30 MINUTES OF THE 224 TH ANNUAL CONVENTION OF THE EPISCOPAL DIOCESE OF CONNECTICUT Friday, October 24, 28 Christ Church Cathedral Hartford, Connecticut In accordance with the Constitution of the Episcopal Diocese of Connecticut, the Two Hundred and Twenty-fourth Annual Convention of the Diocese was held on Friday, October 24 and Saturday, October 25, 28, in a place designated by the Bishop with the consent of the Diocesan Executive Council, viz, Christ Church Cathedral, Hartford, Connecticut. Registration was held at 96 Main Street from 1am-1pm. A forum to meet the Standing Committee candidates was held in the Cathedral at 11am. This session was moderated by the Rev. Linda Spiers, President of the Standing Committee. It was followed at 11:3am by a Question and Answer Session about the Diocesan Budget, moderated by Mr. Bates Lyons, Chair of the Program and Budget Committee. Lunch was offered at 96 Main at 12 noon. At 1:4pm, the Convention was called to order by the Rt. Rev. Andrew D. Smith, Bishop of Connecticut. He welcomed Convention to Hartford, and introduced the Very Rev. Mark Pendleton, Dean of Christ Church Cathedral. The Dean updated Convention about the ongoing renovation of the Cathedral exterior and highlighted some of the ministries of the Cathedral, particularly their weekend feeding programs. He invited all to attend the Friends of the Cathedral dinner on November 15, which will honor Rose Fichera-Eagen with the Canon Jones award.he pointed out the new touch screen kiosk in the Cathedral narthex which allows visitors to learn about the Cathedral and the Diocese. The Bishop reminded the members of Convention to turn off their cell phones and to refrain from making or receiving calls in the Cathedral when Convention is in session. The Bishop then introduced the Rev. Robert Taylor, retired rector of St. Paul s, Riverside, who will serve as the chaplain for the Convention. The Rev. Taylor led the Convention in opening devotions. Bishop Smith then introduced those seated in the Chancel of the Cathedral, including the Rev. Eleanor Applewhite Terry, Secretary of Convention, Chancellor Ed Hebb, Vice Chancellor Bradford Babbitt, Canon Jack Spaeth, Canon for Stewardship and Administration, Mr. Lynn Brooks, Treasurer, and the Rev. Deacon Marjorie Roccoberton, Canon to the Ordinary. The Bishop invited the Rev. Linda Spiers, President of the Standing Committee, to present the certification of the roll of the clergy. The Rev. Spiers is in her first of two years serving as President of the Standing Committee, having assumed the presidency of the Rev. Laura Ahrens, who resigned from the Standing Committee after she was elected bishop suffragan. 28

31 Report of Credentials The Bishop and Clerical Members of the Standing committee, in accordance with Canon XIII, at a meeting on 16 October 28 prepared a roll of clergy canonically resident in the diocese and entitled to a seat and vote at the annual convention on October 24 & 25, 28. The roll is submitted herewith: Bishops 7 Presbyters 35 Deacons 47 Total 359 In addition to the above clergy there are 16 presbyters and 8 deacons canonically resident in the diocese who are not entitled to a seat and vote by reason of not complying with Article IV of the Constitution. Linda Spiers, President of the Standing Committee The Bishop introduced Ms. Susan Pokorny, Secretary of the Standing Committee, to certify the roll of lay delegates to this Convention. He thanked Ms. Pokorny for her five years of service on the Standing Committee, and noted that her term will end with this Convention. Ms. Pokorny presented the credentials for the lay order as follows: The Secretary of the Diocese and the lay members of the Standing Committee in accordance with Canon XIII, at a meeting on 16 October, 28, examined the list of Lay Delegates to the Convention and report as follows: We have carefully examined the certificates of election and have verified the names of all delegates and substitutes properly attested and the roll is submitted herewith 256 qualified lay delegates. In addition, there are 8 lay members of the Executive Council, 3 lay members of the Standing Committee, 5 lay deputy members to the General Convention, and 4 elected lay Deans and Subdeans who are ex-officio members of the Convention with voice and vote. This is a total of 276 lay delegates. Respectfully submitted, Ms. Susan Pokorny, Secretary of the Standing Committee The Bishop thanked Susan again for her faithful service. The Rev. Eleanor Applewhite Terry was nominated Secretary of Convention. The motion was seconded, and she was elected to her second full term. The Bishop reminded Convention that all votes are made by a show of hands, to assist the Chair in determining vote, but also to accommodate those who are hearing impaired. The Bishop appointed the following persons to serve as assistant secretaries for this Convention: Ms. June Aziz (Christ Church Cathedral), the Rev. Michel Belt (St. James, New London), the Rev. Dexter Cheney (retired), the Rev. Deacon Agnes Johnson (St. Andrew s, Madison), the Rev. Robert Stocksdale (St. Andrew s, Meriden), and the Rev. Amy Welin (Christ Church, Ansonia). Tellers were also appointed by the Bishop to include, the Revs. Jane White-Hassler 29

32 and Bruce Torrey (Head Clergy Teller) and Mr. Robert Kissell (Head Lay Teller). They will be assisted by Canon Spaeth and Chancellors Hebb and Babbitt. The Bishop announced the election of Mr. Lynn A. Brooks as Treasurer of the Diocese. Mr. Brooks was elected to the position at the September 2, 28 meeting of the Bishop and Diocesan Executive Council to serve until this Convention, following the resignation last year of Mr. Guy Cambria. Mr. Brooks is the President of Briarwood College in Southington, a former Financial Vice President and Chief Financial Officer of Connecticut College in New London. He is an attorney and an Annapolis graduate and navy veteran and a member of St. John s Church in West Hartford. The Bishop asked for, and received, the nomination of Lynn Brooks to serve as Treasurer of the Diocese. It was seconded. There were no additional nominations. Mr. Brooks was elected and welcomed aboard by Bishop Smith. The Rev. Thomas Furrer (Trinity, Tarriffville), Chair of the Nominations Committee, was asked by Bishop Smith to present the list of appointments to various committees, commissions and trustees. The Bishop extended resolutions of courtesy to visitors and guests. He introduced and welcomed Linda Snyder who has joined the diocesan staff in the office of Christian Formation. Bishop Smith extended our thanks to Dr. Calvin E. Woodland, President of Capital Region Community College for the use of their classroom space for the convention workshops and for the fine support of his staff. 31

34 Secretary of Convention Eleanor Applewhite Terry reminded Convention of the seating arrangements, particularly that non-delegates are to sit in the designated side sections of the balcony. The exceptions are canonically resident priests-in-charge who are ineligible to vote, non-canonically resident interim and non-canonically resident assistant clergy who are invited to sit with their parish delegations, but not vote. Also those for whom sitting in the balcony would pose a physically challenge are invited to sit on the Convention floor. Those delegates seated in sections other than those designated for voting delegates will not have their votes counted. Authorization to print or copy materials or to secure caucus rooms is required from either the Secretary of Convention or Canon Jack Spaeth. She asked that there be no distribution or placement of any written material in the vendor or registration area without her prior approval. She announced that the Committee on the Bishop s Address will meet in the Dean s Office following the conclusion of the afternoon session. Canon Marge Roccoberton, Canon to the Ordinary, was called upon to introduce the transitional deacons serving in Connecticut. They include: the Rev. Lucy LaRocca, serving at Trinity, Branford, the Rev. Julia Fritts, serving at St. John s, Stamford (from the Diocese of Maryland), the Rev. Sandra Cosman, awaiting a call, the Rev. Canon Hebb reminded Convention of the Special Order of the Day adopted in May of 1983: Anyone moving the adoption of a resolution may speak to it for up to five minutes. Any subsequent speakers pro or con will be limited to two minutes each. No one may speak a second time to the same resolution until all others wishing to speak have done so. He added that anyone addressing the convention must do so from a floor microphone. He pointed out that there are two floor microphones, one for pro comments, one for con, moderated by an Assistant Secretary. No parliamentary motions will be honored unless the delegate is at the floor microphone. It is acceptable to permit seconds from the seats, without moving to a floor microphone, and likewise a call for a point of order may be made from the seats as well. He reminded the Convention that only properly registered delegates may speak to a resolution or report on any matter unless they have permission of the chair and a 2/3rds vote of the Convention to speak. At this point, Dr. Calvin Woodland, President of Capital Community College, arrived and was given the opportunity to welcome the Convention to Hartford and to the College. He thanked Convention for our ongoing support and use of their facilities and asked that, as citizens of Connecticut, we continue to support the community college system in this time of impending budget decisions. Bishop Smith reminded Convention that votes will be taken by a show of hands. The Bishop noted that resolutions submitted in advance of the canonical deadline were included in the September packet mailed to all delegates and will be considered tomorrow. An additional resolution has since been submitted, but will require a 2/3majority vote to allow it to be addressed by Convention in the session tomorrow. He called upon the Rev. Joseph Pace, Rector of St. John s, West Hartford, and chair of the Resolutions Committee, to introduce the resolution so that Convention may consider whether to include it in the agenda for tomorrow. 33

RESOLVED: That the 224th Convention of the Episcopal Diocese of Connecticut implores the Bishop to allow priests in this Diocese to exercise pastoral wisdom and care and follow the lead of their consciences in whether or not to participate in marriage ceremonies of same sex couples. The Rev. Joe Pace invited the Rev. Mark Lingle to explain why this resolution was submitted after the deadline. The Rev. Lingle explained it is because the Connecticut Supreme Court ruled on October 1, 28 to allow same-sex couples to marry. This was over a month after the canonical deadline for submission of resolutions. Bishop Smith stated the matter before Convention is whether to accept this resolution for consideration at the time resolutions are debated tomorrow. We are not voting on the resolution itself at this time, but whether to accept the resolution for consideration tomorrow. The Bishop called for a hand vote and ruled that it did receive the required 2/3 majority and will be included in the list of resolutions for debate tomorrow as Resolution # 8. Copies of Resolution #8 will be available to delegates as they leave the Cathedral later this afternoon. There were no other additional late resolutions. 34

