1 Regular Meeting Madison Heights City Council Madison Heights, Michigan August 28, 2017 A Regular Meeting of the Madison Heights City Council was held on Monday, August 28, 2017 at 7:30 p.m. in the Municipal Building at 300 West Thirteen Mile Road, Madison Heights, Michigan. Present: Mayor Hartwell, Mayor Pro Tem Bliss, Councilmembers Clark, Corbett, Gettings, Scott and Soltis. City Manager Myers, Assistant City Attorney Grochowski, and City Clerk Printz. The invocation was offered by Councilwoman Scott and was followed by the Pledge of Allegiance to the Flag. CM Meeting Open to the Public. Gloria Moore, Dartmouth, asked why the City would pay for a roof for the Nature Center if it is owned by Oakland County. City Manager Myers responded that the City owns the property, but Oakland County leases it. The City has a cost-share agreement for maintenance of the property with Oakland County. The amount the City is considering authorizing later in this meeting for the Nature Center roof replacement is in compliance with the cost-share agreement. Ms. Moore also commented that the Friends of the Madison Heights Area Senior Citizens will be having a meeting Thursday, September 19 th, at 7:00 p.m. at Wilkinson Middle School. All are welcome. She thanked Mayor Hartwell for attending the coming to community BBQ, Councilwoman Scott for providing a side dish, Mayor Pro Tem Bliss for attending with his family and helping with the cleanup, and all of the other community members for their assistance and participation in the event. James Capizzo, 863 Venoy, asked if the City website will have information on the upcoming City election and whether there is going to be a candidate debate. City Clerk Printz responded that currently the election date and voting locations are on the website. Ms. Printz added that there is a Meet the Candidate Night at City Hall on Wednesday, September 13 th and in conjunction with that event, the City will be demonstrating the new voting equipment. CM Renewal of Entertainment Permit with Big Five Entertainment, d/b/a Augie s Lounge, John R. Motion by Councilman Clark, seconded by Councilman Corbett, to renew the Entertainment Permit with Big Five Entertainment, d/b/a/ Augie s Lounge, John R, for a period of two (2) years with the next annual review to take place on or about August 1,

2 Corbett, Gettings, Scott, Soltis, Clark, Bliss, Hartwell CM Renewal of Entertainment Permit with Madison Heights Robin, Inc. d/b/a Red Robin Restaurant, John R. Motion by Councilwoman Scott, seconded by Councilman Corbett, to renew the Entertainment Permit with Madison Heights Robin, Inc. d/b/a Red Robin Restaurant, John R for a period of two (2) years with the next annual review to take place on or about August 1, Gettings, Scott, Soltis, Clark, Corbett, Bliss, Hartwell CM Red Oaks Nature Center Roof Replacement Project. Motion by Councilman Corbett, seconded by Councilman Clark, to approve the Red Oaks Nature Center Roof Replacement Project with Howell Construction, the sole bidder through the Oakland County process, with a cost not to exceed $16, Scott, Soltis, Clark, Bliss, Corbett, Gettings, Hartwell CM DTE Purchase Agreement for Streetlighting Improvements on West Gardenia. Motion by Councilman Gettings, seconded by Mayor Pro Tem Bliss, to authorize the City Manager to sign a Purchase Agreement with The Detroit Edison Company for the replacement and upgrade of eight (8) span lights along West Gardenia in an amount not to exceed $11, Soltis, Clark, Bliss, Corbett, Gettings, Scott, Hartwell CM Sewer Camera Replacement and Trailer Retrofit Project

