2 Utah Municipal Clerks Association Presidents Message Donna Weaver, President Greetings UMCA members! At our business meeting at the Utah League of Cities and Town in September, the new board received the oath of office. I appreciate the opportunity to work with such terrific people, and I would like to say a special thanks to our outgoing board members Rose Mary Jones, Rori Andreason, Carel Hicks, Gina Peterson, and Lee Ann Peterson. These ladies have served you diligently. We send them our best wishes to enjoy all their new free time. I would especially like to thank Rose Mary for the many years she served on the board she was a rock we could all lean on. In spite of being from a small town and working only part time, she nonetheless made it to all our meetings (well, she did leave early once when her daughter was having a baby), attended a multitude of CMC and MMC presentations all over the state, and fulfilled her duties brilliantly (to say nothing of being the shopping queen for bargain deals on spring conference treats). As most of you are aware, there s been a bit of a shakeup due to a vacancy on the board. Second vice president Stephanie Carlson has moved up to the position of first vice president. Mary Kate Christensen, who has been serving as the membership chair, graciously agreed to fill the new vacancy in the second vice president position. Tracy Norr, Draper City Recorder, was chosen from those who submitted letters of interest to fill Mary Kate s position. Rachel Ellison from Moab was selected earlier to replace Stephanie when she was elected as the second vice president. You will have a chance to ratify these appointments at the spring conference election next April. With all the challenges we ve been experiencing in the certification arena, I felt it was important to change my goal for the year and focus attention on this problem. After discussing it with the board, we concluded that we need a person to serve as our contact with IIMC on education issues. This person will eventually chair a committee that will be trained on the issues and will serve as mentors to our members as they navigate through the certification process. Coincidentally, in the September IIMC Digest, President Dyanne Reese announced a new program they are calling Education Ambassadors, who will be trained by IIMC and be certification resources on the local level. Nancy Dean is the education chair this year and will serve as our resident authority on all things certification until we have the Utah education ambassador and committee in place (no pressure, Nancy). We hope our UMCA members will consider volunteering to serve on this committee. It s an excellent away for MMC candidates to earn professional and social contribution points and you ll really know your stuff when you need to submit your own paperwork! One issue I d like to touch on is our code of ethics as clerks / recorders. Most of you know that IIMC has a code of ethics, but you may not be aware that UMCA has one too. You can find a copy of it on the UMCA webpage at umca.org (on the left of the main page, click on Ethics). There have been a number of irregularities over the last few years that, unfortunately, reflect badly on all clerks / recorders. I would challenge everyone to review our code of ethics and contemplate what they really mean to us and to the communities we serve. Under Article 4: Professional Conduct, of our ethics, it says UMCA members should be guided by the highest standards of honesty, integrity, loyalty, fairness, impartiality, and professional conduct. We should be ever diligent in evaluating our office procedures to make sure that there are adequate safeguards for ourselves and for our sacred trust. My theme for this year is a quote by George Bernard Shaw, author of Pygmalion (later made into the film My Fair Lady). He is the only person to have been awarded both a Nobel Prize in Literature (1952) and an Oscar (1938--for work on the film Pygmalion): I am of the opinion that my life belongs to the community, and as long as I live, it is my privilege to do for it whatever I can. I want to be thoroughly used up when I die, for the harder I work the more I live. I rejoice in life for its own sake. Life is not a brief candle to me. It is a sort of splendid torch that I have got hold of for a moment, and I want to make it burn as brightly as possible before handing it on to future generations. So let s make it burn as brightly as possible as we learn and grow together in this great profession. 2

4 A NOTE FROM A PAST PRESIDENT... South Central Recorders Association Utah Clerks and Recorders: I just want to thank you for the opportunity you have given me to serve with you in our Utah Municipal Clerks Association. What a great association!!! It has been such a great, educational experience for me to see things from different perspectives; we are all alike and yet all different in what we do. I want to encourage all of you to take the opportunity to participate in your region, on a state committee, or on the state board. It is well worth every effort you will make! Best wishes to all of you! Rose Mary Jones, MMC Past, Past President HEALTH Idea #1 This month s featured desk workout is biceps! Sit with your feet touching the floor straight in front of you. Place your arms on the armrest of your chair. Push yourself up as much of your weight as you can. Lower yourself back down. Do 15 reps 3 sets if you are feeling powerful. Do this at least 3 times a week and see if your arms don't tone up! Idea #2 Drink 1-2 bottles of water before you allow yourself your Diet Coke, Diet Mountain Dew, or whatever soft drink keeps you functioning throughout the day. Conae Black The South Central Recorder Association (SCURA) takes in six counties and is the largest geographical area in our State. There are 53 towns or cities in our region. We try to hold our meetings in a central location. I travel approximately 110 miles one way to our meetings. Our meetings are held quarterly. Since we reported last, our very first meeting was shortly after Institute and Academy. Many of our regions town clerks and recorders are not able to attend Institute and Academy for many reasons. One report was from a town clerk who is working on her CMC and attended Academy and the other was from a City Recorder who has her CMC and attended Institute. This information was very helpful to those who attended our meeting and have never been to Institute and Academy. We learned from that meeting how difficult it is for many members of our region to attend Institute and Academy and decided to share the information we received with them. At our next two meetings we copied handouts and discussed with them some of the things that we learned. The discussion that we had amongst those who had attended was great and reinforced what we had learned. At our last meeting we discussed the new State Law on noticing to the State Web site. FUN NEWS.
