29 Friday, October 21, 2011 Hartford Marriott Farmington Hotel Farmington, Connecticut Minutes of the 227 th Annual Convention In accordance with the Constitution and Canons of the Episcopal Diocese of Connecticut, the Two Hundred and Twenty-seventh Annual Convention of the Diocese was held on Friday, October 21 and Saturday, October 22, 2011, in a place designated by the Bishop with the consent of the Diocesan Executive Council, viz, the Hartford Marriott Farmington Hotel, Farmington, Connecticut. Following a Candidates Forum for Standing Committee Nominees and registration, the Rt. Rev. Ian T. Douglas, Bishop of Connecticut, called the Convention to order at 2:05pm. Bishop Douglas called upon the Rt. Rev. Jim Curry, Bishop Suffragan, to introduce the Convention chaplains: Pastor Paul Krampitz of St. Andrew Evangelical Lutheran Church, Bristol, CT and Pastor Beth Anderson, Bethlehem Evangelical Lutheran Church, East Hampton, CT. They join us as visible signs of our full communion and fellowship with the Evangelical Lutheran Church in America. The chaplains led Convention in opening devotions and the reading of Scripture. Music was offered throughout Friday by the Spirit Band from St. Andrew s, Madison. Bishop Douglas offered an introduction to the changes that are part of this year s Convention. He spoke of the desire to determine what God might be up to in the Diocese of Connecticut and how we might best respond to that with the opportunity that Convention offers us to come together as lay and ordained leaders of the Body of Christ. The Convention Planning Committee had the bold vision to imagine what it would be like to come together to pray, and study God s Holy Word together. After a time of Bible Study together, we will look at our context for ministry in Connecticut and then begin to look at the resources we have for carrying out God s mission. Tonight, we will gather to celebrate the ministry of Jack Spaeth, who is retiring after 30 years of service to the Diocese, as a way of reclaiming the ways we have been blessed these last three decades. Tomorrow, we will explore what God might be doing in our individual and corporate lives so that we may consider where God might be calling us now as a Diocese. We will not neglect to do the important business work of our Convention, including the consideration of some very important resolutions. The design of this Convention is to provide a place for each of us to have a voice, and to be heard by other members of the Body of Christ at our tables. Report of Credentials Bishop Douglas then called upon Jack Spaeth, Secretary of the Diocese for the call of the Rolls of Convention. Secretary Spaeth called upon the Rev. Ellen Tillotson to present and certify the roll of the Clergy entitled to seat and vote at this Convention as follows: The Bishop and Clerical Members of the Standing Committee, in accordance with Canon XIII, at a meeting on 13 October 2011, prepared a roll of clergy canonically resident in the diocese and entitled to a seat and vote at the annual convention on October 21-22, The roll is submitted herewith: Bishops 8 Presbyters 330 Deacons 49 29

30 Total 387 In addition to the above clergy there is 1 bishop, 79 presbyters and 7 vocational deacons canonically resident in the diocese who are not entitled to a seat and vote by reason of not complying with Article IV of the Constitution. Molly James to present and certify the roll of lay delegates entitled to seat at vote at this Convention as follows: The Secretary of the Diocese and the Lay Members of the Standing Committee in Accordance with Canon XIII, at a meeting on 13 October 2011, examined the list of Lay Delegates to the Convention and report as follows: We have carefully examined the certificates of election and have verified the names of all delegates and substitutes properly attested and the roll is submitted here with 238 qualified lay delegates. In addition there are 12 lay members of the Executive Council, 2 lay members of the Standing Committee, 4 lay deputy members to General Convention and 6 elected lay Deans and Sub Deans who are ex-officio members of the Convention with voice and vote. This is a total of 262 lay delegates. Respectfully submitted, The Rev. Molly James Secretary of the Standing Committee Secretary Spaeth moved that the calling of the rolls be dispensed with and that these rolls be accepted as the Rolls of this Convention. It was seconded and the motion carried. Voting will be done at this Convention by using red and green cards to indicate nay and yay votes. Bishop Douglas recognized that at least one third of each order is present and that a Constitutional Quorum is present. He declared the Convention organized for business. Secretary Spaeth moved the adoption of the Amendments to the Rules of Order for the 2011 Convention, as publicized to the delegates. The motion was seconded and carried. Bishop Douglas recognized Secretary Terry to introduce the assistant secretaries and tellers for this Convention. Tom Furrer, Chair of the Nominations Committee who reported that the Nominations Committee has nominated individuals to serve as new members on the commissions, committees and trusts of the Diocese. There was no discussion, a vote was held, and the motion carried. He entertained a motion authorizing the Bishops to nominate candidates to fill vacancies that may arise before the next Convention and for Diocesan Executive Council to vote on these nominations. It was moved, seconded, and the motion carried after no discussion. The Rev. Harlon Dalton was called upon to recognize transitional deacons and new deacons in our Diocese. He introduced four new deacons ordained since our last Convention: Tom Mariconda, serving at Trinity, Newtown, Dennis Kane, serving