Grand Master s Address To the Supreme Grand Council Eastern Jurisdiction of Canada Royal and Select Masters:. Most Worshipful the Grand Master, Grand Council, Past Most Illustrious Grand Masters, Grand Council Officers past and present, Distinguished Visitors, and Companions all. On behalf of this Supreme Grand Council I Welcome, Greet, and Thank each of you for your support and attendance. It is indeed an Honour and a Privilege to deliver this address on the occasion of this 146 th Annual Assembly of the Supreme Grand Council of the Eastern Jurisdiction of Canada, Royal and Select Masters. My Companions I find it difficult to find the appropriate words to express my gratitude to you for allowing me to serve as The Most Puissant Grand Master for this great Jurisdiction. The time I have shared with you and the experience of this journey over the past year will ever be embedded in my memory. I have no desire to subject you to a prolonged address, nor do I wish to appear to be preaching, for you are the Faithful and you are the Heart of this great institution. However this is my only opportunity to account for my activities of the year just passed, so I ask for your attention for a few more minutes. I also ask that you serve as Ambassadors to your Councils and carry this message to those who cannot be here, and more especially to those who may not be regular attenders. Firstly, I wish to acknowledge the hard work of all those who have dedicated their time to assure the success of this Grand Council Assembly. Without their efforts we could not be so gathered. The Grand Recorder, Most Ill Comp John Dollimount, whose work never ends, always having one more issue to have to deal with, a true professional who has guided this assembly. To all those Companions who give their time so freely to work on the committees of Registration, Credentials, and Elections and to the Ladies who planned and implemented the various programs. To the Companions of The Lion of Judah Council who provided the Furnishings and last minute support to this Grand Assembly. To the Hotel Management and Staff for these great facilities. To Companion Graham Campbell, Chairman of the General Arrangements Committee 2013, for his many hours of planning and frustrations in the making of this event. And lastly, but certainly not the least, the most important element, You for your attendance. During the year past, I visited each Council within Nova Scotia, Prince Edward Island, and New Brunswick. I attended at Montreal for a joint meeting of the three Councils located in the Province of Quebec and though I did not attend formally, did have the opportunity to meet with many of the Companions of Newfoundland while attending the Annual Communication of the Grand Chapter of Newfoundland and Labrador. I was also in attendance for as many Lodges of Royal Arc Mariners as my calendar would allow, and I accepted invitations to several Councils for special occasions during which time I had the privilege of making several presentations. I represented your Grand Council at the Grand Chapter of Newfoundland

and Labrador, the Grand Lodge of Nova Scotia, the Grand Lodge of Prince Edward Island, and was received and recognized at the Annual Assembly of the York Rite Sovereign College of North America in Toronto. In all cases I was received and recognized in a warm Fraternal manner. I thank the Deputy Grand Master, the Grand Principal Conductor of the Work, and the Grand Inspectors General, as well as those PGMs who represented me on those occasions that I could not be present. During my visits to the Councils of the Jurisdiction, I was received warmly and with great respect. I had the opportunity to renew old acquaintances and strengthen many friendships. Many of the Companions who make up the backbone of the Cryptic Rite are the same movers and shakers who work so hard in all aspects of Freemasonry to assure its success and preservation. I observed during my visits that the most successful Councils were those that demonstrated the highest possible standards in their work and the greatest pride in their Councils, by their regular attendance, dedication to excellence in the execution of the Ritual, and a strong social bond that became a must for every meeting. This success is visible from without and makes recruiting rather easy by creating an environment that that generates among our Brother Masons a desire to be a part of. The ceremonies of the Cryptic Masonry are important to complete the story of the York Rite. These ceremonies, when done properly and if possible in costume, are in my opinion, some of the most beautiful ceremonies conferred within the Craft. The atmosphere generated within our Councils is that of warmth and respect and in most cased our Members have been long time friends who have walked the various paths of Masonry together. Thus, they form an association more resembling a tightly knit family, than a loose assembly of estranged Brothers who manage to meet only at stated meetings. This is what we are and we need to tell our story. We have something to offer and if we maintain high standards and demonstrate true Brotherly love and affection, we will continue to be successful and prosper, thus creating a Masonic connection that others will want to share. This year we have had two projects become a reality which I believe will enhance our visibility and participation by our