Plan of Examination Eligibility The District Board of Ministerial Studies (DBM) serves only students who are properly enrolled in the Course of Study for Nazarene Ministers (COS). Enrollment is open only to Local Ministers (Manual ), Licensed Ministers (Manual ), Lay Ministers (Manual ); and ministers of Christian Education and Music who qualify according to Manual and 511. The DBM (Studies) oversees the preparation of both elder and deacon candidates. As a requirement for enrollment in the course of study, candidates must fulfill all necessary prerequisites for enrollment as prescribed by the DBM (Studies). A minimum of two courses per assembly year is required to remain enrolled in the COS. Completion of all prescribed COS requirements is a necessary pre-requisite for ordination, which is ultimately granted at the discretion of the DBM (Studies). The Church of the Nazarene Canada has adopted and authorized the implementing of the Sourcebook For Ministerial Preparation In Canada (Sourcebook) as a core guidebook for candidates seeking ministerial credentials. The Canada Atlantic DBM has likewise adopted, and is continuing to implement, the procedures and guidelines contained in the Sourcebook as an integral part of the process of ministerial preparation. Each enrollee in the COS is expected to engage in a mentoring relationship with his or her pastor or a district representative on all matters relevant to the content of the Sourcebook throughout duration of his or her studies. Recommended Mode of Study The recommended mode of preparation for full-time Christian service is that of pursing an under-graduate degree at a Nazarene liberal arts college or university, followed by graduate studies at Nazarene Theological Seminary in Kansas City, Missouri. Nazarene Bible College in Colorado Springs, Colorado shall also be considered a favorable mode of study in some situations. An overview of the categories of studies required to fulfill a validated course of study are listed in Manual Students are reminded to plan their curriculum in harmony with Manual 527. Yearly updates should be submitted to the DBM by the student showing completed course work. The final transcript at graduation will be evaluated by the DBM (Studies), and requirements stated in the current Manual will not be waived. Students are responsible to submit to the DBM (Studies) documentary evidence of academic standing in harmony with Manual to 527.6, and the SMD. 20

21 Modular Course Program For those who, for reasons deemed justifiable by the DBM, find themselves unable to pursue the recommended mode of study, the DBM may grant permission to fulfill the course of study requirements through the Modular Course Program (MCP). The District Board of Ministry (Studies) supervises the Modular Course Program according to the prescribed guidelines of the program. Throughout the MCP, COS candidates remain under the supervision of the DBM and are responsible to provide the DBM (Studies) with documentary evidence of completed MCP course work on a yearly basis. Daily Proceedings FRIDAY MORNING, JUNE 6, :00 AM Due to the tragic events that occurred in Moncton on Wednesday evening, which resulted in a lockdown of the general area near Moncton First Church, the District leadership team decided to cancel all assembly and related convention gatherings of Thursday, June 5 th and all evening services for the entirety of the assembly and relocate the balance of an abbreviated assembly proceedings to Oxford, NS for the respect and safety of all involved. The 71 st Canada Atlantic District Assembly began on Friday morning, June 6 th with the singing of O Canada and 10,000 Reasons led by Rev. Patti Rossiter. Dr William Stewart directed the assembly to a moment of silence and then offered prayer for the those grieving in the aftermath of the Moncton crisis, most particularly for the families of fallen RCMP officers, the RCMP greater family, and broader community. Following prayer, Dr. Stewart highlighted some of his books available for sale on site, including his newest release Journey Into Wisdom. Dr Clair MacMillan introduced presiding General Superintendent, Dr. Jerry D. Porter, as well as Toni Porter. Dr Porter expressed his joy and honor to be back with us again. This represents his fifth time on Canada Atlantic District. Heartbroken for the tragedy in Moncton, Dr. Porter expressed how he planned to speak about grace that sustains, but in light of current events, shifted instead to a message on prayer. Identifying Nazarenes around the world that are persecuted for Christ, he posed the question: What would they teach us about prayer? He identified over 50 Nazarene martyrs in last 6 years and challenged us with the need to understand that others are suffering for the sake of the Gospel. Romans 1:16 reminds us that we are not to be ashamed of the Gospel and pray with courage. China is the most mission-minded nation and yet is an underground church. We need to rise to pray like a persecuted church, fixing our eyes on Jesus. The Church is called to preach even through prison bars. Dr. Porter cited one house church that proved its existence to the government authorities by the record of its pastor's arrests. People in some areas of our world are giving their lives for Christ, while we have become too leisurely in carrying our cross. Jesus 21

