1 CITY OF COLWOOD MINUTES OF THE INAUGURAL MEETING OF COUNCIL Monday, December 5, 2011 at 7:00 p.m Wishart Road, Colwood B.C. Council Chambers Ms. Shelley Thorsteinson piped the incoming members of Council into the Council Chambers. The new Council was escorted into the Council Chambers by: Constable Kendra Martin and Constable Harrison Teed of the West Shore RCMP Detachment; Fire Chief Russ Cameron, Deputy Fire Chief Kerry Smith, and Assistant Fire Chief John Cassidy of the Colwood Fire Department; members of the Royal Roads Squadron; and Chief Russell Chipps, Elder Randy Chipps, and Laura Chipps of Scia new (Beecher Bay) First Nation. 1. CALL TO ORDER BY THE CHIEF ADMINISTRATIVE OFFICER The Chief Administrative Officer called the Inaugural Meeting of Council to order at 7:08 p.m. He expressed greetings to the honoured guests who participated in the inaugural ceremonies, and to Council, the public and staff. 2. SWEARING IN OF THE MAYOR AND COUNCIL The Chief Administrative Officer introduced Mr. Gerald James Loster, Barrister and Solicitor and Notary Public [Colwood resident and Colwood business owner]. Mr. Loster provided a brief background of why we were here and cited excerpts of the Community Charter, specifically sections 6, 7, 114, and 115. He further advised that the statute states that the Mayor is the Head and Chief Executive Officer of a municipality and a person who is elected or appointed to office of a City Council must make an oath or solemn declaration in a prescribed form and within 45 days of being elected to office. Mr. Loster stated that he was honoured to participate in the Inaugural Meeting ceremonies. He then administered the Oath of Office and Oath of Allegiance starting with the Chief Executive Officer Mayor Carol Hamilton. Mr. Loster then invited outgoing Mayor David Saunders to pass the Chain of Office to Mayor Carol Hamilton. Mr. Loster then administered the Oath of Office and Oath of Allegiance individually to Councillors Teresa Harvey, Cynthia Day, Gordie Logan, Judith Cullington, Rob Martin and Shari Lukens. Mr. Loster then invited the audience to join him in welcoming the newly elected Council of the City of Colwood for the term.

2 Inaugural Meeting of Council - December 5 th, Page 2 The sworn Council of the City of Colwood officially took their seats at the Council table for the first time at 7:32 p.m. PRESENT Mayor Councillors Carol Hamilton Judith Cullington Cynthia Day Teresa Harvey Gordie Logan Shari Lukens Rob Martin Chief Administrative Officer City Engineer Director of Planning Corporate Officer Ross McPhee Michael Baxter Alan Haldenby Pat VanBuskirk Chief Administrative Officer Mr. Ross McPhee introduced Chief Russell Chipps, Laura Chipps, and Elder Randy Chipps from the Scia new First Nation (Beecher Bay). Laura Chipps and Elder Randy Chipps provided a blessing for the new Mayor and Council, which included songs, drumming, and a number of blessings in both languages. They presented a hand carved oar to former Mayor David Saunders and Elder Randy Chipps said it was for the many hours, pain, happiness, and sorrow that he lived through these past years. He asked David Saunders to accept this blessing from Scia new. He then continued with his blessings and drumming and Laura Chipps presented an oar to Mayor Carol Hamilton as the Elder asked her to please accept the paddle showing an eagle, which represents healing and creativity. The blessings were then directed to each of the Council and while Elder Chipps sang and drummed traditional blessings, Laura Chipps pinned a pair of hand-crafted slippers onto their clothes explaining the meaning behind them to each member. Mayor Hamilton then presented Chief Russell Chipps, Elder Randy Chipps, and Laura Chipps with presents on behalf of the City. Mayor Hamilton thanked Gerald Loster for participating in the inaugural ceremony and presented him with a card of appreciation. She also acknowledged Shelley Thorsteinson for piping and leading the process. Mayor Hamilton invited Officer in Charge Brad Justason, of the 848 Royal Roads Squadron, to come forward and presented him with a gift card as a token appreciation to all cadets who played for the guests during the inaugural ceremony. Mayor Hamilton asked David Saunders to come forward and presented him with a gift of thanks from the City of Colwood. She then invited the outgoing Council members, Brian Tucknott, Ernie Robertson and Shaun Wysiecki, to join her so she could also present them with a gift of thanks from the City [framed paintings].