Membership. Firstly, with the ever increasing cost of fuel, the vastness of our Jurisdiction, the amount of time being spent in travel, the safety concerns associated with travel, and the obligations to family commitment, it is becoming more difficult to entice Companions to accept Grand Council appointments that require their attendance at Board and Committee Meetings. To this end many Jurisdictions have begun to experiment with both tele-conferencing and video-conferencing and the initial results have been positive with participation in some cases increasing from thirty percent to eighty percent. The Grand Lodge of Nova Scotia has implemented the program within their Jurisdiction and we thank the MWGM for his invitation for us to become a participating user. At our last General Assembly, we agreed to participate in the program and we are now ready to implement the necessary training so we can take advantage of this opportunity and I urge the Grand Master Elect to pursue this initiative for the good of the Craft. The second project is the recognition of a National Charity unique to the Cryptic Rite Canada wide. In 2011, a proposal was made to the Grand Councils of Eastern and Western Jurisdictions to join with Central in Ontario to become a National Organization with Directorship from all three Jurisdictions. At the 2012 Assemblies this proposal was accepted for implementation by the General Membership of both Jurisdictions. Since that time the Foundation has been formalized and the name changed to the Cryptic Rite Charitable Foundation and is now ready to receive donations in support of its work in the Research and study of Neurodegenerative Diseases such as Alzheimer s and Parkinson s. We strongly urge the Membership to support this worthy Charity and help end some of these horrible diseases. I am most grateful to many Friends and Companions for their contributions over the past year and I wholeheartedly say thank you. To our Grand Recorder M Ill Comp John Dollimount and our Grand Treasurer M Ill Comp Charles MacKinlay, who so efficiently manage the day to day affairs of this Grand Council, To the Past Grand Masters of this Grand Council, I thank you for your patience, understanding and advice. I have leaned on some more than others for assistance, but was refused by none. To the Members of the Board of General Purposes and to those who serve the many committees where the real work is tirelessly and quietly carried out in support of the Grand Council as a whole, we thank you. The many hours you labour are for the most part invisible to our General Membership, but be assured, without your hard work and dedication to these important engagements, this Grand Council could not exist. Your efforts are a true testimony of your love for the Craft. To my own Council, Adoniram No 10, I thank you for your encouragement and support. I more than likely would not have considered offering for election to Grand Council had it not been for your urging. I have been fortunate to have some very special people around me to help me on my journey. To my wife, Nancy, who has always supported me in my endeavours, I am grateful beyond words. Three Companions

have been of particular assistance, Rt Ill Comp Dalton Lease Grand Master of Ceremonies, Rt Ill Comp James Amos Grand Chaplain, and V Ill Comp Reginald Jodrie The Grand Standard Bearer, I thank you warmly and sincerely. Today marks the end of a journey for me and the beginning of a new one for another. I have learned to appreciate Masonry in a new light as a result of my journey. I wish the new Officers Elect the greatest success, happiness and reward. Please be assured that you have my support at anytime you wish, all you have to do is ask. In closing my Companions, one final thank you and please know this, I am proud to be a Cryptic Rite Mason. Respectfully Submitted Most Illustrious Companion Gary C Patterson MPGM Deputy Grand Master To the Supreme Grand Council Eastern Jurisdiction of Canada Royal and Select Masters: It was my pleasure to attend the 145 th Annual Assembly of the Supreme Grand Council held in Truro, Nova Scotia on May 4, 2012, at which time I was honoured to be installed as your Deputy Grand Master. 16 This year we have experienced a net decline of twenty seven (27) companions. We mourn the loss of twenty six (26) companions who have laid down their working tools. The addition of eighteen (18) new members to our ranks is encouraging. T the time of writing I am aware of other new members who received their Royal Masters Degree in 2012, these will appear in the 2013 statistics as they complete the Select Master Degree. Hopefully this will continue as we increase our recruitment efforts the new Circle of Perfection presentation can be a useful tool in this regard. Companions again we are unable to control the numbers lost to the great leveller of mankind and this year we have been especially hard hit. The low number of Suspensions (4) this year is most encouraging and while the number of Suspensions (19) is down from a year ago we still need to work on this issue. We need to look at this issue and maybe make an extra effort to determine why companions join and then are lost to us. Conclusion: My sincere Thank You is expressed to the recorders and scribes in the Councils and Lodges for their tremendous assistance and co-operation. This year has seen a number of new faces added to the list of recorders; I welcome all of you and look forward to working with you throughout the year. To those who have moved on from the recorder s office on behalf of the Supreme Grand Council I extend heartfelt thanks to all of you for your efforts and valued work over the years and best wishes as you move to another phase of your Masonic journeys. 