2 Greetings UMCA members! Utah Municipal Clerks Association Presidents Message Donna Weaver, President Spring Conference is nearly upon us, and we hope to see many of you soon. We will be posting the handouts on the UMCA webpage ( so feel free to check them out if you re unable to attend (or want printouts if you are able to attend). Springdale is a green city, and we re trying something new this year in an effort to kill fewer trees. You will receive a CD with all the handouts, and the downloadable files will be on the website prior to the conference. Feel free to print them out in advance and bring them with you if you are so inclined. We will have pads and pens for note taking. With the conclusion of the 2010 Legislative session, we d like to remind you that our efforts to get some early voting relief were successful. We appreciate the help of Lincoln Shurtz from the Utah League of Cities and Towns and Mark Thomas from the Lt. Governor s Office for their assistance in this venture. Mark enlisted the help of Senator Frank, who ran SB363 ( bills/hbillenr/hb0363.htm), which makes early voting optional for towns and fifth-class cities. We are hoping to work with Lincoln during the next legislative session about a bill to clarify the language relating to the early voting process (to use absentee ballots or not to use absentee ballots that is the question one we re hoping to put to rest one way or the other). Don t forget to mark your calendars for July 26-30, 2010 for the Utah Municipal Clerks Institute & Academy. ( Our I/A directors are finalizing the classes, which to date include: Going with The Flow Establishing and Leaving a Legacy Essential Minutes Managing Clutter in the Workplace Discrimination and Harassment Personality Profiles Learning through Mentoring. Marilyn Holje, Centerville City Recorder, who is helping on the fundraising committee for the 2010 conference, purchased all the remaining Conference Package tickets that were left and will again be selling IIMC raffle tickets and also tickets for the gift raffle at the conference next week (tickets are $3 ea or 4/$10 and you do not need to be present to win). At July s Academy/Institute brunch, Marilyn announced that as she had already donated close to $ in items for clerks to win at last April s UMCA Spring Conference and Institute/Academy raffles, it would really be appreciated if any clerks could donate an item for this year s Spring Conference raffle. One of UMCA s newer clerks indicated that she would be willing to make up a basket to include in the raffle. Marilyn will, of course, be bringing some items, such as a soft ice cream maker, some candles, a silicone pumpkin baking mold, some dinner certificates and other items. Hopefully, some clerks will donate items for the raffle, many clerks will be prepared to purchase raffle tickets to help raise money for the IIMC Conference again and some lucky clerks will be taking some items home with them. 3

5 SILENT AUCTION & DOOR PRIZES Don t forget to bring a door prize and/or item for the silent auction. The money from the silent auction is used to provide scholarships for attendance at the Spring Conference as well as Institute/Academy. Silent Auction items should be valued at least $ CERTIFICATION POINT OPPORTUNITIES The UMCA Board wanted to make you aware of two opportunities to earn certification points. If you attended the ULCT Convention in St. George April 7-9, 2010, you can earn points by following these instructions: ULCT Convention April 7 9, 2010 We have worked with IIMC and the Utah League of Cities and Towns to have several classes at the ULCT Convention approved for points. Appropriate forms, which must be submitted to receive your points, are available on the UMCA website. You must submit a ULCT attendance form and a ULCT Course Evaluation (KTAP) form. If you were not aware of this opportunity prior to the conference, just write the name of the instructor in the space for the instructor signature and submit the form along with your KTAP form. The maximum points available for the ULCT Conference if all approved courses are attended: CMC 1.38 MMC.75 ULCT Land Use 101 various locations around the state, four times annually. The final opportunity we wanted to make you aware of is the two hour Land Use 101 training put on by ULCT in various locations around the state each year. We have been successful in getting this course pre-approved for any session for the following certification points. CMC.50 The course evaluation (KTAP), which is available on the UMCA website, must be filled out and submitted following your attendance at the course. After required forms have been submitted, you will be mailed a certificate of attendance indicating the points earned for each course. We hope these new training opportunities will help those of you working toward your certification.
