The ballet begins in a remote kingdom where the beautiful princess, Snow White lives with her stepmother (perhaps the vainest and most unpleasant stepmother ever!). When her magic mirror informs her that she is no longer the loveliest woman in the kingdom, the vain Queen plots to get rid of her rival, the young and fair Snow White. Fearing her stepmother, the princess flees the palace and hides in the forest with the help of seven charming and amusing dwarfs who protect her from the Queen s evil efforts. Even with their help, the heartless Queen tricks Snow White. Only a Noble Prince can awaken Snow White from the Queen s spell and bring harmony back to the kingdom. It is so pleasing to adapt familiar fairytales like Snow White that we remember from our own childhoods- those timeless stories that have survived and are as well known today as they were when we were young for the ballet, says Ballet Wichita Artistic Director, Jill Landrith. Our company dancers love these lighthearted story based ballets, not just for the chance to dance the roles of these characters they ve grown up with, it s also the only time of year we get the opportunity to dance in such intimate settings and interact directly with our audience, added Landrith. The Udall Historical Society and their committee prepared a moving tribute to those who lost their lives in the May 25, 1955 tornado. Thank you to the committee, volunteers and all who participated in the event.

3 City Chit Chat Page 3 REGULAR COUNCIL MEETING CITY OF UDALL Monday, April 13, 2015 The Udall City Council met for the Regular Council Meeting on Monday, April 13, 2015, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. President of the Council Randall Smith gave the invocation. Roll call was then taken with the following council members present: Michael Grahem, Jason Tharp and Randall Smith. Quorum established. Attending were Adam Glenn, Wyatt Houdeshell, Max Welshans, Payton Miller, Ben Winters, Rozella Sherman, Erik King, Eric Allen and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Smith, second by Tharp, to approve the agenda as presented. All voted aye, motion carried. BUSINESS FROM THE FLOOR: Payton Miller addressed the council requesting permission to have a Clean-Up day for the community organized by the National Honor Society. They would like to do this on April 25 th from 9:00 am 11:00 am. The council gave them permission, however suggested their moving the date to May 2, which is City Wide Clean-Up day. It was also suggested perhaps the group would be interested in assisting individuals with getting items from their homes to the shop for disposal. Ms. Miller will contact her sponsors and get back with us on that. The City could advertise on Channel 7 and Facebook that the service would be available. GENERAL DISCUSSION: 1. Child Abuse Awareness Month the Mayor read the following Proclamation April 1, 2015 WHEREAS, in Federal fiscal year 2013, 52 States reported 678,932 victims of child abuse or neglect; and WHEREAS child abuse and neglect is a serious problem affecting every segment of our community, and finding solutions requires input and action from everyone in our community; and WHEREAS, our children are our most valuable resources and will shape the future of the City of Udall; and WHEREAS, child abuse can have long-term psychological, emotional, and physical effects that can have lifelong consequences for victims of abuse; and WHEREAS, protective factors are conditions that reduce or eliminate risk and promote the social, emotional, and developmental well-being of children; WHEREAS, effective child abuse prevention activities succeed because of the meaningful connections and partnerships created between child welfare, education, health, community- and faith-based organizations, businesses and law enforcement agencies; and WHEREAS, communities must make every effort to promote programs and activities that benefit children and their families; WHEREAS, we acknowledge that we must work together as a community to increase awareness about child abuse and contribute to promote the social and emotional well-being of children and families in a safe, stable, nurturing environment. WHEREAS, Prevention remains the best defense for our children and families; NOW, THEREFORE, I, Stephen R. Brown, Mayor of Udall, do hereby proclaim April, 2015 as NATIONAL CHILD ABUSE AND NEGLECT PREVENTION MONTH in Udall, Kansas, and urge all citizens to recognize this month by dedicating ourselves to the task of improving the quality of life for all children and families. 4. Rozella Sherman reported to the council that three members of the Udall Planning Commission have terms that expire in May These are Casey Borger, Rozella Sherman and Jerry Brown. Ms. Sherman and Mr. Brown both have agreed to serve for another term. She has not received a response from Mr. Borger. MOTION: by Graham, second by Tharp, to approve the reappointment of Rozella Sherman and Jerry Brown to the Udall Planning Commission. CONSENT AGENDA: MOTION: by Smith, second by Grahem, to approve the Consent Agenda including the minutes for the March 9, 2015 regular meeting, Clerk s reports for March 2015, Expenditure Report in the amount of $104, and Payroll Account Report Totals $20, All voted aye, motion carried. OLD BUSINESS: 1. Phase II Water Project Pre-Construction Conference was held April with engineers, contractors, funding partners, and City. a. Construction to commence April 13, 2015 b. Tentative completion date October 11, 2015 NEW BUSINESS