20 Report of Grand Inspector General for Quebec To the Supreme Grand Council, Eastern Jurisdiction of Canada, Royal and Select Masters: Please allow me to begin this, my first report as GIG of Quebec, by thanking the Most Puissant Grand Master Gary Patterson for the trust, honour and privilege awarded me as his representative for the province of Quebec. I was welcomed very warmly in each of the province s three councils, on my inspection visits. I received, from each TIM, the expression of his loyalty and that of his Companions toward the Supreme Grand Council and the Most Puissant Grand Master. I should mention that, on each of my visits, the welcome I received from the Brethren was always exceptional, the environment cordial and the atmosphere warm and fraternal; it is indeed good to have the opportunity to visit Quebec s councils. I ve had the pleasure of accompanying our Grand Master, in March 2013, on his joint visit to Quebec s three councils: Victoria Council No. 4, which was our host in Montreal, Son Shem Council No. 17 from Sherbrooke, and Conseil Reine de Saba No 20 from Quebec City. In all the district councils, the books are well kept (although one had some difficulties in that area), and finances are managed healthily. The secretaries and treasurers deserve our congratulations. None of the councils has any financial problems or capitalized debt. The number of members present at each council meeting varies little from one year to the next, ranging from acceptable to very good. I should note, however, that none of the councils has a specific program aimed at reducing the number of absentee members. Furthermore, I should note that, in the preceding year, very few new companions were admitted in each of the three councils. Regarding the Honorary degrees, last fall at Victoria Council No. 4, nine Companions received the degree of Super-Excellent Master on October 29 th and seven members received the degree of Royal Ark Mariner on the November 30 th. In closing, I would like to thank the district Companions for their support during my year as GIG. I would especially like to thank Comp. Robert Juteau, Th. Ill. Companion Marcel Moisan and Rt Ill. Companion Paul Arturi who have accompanied me during my official visits. I further would like to thank the Rt Ill. Companion Gilles Chiniara for his constant support. Respectfully submitted, Richard Robert Grand Inspector General (Quebec)

Report of Grand Inspector General for New Brunswick and Prince Edward Island To the Supreme Grand Council of the Eastern Jurisdiction of Canada, Royal and Select Masters; I hereby submit my annual report for the year as Grand Inspector General. It is an honour to have had the privilege of being the Grand Inspector General for NB/PE; and I wish to thank the Companions of the Garden of the Gulf Council No.9 and the Supreme Grand Council Eastern Jurisdiction of Canada Royal and Select Masters for the confidence placed in me. Visits have been made to all Councils and to the Lodge of Royal Ark Mariners. Three of the four Councils were visited two or more times. I have endeavoured to attend all the Most Puissant Grand Master s visits and have gained much from being present. Generally speaking there has been a renewed interest in the Cryptic Rite in this District. It is my belief that this is partly due to the Circle of Perfection presentation. All Councils have new members and interest is there. Work still needs to be done on retention and participation of all members. Masonic Education, with topics displayed in the summons may help. The work which I witnessed was always done with dignity. However, more time can always be spent on ritualistic work. What a delight it was to witness pieces of work well done with pride from memory. On each visit I delivered a message on What is the Cryptic Rite? which was received well by the Companions. I tried to answer all questions that were presented with thought and diplomacy. All individual reports with addendums, where necessary, have been provided except for one addendum. This shall be submitted before this year is over. I appreciate the work of Ill. Comp. Nelson Hurry, my secretary, who travelled with me and also Ill. Comp. David Bell who accompanied me when possible. Respectively Submitted; T. Ronald Tallon Grand Inspector General New Brunswick and Prince Edward Island

