Are you interested in hunting? How about sewing? Maybe agricultural science? 4-H is the perfect way to try those activities and more. Let me tell you about some of the projects and how to get started. I will start with some of the animals. The horse project is a good way to learn about and connect with your horse through training, riding, and caring for your horse. Some of the skills that you can learn in this project are how to lope, do sliding stops, spins, train your horse, as well as many other skills. If you would like to learn about cattle there are various projects you can do, such as bucket calf, steers, cows, and cow calf pairs. The most popular is the steer project. In this project you learn what it takes to train, feed, wash, show, and exercise your steer. The 4-H students in this project enjoy it because they get to show, love, and care for their steer. Are you interested in pigs? In this project you learn, to care for, train and even guide pigs with just a stick. The 4-Hers enjoy feeding their pigs marshmallows because they are funny to watch. Since pigs get hot easily, the 4-H students learn how to keep them cool so they will live.
2 Page 2 City Chit Chat In the clothing project you can do clothing construction, clothing buymanship, or both. In clothing construction you learn how to fit clothes before you cut them, how to sew different angles and curves, and how to follow a pattern. In the sewing project, you can also do quilting. You learn how to build the top of a quilt and how to actually quilt them. The foods project consists of canning, the making of breads, Mexican cooking, cake baking, and cake decorating. You learn how to measure and mix ingredients properly, and how to make the best main dishes, desserts, breads and cakes. If you are interested in canning, then you can learn how to can fruits, jams, jellies, preserves, pickles, and many other foods. The Visual arts category includes drawing/painting/sketching, ceramics, pottery, arts and crafts, and leather work. In drawing/painting/ sketching, you learn techniques to make your art look like the real thing. You can even choose the genre of your art: landscape, animals, or whatever interests you. In ceramics, you learn how to dry brush and glaze your pieces. You will learn the process you go through from beginning to end; green-ware to the final product. Shooting sports includes archery, shotgun, air rifle, and BB gun. In archery, you learn the correct shooting stance, the parts of the bow, the different types of bows, the scoring for FITA and 3D targets, and the signals for the shooting range. Woodworking is a fun project because you learn how to make anything from bird houses to picnic tables. You learn how to use the tools safely, how to make your project structurally strong, and how to identify the different types of wood. The Udall public library asked our 4-H club to decorate for them during the holidays. We decorated for Thanksgiving, Christmas, New Year, and Valentine s Day. In addition to this, our club also collects car/tractor batteries and ink cartridges as a fund raiser. If you have any please contact Monica Rupp and she will come pick them up. Some of the other projects are Performing Arts, Entomology (the study of bugs), Robotics, Poultry, Electricity, Agricultural Science, Forestry, Fiber Arts, Wildlife, Rocketry, Goats, and Sheep, just to mention a few. As you can see there are quite a few projects that you are able to do. You are able to take all of your projects to the county fair and qualify for the state fair. The UDALL BOOK CLUB shall meet at 1:30 pm in the Udall Public Library on April 8 th, s014. The book called The Longest Ride by Nicholas Sparks and a 2013 new book; shall be read and shared. Febuary 27 th, 2014, Linda Morton and Bertha Rhoads attended the FIZZ BOOM READ Summer Reading Program workshop in north Wichita. We will be putting up posters and looking for a few volunteers. National Library Week is April 13 th through April 19 th, The Udall Public Library has two drawings for a book at the end of that week. Do feel free to pay us a visit. 3 City Chit Chat Page 3 REGULAR COUNCIL MEETING CITY OF UDALL Monday, February 10, 2014 The Udall City Council met for the Regular Council Meeting on Monday, February 10, 2014, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. The invocation was given by Council Member Adams. Roll call was then taken with the following council members present: Janette Adams, Bob Clasen, Chris Lette, and Randall Smith. Regina Hanson was absent. Quorum established. Attending were Steve Saunders, Rose Mary Saunders of Ranson Financial Consultants, Tom Finger of USDA, Rural Development, Michael Grahem, Rozella Sherman, Daylen Holmes, Erik King, Eric Allen and Lulita Hopkins. APPROVAL OF AGENDA MOTION: by Smith, second by Clasen, amending the agenda to include Item #2 legal issues in the Executive Session under Old Business. All voted aye, motion carried. GENERAL DISCUSSION: 1. Mayor Brown shared that the school district contacted him and thanked the city for their assistance in snow removal from the school parking lots. 2. The City of Udall has received a $500,000 CDBG grant from the Kansas Department of Commerce to assist in the funding of the Phase II water project. Rose Mary Saunders added that there will be a Technical Assistance meeting on February 26 th, with the location to be determined, to familiarize the attending officials of the CDBG process. This will probably be held in either Salina or Newton. 