22 loves us, but sometimes we have the honor to suffer for/with Christ (2 Cor 11: 23-28). We are called to pray in spite of opposition (Matt 24: 9-14) --- to be prayer warriors and trust in Jesus for protection. We must pray bold visionary prayers (Eph 3:20). Toni Porter then shared the example of how they have opened their home to new Muslim converts to Christianity, and the cost of such conversion within Muslim family circles. There are Muslims everywhere who need to hear the Gospel and God often orchestrates such meetings for the sake of evangelism. Mark 13:10 reminds us that the Gospel must be preached to all nations. We must pray for the unsaved of every nation, culture, religion, because prayer works. We pray and God works. He would stop the whole world to save one person. We were challenged to pray in color, identify names of lost people, engage them with the love of Jesus, and to see what God can do. Dr. Porter concluded by challenging us, above all, to pray desperate prayers and to depend on God (Luke 18: 1-8). Desperate dependence more than discipline, leads us to pray! We must exercise our faith muscles, and release God in our homes, communities and nation. Start with even a simple fervent prayer every day. Dr. Porter concluded his message by leading the assembly in the praying of the Lord's Prayer. He then dispersed some selected volunteers around the perimeter of the sanctuary holding sheets of paper with various prayer title guides, such as: Muslim neighbours, RCMP, peace and justice in the world, schools, Prime Minister/government, health, finances, children, family and friends, marriage, your ministry and the cross. The assembly delegations and guests moved about the sanctuary praying in small groups in these various prayer stations over these identified prayer matters. Following the conclusion of this concert of prayer, Dr. Porter called the 71 st Canada Atlantic District Assembly to order and turned the organizational matters over to Rev. C. Dale Thistle, District Secretary. Rev. Thistle directed the assembly to a published listing of all assembly organizational matters and assistants, noting a few changes. He also noted that the luncheon will include some presentations from SDMI and an abbreviated NMI Convention. He introduced Pastor Eddie Rossiter in his new assignment at Summerside, PE, and welcomed Ricardo & Annabelle San Jose who are leading the new Spanish Ministry in the Fredericton area. He offered regrets on behalf of Dr. Gordon T. Smith, President of Ambrose University College who was excused from the assembly due to the Moncton crisis. He also recognized Pastor Gary Cowper for his role as original host pastor of the assembly, as well as Pastor Mark Collins for opening his church for the relocation of the assembly on short notice. Further recognition was extended to Rev Dale Thistle for his work as District Secretary. A word of thanks was also expressed to Joann & Andy Berry who prepared and delivered the lunch meal from Moncton to Oxford. Dr. MacMillan reminded the assembly that many elements of his report are prepared to represent the Church of the Nazarene for the benefit of those new to the Church, to district assemblies, and for those generations to come. He reminded us all that we are a collective group that must be faithful to our mission, be strategic in our ministry, and to give attention to such things as: developing leaders (every testimony is unique & important), revitalizing churches, evangelism (church planting), theological preparedness (replicable accuracy that is understood years later including the universal brokenness of humanity), and living the holy life (talk of the holiness of God, exalt the righteousness of Jesus instead of people as we all fall short of the glory of God). We must not lose the ability to find 22

23 our spot of the foot of the cross. We must believe and never forget that God changes people as He offers forgiveness to each and every one at the huge cost of the life of Jesus. Dr. Porter thanked Dr. MacMillan for his message and service to Canada Atlantic District and the Canadian Church. Motion: M/S to receive Dr. MacMillan s report as presented and submitted. Carried with applause. Rev. Thistle presented the district love gift to the MacMillans after a short fun video message from the renowned "Mrs Budgell". Dr Porter had Rev Thistle read Manual par before a yes/no four year renewal ballot for the District Superintendent was distributed to the delegates. The assembly viewed a short fun video on the positive before and after effects of Pepsi helping our leaders to age well towards perfection. Dr. Porter made a short presentation on PALCON 2015, scheduled for August 11-13, 2015 at Ambrose University College. Dr. Porter, once again, introduced Dr. MacMillan who gave his 10 th report as National Director for the Church of the Nazarene Canada. Among other recent developments, Dr. MacMillan noted positive changes in our minister s group insurance plan, as well as the proposed travel subsidy for Pastors to attend PALCON Motion: M/S to receive Dr. MacMillan s report with appreciation. 