Report of Grand Inspector General for Nova Scotia To the Supreme Grand Council of the Eastern Jurisdiction of Canada, Royal and Select Masters. The Nova Scotia District comprises seven Councils and three Royal Ark Mariner Lodges. I have made official visits to each of them and thank M. Ill. Comp. Hugh Palmer and Rt. Ill. Comp. Terry Read for accompanying me for most of the more than 3000 km of early and late night hours on the road. In spite of declining members and ageing membership, the Councils keep our time honoured traditions alive and transmit the valuable lessons of our Degrees to a new generation of Masons in search of further light. In each Council I found a core of long serving Companions ready and willing to make their skills and experience available to maintain the high standard of excellence suggested by the ritual. Unfortunately many officers have to refer to the printed ritual in the performance of their duties. On the other hand, I have witnessed the flawless delivery of lectures and dialogues worthy of emulation. Cryptic Masonry is a vital link in the scheme of our craft s teachings and to sustain our numbers and, hopefully grow, we are dependent on the Royal Arch Chapters. All companions of the Royal Arch should be made aware of how the Council completes the cycle of loss, preservation and recovery of the Word. A vigorous promotion of the Circle of Perfection lecture might go a long way in convincing our Royal Arch Companions to seek the lessons of the Cryptic Council. It has been a distinct honour and privilege to serve the Supreme Grand Council of the Eastern Jurisdiction of Canada Royal and Select Masters as Grand Inspector General for Nova Scotia. I thank the Companions of Orient Council for nominating and the Most Puissant Companion Gary Patterson for appointing me to this challenging position. My thanks and appreciation to all the Councils and Royal Ark Mariner Lodges for the fraternal welcome and the courtesies extended to me on my official visits. Respectively Submitted Rt. Ill. Comp. Robert H. Meyer Grand Inspector General Nova Scotia

Report of Grand Inspector General for Newfoundland & Labrador To the Supreme Grand Council of the Eastern Jurisdiction of Canada, Royal and Select Masters. It is both an honour and a privilege to bring to you this my first of two annual reports on Cryptic Rite Masonry in the province of Newfoundland. On June 12, 2012 I made my first official visitation to my home Council, Eastern Council # 6 at Freemasons Hall, Mt. Pearl. This visit was actually somewhat unscheduled and unplanned due to a slight miscommunication. It was my initial intent to make an official visit a little later in the year after gaining a little more experience and during a night on which a degree was being held. However, as my upcoming visit had already been announced in the Council s notice paper, I proceeded. I will admit, though, that it was a great pleasure to greet my mother Council while in my new office. On this occasion, I was warmly received by 12 of our 37 members. On October 23, 2012 I had the extreme pleasure of visiting Central Newfoundland Council # 16 for the first time where I proceeded to bring the regards of our Most Puissant Grand Master and of the Supreme Grand Council. As our Grand Master s representative, I was given the enjoyable (and humbling) task of presenting jewels for Meritorious Service and Treasurer s Long Service to members present. I was greeted well by 14 of their 31 members, some of them old friends and some new, and was treated to a wonderful mid-meeting meal. Central Newfoundland Council continues to meet on a semi-regular basis under dispensation, usually during the morning with a noontime break for refreshments. This is due to the large region that makes up their membership and gives them the ability to coordinate their Council meetings with those of other Masonic bodies. So far, this has worked well for them. I very much look forward to my next visit with them sometime later this year. On November 22, 2012 I was officially present at St. David s Lodge of Royal Ark Mariners, moored to Eastern Council, where I was received by 10 of its 19 members. As St. David s meets only three times per year, it is difficult to schedule an official visit during a night when degree work is taking place. This is further compounded by the fact that both Eastern Council and St. David s Lodge usually share the meeting night and room with our local Preceptory and time is often at a premium. It may also be worthy to note that Central Newfoundland Council does not have a Lodge of Royal Ark Mariners but does continue to confer the degrees. During all occasions, I have had the opportunity to examine the minutes and accounts of all bodies and find them to be well in order. Eastern Council did experience a brief period of difficulty at the start of 2012 with the bank presenting some challenges in changing signing authority. Furthermore, St. David s Lodge does not maintain its own set of accounts as these fall under the auspices of Eastern Council and therefore the aforementioned challenges applied equally to both bodies. However, I understand that these issues have since been resolved andthings are now proceeding well. I commend the recorders and treasurers of both Councils for a job well done. While present at both Councils, I expressed my desire to see that the Super Excellent Master s degree be conducted on a regular basis. I have been given to understand that Central Newfoundland Council has conducted the degree in the recent past. It has been quite some time since the degree was last performed in Eastern Council and because of some discontinuity in the minutes in by-gone years, there is some uncertainty as to when it was last held and who has actually received it. We hope rectify this soon. Also, at a recent meeting, it was discussed that the long form of the degree, while infinitely preferable to the short form, was not feasible for us due to the numbers required and the need for costumes and props. As an intriguing prospect, someone put forward the possibility of conducting the degree in conjunction with Central. We shall see.