3. Tom Finger of USDA Rural Development presented the members of the council with copies of the Letter of Conditions. The council members had previously been sent a draft copy of the document while in preparation. The Letter of Condition outlines a loan agreement of $2,314, which includes a refinancing of the recent General Obligation bond purchase. This portion of the loan will not be utilized by the City of Udall as the bond purchase was within the last 12 months. The loan amount will be reduced by $1,125,000 for a loan total of $1,189, at 3.5% for a term of 40 years. The contract for the project improvements must be awarded within 12 months from the date of loan obligation. MOTION: by Adams, second by Clasen, that the following document be reviewed approved and adopted: 1. Letter of Conditions dated February 10, RD , Letter of Intent to Meet Conditions 3. RD , Request for Obligation of Funds for a Loan $2,314, SF 424.2, Application for Federal Assistance 5. RUS Bulletin , Loan Resolution (Public Bodies) 6. Exhibit T, Resolution Adopting Code of Ethics & Procurements Procedures 7. Complete SF-3881, Electronic Funds Transfer Payment Enrollment Form 8. RD 400-1, Equal Opportunity Agreement 9. RD 400-4, Assurance Agreement 10. RD , Applicant Certification Federal Collection Policies for Consumer of Commercial Debts 11. RD 1940-Q, Exhibit A-1 Certification for Contracts, Grants and Loans 12. AD Certification Regarding Debarment and to authorize the Mayor and City Clerk to execute these and any related documents, at the appropriate time. The Mayor and City Clerk are, also, authorized to take any other action necessary to obtain a loan from USDA, Rural Development. All voted aye, motion carried. BUSINESS FROM THE FLOOR: no items CONSENT AGENDA: MOTION: by Lette, second by Adams, to approve the Consent Agenda including amendments to the minutes for the January 13, 2014, regular meeting, Treasurer and Clerk s reports for January 2014, and Expenditure Report in the amount of $66, All voted aye, motion carried. OLD BUSINESS: 1. Black Dot AT&T. Black Dot has been contacted by the City of Udall regarding their earlier requests. 2. Executive Session MOTION: by Adams, second by Lette, to go into Executive session not to exceed 60 minutes to discuss legal issues with right to call Lulita Hopkins. All voted aye, motion carried. Meeting resumed at the proper place and time. No action taken. NEW BUSINESS: 1. Review of Snow Removal Policy. The policy adopted in October 1995 was reviewed and no changes were made. 2. A report of the auditors onsite visit was presented to the council members including the following information Completed onsite portion of the audit in two and a half days. All accounts in good shape. Complimented council and management on refinance of Phase I to GOB bond purchase. This saved money for the City and improved our financial position.
4 Page 4 City Chit Chat Noted substantial increase in General/Police Court Fines. 36% increase over 2012, 184% increase over No year-end journal entries. Agreed with suggested transfers to Electric Reserve and Sewer Reserve. Discovered securities insufficiency at Union State Bank. Resolved with the bank. Audit preliminary report in May-June completed report shortly thereafter. 3. Udall City Council Applicant Michael Grahem. The council acknowledged receipt of Mr. Grahem s application. Applications will be accepted until an appointment is made. COUNCIL REPORTS: Clasen- Presented the council with resignation after 15 years of service. The Mayor and Council thanked him for his years of service, knowledge that he has shared, and ability to speak his mind. STAFF REPORTS: Allen Purchase Order #01-14 for one 25 KVA single phase transformer and one 50 KVA single phase transformer from Kriz Davis Co. in the amount of $1, In talking with our electric contractor, having to locate these transformers after-hours for emergency installation will be more costly. The council suggested since this to get additional bids. Purchase Order #02-14 for Eric Allen to attend a KMU Operation and Technical Conference in the amount of $ MOTION: by Lette, second by Smith, to approve Purchase Order # All voted aye, motion carried. Purchase Order #03-14 for 40 Landis & Gyr 240 V electric meters from Kriz-Davis in the amount of $1, The maintenance department has been on a schedule of replacing older dial meters with more accurate digital meters.