24 Dr. Porter presented a background overview of 7 Manual Constitutional Amendments as adopted by the 2013 General Assembly requiring ratification by a 2/3 majority of all phase 2 and 3 districts. He then read the proposed changes of each amendment item by item. A video greeting from Carla Sunberg, President of Nazarene Theological Seminary was viewed. Dr. Porter then provided some information on the upcoming M15 Conference, Feb. 9-11, 2015 in Kansas City. He invited all pastors and leaders to attend. NYC 2015 was also spotlighted, with an appeal for all churches to encourage their youth to attend. Nazarene Publishing House provided promotional materials on these and other items in the delegate packets. He wished us all many more years of fruitful blessing from God, and reminded everyone that God can take us beyond our challenges. He then directed the assembly to the Memoirs Report, offering words of tribute to those who have left us this past year to receive their eternal reward. Special thanks was expressed by Dr. Porter for the work of Rev. Dale Thistle as District Secretary and Rev. Mark Collins, Host Pastor. Dr. Bill Wiesman, Director of Church Planting, USA/Canada Mission was introduced. Dr. Wiesman shared a strong missional presentation. He highlighted the fact that these are the only days we get to make a difference for Christ in this world - this is our one opportunity to live all out for Him, and that this is a time for the harvesting of human souls like never before. The New Testament is all about planting churches - spreading the Gospel. The first step of a vision for the harvest is to know where you currently are. We live in a great mission field - every province is growing. About 30 million Canadians do not have a personal relationship with Jesus. The Canada Atlantic District has lost 33% in attendance the last 10 years. At least 2 million people live in our own backyard and do not know Jesus. John 4:35 reminds us that the spiritual harvest is ripe. We need to take the gospel to where the people are. Luke 10:2 gives us the sober reality that harvest is plentiful but the workers are few. Prayer is the key to open the gate to a fruitful harvest. Rather than praying for God to send in the workers, we need to pray for God to send out workers that is, to incite the Church go out to the people and love them where they are. He highlighted our Church s current opportunity to partner with Dynamic Church Planting International - a group that can provide practical tools for the Church to succeed in this challenge. Since partnering/training with DCPI has begun, new church plants have increased notably. For example - new churches registered in 2011 (before DCPI training) totaled 72; in 2012 (after initiating DCPI training) 110 ; in ; in already

25 God wants some of us laity to start church planting. The question is: are we listening? We need to pray the prayer that Jesus wants a prayer of passion and fervour like the early church. Do we believe God can help us plant 10,000 new churches and deploy 10,000 USA/Canada region missionaries by 2030? THE CHALLENGE - Do we have the faith to believe the harvest is ripe and plentiful? How long will it take to double the number of churches on the Canada Atlantic District? Most importantly - what will we change to make the difference? What is MY part? Dr. Wiesman concluded by encouraging more of us to take the DCPI training and closed with prayer and a video. Dr. Porter wrapped up the assembly with having everyone telling their neighbour to be the "one". Everyone needs to share the passion, vision and dream. Are YOU willing to be the one? Ezek 22: God searches for a partner to use and work through. Mark 6:1-6 - Jesus was limited because of the unbelief of his hometown Nazarenes. God will not force us to co-operate. Canadians are needed to save Canadians. You put a restraining order on Jesus when you chose not to obey. We limit/hand cuff Jesus so that He cannot do what He wants to do. Matt 8: My faith releases God and can magnify His glory through my participation. You and I can make a huge difference. Take off the hand cuffs by radical surrender and obedience. God can use one valiant available lone person to turn the tide of history. Will you be the ONE? Will you just sit in the pew or go into the field and evangelize? Will you consecrate yourself to God as a partner in your life, your home, your church, your community and your world? It is amazing what can happen when God finds one consecrated person willing to partner and be the ONE! Isaiah 6:8 - Here am I. Send me! John 15:16 You did not choose me, but I chose you and appointed you so