3 Motion by Mayor Pro Tem Bliss, seconded by Councilman Corbett, to approve the purchase of an Envirosight Rovver X sewer camera inspection system, with the options identified, and the buildout of the existing trailer from Bell Equipment of Lake Orion, in the amount of $105,000 through the MiDEAL Cooperative Bid. Clark, Bliss, Corbett, Gettings, Scott, Soltis, Hartwell CM Ordinance 2119 Amendment to Add One Ex-Officio Member to the Parks and Recreations Advisory Board and Amend the Total Number of Board Members, First Reading. Motion by Councilman Corbett, seconded by Councilwoman Scott, to approve Ordinance 2119 an Amendment to Add One Ex-Officio Member to the Parks and Recreation Advisory Board and amend the total number of Board members on first reading by number and title only as follows: ORDINANCE NO CITY OF MADISON HEIGHTS, OAKLAND COUNTY, MICHIGAN AMENDMENT TO THE CODE OF ORDINANCES An Ordinance to amend Ordinance No. 571, being an Ordinance codifying and adopting a new Code of Ordinances for the City of Madison Heights by amending Chapter 19, Article III, Section of the Code of Ordinances, City of Madison Heights, Michigan, to provide for the creation of a parks and recreation advisory board and to establish the composition of the parks and recreation advisory board by adding an additional ex officio member from the Oakland County Parks and Recreation Department and amend the total number of Board members. 4 CM Re-Appointment to the Crime Commission. Motion by Councilman Clark, seconded by Councilwoman Scott, to confirm the Mayor s appointment of Marilyn Mayle to the Crime Commission with a term expiring Gettings, Scott, Soltis, Clark, Bliss, Corbett, Hartwell CM Mayor and Council - Comments. Councilman Corbett expressed his condolences to the family of Talley Madosky and acknowledged her volunteer work at the Nature Center, stating that she was a lovely and kind person and requested that the City prepare a Condolence Resolution. He wished everyone a safe Labor Day weekend and echoed Councilwoman s Scott s prayer comments pertaining to the hurricane and the City of Houston. Mayor Pro Tem Bliss thanked Mr. Vitale for the information he provided on the sewer camera replacement agenda item. He concurred with Ms. Scott s comments on the Houston hurricane, and stated that his thoughts and prayers go out to everyone experiencing this. He encouraged everyone to help however they can. He stated that the City recently had four excellent community events including the Solberg Community Carnival, the Friends of the Madison Heights Area Senior Citizen s Community Picnic, the Central Church Movie Night, and the Chamber of Commerce sponsored Trucks, Trucks, Trucks event. These great events bring the community together and are great to be part of. He added that he would like to see an Art Fair in the City of Madison Heights, and announced that he was vetting a proposal and will be discussing it at future meeting. He also stated that the City will soon be considering the establishment of an Arts and Culture Advisory Board that may be able to assist the City with an Art Fair. Councilman Gettings concurred with the request for a Condolence Certificate for Mrs. Madosky noting that she had 2500 volunteer hours at the Nature Center, and in 2001 was named the Madison Heights Volunteer of the Year. He stated that she was a good lady and she will be missed. Assistant City Attorney Grochowski had no comments this evening

5 City Manager Myers announced that Ms. Madosky s family will be holding a memorial service for her at St. Vincent Ferrer on September 10 th and that the City is going to invite the family to attend the September 11 th City Council meeting to receive the Condolence Resolution. He echoed the comments on the City of Houston disaster, and noted that the Trucks, Trucks, Trucks event had 400 attendees. Councilman Clark stated that candidates are campaigning on the issue of blight in the City. He suggested that the City enlist seniors to patrol the neighborhoods and look for blight. He is not proposing they have any authority, but rather assist with identifying problems. He suggested they monitor and report to the City on a monthly basis to assist the code officer and requested that staff report back on the suggestion. Councilwoman Scott concurred with Councilman Clark s suggestion and noted that the idea deserves exploring. She expressed her condolences of the passing of Talley Madosky and noted that she had privilege of working with her at Nature Center for approximately 15 years. She was wonderful person and nice to work alongside of and that the City will really miss her. Councilman Soltis stated that he wrote a letter to editor of the Detroit News in response to an article on August 23 rd. He read his letter, which stated that he was speaking out in defense of the SWAT team members, and he believes and trusts in these officers. He also stated that he took his son to the Selfridge Air Show which was a great event and he thinks that the United States Flag should always be respected. Mayor Hartwell thanked Mayor Pro Tem Bliss for chairing the last meeting in his absence. He noted that Councilwoman Scott s words on the hurricane were inspiring. He stated that the Red Cross is reputable and helps in catastrophes like this. He stated that he attended the Chinese Cultural Center Healthy Gardening event and noted that the Cultural Center offered to host a fall festival or farmers market for the City. The City or a charity would need to do the promotion and organize, but their facilities could be used. He announced that the Mayor of Royal Oak has challenged the City to a recycle competition. He stated that a year or two ago a City business experienced a fire. There is an Organization that is promoting HVAC ventilation systems for businesses and he suggested that a resolution reminding businesses of the importance of HVAC ventilation systems and the need for regular inspections so that in the event of a fire, the damage can be contained. Mayor Hartwell concluded his comments by noting that tonight s meeting covered topics that aren t necessarily fun or exciting, but are necessary for the proper functioning of a city