3 Inaugural Meeting of Council - December 5 th, Page 3 The Chief Administrative Officer Mr. Ross McPhee then introduced Dr. Alan Cahoon, President and Vice-Chancellor of Royal Roads University, who addressed the new Council. He thanked them for inviting him to the inaugural meeting and allowing him to address the new Council. Dr. Cahoon stated that there has been a successful relationship with the City and Royal Roads University over the past three years which has been mutually beneficial. Further, he noted that the City has been part of a living laboratory allowing students to become engaged and to work with the City on projects related to their learning. The many opportunities, including the Solar Colwood project, have helped them demonstrate that they can be part of the community and contribute to it. Dr. Cahoon stated that a relationship with the local communities is important and they want to work with the new Council over the next three years. He spoke of the new Learning Innovation Centre, which has a partnership with Sangster Elementary School allowing students to come and use the campus and grounds and trails. He noted that the Robert Bateman Centre is not yet finished, that they have revitalized the campaign to raise funds, and they hope to announce construction will be starting soon. Dr. Cahoon then spoke of the University s international student program (teaches years three and four of their program) and the University s plans to bring the first two years of the program into their program offering. He explained that this will allow students to complete the entire program on site and this will bring significant benefit to the community as additional housing facilities will be built on campus, and the community and developers will be asked to work with them to provide or build rental accommodations to meet the housing needs. Dr. Cahoon thanked the former Council for their work with the University and in the community over the past three years and invited former Mayor David Saunders to come forward to accept a framed print of Hatley Castle. He then presented a framed print of Hatley Castle to the new Council offering thanks and best wishes to them all. 4. INAUGURAL ADDRESS - MAYOR CAROL HAMILTON a) Mayor s Speech and Standing Committee Appointments Mayor Hamilton delivered her Inaugural Address wherein she congratulated the incumbents Judith Cullington, Cynthia Day and Gordie Logan on their election and welcomed Councillors Shari Lukens, Teresa Harvey and Rob Martin to Council. She thanked the outgoing members of Council, David Saunders, Ernie Robertson, Brian Tucknott and Shaun Wysiecki, for serving their community over the past three years and wished them well in their future endeavors. Within her address, the Mayor declared the order of rotation for the Acting Mayor position and appointed Members of Council to the various Standing Committees as follows: PARKS, RECREATION AND CULTURE COMMITTEE Chair Councillor Cynthia Day Vice Chair Councillor Judith Cullington Alternate Councillor Gordie Logan PLANNING AND LAND USE COMMITTEE Chair Councillor Shari Lukens Vice Chair Councillor Teresa Harvey Alternate Councillor Judith Cullington

4 Inaugural Meeting of Council - December 5 th, Page 4 PROTECTIVE SERVICES COMMITTEE Chair Councillor Gordie Logan Vice Chair Councillor Shari Lukens Alternate Councillor Rob Martin STRATEGIC AND FINANCIAL PLANNING COMMITTEE Chair Councillor Rob Martin Vice Chair Councillor Cynthia Day Alternate Councillor Shari Lukens TRANSPORTATION AND PUBLIC INFRASTRUCTURE COMMITTEE Chair Councillor Judith Cullington Vice Chair Councillor Gordie Logan Alternate Councillor Teresa Harvey Mayor Hamilton stated that the longstanding practice of rotating the position of Acting Mayor on a six-month basis will continue and declared that the order of this appointment will be as follows: Councillor Cynthia Day December 2011 through May 2012 Councillor Shari Lukens June 2012 through November 2012 Councillor Teresa Harvey December 2012 through May 2013 Councillor Gordie Logan June 2013 through November 2013 Councillor Judith Cullington December 2013 through May 2014 Councillor Rob Martin June 2014 to the end of this Council s term, which may be October or November depending on the Provincial Government. The Mayor then spoke to the need to appoint members to the Capital Regional District Board and the West Shore Parks and Recreation Society Board. She proposed that the Capital Regional District Board representatives be Mayor Carol Hamilton - Director, and Councillor Judith Cullington - Alternate. She then proposed that the Westshore Parks & Recreational Society Representatives be Councillor Cynthia Day and Councillor Rob Martin. The Mayor clarified that the CRD Board and West Shore Parks and Recreation Society representatives are appointed by Council resolution and asked for a council motion to approve the Council appointments to the CRD Board and WSPR Society. MOVED BY: SECONDED: COUNCILLOR LOGAN COUNCILLOR DAY That the Council appointments to the Capital Regional District Board be Mayor Carol Hamilton Director, and Councillor Judith Cullington Alternate Director; and, that Council appointments to the West Shore Parks and Recreation Society be Councillor Cynthia Day and Councillor Rob Martin. CARRIED.