that you might go and bear fruit - fruit that will last. So now we must pray! We must intercede in desperation and we must witness, as each person s testimony is vitally important. And we must each do something practical in the lives of those in need --- all of this is evangelism. Each of us has the ability to duplicate our faith. We must set a goal to personally bridge people to faith, discipleship and church multiplication. There are lots of excuses. Do not handcuff your church if they have the vision and you don't. Someone paid the price to plant your current church. If you truly care about someone's salvation the excuses are immaterial. That is when history will change by the power of one - Will you be the ONE? Following a closing prayer, Dr. Porter blessed and dismissed the assembly. DISTRICT OFFICERS 1. District Superintendent Dr. Porter, Dr. Coulter, members and friends of the 71 st annual Assembly of Canada Atlantic District: I welcome you to this Assembly. It is an honour to present this, my 28th report to the Atlantic District and my eleventh in my current assignment. I wish to express deep appreciation to the people of Moncton First Church and their pastor, Dr Gary Cowper for serving as our hosts for these events this week. Over the past year, it has been a joy for Donna and me to travel throughout the district, visiting the churches and getting to acquainted with so many new people in our churches. I have visited in all of the churches, preached in most of them and come to understand and love what sets us apart as the people called Followers of the Nazarene. Your faithful support, your unfailing encouragement in prayer, your hospitality and your love for our Saviour have all been a source of strength for me. Donna and I thank you, collectively and individually, for the privilege of serving God by leading you. This report, combined with the packet of materials prepared and distributed by our District Secretary, serves as an Annual Report for the District Corporation. I wish to thank Dale Thistle for his outstanding management of the intricate details of that complicated office. Dale s skill in pursuing the many responsibilities that fall to that job is exemplary. He has invested months of work in preparing for this assembly, yet still had made time to lead his growing congregation at Lutes Mountain. Thank-you Dale! Our District Treasurer, Brian Cambers has continued to manage our financial matters with skill and wisdom. I appreciate his understanding of the workings of the district and his ongoing faithfulness to this work. We could not operate with the efficiency we do without him. The 6 members of the District Advisory Board have been available with wise counsel and unfailing support as we have wrestled with the many matters that we manage. Brian Cambers, Kathy Yeomans, Larry Sider, Dale Thistle, David Filsinger and Gary Cowper have served you and helped me as advisors and friends. The District Board of Ministry has worked faithfully over the past year, supervising the development of our ministers-in-training and overseeing the credentials of all our elders and licensed ministers. Thanks to each member, and particularly to David Filsinger who has served as secretary of that board. I thank Mark and Ruth Collins on for their work at Big Lake Camp over the past year. I offer many thanks to all who are working and giving to see the continuing development and improvement of Big Lake Camp. I want to thank Pastor Gary Cowper for his skillful and dedicated leadership as Sunday School and Discipleship Ministries Director. Pastor Gary has expanded the program offerings of the District SDMI this year with the addition of Riding for a Reason: Atlantic Nazarene Motorcycle Ministry. They will hold their inaugural rally here at Moncton First Church next Saturday, June

27 Greg Krauss has given dedicated leadership to our District Nazarene Youth International President. I thank Greg for his energetic commitment to the NYI aged young people and District NYI Council. Greg coordinated our first Blaze Youth Conference in Summerside last fall. Many lives were touched by our Lord through that event that attracted over 250 young people from across Atlantic Canada. Greg is working with his team to plan the second Blaze this fall. Pastor Nadine Filsinger continues to provide dedicated and impassioned leadership to our Nazarene Missions International. Following her years of faithful service in this important ministry Pastor Nadine has chosen to step aside and focus more on her local church ministry. I thank God for Nadine s effective leadership in our international ministry. The friendly voice you hear when you call the District Office is Brian Cambers. Brian serves as Executive Assistant in handling the group health insurance for our parsonage families, organizes the paper work and manages the complex paper-flow (much of which is as great in a district of 21 churches as it is in a district of 50.) He communicates on my behalf with the pastors and local churches, files reports