I have also spoken with both councils regarding the Circle of Perfection in Ancient Craft Masonry and have expressed the importance of seeing this done. While I am sure that almost all members of our respective Chapters are aware of the existence of Cryptic Rite Masonry, the Circle of Perfection provides much insight into its importance to Masonry as a whole as well as the history of the Cryptic Rite and why we do what we do. I have been informed that Central Newfoundland Council has already brought some of this information back to their constituent Chapters and continues to do so. I look forward to hearing the results of their efforts. Also, I have been in active talks with some members of Eastern Council and hope to personally play a role in presenting this important piece of Masonic information to our local Chapter sometime in the very near future. I had not intended for this report to be quite so long. However, those who know me know me to be thorough. My first year in this role has been both rewarding and enjoyable and I greatly look forward to the events of my remaining term. As always, I remain at the disposal of our Most Puissant Grand Master and the Supreme Grand Council. Respectfully submitted, Derek Tuck Grand Inspector General Newfoundland and Labrador Greetings from the Concordant Bodies The Grand Master called on the following guests who brought greetings from their respective bodies: Right Illustrious Companion William Sawyer Most Eminent Knight W. 26 Rites and Ceremonies Committee Report To the Supreme Grand Council of the Eastern Jurisdiction of Canada, Royal and Select Masters: Only one item was submitted for consideration, that being a further revision of the Installation of Grand Council Officers. The revision has been completed and will be used as the Installation Ceremonies for If there are no objections, we recommend that this Installation Ceremony be accepted, printed and used in the future by this Grand Jurisdiction. Fraternally and respectfully; Gerald A. Riley PMPGM (Chairman) Walter J. Parsons PMPGM Hugh J. Palmer PMPGM Advisory Council Report To The Supreme Grand Council, Eastern Jurisdiction of Canada, Royal and Select Masters: It has been an honour as Deputy Grand Master to serve as Chairman of the Advisory Board for the year 2012 to The Advisory Board meeting was held at the Masonic Building, Amherst, Nova Scotia on October 26, 2012 and was called to order at 12 noon. The meeting began with an opening prayer offered by Rt. Ill. Comp. George Mason. The Grand Master, M. Ill. Comp. Gary C. Patterson welcomed those in attendance and expressed his pleasure at having such a good turnout, indicating that the work of the Board is essential for the success of the Supreme Grand Council, there being twentytwo (22) companions representing nine (9) councils present. Minutes of May 3, 2012 were approved as printed and circulated. There were discussions regarding business arising from these minutes and updates were provided. With regards to Fraternal Relations, no reply has been received from the Grand Council of Portugal. With regards to Cryptic Rite Charitable Foundation, a motion was brought by Rt. Ill. Comp. Tallon and seconded by M. Ill. Comp. Riley that M. Ill. Comp. Dollimount be confirmed as the representative of the Eastern Jurisdiction on the Board of Charitable Foundation. This motion was approved. Concerns were raised regarding the structure and representation on the Board of the Foundation. After considerable discussion it was moved by M. Ill. Comp. Lively and seconded by Rt. Ill. Comp. Chapman that a recommendation be made to restructure the Foundation Board to include two (2) representatives from each of the three Jurisdictions and a Chairman for a total board membership of seven (7). Motion was carried. Grand Master M. Ill. Comp. Patterson indicated that he had made inquiries regarding the use of the video conferencing system for this meeting as a test session but the members of the Board either planned to be in attendance or were occupied in other activities that made them unavailable for a video conference session. He outlined the process for setting up such a session. M. Ill. Comp. Lively gave an update and indicated that Truro and Great Village may be interested in providing online capabilities. There were two pieces of correspondence acknowledged. First correspondence was an invitation from GLNS for May 31 June 2, 2013 Annual Communication marking 275 years of Masonry in Canada