at St John's, West Hartford, and Denise Adessa serving at St Johns, Pine Meadow. In addition there have been nine individuals ordained as transitional deacons since we last gathered in Convention. Five of them are serving outside the Diocese. The four serving here in Connecticut are Julius Jodko, serving at St. Barnabas, Greenwich, Kristin Miles, St. Paul s, Fairfield, Alan Murchie, St. John s, Washington, CT, and Carolyn Sharp, St. Andrew s, New Haven and a professor at Yale Divinity School. They were all warmly welcomed by Convention. Those newly ordained transitional deacons serving outside Connecticut are: Kathryn Banakis, Carmen Germino, Andrew White, David Romanik, Gary Taylor. Secretary Terry provided instructions for the Standing Committee election during registration on Saturday. She announced that the Daughters of the King, a community of women dedicated to a ministry of prayer, are praying for this Convention throughout the weekend. They also have a booth in the vendor area. She mentioned that the time for lunch on Saturday will be shortened due to the large number of resolutions to be discussed. Discussion of resolutions will begin at 1:30pm on Saturday. A childcare room is available both days in the Springfield room, and will be staffed on Saturday for those with advanced reservations. There is also a chapel and prayer space set up in the Providence room, and a labyrinth in the Boston room. From 5:30-6:30pm discussion sessions are scheduled for conversation about 5 of the resolutions: Mutual Responsibility & Interdependence, 2012 Budget, Denominational Health Plan, Officiating at Same Sex Marriages, Dialogue on Open Communion. The Secretary announced that all reports not requiring action by Convention are deemed presented to the Convention by title and by having been printed and distributed to the delegates, in accordance with the third Standing Resolution of They are reprinted here: 34

35 Reports to Convention & Announcements REPORT OF THE BISHOP AND DIOCESAN EXECUTIVE COUNCIL 2010 The Bishop and Diocesan Executive Council consist of the Bishop, two Bishops Suffragan, and one clerical and one lay delegate from each of the fourteen deaneries. The Bishop may appoint up to six additional members at large. The Treasurer, the Chancellor, the Canon for Stewardship and Administration (Director of Administration & Finance) are ex-officio members. The Canon to the Ordinary, the Vice Chancellor and the Executive Director of Camp Washington serve as appointed advisors. The Executive Council is charged by Canon with: Collecting and allocating funds within the limits of the budgets adopted by the Diocesan Convention; exercising the full power and authority of the Diocese between sessions of the Convention in most matters; establishing and maintaining program initiatives; and serving as a council of advice to the Bishop. In 2010, the Executive Council met four times as follows: March 3 Diocesan House, Hartford June 2 Diocesan House, Hartford September 8 Diocesan House, Hartford December 15 Diocesan House, Hartford In collaboration with its committees, the Council provided oversight for Diocesan activities in many areas. In that process, they dealt with several issues in 2010, including: 1. Accepted the budget for 2011 and the projected pledges to support the funding which were expected to be less than those in The Council continued its discussion on its work to review the funding method and expectations for parishes and challenged the Program and Budget Committee to take on that task and report back at the 2011 annual convention. 2. Set the date for the Annual 2011 Convention as 10/21 & 10/22 in Hartford. 3. Reviewed and accepted the FASB, GAAS compliant, combined, annual audits and documents from the diocesan auditors, BlumShapiro, for the financial statements for 2009 and accepted the recommendation of the Finance committee to engage the firm of for the 2010 audit. 4. Heard the reports of the Insurance Board on the Denomination Health Plan voted by the General Convention in 2009 and the move of the diocesan Group Life Medical Dental Program (GLMD) to that program. They accepted a report of the 5% increased rate for the Province I Property Casualty program effective January 1, 2011 which continues to provide sufficient and extensive coverage for parish and diocesan operations and property. 5. Received the financial statements from the Finance Committee on a periodic basis, and through that committee reviewed them for eventual audit. 6. Worked with the Program & Budget Committee to present a budget for 2011 to the Annual Convention in October 2010 under the leadership of its chairman, A. Bates Lyons and processed the adjustments voted by the Convention to bring parity to some of the budget reductions in certain schedules. 7. Continued the discussion on the disposition of redundant properties and presided over the sale of the property at Christ Church, Watertown; and the negotiated sales contract for 35