with governments and the International Church, keeps everyone in the loop on news matters; he coordinates communications with my National Office and does a thousand other things to make my work life manageable. Each of our local churches is a partner that makes a financial investment in work of the district. I want to publicly say thanks to our pastors and lay people in the local church for your faithful support of the work of the district. We operate a very lean district program, using every dollar you contribute to its maximum effectiveness for the Lord s Kingdom. We carefully weigh each financial decision we make, recognizing that all the money that goes through our hands was given to our Lord by his faithful servants in the local church. Thank you for your faithful and generous giving. The district exists for the most part, to serve and facilitate the work of the local church. Included herein are our statements of fiscal accountability and responsibility. We are submitting a budget over which we have prayed, and sought the wisdom of God. We present with a request that you prayerfully commit to supporting this budget and the work that it is designed to accomplish. District Description Canada Atlantic District is an integral part of the Church of the Nazarene International. As members of the Christian Church we carry the responsibility of sharing the Gospel of Jesus Christ with all people. The Church of the Nazarene is known as a holiness church, that is, a group of people committed to live their lives in active fellowship with God. In pursuing that end, we gather to worship God, to encourage one another in holy living and to facilitate the goal of World Evangelism through prayer and financial support. Canada Atlantic District was organized at O Leary Prince Edward Island on July 8 th, 1943.In the decades, which followed we have developed works in many other communities in Atlantic Canada. Some grew and developed into fully organized churches; others flourished for a while but as community demographics changed, were unable to adapt and fell into inactivity. In the mid1980s we had 26 active works for a short period of time, 22 of them being fully organized churches with a total membership of At the close of the last church year we have 16 viable fully organized churches and 5 church-type missions developing toward organization. Our district membership is currently Integral to our district operation is the work and ministry of Big Lake Camp. The camp is located on 26 acres of lake front property in South Victoria Nova Scotia. The donation of 7 acres of land by Clinton and Annie Davison in 1961 provided the core upon which we have built the camp. Since 1962 we have operated a full range of youth camping activities and an annual evangelistic Camp Meeting at Big Lake. Ambrose University College is the official University College of the Church of the Nazarene Canada and The Christian and Missionary Alliance in Canada. Canada Atlantic District is a partner with the four other Canadian districts in Ambrose University College in Calgary, our regional post-secondary school. Ambrose University College exists to help us achieve our national and global mission of preparing people to serve God and the church as lay people or as clergy people in the service of God s kingdom work at home and all around the world.. Our International Church activities are administered through our National Office in Brampton, Ontario. For the past nine years, I have served in the dual capacity of National Director and superintendent of this district. Through our National Office, we channel our support to the Church of the Nazarene International and through it, to over 800 missionaries in 162 countries/world areas. The National Office also coordinates our work with the other Canadian Districts in responding to needs and opportunities which arise in within Canada. I will report more fully on the National Church in my report this afternoon. We are full and equal partners with all of the districts of the Church of the Nazarene International, actively committed to spreading the cause of Christian holiness throughout the world. Historical Background 27

28 Since its founding in 1908, the Church of the Nazarene has continually sought to keep holy living and evangelism at the forefront of our members minds. The 10,414 members who came into union in 1908 represented people from three different countries, Canada, Scotland, and the United States. They sponsored well-developed missionary activity in India, Africa, and China. The earliest members of the Church of the Nazarene came together, mostly through the unifying efforts of Phineas Bresee of California. Bresee was a Methodist clergyman who, along with many other clergy of various denominations, had noticed a perceptible shift in the interests and activities of many churches, away from evangelistic interest and toward self-interest. Distressed by what they saw, these men and women envisioned a denomination where the two priorities of the early church, holy