She to recommended to Council that Councillor Teresa Harvey be appointed as the Member representative and Councillor Rob Martin be appointed as the Alternate, and asked for a Council resolution to approve the recommendation. MOVED BY: SECONDED: COUNCILLOR CULLINGTON COUNCILLOR LUKENS That the Council appointments to the Greater Victoria Labour Relations Association Board be Councillor Teresa Harvey Member, and Councillor Rob Martin Alternate Member. CARRIED. Mayor Hamilton advised that the appointments to the City s select committees and task forces will continue as is into the New Year. She explained that these committees are under review and changes may be announced by Council at a later date. Further, she noted that positions on these committees are often filled by members of the community - volunteers that we are fortunate to have as their dedication is much appreciated. She encouraged anyone who has interest in participating to contact our staff for further information. The Mayor stated that she looks forward to working with everyone to bring our vision of Colwood to fruition. Mayor Hamilton then stated that before enjoying the food, refreshments, and an informal meet and greet in the Council Chambers and Committee Room, she would like everyone to join her and the newly elected Council outside as they light up City Hall and welcome the festive season. 6. 6 Inaugural Meeting of Council - December 5 th, Page 6 Mayor Carol Hamilton: Inaugural Speech: Good Evening Everyone On behalf of Council I would like to thank our honored guests for their participation in the events of tonight to make this commemorative evening a memorable one. Ladies and gentlemen, family, friends, children, members of staff and Councillors past and present, thank you for attending the City of Colwood Inaugural Meeting of Council December 5 th, 2011 and for witnessing the swearing in of your elected Councillors and Mayor for this new term. I want to start by personally recognizing and thanking our outgoing Mayor, Dave Saunders and Councillors Shaun Wysiecki, Brian Tucknott and Ernie Robertson for their contributions to the City. On behalf of everyone at the table, I want to thank you the voters, for your support on Nov.19th. Also, I want to acknowledge MY greatest supporter, my husband Arnie, who could not be here tonight as he recovers from surgery on a badly broken ankle resulting from an incident involving a ladder, our roof and a string of lights I don t think I need I say more other than to Thank all first responders who attended our little emergency. You were great!! To the returning Councillors Cynthia Day, Gordie Logan, Judith Cullington and new Councillors Shari Lukens, Rob Martin and Teresa Harvey: Now our work begins. As our term unfolds, I look forward to strengthening our relationship with each other, our staff, and our residents and businesses in our city as we work towards realizing our vision of Colwood. We will have some tough decisions to make, but we will make them in an atmosphere of mutual respect and in absolute consideration of what is best for our community as a whole. We will provide leadership and support to staff as they implement our decisions. And most of all, your council commits to listening to you, our citizens. We will be a sounding board for all your concerns and suggestions. The global economy is still in a state of flux. We understand that all decisions, no matter how seemingly small, have financial implications. It will be our duty to ensure that Colwood remains financially stable and that all decisions consider the financial impact on our city and its taxpayers. Budget discussions will start in the New Year and we invite all residents to make submissions on how your tax dollars should be spent. Exciting times lie ahead. On Dec. 16, meetings with the School District 62 commence as plans begin to unfold for the new high school in our area. Preparations for the development of Colwood Corners have already begun. Many of you will have noticed that a large portion of the mall is vacated and fenced off. And as future projects come forward, your council will work hard to find that elusive balance between residential and business development.

7 Inaugural Meeting of Council - December 5 th, Page 7 With the Official Community Plan and Strategic Plan in mind this newly-elected Council will bring strong, positive ideas forward to build on our City s successes. Where possible, the structure and terms of reference for Council's five standing committees will remain unchanged for the time being, allowing each committee to carry on during the transition between your former council and your new one. I will be announcing Councillor appointments tonight and the citizen representatives at a later date. Personally I look forward to working with all of you to bring our vision of Colwood to fruition. There is much to do. Although we are sure to have those challenging moments, if we stay focused on the ultimate goal.we will achieve. Before we conclude with refreshments as set up in the back of the hall, I encourage you all to join me outside as we light up City Hall... and welcome the festive season.