36 the property at Calvary, Bridgeport; and the marketing of the former Trinity, Bristol property The Council kept up to date in discussing the ongoing activities of the legal matter at Bishop Seabury Church, Groton, including the plaintiff s appeal of the court decision in our favor and discussed the litigation with reports from the Chancellor 9. Acting as Camp Washington Inc., heard reports throughout the year on the increased activity in both camp and conferencing programs as well as new initiatives for the property use. 10. The work to file and receive a variance to do the upgrades necessary for accessibility and safety improvements at Diocesan House has been put on hold to review the possibility of liquidating the property at 1335 Asylum and relocating to another building. No resolve was made in 2010 and attempts to move forward will continue for a report and decision at the 2011 Convention. 11. Heard reports from the Mission Development and Millennium Development Fund Committees and the placement of grants. 12. Welcomed Bishop Douglas to BDEC as 15th Diocesan Bishop to begin an exciting episcopate in an ever changing period. There will be lots of new initiatives on the horizon. Molly James, Secretary TREASURER S REPORT YEAR ENDED DECEMBER 31, 2010 During the past year, the economy has continued to provide the Diocese with numerous challenges, some of which were manifested in impacts to the Budget of Convention. Fiscal year 2010 ended ahead of projections mainly because of stringent expense control and better than expected prior year pledge payments. Despite this result, it remains obvious that economic issues will continue to impact the Diocese for years to come. The 2011 Budget of Convention is complicated by the changes resulting from the severance costs involved in the reduction in staff at Diocesan House. Through prudent management of expenses, however, and with the full expectation that parish pledges come in for the balance of the year as expected, we expect the 2011 Budget of Convention to come in on target. This is important since reserve funds are currently at the level recommended by our auditors and should not be used to cover any shortfall. It is this combination of events that produced a very interesting preparation process for the fiscal year 2012 Budget of Convention. For the second year in a row, the Program and Budget Committee faced a deficit of approximately $900,000 without any increases that would normally be in the budget. Under the capable leadership of the Chair Barbara Curry, the Program and Budget Committee, working with the bishops and staff, developed a new approach to the Budget of Convention process, including several "listening sessions." This approach recognized the financial constraints we are experiencing as well as the need to do things differently to get a better result. It was from these discussions that the need to reduce staff and to reorganize emerged. The recommended 2012 Budget of Convention is the result of this approach. During this process, the Program and Budget Committee had numerous discussions related to the provisions of Canon 1, Sections 12 and 13 as they relate to our Budget of Convention. These provisions relate directly to our mutual accountability and responsibility as the Body of Christ and specifically discuss parishes that are not meeting their financial obligations. From these discussions, the Committee drafted Resolution #1 - Mutual Responsibility and Interdependence as the Body of Christ. The Committee's goal in bringing this resolution to Convention was to invite a full discussion of these issues and to add clarity to some of the provisions, especially in Section 13. The recommended 2012 Budget of Convention and Resolution #1 were subsequently approved by the Finance Committee and the Bishop and Diocesan Executive Council and are presented to this Convention for approval. Similar to last year, the Budget of Convention is not ideal, but we believe it supports important structural changes that address significant long-term ecclesiastical and cultural needs. Similarly, we believe Resolution #1 adds some clarity with respect to the requirements of Canon 1, Sections 12 and 13 in relation to the Budget of Convention. With the 39

40 support of the parishes, we believe the recommended 2012 Budget of Convention is better aligned to support our Diocesan goal of furthering God's mission in Connecticut and the world. The Planning and Budget Committee views this Budget of Convention as a first step and will continue to refine its new process during the upcoming year. This will be very important as it is unlikely that the financial pressures on the Budget of Convention will abate anytime soon. Despite the painful and difficult staff reductions, the efforts of the staff to control costs were exemplary. We will miss the faithful and significant contributions made by these dedicated and loyal employees. On a similar note, Jack Spaeth's retirement leaves a gaping hole of knowledge, expertise, good humor and faithfulness that was unique and irreplaceable. I will miss him personally as a wonderful colleague, friend and mentor and wish him fair winds and following seas in his well-deserved retirement. I continue to feel blessed to be a part of this process, all of which takes place in a faithful and collegial atmosphere and with a powerful understanding of God's Mission and the role of the Diocese in our common life together. I have reviewed the accompanying statement of assets, liabilities and net assets-modified cash basis of the Trustees for Receiving Donations for the Support of the Bishop ( the Fund ) as of December 31, 2010 and the related statement of activities-modified cash basis for the year then ended. A review includes primarily applying analytical procedures to the Fund s financial data and making inquiries of Fund management. A review is substantially less in scope than an audit, the objective of which is the expression of an opinion regarding the financial statements taken as a whole. Accordingly, I do not express such an opinion. Fund management is responsible for the preparation and fair presentation of the financial statements in accordance with the modified cash basis of accounting and for designing, implementing and maintaining internal control relevant to the preparation and fair presentation of the financial statements. My responsibility is to conduct the review in accordance with with Statements on Standards for Accounting and Review Services issued by the American Institute of Certified Public Accountants. Those standards require me to perform procedures to obtain limited assurance that there are no material modifications that should be made to the financial statements. 