living and evangelism, could remain central. The International Church of the Nazarene was the product of that vision. Today that vision remains unchanged. We continue to fuel our activities with the belief that God has a particular mission for the Church of the Nazarene to accomplish. We take our name from our identification with Jesus, the one called in scripture The Nazarene. Our goal is to pattern our lives after His life: we are committed to expending ourselves and our resources telling the Good News of Jesus. Our work is evangelism motivated by compassion for the lost; our style is simple, quiet holy living; our product is spiritual healthiness for individuals and local church organizations. Our Mission The mission of the Church of the Nazarene is to make Christ-like disciples in the nations. We participate in that mission as we engage in effective evangelism, enjoying the blessing of heart-holiness as we work to prepare the next generations of competent and Spirit filled leaders. The Work of the Superintendent Manual paragraphs outline and describe the responsibilities of a district superintendent. 1. To assure that all of our churches have pastoral leadership appropriate to their location, stage in development and local needs. This year we have welcomed several people to new assignments and to our team of ministers. I am pleased to announce the appointment of Bob and Diane Elliott as supply pastors in Annapolis Valley Church. In December Pastor Eddie Rossiter and his family began their ministry in Summerside Church. We hear good reports of how God is blessing their ministry there. We have reason to believe that the Windsor Church and the Elmsdale Church are getting close to calling pastors. 2. To review the relationship between local churches and their pastors in accordance with Manual paragraph 121. This year I have reviewed the relationship between Pastor Dale Thistle and Lutes Mountain Church, and between Pastor Gary Cowper and Moncton First Church. I congratulate both these congregations and pastors on the successful renewal of their mutual commitment. In addition I have reviewed and reappointed Pastor Ralph Yarn (Dartmouth), Raymond Hinchey (Kensington), Patricia Rossiter (McLaughlin Drive). 3. To give prayerful leadership and pastoral oversight to our ministers and their families and, as requested, to congregations. 4. To give encouragement and direction to the district boards, committees and auxiliary organizations, working with their leaders to achieve their part in our overall mission. 5. To search for and respond to opportunities for establishing new works and especially, church type missions throughout the four Atlantic Provinces. 6. To search for opportunities to re-establish our churches that have fallen into inactivity. 7. To continue to recognize, affirm and support the International and National Mission and Institutions of the Church of the Nazarene. We can group these duties into 2 broad categories: First, the overseeing of existing local churches and second, creating an environment to foster the development of new churches and works. When I accepted this assignment almost 11 years ago, I was well aware of the challenges set before us. My 18 year journey with Canada Atlantic District had provided a perspective and an understanding of our district that continues to inform my priorities and decisions. There was a widespread consciousness that a number of initiatives had run their course and that we had to embark on some new directions. I have in my previous reports, outlined the approach that I believe can help us as we move forward to new levels of effectiveness. The late Dr. Bill Sullivan, former director of our denominational department now known as USA-CANADA Region accurately observed that local churches, and by implication church districts, normally follow a somewhat predictable life-cycle. There is a time of infancy, of juvenility, of adolescence, of young adulthood, with its attendant capacity for reproduction; of middle adulthood and finally senescence. Each stage in that cycle has unique characteristics and challenges; each is fraught with dangers that, unless they are managed wisely, tend to damage to the ongoing mission of the church. On the other hand, careful and consistent management of those dangers can give 28