4 Page 4 City Chit Chat 1. Street Improvements Phillip Brothers of South Central Sealing presented a proposal to the council for paving sections of the city s streets over a period of time. The initial section they are looking at is the most western streets that would not interfere with Phase II water construction. Their technique would be to mill in from the sides grinding off the accumulated asphalt, repair crack and cover with a slurry seal. The ground material from the project would be deposited at the city shop for possible use elsewhere. He presented a bid of $108, for the first section of streets, and mentioned the bid was good for two years. The council thanked him for the proposal and will look at it at the next meeting. 2. Splash Park The Cowley County Administrator, Jeremy Willmoth, has written informing the city there are funds available from one-third of the revenues collected from clubs or drinking establishments located within the County. The County can spend these funds only for the purchase, establishment, maintenance or expansion of park and recreational services, programs or facilities. The county is seeking proposals from all of the smaller cities to see if they would like to apply for some of these funds. The Mayor was instructed to apply on behalf of the city to seek funds for a Splash Park prior to the next county commission meeting May 8, Kendra Boyer appointment to Cowley Correctional Advisory Board. Chief King introduced Kendra to those in attendance as our new police officer. She has been requested as a new member of the Cowley Correctional Advisory Board on both the adult and juvenile boards. This would result in 8-10 meetings per year. MOTION: by Smith, second by Grahem, to approve the appointment of Kendra Boyer to the Cowley Correctional Advisory Board with compensation of $25.00 per meeting. All voted aye, motion carried. 4. MOTION: by Smith, second by Grahem, to go into Executive Session for 30 minutes with legal counsel, Erik King, and Rozella Sherman to discuss legal issues. All voted aye, motion carried. Meeting resumed at the proper place and time. No action taken. MOTION: by Smith, second by Grahem, to approve $2, to retain a mold assessment and property valuation. All voted aye, motion carried. STAFF REPORTS: Allen Presented proposals for excavating equipment. MOTION: by Grahem, second by Smith, to approve the $5,500 lease purchase option for the Bobcat excavator from White Star with a caveat that Eric Allen log operating hours and projects (hours per project) for consideration of purchase at lease end. All voted aye, motion carried. COUNCIL MEMBER REPORTS: Brown Reported the City has been contacted by Ballet Wichita to present their touring park production of Snow White at the Udall City Park. They would provide their own sound equipment but have a $1,000 fee for equipment rental, travel expenses, and dancer fees. Donations have already been pledged for $ of this amount. MOTION: by Grahem, second by Smith, to approve remaining expenses of the event. All voted aye, motion carried. MOTION: by Smith, second by Grahem, to adjourn. All voted aye, motion carried. Lulita Hopkins, City Clerk SPECIAL COUNCIL MEETING CITY OF UDALL Thursday, April 23, 2015 The Udall City Council met for a Special Council Meeting on Thursday, April 23, 2015, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. President of the Council Randall Smith gave the invocation. Roll call was then taken with the following council members present: Michael Grahem, Jason Tharp and Ryan Moore. Quorum established. Attending were Erik King, Eric Allen and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Grahem, second by Moore, to amend the agenda by adding an item, sewer line break behind Wheat State. All voted aye, motion carried. NEW BUSINESS 5. Culvert Installation at First and Cowley It has been discussed with the county road and bridge, that Udall has the authority to make improvements on the intersection at Cowley 3 and First. Eric Allen estimates the initial cost at $3,000 with concrete work of an additional $5,000 totaling up to $10, MOTION: by Grahem, second by Tharp, to approve the improvements at the intersection of Cowley 3 and First St at a cost of up to $10, All voted aye, motion carried. 7. Damon Wilson The election results of April 7, 2015 indicated Damon Wilson received 13 write-in votes as a Udall Council Member. He will be sworn in at the May meeting. 8. Projector The purchase of a projector for the meeting room has been discussed for use in the upcoming hearing and for budget work sessions.

Mobile Home zoning specification. MOTION: by Moore, second by Grahem to table this item to the May meeting. All voted aye, motion carried. 10. Ordinance #666 limit number of fowl to 10 chickens, no roosters, guineas or peacocks. MOTION: by Grahem, second by Moore, to approve Ordinance #666. All voted aye, motion carried. 11. Ordinance #664 - An ordinance amending Chapter IV, Article 6, Section adding: (c) If the repair, alteration, or improvement of the structure cannot be made at a cost of 50 percent or less of its fair market value, the owner shall, within the time specified in the order, remove or demolish the structure. MOTION: by Grahem, second by Moore, to approve Ordinance #664. All voted aye, motion carried. 12. Sewer line behind Wheat State Telephone. Phase II construction is underway and with that, a collapsed sewer line has been discovered behind Wheat State Telephone. A decision needs to be made whether the City is to repair this line, or Dondlinger the contractor for Phase II. The line is located approximately 12 feet deeper and the City currently does not have sufficient side supports for this type of excavation. Costs are to be determined and a decision made at the regular meeting. MOTION: by Grahem, second by Tharp, to adjourn the meeting. All voted aye, motion carried. Lulita Hopkins, City Clerk From the Library The Book Club of Udall, Kansas shall meet at 1:30 pm on June 9 th, The book to discuss and share will be Unbroken by Laura Hillenbrand. A World War II story of survival, resilience and redemption. We have some great young folks in Udall. The FFA has a message on the north side and the 4-H has a message on the south side of the sign at Lily s Corner. Please notice the Barn Quilt designs going south on Cowley 3. Mary and Bill Hilderbrand have taken wood, nails, screws, hammer, drill, saw, tape measurer, ladder and paint and also sweat and patience to build 7 units of shelves for the Udall Public Library. We are very proud of their work and work ethics. Thank you Bill & Mary! We have two new volunteers in the Udall Public Library. Francis Rupp and Erica Allen shall be helping to fill the new shelves with our books. We really appreciate their help The Udall Public Library Board Members and Bertha Rhoads. We are greatly appreciating the kindness and hard work that Clifford and Beth Evans and Allene Kistler gave to the Udall Historical Society and the Udall Public Library, when they did a complete cleaning of the floors and everything else. The entrance and the bathrrom were sparkling clean and disinfected. May 25, 2015 was an important day. We sincerely thank you Udall Public Library Do you buy your groceries at Dillons?