45 REPORT OF THE TRUSTEES FOR THE EPISCOPAL INVESTMENT FUNDS OF CONNECTICUT - Year ending 12/31/10 (Legal Title: Donations and Bequests for Church Purposes, Inc.) Established in 1863, Donations and Bequests for Church Purposes, Inc. has as its mission the receiving, safeguarding, and investing of securities and property for the benefit of Episcopal parishes and organizations in the Diocese of Connecticut, and the providing of financial counsel and experienced investment management for eligible organizations. In 1987, the name was changed to The Episcopal Investment Funds of Connecticut with the legal title remaining as Donations and Bequests for Church Purposes, Inc. The Trustees of the Funds serve five-year terms, are elected by the Board of Trustees, and appointed by the Bishop and whose membership is confirmed at Diocesan Convention. Membership is sought from the ranks of active and retired professionals as well as representatives of parish participants who have a variety of experiences in investment management, parish relations and marketing. Under the Investment Advisory Services offered by Hewitt Ennis Knupp of Chicago, State Street Bank & Trust Co., Boston is the custodian of the funds and performs administrative functions; as of 12/31/10 The Fixed Income Fund is managed by PIMCO (Allianz) Funds (40%) Newport Beach, California; Baird Funds (40%) Milwaukee, Wisconsin; and Colchester Global Bond Fund (10%), New York, NY. The Equity Fund Investment Managers are: Dodge & Cox Stock Fund, San Francisco, CA (8.8%); Legg Mason Growth Trust (7.0%), State Street Bank Global Investment advisors Total Market Index Fund (48.3%) and MSCI All Country World ex-u.s. Index Funds (10.0%); Euro Pacific Growth Fund (8.8%); Philadelphia Investment Advisors (7.7%), and Vanguard Global Equity Fund (9.4%). The Money Market Short Term Fund is provided by State Street Bank; and the Trustees manage the Social Responsibility Fund with the assistance of a Fund Consultant, Ms. Toni Gold. The participant record keeper is NRS (Northeast Retirement Services). Ms. Shirley McGarry, staff Financial Assistant, monitors the day to day activity for participants. The markets were less energetic than 2009 and continued to be somewhat unpredictable in 2010 for participants in the fund prompting the trustees to continue their diligence by reviewing the detailed reports and calls from their advisors to adequately respond to the conditions. The performance of the fund in 2010 was very satisfactory within the larger constraints of the market. The total cash, equity and fixed income funds value at the end of 2010 was $80.8 million up from $76.4 million in the prior year (net of withdrawals and additions). The typical parish allocation of 60% Equity and 40% Fixed income total return was a positive 12.3% for the year ending 12/31/10, measured against the 60/40 balanced benchmark of positive 12.2%. Reviewed reports from all the Investment Managers and the Social Responsibility Fund Consultants. 2. Continued the services of Aon Hewitt (Ennis, Knupp) Associates, Mr. Daniel Pawlisch, Associate, to offer monthly performance reports for participants and maintain the information flow. 3. The trustees began a detailed process to review the manager positions in the Equity Fund and will receive a report in 2011 for action as necessary. 4. Monitored the Northeast Retirement Services participant record keeping services and continued the reporting and electronic offerings through secure password access to the parish account status reports. 5. Concluded a review of the custody/administration provider and voted to stay with State Street Bank in their enhanced custody/administration office in Kansas City. 6. Reviewed the Social Responsibility Fund as to its structure, reporting and expansion while working toward new placements. It re-invested a $50,000 loan to the Cooperative Fund of New England and explored other options to place additional cash in funds as loans mature. Fund consultant, Toni Gold, kept the trustees apprised of the participants performance and assisted in exploring temporary cash investments for funds when not invested. 7. Continued to track a review of the charter including eventual input from the Chancellor s office. 8. Received the audited financial statements for all three funds from Harper and Whitfield, P.C., the retained auditing firm. In 2010 the Trustees refined the reporting process to participants including enhanced website access and electronic updates tracking the market conditions as they affect the Episcopal Investment Funds. They will concentrate on the asset mix within the funds to sustain good fiduciary offerings to the participants during 2011/2012. Participants both current and potential are invited to meet with the Trustees at any time. Your trustees are a serious and well-informed body and through a remarkable amount of hard work and offering of sage advice provide a product that serves the diocese and its parishes well. We are continually blessed by their expertise and willingness to serve. As I write this report in October 2011, I note it will be my last offering as Secretary after 25 46

Spaeth, III Secretary REPORT OF THE DIRECTOR OF ADMINISTRATION & FINANCE (Canon for Stewardship and Administration) I begin by observing the reality of my statement last year that there is never a standard year in the life of the Diocese of CT! Bishop Douglas new journey for all of us is transforming and exciting and indicative of the energetic steps ahead. The legal matters that have occupied lots of valuable time have (as this goes to press) for the moment been decided by the Supreme Court of CT in favor of the Diocese but as the effects of that unfolds, there will be continued strains; and yet another stressful matter is evolving on the horizon which still saddens me for that necessary time lost in resolve. Parishes continue to be anxious over the issues of tight budgets, dwindling staff, deferred maintenance, yet they try to seize the excitement of their mission efforts both locally and globally. I was part of the workforce reduction at Diocesan House in July 2011 which resulted in the loss of nine positions (six permanent reductions, two retirements, one resignation and two new staff positions hired) six of them permanently. I still yearn for the day when we can recognize the great abundance with which we ve been blessed and stop beating the drum of scarcity. The Program and Budget Committee presented a Diocesan Convention Budget in 2010 dealing with scarcity. A new funding resolution for the 2011 convention may bring new hope and energy to the 2012 Convention Budget counting on the tithing resolution brought to the convention in 2009 and in the hope that the seed it planted may blossom as we recognize the great potential we all possess. The year-end diocesan fund balance was again sufficient for the auditors, the finance committee and the Executive Council to accept the unqualified audits and their attendant documents, recognizing our near perfect qualified FASB, GAAS, SAS and GAAP compliance. There is, however, no budget surplus at all. The road ahead for new initiatives will remain fiscally bumpy for the moment but as the surface smoothens and the public narratives gel, I am convinced that hearts will be opened to new and productive mission. The Insurance Board recommended an 8% increase in the Group Life Medical Dental (GLMD) premium for 2011 preparing for the Denominational Health Plan mandates coming from the 2009 General Convention and conforming to the Health Benefit Act provisions mandated by Congress - decisions that will in time dramatically change our delivery of health care benefits and the attendant costs. The Board continued our participation in the Province I Property/Casualty program and dealt with a changing marketplace from not only economic pressures but changing meteorological factors that have caused some major damage to our properties on a cumulative basis for the last two years. The Property/Casualty premium for 2011 was stabilized which was well below industry comparisons. The re-appraisal of the diocesan 47

48 properties begun in late 2008 was completed in early 2010 and implemented over the ratings. The Insurance Board at the end of last year has assumed a much more proactive role to deal with the management and challenging work emerging from our programs. The Board as always offers its wisdom from the great and varied store of experience that it brings to our tables. We are extremely fortunate to have them monitoring the programs during the year and planning ahead. You are well served and I have been tremendously supported for which I am grateful. And speaking of continued expertise, the Episcopal Investment Funds (Donations and Bequests, Inc.) enjoyed a good but not quite as good as 2009 year in responding to the market conditions in The returns of both the Equity and Fixed Income Funds performed above their positive benchmarks. The trustees continued the quarterly monitoring of the spending rates of the participants. The Social Responsibility Fund reviewed its loans to current intermediaries and renewed one placement to a current borrower/investor and temporarily invested some cash in short term holdings pending a review and expansion of the program to be undertaken later in 2011 and early The trustees continue to shepherd the funds in difficult markets and offer many hours of their expertise for this important part of our parish and diocesan fiscal lives. In 2010, the trustees, following adviser research, voted to add the Colchester Global Bond Fund to the fixed income fund. It began a review of the Equity Fund anticipating some movement to expanded or new funds in Our able administrative department continues to serve the Diocese well. We were supported by the following staff in 2010/2011: Louise Boehm insurance and administrative assistant completing her 23 rd year and carrying a heavy burden assisting me in often in uncharted waters she has been faithful to her task and a spiritual spark for me; Lynn Brooks, volunteer Diocesan Treasurer, now in his third year and ably guiding us with his gifts of leadership and management; Cindy Winslow, in her fourth year as Controller has brought new ideas to our accounting department (producing for the 4 th year in a row audited financial statements with no adjustments!) and continues to enhance our various operating systems for greater efficiency and has became my right arm. She is assuming a lot more duties as she absorbs some of my work as I retire she does so cheerfully and with great acumen; Archivist Meg Smith provides organizational and historical continuity for the richest store of archives in the Episcopal Church as well as phenomenal resource support for our parishes and is an expert provider of legal data for our Chancellor and legal counsels; Pat Georgeady, Accounting Supervisor with us for 18 years of steady service retired in February of 2011; Shirley McGarry, bookkeeper who maintains internal trust operations for day to day inquiries and contacts regarding The Episcopal Investment Funds with great enthusiasm and skill in a demanding environment as well as keeping a steady and accurate hand on our bookkeeping activity- nothing gets by her!; AnnMarie T. Martin, receptionist and cheerful first contact for over 23 years sadly left our employ when budget considerations required a reduction in workforce in July 2011 she will be missed; Sharron Ring, Production Assistant and convention registrar will retire at the end of 2011 after many years of convention coordination, database and production management for the diocesan office; Torre Skjerli, Custodian who completed 28 years of faithful and cheerful service and is a gentle, steady presence for us; Melissa Haas, bookkeeping and financial assistant who has willingly and competently taken on an ever expanding portfolio of tasks assisting the controller in a variety of administrative roles; and the part-time presence of one college student interns, Nike Green, who provided a tremendous service in special assignments for me and this year graduated from college and has moved on to an exciting new career. 48

49 Although not directly part of the Administrative staff, I want to make special note of the care, concern and tremendous workload shouldered by Julie Burnep, Executive Assistant to Bishop Douglas, who unflinchingly supports our ministry and delivers completed work on time, and pleasantly and accurately accomplished. She, too, has been a right arm to me for her many years on the staff. I cannot say enough to praise all of these folks for their dedication, wisdom and hard work in accomplishing God s varied tasks here at diocesan House. We have been fully blessed by their presence. Nearing the end of my 31 st year on the Diocesan staff, this will be the last official report I will write in this position. I officially retire December 31, 2011 and with Bishop Douglas encouragement am taking some time off as I segue into that new venture, having starting my partial retirement on July 31 st. This job has been a phenomenal and incredible journey for me and I feel blessed by the opportunity and encouragement from many to unfold it in the past three decades. There are few who have had such an opportunity and I have been blessed to have that privilege. The Bishops, staff, clergy and people of this diocese and especially my beloved Susan and family have been critical guides to me in that journey. Spaeth, III REPORT OF THE EXECUTIVE DIRECTOR OF CAMP WASHINGTON, INC Each year poses new challenges: new heights and new lows. This year included a personal medical challenge giving me the opportunity to ask for help for our ministry at Camp Washington. As a leader it is often difficult to do this, but as a Christian follower it seems to happen on the journey. Much to my surprise and joy, help came in more ways than ever expected. Of course our staff worked incredibly hard as they always do, but volunteer help from the Brotherhood of Saint Andrew and the East of the River folk came in many forms. The Brotherhood raised money from their membership and beyond to purchase a new gazebo for our site and installed it for us. Also renovated were two bathrooms; one in the red house; the other in the small cottage. Expansion of the arts and crafts building, by removing old bathrooms, plus the painting of the maintenance garage and a new face to the camp office were other projects accomplished by these volunteers. Another volunteer committee that worked very hard, under the leadership of Kent Thomas, provided a successful golf tournament, the Bishops Open for Camp Washington. Over $17,000 was raised from this tournament for camper financial aid. In 2012, the Bishops Open is scheduled on June 14 th at Hawk s Landing Country Club in Southington. 49

50 Chrissy Chandon Dyball, former camper and staff member, answered my help call by running an incredible summer camp program. Chrissy along with a dedicated summer camp staff created that special camp experience for over 450 children. Although Chrissy will be taking on a new role as Mom this year, we hope to see her still involved in our Camp Washington summer program in the coming years. My thanks to all who prayed for my successful recovery and know that I continue working harder than ever to provide for you that special place we know as Camp Washington. 52 REPORT OF THE DIOCESAN ARCHIVIST One of the most gratifying aspects in the archives is the opportunity to greet visitors who come to examine their church records to write parish histories, or to create anniversary exhibits. Sharing their sense of discovery and excitement over seeing their origins and congregational 52

53 histories is a real joy. There were a number of visitors last year, as well as one scholar who stayed a week to research the extensive collected papers of Samuel Farmar Jarvis. The year was somewhat typical: consisting in processing back files of bishops and other collections; cataloging the reference library using the Dewey Decimal system; isolating and processing administrative files and collections transferred to the archives; and compiling indexes and finding aids. We answered more than five-hundred-fifty reference questions submitted by phone and . A couple of high notes for the year included a joint venture with the archivist for the Diocese of Aberdeen and Orkney to microfilm The Connecticut Churchman, because we have historically close ties to Scotland; and contributing many primary source materials to the web site Project Canterbury which is devoted to Anglican history. I would highly recommend this site for people interested in early American and Colonial history. The editors of this site have made many documents easily accessible that richly illustrate our intellectual and spiritual traditions. By networking with them, we save digital space on our servers, while owing them a debt of gratitude for their voluntary service to church historians. A parishioner in this diocese is compiling a book of Connecticut churches that are After Upjohn that is, buildings constructed using the book of plans that the Upjohn architects published. Most often in Connecticut, these churches are in rural areas and of wood construction. If you would like your church to be listed in this compilation, please contact me, and I will put you in touch with her. Smith Diocesan Archivist REPORT OF THE HISPANIC MINISTRY MISSIONER Over the past year or so, a group of clergy involved in Hispanic/Latino Ministry throughout our Diocese convened as a group by Bishop Curry began to meet on a regular basis to share our stories and resources looking forward to fully participate in God s Mission of reconciliation, transformation and restoration as affirmed in the Strategy and Vision for Latino/Hispanic Ministry in the Diocese of Connecticut : As we have been called to a mission of restoration, our strategy and vision to reach Latinos/Hispanos should be part of an integrated urban ministry strategy which encourages local Eucharistic communities of every race, language and culture. Without any of these parts we would be incomplete as the Body of Christ. 53

54 We firmly believe that our group of parishes: St. Luke & St. Paul s (Bridgeport), Iglesia Betania (Norwalk), Good Shepherd (Hartford), St. James (Hartford), Christ Church Cathedral (Hartford), St John (Bridgeport), St. John (Waterbury), All Saint s (Meriden) are absolutely vital to the work and life of this Diocese and more these ministries are an important witness to unity, as well. Rather than competing against one another for resources and parishioners the clergy involved in Hispanic/Latino Ministry are working together and supporting one another in our ministries and our hope is to continue to grow in mutual ministry so that we might more effectively serve our communities. Now, the realities of budget cutting has a direct impact on the funding available to all Hispanic/Latino Ministries within the Diocese. The anticipated cuts creates instability and will threaten communities that are already confronting so many challenges, precisely at a time when the Church s participation in God s requires a strong, growing Hispanic/Latino Ministry. While we are working within our congregations to form committed and generous leaders and to seek stewardship solutions, we continue to require outside support: financial and encouragement. Our ministries are difficult enough. It is important to understand that self-sufficiency is not easily or quickly attainable but in our discerning journey it became clear that we should adopt the See- Judge-Act process. "See" our ministry through the eyes of God's mission; to "Judge" what God might be calling us to in order to advance that mission; and to "Act" on that call. In the midst of this uncertainty-filled environment, hope is always part of the equation when we come together. One always gains much wisdom in the company of many. This learning experience among our fellow clergy will spill over positively in our Diocese. My personal hope is that in strengthening Hispanic ministry, we will also strengthen ministry in the wider Church. My hope is that we will be able to continue the dialogue to the point of bringing about action and reflection. We reflect, we work, we pray: this has been our rhythm. May we also reflect. 63 REPORT OF THE PRESIDENT OF THE EPISCOPAL CHURCH WOMEN OF THE DIOCESE OF CT As we begin a new year and even a new decade it is useful to reflect on what has been accomplished over the previous year, and to consider where we need to be going as we move forward. We all have so much to be thankful for, so many reasons to be glad and joyful, and yes, at times, reasons to be anxious, sorrowful or angry. But we are encouraged to pray always, and in praying and doing the Lord s work, we are walking with God in faith. I am reminded of a prayer of thanks for all of our blessings: For all that has been, God s holy name be thanked and praised, for all that is, God s holy name be thanked and praised, and for all that will be, God s holy name be thanked and praised. Here is a short summary of the activities of the Diocesan Episcopal Church Women in 2010: The United Thank Offering Screening Committee met at Diocesan House under the leadership of Betty Silva on January 7, to read and discuss grant applications. Present were Betty, Debbie Kenney, Bishop Ahrens and Sylvia Corrigan. We began the New Year with a Finance Meeting, followed by an Executive Board Meeting on January 30 at Trinity Church in Branford. These meetings are to set the budget and review assignments for the May Annual Meeting and Luncheon, as well as take care of other business. The Closed Board Budget Meeting was held on February 13 at Old St. Andrew s Church in Branford. The proposed budget is usually voted on at this time, but we did not have a quorum, so it was actually ratified in a session preceding the Open Board Meeting held at St. Paul s Church in Wallingford on March 27. At the Open Board Meeting, a presentation on Rhythms of Grace, one of the grant recipients of this year s White Envelope grants, was given. This organization was founded to give children in the autism spectrum and others with handicaps an opportunity to worship in a safe, supportive environment. We held an extra Executive Board meeting to discuss the hiring of a bookkeeper for the Board and for the UTO in the spring. Over the summer we developed a job description, a list of questions and an application. We began looking for candidates in October. The 129 th Annual Meeting and Luncheon was held on Thursday, May 6. We welcomed the new Bishop of CT, the Right Reverend Dr. Ian Douglas, along with the National ECW Board President, Marcia Himes, keynote speaker and special guest. Bishop Douglas spoke about how Episcopal Women have had a significant role in the church through history, and Marcia, in her talk, Stepping Forward, gave us a look into the future of the ECW. On Thursday, June 10, we held our Board Picnic and Business Meeting at the Pond House Restaurant in Elizabeth Park, West Hartford, where we reviewed the May 6 meeting and luncheon. The park has extensive gardens, and possesses the oldest municipal rose garden in the country. We are beginning to educate ourselves about Anglican Women s Empowerment, with the intent of becoming active by engaging in an AWE project. Two CT representatives to the UN Commission on the Status of Women, Rosemary Williams and Kim Polhemus, joined with us and spoke at our September Retreat and Business Meeting, held on September 18. We welcomed new Bridgeport Deanery Representative, Toni Scott at the retreat, as well. 63

64 Also this year we welcomed a new chaplain into our midst, the Reverend Ellen Kennedy. Her presence at our meetings has greatly enriched our experience and lightened the load. We are grateful for her time, talent and guidance. We published our second color printed CT Communique, and were fortunate to receive wonderful reports on the National ECW and AWE from Shirley Greiman, Province 1 Representative to the National ECW Board. We thank Pat Chappell for her dedicated work as ECW Administrator. The Province 1 ECW Annual Meeting was held in Southbridge, MA, on September 17 and was attended by CT ECW representatives, Val Peterkin, Shirley Greiman, and myself. Delores Alleyne of St. Luke s Parish in New Haven also attended and gave a presentation. She is currently serving as National Vice President of the Girls Friendly Society. We hired a bookkeeper, Karen Behar, in November. Maintaining our finances now requires additional professional help, and we are very happy to have her working with us. On Thursday, November 4 the Fall Ingathering took place at St. John s, Niantic. Bishop Douglas was celebrant and preacher. The Rev. Tracy Johnson presented a program on outreach to youth at St. Andrew s, this year s grant recipient for the United Thank Offering. There were tables set up at Diocesan Convention for Church Women United, UTO, and Diocesan ECW. Starter packets were sent out to several parishes interested in beginning ECW organizations. An Advent Quiet Day took place Thursday, December 2 at Christ Church, Stratford. It was led by the Rev. Ellen Kennedy. The theme was Angels of Advent: angels who have appeared through biblical history. We made crafts to help underline what we learned. A lovely lunch was served by our hosts, the women of Christ Church. The activities of our programs, missions, and affiliated agencies are described in the pages of the full ECW report to its members. These reports will give a fuller sense of all that is being done to support the church and each other through individual and corporate ministry by affirming and promoting the work of our Lord Jesus Christ through prayer, worship, study and action for the benefit of all. Corrigan, President THE TRUSTEES OF THE EPISCOPAL ACADEMY OF CONNECTICUT The Trustees disburse income from funds held by the Episcopal Academy of Connecticut and use it for scholarship assistance to benefit clergy children at both the secondary school and college levels. In July 2011, scholarships in the total amount of $34,900 were awarded to 27 young people to assist them with the expenses of their education. Respectfully submitted, Julie Burnep 64

65 John W. Spaeth, III Bishop Douglas recognized Treasurer Lynn Brooks for a report on the Fiscal Health of the Diocese. Brooks referred to his report in the Packet (reprinted above) and summarized that the Diocese closed 2010 better than expected, and for the first time since he became treasurer, did not have to use any surplus funds. The surplus funds are at the level the auditor has recommended, without any excess. Stringent expense controls and better than expected pledge returns from prior years contributed to financial stability in There are no outstanding issues in any of the audits. Brooks made a motion that the Treasurer s Report and financial statements be adopted and printed in the Journal of Convention. It was seconded and the motion carried. Bishop Douglas asked if there were any other resolutions to be entered as new business. There were none. He invited Bishop Laura Ahrens to lead us in our next session. Session I: God s Mission Listening to the Voices of the Early Church Bishop Ahrens offered an introduction to the context and background of the bible study passage to be discussed. The Convention then engaged in table conversation of 2 Corinthians 5:17-20a. The following discussion questions were used to guide the conversation: What challenges confront you in the invitation to be an ambassador of reconciliation? How does the call to be ambassadors of reconciliation help us expand our proclamation and witness of God s Mission in the Diocese of Connecticut? Session 2: God s Mission Our Contexts in Connecticut Bishop Curry introduced a video which profiled members of the Diocese talking about their context for mission and ministry. The video included interviews with laity and clergy from diverse geographic, socioeconomic, cultural and Eucharistic communities throughout Connecticut. After the video, delegates were invited into conversation at their tables. Using their Participant s Notebook, they were asked to respond to the following: I live in where (name the issues that affect your community) I see God at work in the communities in which I live, work, and have my being in the following ways: The big challenge for me as a Christian is: Session 3: God s Mission Considering our Resources The purpose of Session 3 is to consider the resources that exist in the Diocese and to think about ways they could be used to further God s Mission in Connecticut and the world.