29 the church the opportunity to re-invent itself and re-enter a new cycle of life and productivity. We find ourselves at a time when we need to take some deliberate steps to reenter a cycle of congregational growth and expansion. I suggest four things we must do better than we have been doing. We must be absolutely clear on our message We must re-do the first things: preaching repentance and the forgiveness of God to all people We must increase our capacity to engage new members in the life of Christ s Church We must live as if we believe our message Work Plan In order to meet our objectives this year I expect to give primary attention to the following issues: 1. Work with the pastors of our churches to instill a spirit of confidence that God has some very specific things that He wants us to accomplish. We affirm that we are not justified by what we do, but as people who have been justified by God s grace we are empowered to engage effectively in evangelism, this particular ministry He has given to us. There are lost people in every community in Atlantic Canada; some of them will never hear the good news unless we reach them. 2. Helping our pastors and local churches to foster an environment in which people will hear God calling them, particularly to pastoral or missionary service. 3. Encouraging those who have sensed a call from God to prepare for service through enrolling at Ambrose University College and Nazarene Theological Seminary. 4. Enhancing the ministry of Big Lake Family Camp by developing a Holiness Camp Meeting style of program, emphasizing the message of entire sanctification as the means to holy living. Specific Projects In-service Training- Ambrose Clergy Days I want to thank Dr. Riley Coulter for continuing the annual leadership development series that he has arranged for our pastors and their staffs. Each January for the past 10 years Dr. Coulter has arranged to bring a 2 day seminar to our district to assist in pastoral skill development. In January this year Rev. Dr. Gary Bennett, pastor at Victoria BC First Church was our presenter. I continue to hear feedback from pastors who have been re-energized in their preaching ministry as a result of Dr. Bennett s work. We look forward to the continuing of this important work in the years ahead as Ambrose University College partners with the National Office, our district and the USA-CANADA Regional Office in funding this training. Local Church Incentive Grants Our partnership with the National Board in jointly employing me as DS/National Director has made it possible to free up some additional funds for our local church incentives program. We have been able to free some money that we intend to direct toward specific local church activities. We are convinced that every church can increase numerically as a natural result of following an effective evangelistic strategy. When we do the right things, consistently and well, we will inevitably lead people to saving faith in Christ. We have identified a number of best practices that are predictably connected with effective evangelism. We have designed the incentive grants program to reward those churches who engage in best practices. We will make money available to assist in programming for new people who come to Jesus. I will continue to share details with the pastors in the provincial pastor s meetings. I will be available to meet with local boards (at your pastor s invitation) to acquaint you with the best practices idea. Church Planting Initiatives I am pleased to report that the Fredericton Church and Pastor Chris Bennett are working with Rev. Ricardo and Rev. Annabella San Jose in pioneering a Spanish-speaking congregation in that city. This winter we have registered the Fredericton Latino group as a new church-type mission. In addition to having weekly home bible studies they have begun to have regularly scheduled services in the Spanish language. Several people have professed their faith in Jesus as a result of this new work. Rev. Scott MacLeod and his wife Dawn continue to give leadership to the Oikos congregation in Charlottetown. In cooperation with the Sherwood church and the district they have been working fruitfully in the heart of Charlottetown. This year we have registered Oikos as a new church-type mission. Rev Karl Ingersoll has continued in his pastoral care through the ministry of house-church fellowship. We have registered the 24/7 Network as an outreach ministry of Canada Atlantic District. Please visit their web site to catch a glimpse of what God is doing through Karl and his innovative approach to presenting the gospel to a widely diverse group of people. On Easter this year I met with the leadership team at the Living Waters Fellowship, our new church-type mission in New Minas, Nova Scotia. Over the past year they have been meeting regularly for prayer, bible study and fellowship 29

30 in the homes of Charlotte States and her sister, Darlene. On Palm Sunday 2014 they began a weekly Sunday Morning Service in the Louis Millet Community Center in New Minas. They have invited Rev. Jennifer Riley, a PhD candidate at Acadia Divinity School, to be regularly supply the preaching services. I have met Jennifer and appointed her as Supply Pastor in accord with Manual , paragraph 523. PALCON 2015 I am working with the other Canadian Superintendents to begin to accumulate resources to cooperate with the USA-CANADA Regional Office to in planning the next Pastor s Leadership Conference, scheduled for August 9-13, The conference is scheduled at Ambrose. Dr. Riley Coulter is working as our liaison to bring the plan to reality. We are asking every local church to begin planning for PALCON 2015, by praying for the planning team and by encouraging your pastoral staff to