1 Moab Bridge Rendering Civil Source December 2008 Civil Engineers Make the Difference They Build on the Quality of Life December 2008 s Message Congratulations to Curtis Nielson for winning the ASCE Southern Utah Branch Fall Scholarship! By Curt McCuistion, P.E. Professional Engineer Friends, in these uncertain financial times it may be tempting to cut a few corners or otherwise deviate from the professional status we have pledged to uphold. Now, more than ever, we need to remain steadfast in our pledge of professional ethics and be a leader for others to follow. You may remember, back when you applied for your PE license, taking the Utah Professional Engineer Law and Rules Examination. I just wanted to take a quick moment and review some of the charges, we as professionals, are subject to. In your free time (yeah, right), it may be useful to refer to the following web sites: Download the Model Rules document. The section that begins on page 17 is of particular interest. As part of your examination for the State of Utah, you have agreed to be bound by these rules as well. This is where that quick test is located pdf A link to the current Utah law regarding professional licensing of Engineers And finally, as members of ASCE, you are expected to practice this code of ethics as well. A bit of history taken from the ASCE Standards of Professional Conduct for Civil Engineers From 1877 to 1914, the Society s Board of Direction believed that ethics was a matter of an engineer s personal responsibility and honor and not appropriate for a written code. In response to a motion concerning professional conduct in 1877, the Board resolved [t]hat it is inexpedient for the Society to instruct its members as to their duties in private professional matters. In 1914, a special committee of the Board of Direction was appointed to a draft a Code. The original Code contains six principles. It was approved by letter ballot of the membership and was adopted on September 2, I hope that you will review our accepted code of ethics and continue with others in your practice in setting us apart as a most honorable profession. 2 December 2008 Announcements 2009 APWA / ASCE SOUTHERN UTAH BRANCH SPRING CONFERENCE February 4th and 5th Golf Tournament February 6th The conference will be held at the Dixie Center with a Golf Tournament at the Sand Hollow Resort. For more information, look for the flyer at the end of this issue. Registration Forms for exhibitors and for participants can also be found at the end of this issue. Wasatch Front Branch is looking for volunteers for the following initiatives: Scholarships Training and Education Fundraising Go to the Wasatch Front Branch Section for more information. Northern Utah Branch Thanks to Bob Fotheringham, the Cache County Water Manager, for his presentation last month. The December Northern Utah Branch luncheon will be held on December 11th at noon at the Bluebird Restaurant. Erica Gaddis with SWCA Environmental Consultants will be speaking about the process that has been used to determine the TMDL (Total Maximum Daily Load) for the Cutler Reservoir. Her presentation will pertain to the county and many of the cities within the county. The Bluebird Restaurant has agreed to allow everyone to pay from the table rather than at the cashier. Hopefully that change will allow the attendees to return to work a little earlier than usual. Danny Macfarlane Northern Utah Branch Wasatch Front Branch Greetings, Thanks to all who attended the November luncheon and to Mike Worrall from JUB Engineers for his informative presentation. Our next meeting will be held on December 11, 2008 at noon at Desert Star Theatres, 4861 South State St., Murray. Please note the day of the week change from our normal Friday to Thursday this month to accommodate our speaker's State work schedule. We are very happy to have Doug Clark, Utah Economic Governor's Office, to speak to us about the "Economic Outlook for Utah". Given the current economy, I am sure this is heavy on all of your minds and Doug s presentation is very timely. Hope you can join us! The Wasatch Front Branch board has some ambitious goals for and we can't accomplish everything without some help from our members. We are forming task forces to tackle three initiatives scholarships, training & education, and fundraising. No time commitment is too small, just let us know how much time you can spare and we will find a task to suit your schedule. Thanks in advance for any help you can provide!
3 As always, feel free to contact any of the officers with any comments or suggestions. Erin Donovan, P.E. Wasatch Front Branch November 2008 with nearly 2 million of that being rock. We were privileged to see a rock blast while on site. Central Utah Branch We would like to thank Larry Reasch, P.E., of Horrocks Engineers, for giving the presentation at our November luncheon. Larry talked about the rapid construction of the bridges on I 80 that was completed this year. These bridges were installed using an accelerated installation process that reduced the impacts to traffic on the interstate. He went over several of the unique design and construction issues that had to be resolved for the process to be a success. Rock blast at the St. George Replacement Airport Our next luncheon is scheduled for Thursday, December 11th, at the Golden Corral in Orem. The presentation will be about the volatility of asphalt construction costs in the market and how engineers can help their clients prepare for the dealing with this issue. Waylund Ludlow of Geneva Rock will give the presentation. Eric Dixon, P.E. Central Utah Geotechnical Group The Geotechnical Group does not have any announcements for December. Southern Utah Branch Our November meeting was a blast! We had a double tour of both AGEC s new geotechnical testing lab AND the St. George Replacement Airport construction site. Jared Hanks of AGEC gave us a look at his full service lab, described the various testing apparatus and what data is collected in the field for each test. Then, Leonard Read of RE Monks Construction allowed us to visit the massive earthwork project underway for the St. George Replacement Airport. The Contractor is moving on average 35,000 cubic yards of material a day by working 13 hour days, 7 days a week. The project will have close to 5 million cubic yards of material moved Tour group of ASCE members at the St. George Replacement Airport Our next meeting will be Thursday, December 18th at Buffalo s Southwest Café 2400 Town Center Drive (Coral Canyon), Washington, UT starting at 12:00 noon.