37 THE BISHOP S ADDRESS by the Rt. Rev. Andrew Smith, Bishop Diocesan This past year has been significant for us as a diocese, and for me as your bishop. On the one hand we have sought to understand and deepen our life together as it is shaped and stretched by our faith and our diversity, and on the other hand we have embraced more and more consistently God s call for us to move forward in the mission which Christ has entrusted to the Church. God s People on Mission is a theme which I hope is becoming embedded in our Connecticut Episcopalian DNA. To be on Christ s mission for the reconciliation of all creation with God through Jesus is the primary joy and challenge of our Christian life. Our call is to make a difference in these times, when it is easy to become sidelined with the Church s internal conflicts, and the seductiveness of our culture lures us away, or the ravages of poverty and war and malaria seem so insurmountable. And yet, there are stories to tell. More and more parishes are expanding or refurbishing their buildings, or building new, to accommodate new members and ministries. Care for the poor, such as Church Street Eats sponsored by this Cathedral parish every Sunday, is a sign of our response to the Gospel. The number of parishes who are actively searching for new ways to do church oriented to those outside -- is a source of great joy in this diocese. We do seek to be transformed and transforming, out walking with Jesus, rather than inside worried about our own survival. Let s become the servant Church that people will want to join. As the disciples learned, when you walk with Jesus, you never know where you will go and you ll never guess what miracles you will see! Our mission in Christ extends far beyond our own diocesan borders. Through the leadership of our Companions in Mission Committee, we now have three international mission networks within our diocese. Each of these is an association of parishes and individual members of the diocese who are engaged in or want to start mission connections with dioceses and parishes in the Anglican Communion outside the United States. We have one network for the Americas, including our Companion relationship with Colombia, one for Haiti, and a third for Africa, including partnerships with Mozambique, Congo, Nigeria, and Kenya. Be sure to visit the mission village at this Convention, and ask how your parish can take its part in the life and mission in the Anglican Communion. Speaking of the Anglican Communion. In the past I had known something of the fellowship and mission which we share with other provinces of the Anglican Communion. In 28, with the opportunity for travel to three non-english-speaking overseas dioceses during my sabbatical, and then to participate in the Lambeth Conference last summer, I have come to appreciate, no, cherish, what God is doing in this Communion. March. What a joy it was to visit the bishop, clergy and people of the Diocese of Colombia. This missionary church is dispersed throughout that huge and complex country. Colombia is a diocese whose life and service to the poor depends on the private offerings of its members and its clergy (most of whom receive no compensation). It is a diocese where almost no one has access to a Book of Common Prayer, yet it is a diocese full of vigor and lively faith and joy and service in the midst of the poor. 35

I went with Kate and other Board members of the American Friends of the Episcopal Diocese of Jerusalem to visit churches, schools and hospitals in Jordan, the West Bank, Jerusalem and Israel. Although our sisters and brothers there are few in number, again I saw a determination and tenacity for the Gospel, and a clear focus of mission as they seek to raise the vision of peace and proclaim and work for reconciliation. In the Anglican presence in the Middle East we found gracious Arab hospitality and Christ-centered mission, serving in an area torn by ethnic and religious wars and historic mistrust. May. Six of us from the diocese spent almost two weeks in the Diocese of Boga, in the far eastern reaches of the Democratic Republic of Congo. The physical and emotional damage that has been inflicted by invading Ugandans, Rwandans and Congolese rebels on the tribes of eastern Congo is horrific. Yet here too, in a land without electricity, water, postal service, banks, or TV, Anglican clergy and laypeople together declare the glory of belonging to the One who transcends every tribe, Jesus Christ. The hospitality shown to us, the first group of foreigners to visit the diocese of Boga, was over-the-top joyful and deeply humbling. It has been a shock to learn that in the past two weeks rebels again have emerged from the forest, and armed fighting now envelopes the villages of the tribes with whom we so recently visited and worshipped. These Anglican Communion visits in South America, the Middle East and Africa prepared me to hope for the best at the Lambeth Conference in July. The Archbishop of Canterbury determined that there would be no resolutions debated or decisions voted. Rather the bishops of the Communion began with a three-day retreat, and then proceeded to listen and speak to one another from the claims of Jesus in the Gospel of John, and from our own experiences in mission and ministry. What came from that? For me, a deeper understanding of what it is to be called into communion it cannot mean agreement in all things and a huge new appreciation of what this Anglican Communion can mean for the entire world. Did we miss the presence of Bishop Robinson? Yes. Will we have a covenant? Will there be pastoral interventions? That remains to be seen. But I do know that even working through such questions keeps us in the room together, keeps us listening to one another and at prayer, and helps us fulfill the mind of Christ, that all may be one. In addition to mission, there have been two other focuses in these addresses: stewardship and youth. Here we continue to work together to deepen and strengthen the life of the diocese. Stewardship. The teaching and example of Jesus about how we employ what we have and that certainly includes what we do with our money -- is so very clear. I think more and more we are believing Jesus. To give for the Gospel Mission is in a different category from giving to or spending on other things. The Gospel is the most important work in the world. Yet we are in troubling economic times. Fear gets hold of us, and it is easy for any of us to pull back our church pledges. We have heard that some vestries already are expecting diminished giving and have told us they plan to slice their parish s ministry and outreach and contribution for diocesan mission. Economic anxiety is in the air. For each of us in bad times, we may have to cut back our spending, but let s resist the temptation to back down from giving for the mission of the Church. In fact, it s in times like these that people look to the Church more than usual for ministry, for personal, financial and faith support. We are here for one another and others. How counter that runs to conventional wisdom! In the season s political campaigns, have you heard a single 36

39 politician ask you to increase your giving for the common good? Or to sacrifice to provide for the needy and poor? But that is exactly what we ask of ourselves. We are different. Remember the boy who in the middle of nowhere gave everything he had to Jesus, his five bread loaves and two dried fish, and how more than five thousand were fed? So take courage! Christian stewardship is part of what makes us different, and brings change to the world, and Christian giving is our joy and lifestyle as true People of God. Youth are the members of the Church today, not tomorrow. Parishes with youth in fellowship, serving on Vestries and search committees, reading Scripture and administering the sacrament; parishes with staff dedicated to serving youth and young adults, with adults participating in learning classes, giving example of the importance of education no matter what our age all this and far more draws young people into a closer relationship with God and the Church. And again, thanks to the youth who are here in this Convention as out stewards, guiding and assisting us in our work. In 25 six parishes banded together to demand autonomy, outside the fellowship of the diocese which is a hallmark of Anglicanism. Since then, we have reached clear resolution with four of the six. Saint John s Bristol, and Christ and the Epiphany East Haven remain vibrant parishes of our diocese. Christ Church Watertown continues with a small worshipping congregation. Recognizing Saint John s as the Episcopal parish in Bristol, the Bishop and Diocesan Executive Council have decided to close the parish of Trinity Church, Bristol. Trinity s property currently is for sale. Of the two other parishes, the congregation in Groton has joined the Convocation of Anglicans in North America, and we have filed a suit to regain the assets of Bishop Seabury Parish. I have had recent conversations with the clergy of Saint Paul s Darien, and I hope soon also to meet with the lay leadership of the parish. There are two parishes which continue under Delegated Episcopal Pastoral Oversight, Saint Peter s South Windsor and Saint Paul s Brookfield. I have planned meetings with their clergy and lay leaders in the weeks just after this Convention. Change and the issues change brings always will be part of our lives. In spite of what some would wish, there never was a universal golden age of belief and practice in the Church. Therefore to know Christ and make him known always is a task lived in context of the time with its changing religious, cultural, social, material, global contexts which challenge us to know and love our living God in sometimes deeper and yes, sometimes new ways. As I said several years ago in a convention address, there is no Episcopalian whose faith has not been unsettled by these days and the issues they have brought us. My thanks to all as we have grappled privately and in public forums, thanks to all who have written and met with the bishops, and all who have held fast to the prayer of Christ for the unity of the Church, thanks to all who have cherished our diverse, complex and sometimes ragged life together. As Rabbi Sir Jonathan Sacks said to us in his address to the Lambeth Conference, we Anglicans are one faith group which extends around the globe and which recognizes diversity within our own communion, and also respects those who believe very differently from us. A few words about the implications of the decision of the Connecticut Supreme Court this month to broaden the State s definition of marriage. To offer gay and lesbian couples the right to marry is a significant change which challenges our Church s historic definition of Christian marriage 37

40 and poses major questions for our mission and ministry. The Book of Common Prayer assumes that the State s and the Church s definition of marriage agree, that they are the same. As of two weeks ago, they no longer do. Bishops Ahrens, Curry and I have been looking at three areas of complex questions arising from the Court s ruling. Are priests ordained in the Episcopal Church permitted to officiate at civil marriages of gay and lesbian couples? What standards of commitment should we have for ordained deacons and priests (or bishops) who are in same-sex relationships? In all things, how can we be the face of Christ, to invite, welcome and pastorally care for seekers and believers who are gay and lesbian, including those who seek to be married? I raise these today as questions. And I ask you to think about them with us. Before there can be policy on these matters, we your bishops plan to talk with the bishops of other dioceses where the definition of marriage has been changed. We also want to listen to laity and clergy whose lives are directly affected by the Court s decision. I have asked my Chancellors to research the civil and canonical questions. And I have asked the Standing Committee of the diocese, as the Bishop s Council of Advice, also to engage these issues. And as we think on these questions it s also necessary to remember that we are a member diocese of the Anglican Communion. In the meantime, the policies I announced last year for civil unions remain in effect and for now are extended to cover marriage of persons who are in same sex relationships. Let us hold each other in generous affection and prayer as we face this change in the historic definition of marriage made by the decision of the Supreme Court of Connecticut. Speaking of change, and Chancellors, we must take time, now, to recognize Canon Edwin G. Hebb, who several months ago indicated to me that with this Convention he will resign as Chancellor to the Bishop of Connecticut. It was in 1975, thirty-three years ago, that Ed accepted appointment as Vice Chancellor to Henry Bakewell. He moved up when he was appointed chancellor by Bishop Walmsley in Years before that he had started his own law firm with his partner Richard Gitlin, and Hebb and Gitlin grew and grew, becoming specialists in corporate law. The firm has been bought and bought again, and now is part of an international law firm of sterling reputation. And Ed Hebb is enormously respected within the legal community; one of the most joyful occasions I ever have attended was the evening when the Greater Hartford Bar Association presented Ed with a lifetime achievement award. I knew of Ed s wisdom, patience and knowledge, and was delighted when he seamlessly stepped into my life as chancellor to this diocesan bishop. We have been through Some Times together! I have grown so to respect, admire, treasure and love this man. He always has been a legal advisor, never an insister or dictator, and we have had disagreements. His favorite expression is, Well, Drew, let me ponder that. Even when he was not sure where we were headed, he always adhered to law, canon, and his living faith in God. Ed founded and chaired the annual conference for the chancellors of Province One, New England, he is known nationally among the chancellors and many bishops of this Church, and he has served as Church Attorney, representing The Episcopal Church, in the ecclesiastical trial of a bishop. For me personally Ed Hebb has been a teacher and an encourager. He has been a pure and gracious Christian light in my life. 38

41 Ed, on behalf of all of us, Thank You!! You have served this diocese for thirty-three years. You have said you have wanted to lay the burden of this office down and I know you want to spend more time at your home in Rhode Island and in Florida. We are so blessed by you, and by your ministry. A bit later today we will more properly bid you fare-well, but at this time, to ensure that you always have a place of honor among us, I want to name you Chancellor Emeritus of the Diocese of Connecticut. Thank you, Ed Hebb, and we pray every blessing for you and Janice and your family. So, no Chancellor? Just over a year ago, Ed began exploratory talks about church canons with Brad Babbitt, a member of Saint John s Church, West Hartford. He tried Brad out as an attorney with a first assignment. Thank God Brad passed the test with flying colors! At last year s Convention, at Ed s suggestion, I appointed Brad as Vice Chancellor of the diocese. Since then he has accepted more and more of the questions that come across our desks. And, with the Chancellor of Western Massachusetts, Brad is serving The Episcopal Church as a Lay Assessor for the Trial Court for a Bishop. With Ed s retirement, I asked Brad if he would accept appointment as Chancellor, and he has accepted. I am thrilled, could not be more happy. Thank you, Brad, we will welcome you a bit later to the Chancellor s chair, and thanks be to God! There is another new face among us today. A huge welcome to Lynn Brooks, whom weratified as Treasurer of the Diocese earlier this afternoon. Lynn is a member of Saint John s West Hartford, and already serves the diocese as a member of the Trustees for the Support of the Bishop. His day job is President and CEO of Briarwood College. Lynn now serves ex officio on the Finance Committee, Program and Budget and the Bishop and Diocesan Executive Council, and is a candidate today for election as a trustee of Donations and Bequests for Church Purposes. He will report to Convention for the first time today. Change is a constant in our Christian life and service. And, as many of us learned in seminary, it comes in two ways. There is change that comes with the passage of time months and years. Chronos. New Year s is an example of this kind of time. And then there is change that comes at a special time not necessarily related to any measured time. It s a right moment. Kairos. God acts in kairos time, right moments or seasons when God brings opportunity or blessing on the world. The birth of Jesus was a kairos time. I believe this is a kairos time for us, both you and me. Our diocese has come through a difficult time. While there is no perfect resolution to the church s controversies of the past several years, we are at a place at which many people have said they want to lay down the arguments and pick up the Gospel and move forward as the Church. Our faith is healthy, we have embraced anew the mission entrusted to us in our baptism, and we are on the threshold of a new chapter in our life together.. For me, I believe I too am at a turning point in my life. I have served as a bishop in the diocese for almost thirteen years, and this is the tenth Annual Diocesan Convention which I have chaired as diocesan. And in January 29 I will turn 65. Therefore, I believe this is a right time to begin the search for new episcopal leadership for the diocese, to choose a person as bishop to lead us with new vision for a new era. Today I ask the us to prepare for the election of the next Bishop of the Diocese of Connecticut. My intention is that next year s Annual Diocesan Convention, in October 29, will be an 39

42 electing convention. We will elect a new Diocesan Bishop. When the person whom we choose is consecrated or installed, which I hope will be in the spring of 21, I will hand over the bishop s pastoral staff to the fifteenth Bishop of Connecticut, and I will retire. It is a privilege beyond measure to serve as your bishop in this diocese. There is tremendous faith and energy among us and we have been given much to do. Of course we will continue to build and deepen our life, mission, teaching, and worship, while we enter this time of change. Don t nail down the lid yet! For instance. I have talked many times about a Bishop s Assistant for Mission, and our diocesan budget has provided a special appropriation for this work for several years. Increasingly our parishes seek to re-orient themselves from looking inward to their own survival to moving outward in vigorous mission. There are other parishes who need to be encouraged sometimes mightily to a new vision and vitality to be alive for Christ and the needs of the world. So in the near future I intend to find a person to join our staff for two years, specifically to encourage and guide our parishes in formation and renewal for mission. This Assistant for Mission position description will be posted on our website within a week. What a blessing it is to serve with my two bishops companion. If you attended one of last month s presentations on the Lambeth Conference that we three hosted, you caught a glimpse of how much Bishop Ahrens, Bishop Curry and I enjoy our call to serve as bishops together. Jim and Laura are an immense lively blessing for the Church. To all the staff, to the clergy, the laity, you are a wonderful diocese. As I have served among you, you have become for me a picture of the Kingdom of God in its variety, its richness, its potential, yes its struggles, and also its faithfulness to and love for the Lord. Christ Jesus is the source of life and hope for this broken world. And we are baptized into him to be his face, voice, hands, feet, to go and bring good news of the blessing of new life here in Connecticut and to all people. God s People, on Mission. It s the most important work in the world. May God s Name be praised! Thanks be to God. 4

43 Upon the conclusion of the Bishop s Address at 2:15pm, Bishop Smith called upon the Rev. Linda Spiers, President of the Standing Committee, to speak to Convention about the plans being established for the search for our new Bishop. The Rev. Spiers, on behalf of the Standing Committee, offered thanksgiving to Bishop Smith for his years of faithful ministry to the Church and the Diocese of Connecticut. She outlined the transition steps already in place. On September 11, 28, Bishop Smith informed the Standing Committee of his intention to retire, and they met with Bishop Clay Matthews of the Office of Pastoral Development on that same day. Bishop Matthews introduced the Standing Committee to the process outlined in the manual, The Raising Up of Episcopal Leadership: A Manual for Dioceses in Transition (revised 27). They were also given a manual called Quest: A Guide for Those Entrusted with the Search for a Bishop (mid 199 s). They also reviewed the Crowder Report (198) a report by the Committee to Evaluate the Structure of the Diocese of Connecticut that speaks to the process of electing a bishop in Connecticut. After reviewing these materials, the Standing Committee has since voted to hire a consultant to assist the diocese in the search process. Interviews are currently underway. A chaplain to shepherd the process is vital, and discussions are underway with a potential candidate. A oneday retreat for diocesan staff is being planned to honor and acknowledge the transition they face. A combined retreat of the Search/Nomination Committee, Transition Committee and Standing Committee has been scheduled for December 5-6, 28 and will be led by the search Consultant. The Presiding Bishop s Office has been contacted to schedule a date for the Consecration of the 15 th Bishop of the Diocese of Connecticut. This date will be announced when confirmed. The following statement was read by the Rev. Spiers and distributed to all delegates: Theological Statement for the Election of a Bishop The election of a Bishop is, first and foremost, an exercise in collective discernment. Such discernment: Takes seriously the fact that there is an existing community (warts and all) doing the discerning. Therefore the questions Who are we? and What is our mission? are prior to Who is our next bishop going to be? Is a spiritual process grounded in our relationship with Jesus Christ, guided by the Holy Spirit, and accountable to the church in and beyond the electing Diocese. Is a deeply human process that requires insight, understanding and judgment, brought about by careful listening, thoughtful speaking and abundant prayer. Humility and mutual respect are essential. There is no place for manipulation or coercion, no matter how subtle, sincere or well-intended. Our ultimate goal is to ascertain the will of God. (This theological statement is adapted from a statement written by the Rt. Rev. Harold A. Hopkins, which was published in the newsletter Leaven.) The Standing Committee distributed A Prayer for the Election of A New Bishop, along with information packets for each deanery to assist with the formation of the Search/Nomination Committee and the Transition Committee. The Standing Committee, in collaboration with the 41

44 bishop, will appoint these committees to guide the diocese through the election process. Each deanery is asked to nominate one lay and one clerical member (either priest or deacon) to each committee. Nominations for both committees are due to Linda Spiers by November 14. The Standing Committee will meet tomorrow during lunch, at 12:3 in the Cathedral Reception Room, and invites all Deans to join them to receive these packets and further instruction about criteria for these committees. The Rev. Spiers stressed the importance of the involvement in each deanery, to ensure the committees are composed of the necessary skills and a balanced representation of all constituencies of the diocese. She ended her remarks by introducing the members of the Standing Committee, and offering the following prayer: A Prayer for the Election of A New Bishop Everliving, creating and renewing God, we pray for your help in our search for a new bishop. Call and guide diligent and discerning members of our Diocese to the tasks of overseeing and implementing the search with skill and open hearts, and of managing the transition to a new bishop with sensitivity and grace. Inspire worthy servants of your church to stand bravely forward for election. Send your Holy Spirit upon the delegates who will vote for our next bishop, that our choice may follow your will. Support our new bishop every step of the way, from beginning to end, and give peace and knowledge of service well done, to our retiring bishop, Andrew. Give us all, in this season of change, patience, wisdom, and that gracious hospitality of soul that allows us to hear your voice and see your face in each other, even when we strongly differ. We ask your help in all these ways we see, and in al the ways only you can see, in the name of your Son, our Savior Jesus Christ, who lives and reigns with you and the Holy Spirit, one God, now and forever. Amen. -The Standing Committee of the Diocese of Connecticut. Bishop Smith then called upon Chancellor Ed Hebb to come forward to address the Convention. Chancellor Hebb offered his reflections upon his many years of service to the Episcopal Diocese. He gave thanks to his wife Janice, his friend Canon Jack Spaeth, Bishop Smith and members of the Diocese. Chancellor Hebb presented a motion to ratify the appointment of Mr. Bradford S. Babbitt, Esq., current Vice Chancellor, as Chancellor of the Diocese. The motion was seconded and ratified by a show of hands. Bishop Smith presented Chancellor Hebb with a gift: a framed tribute signed by every bishop Ed has served under during his 33 years as Chancellor for the Diocese of Connecticut. After a very short stretch break, the Convention gathered for a presentation by Chris George, Executive Director and Roger Saterstrom, volunteer with IRIS (Interfaith Refugee and Immigration Services). Before the presentation began, the Rev. Ben Brockman, retired from St. Paul s, Fairfield, rose for a point of personal privilege. He expressed his thanks to Bishop Smith for his years of faithful service and invited the Convention to rise and offer their applause as we begin the task of saying thank you and farewell to Bishop Smith. 42

45 Bishop Smith introduced Roger Saterstrom, member of Trinity, Newtown and the Sponsorship Developer for IRIS. He and Chris George gave a presentation about the ministry of IRIS and called attention to the situation of the 15 million refugees who populate our planet. The Rev. Eleanor Applewhite Terry, Secretary of Convention, made announcements about room assignments at Captial Community College for the upcoming workshops. Bishop Curry invited delegates to tour the Mission Village in the Cathedral Auditorium before heading over to the workshops. Candidates for Standing Committee will be available for conversation during registration tomorrow morning beginning at 8am. Bishop Smith announced the Convention stands in recess until Saturday at 9am. Workshops were held from 3:3pm-5:15pm. Followed by Evening Worship at 5:3pm in the Cathedral. Social hour began at 6:3pm at 96 Main Street, followed by Dinner at 7pm with entertainment from the Hot Cat Jazz Band. The following Workshops were offered: Anti-Racism A Transformation Is your church serving the community in which it is located? Is it providing a comfortable multicultural environment in which any may worship? The ethnic demographics of the United States are changing rapidly, which presents a grand opportunity for evangelism and building your church. This interactive workshop will give you food for thought on how to ensure your church offers a comfortable and friendly environment for a multicultural community to worship. Led by A. Bates Lyons Blogging our Mission Stories An Introduction to Internet Blogs with Mission Applications This workshop will introduce participants to what blogs are and how blogs are set up and administered. It will also provide a discussion of potential applications for parish life and mission. Led by the Rev. Matthew R. Scott Columbia-Connecticut Diocesan Partners This workshop, led by Bishop Andrew Smith, will share the exciting ways we are partnering with our brothers and sisters in Colombia to share ministry with them in that country. Come and hear about a joint AIDS project, building work, a music program for children- and how you can get away to the beautiful Caribbean coastal town of Cartegena next February! Led by Bishop Andrew D. Smith and Dean Mark Pendleton Getting Started on a Mission Project This workshop will offer a step-by-step process for dreaming, discerning and developing pairsh mission projects and/or partnerships. The workshop will be led by the Chair of our Diocesan Companion in Mission Committee. Led by the Rev. Kate Heichler 43

46 Jubilee Ministry: Seeking and Serving God in All Ways and in All People This workshop will discuss the scriptural basis for the Jubilee Ministry program of the Peace and Justice Ministries of the national church, and will also feature presentations by several Jubilee Ministry centers in our diocese. Led by Judith Moeckel, Diocesan Jubilee Officer The MDGs, the U.N. and Anglicans This worshop will focus on the work of the Anglican Observer s office and the MDG s, and how the Episcopal Church and Anglican Communion are working with national and international structures to make progress toward the Millennium Goals. Led by Bishop James Curry and Martha Gardner of the Office of the Anglican Observer to the U.N. Welcoming and Resettling Iraqi Refugees in Connecticut This workshop will describe the current refugee crisis, and explain how congregations can join IRIS in welcoming Iraqi refugees (as well as those of other nationalities) to Connecticut. In addition to discussing the traditional sponsorship model, the workshop will explore a wide variety of ways in which a church can help refugees. Led by Chris George of IRIS, Roger Saterstrom and Husham Hussein 44

47 Saturday, October 25, 28 Christ Church Cathedral Hartford, Connecticut 7:3am Morning Prayer was held in the Cathdral. 8:-9:am Registration at 96 Main Street, and first ballot for the Standing Committee election. Bishop Smith called the Convention to order at 9:6am. Opening Prayers were led by the Rev. Robert Taylor. The Rev. Kate Heichler, Chair of the Companions in Mission Committee was invited to introduce a brief slide-show presentation which highlighted the diverse mission work done by parishes and members of the Diocese of Connecticut, both locally and abroad. Bishop Smith introduced Ms. Hellen Wangusa, Anglican Oberserver to the United Nations, as the keynote speaker. After her address, Ms. Wangusa entertained a few questions from the delegates. Following Ms. Wangusa s address, the results of the first ballot were announced, as follows: Clerical Order, Standing Committee: The Rev. Matthew Calkins, elected with 37 votes (out of 31 votes cast). Lay Order, Standing Committee: 314 votes cast). Mr. Steven Mullins, elected with 311 votes (out of The Secretary of Convention announced that the Standing Committee, including its newly elected members, would meet at 12:3 today in the Reception Room of the Cathedral House. All Deans and/or representatives of each Deanery are invited to join the Standing Committee at this meeting to receive information about the process to elect our next Bishop. Bishop Smith recognized the youth and young people who are serving as stewards for today s sessions of Convention. They were introduced by Emily Perow, Diocesan Youth Ministries Coordinator. REPORTS TO CONVENTION The newly elected Diocesan Treasurer, Lynn Brooks, gave a brief introduction to the Treasurer s Report printed below, which was submitted by John W. Spaeth, III, Treasurer Pro-tem. A motion was made and seconded to accept the report as submitted. The motion passed. Treasurer s Report Year ended December 31, 27 The position of Treasurer was vacatwed at the end of the 223 rd Annual Diocesan Convention on October 2 th, 27. The incumbent Treasurer, Guy Cambria, Jr., tendered his resignation effective with that closing. Mr. Cambria able served in that post for ten years and brought to us his unique gifts of organization and action during a period of fiscal change Bishop Smith brought tribute to him in his address and he was publicly thanked by acclamation of the convention delegates. He has been missed and we are grateful for the offering he gave to us during those years. We wish him Godspeed in his new retirement. 45

48 The report of the Director of Administration and Finance for 27 and the Report of the Bishop and Diocesan Executive Council is submitted as a Treasurer s Report for 27. At the beginning of the 224 th Annual Diocesan Convention, Bishop Smith will ask the delegates to affirm the appointment of a new Treasurer by electing Lynn A. Brooks to the post of Treasurer of the diocese Mr. Brooks is President of Briarwood College in Southington, former Vice President for Finance and Controller at Connecticut College in New London, a lawyer, an Annapolis graduate, and a member of St. John s, West Hartford. Mr. Brooks graciously accepted the appointment of the Bishop and Diocesan Executive coucil at its meeting of September 2 nd, 28 to serve until this 28 convention. We welcome Lynn Brooks to this important post and look forward to his reports beginning with the 225 th Annual Convention in October, 29. Repectfully submitted, John W. Spaeth, III Treasurer Pro-tem (1/21/7-9/2/8) Emily Perow, Diocesan Youth Ministry Coordinator was invited to present her report orally. She was accompanied by youth representatives Christina Weaver of All Saints, Oakville, and Charlotte Greene, Christ Church, Greenwich, who both shared about their experience at the Episcopal Youth Event in San Antonio. They challenged the Convention to strengthen the involvement of youth in the Church. The Rev. Audrey Scanlan was invited to speak on behalf of the Bishop s Fund for Children. In the past 13 years, the Bishop s Fund for Children has helped 116 different programs for at-risk children by giving out $2.5 million in grants. Support of the Fund comes from parishes and individuals throughout Connecticut. Representatives of the Bishop s Fund for Children are available for presentations at parishes. Audrey invited Kate Smith, Co-Chair of Bishop s Fund 5K for Kids and Leslie Pendleton, Assistant for the Bishop s Fund to present the annual award. 5 people and 42 teams showed up to run the race. $5, was raised this year- a new record! They announced the launch of their new web site: Nine parish teams pledged over $1. The team with the most individual donors was, St. James, West Hartford. The second runner up for most money raised is St. Stephen s, Ridgefield. The first runner up is Trinity, Newtown. The winner of the Big Trophy is (again!) Christ Church Cathedral. The Spirit Award is offered to the Rev. Kathy Adams-Shepherd for her support of the race in all aspects of the event (parish pledges, number of participants, team support, and even clean-up). Kate Smith also announced the upcoming Annual Clergy Spouse/Partner Retreat on November at Camp Washington. The speaker will be Margaret Guenther. Registration is extended through November 7.