attend. It is important that every local church begin to accumulate funds to enable your pastor ti attend. We are committed to providing a travel subsidy again so that no one will be left out. Looking to the Future In just over three years we will begin the celebration of our district s 75 th Anniversary. I believe that we have positioned ourselves to make significant progress in starting new works. I am asking you today to commit yourselves to a renewed emphasis on new church development with a goal of organizing 5 new works by 2018 and beginning 12 new church-type missions; some of these will be affiliated with parent congregations, some will represent ventures into places we have never been. I believe there in potential in Moncton to begin a Haitian ministry, a Latino ministry and a Francophone ministry. In addition there are people groups in the Fredericton area, the greater Halifax area, Bridgewater, Sydney and elsewhere that have not yet heard the gospel presented in a way that they understand. Management Issues The report of the District Advisory Board contains the details of the management decisions we have undertaken this year. One of the greatest challenges we face is the management of our resources, personnel, property and finances. We are not a large district, so it is important to use our resources wisely, often having to make difficult choices between the good and the best. I thank the members of the District Advisory Board for their wisdom and encouragement over the past year. They have consistently provided wise counsel on the multitude of issues that we have faced. We have worked together to live within the boundaries of the budget approved at the last district assembly. Our spending has been careful, and we are happy to say that we have balanced the budget. Again, this year we anticipate operating with a balanced budget. We encourage all our churches to cooperate fully in our district health by paying all of your budget assignments. In particular, I want to thank our District Secretary, Rev. Dale Thistle for the many hours of detailed work he has put in to organizing and planning this assembly. Dale, and our District Treasurer Brian Cambers, work tirelessly and virtually daily in the behind-the scenes operation of the district. Appreciation I want to express my appreciation to all of our pastors and lay people for your faithful, encouraging support through this year. I have visited in all our churches at least once this year, and preached in most of them. I have met with local church boards as occasions dictated. I have worked with the district boards and committees to complete the works that they have undertaken during the past year. Their reports are included in the packets prepared by our District Secretary. I thank all the leaders for their ongoing, tireless involvement in fulfilling our mission. Conclusion I thank God for His presence, leadership and inspiration in my life. I thank Him for calling me to a life of service as a minister in His Church. District Nazarene Youth International President Dr. Porter, Dr. McMillan, Pastors and Delegates, I trust you have felt the presence of the Lord during these days. He is a great God and worthy of our praise. This year has been one of transition and I am proud to say that we are well on our way to our new start we committed to last year. Here were our three priorities and how we were going to get there from my report last year: Three Priorities Leadership Development Discipleship Evangelism Some of the ways we are going to get there are as follows: Number of rallies per year will move from three to one Move to a zoned based model of ministry Specific training weekends for youth/youth leaders Encourage partnerships with other denominations Focus on building/strengthening the local church Identifying areas of ministry that need to be addresses (young adults) I am pleased to say we have met all but one of these. We did not have a specific training weekend this year, but there are plans to have one late summer/early fall. We celebrated our first ever BLAZE Youth Conference in Summerside. This weekend long conference was a great starting place for our teens/leaders to connect with God and take their faith to the world in new ways. We are beginning to see local churches step-up in their local environments and acknowledge that there is no church but the local church. It is my continued prayer that we will find new ways to 31

32 reach the youth of our district. Thank you to the local leaders, pastors, and friends who continue to help their youth find new ways to reach their friends for Christ. We ask that you would continue to pray for God to raise up leaders from within our churches to help us minister to the young adults of our district. We continue to sense God calling us to establish a new work here and we trust Him here. Many thanks go to the District Advisory Board who continue to mentor me and work alongside me as I develop as a leader. May God continue to watch over us and minister in and through us. