roads in the rainy seasons. They carried passengers, money and freight, as well as the regular mail. Drivers were armed with.45 colt revolvers and required by the U.S. Mail contract regulations. Coal production declined near the end of the century when less expensive and higher quality coal became available from other sources, and agriculture (cattle and dairy ranching, hay and grain production, orchard, vineyard and farm produce) became the valley's economic mainstay. The highest student enrollment ever recorded in the two-room Mt. Diablo School was 111 in 1890, before coal mining ended and as agriculture flourished. Grain was shipped from Pacheco to markets in San Francisco and Sacramento. In the early 1900's, cattle were driven through the hills to the river to be loaded on boats for shipment. Clayton's vineyards produced wines that won state, national and international awards for half a century, until phylloxera infected the grape vines and sale of alcoholic beverages was prohibited in The almond and walnut orchards replaced the vineyards. Land in the Upper Clayton Valley remained general agricultural until the 1940s. 4

21 Sightseeing Historic Downtown Clayton Clayton has preserved its Old West heritage within its historic downtown area. The area boasts several historic buildings. The newly renovated DeMartini Winery (built in 1885), is being used as the new City Hall and won the 1998 Governor's Historic Preservation Award and the 1998 California Preservation Foundation Design Award for Historic Preservation. Other historic buildings include the Clayton Historical Museum and the original City Hall and Post Office buildings now occupied by local businesses. Future renovation of the historic Endeavor Hall and Keller House are planned. Clayton Historical Society 6101 Main St. Clayton, CA, The Clayton Historical Society was founded in 1974 to "research, collect, record, preserve, display, borrow, share, and interpret local history information and memorabilia, and to promote understanding of Clayton origins and development." Its volunteers finance, maintain and operate the non-profit Clayton Historical Museum as the major local history resource for students, writers, genealogical researchers, city and county needs, developers, businesses, new residents, and visitors including many from other states and countries. It locates, records, inventories, publicizes and marks historic sites, buildings and natural features making recommendations. In addition to maintaining regular museum hours, the Society hosts student classes and special tours and opens the Museum upon request. The Society has developed a "twinning" bond with Joel Clayton's birth town, Bugsworth, England, and the town he founded. Walking and Hiking Clayton had the honor of receiving Walking Magazine's 1998 award as one of the five most walkable small cities in America. Clayton has approximately 400 acres of open space and affords a variety of recreational activities in the area including horseback riding, water skiing, swimming, tennis, and championship golf. In addition, Clayton is adjacent to Mt. Diablo State Park. There are 17 miles of walking and hiking trails within the Clayton Trail System. The Trail System connects to East Bay Regional Park District's Black Diamond, Bruce Lee and Back Canyon Trails. The Trail System is also part of the statewide Coast-to-Coast Trail, and ties into the American Discovery Trail which goes from Point Reyes on the Pacific Coast to Delaware Bay on the Atlantic Coast. 21
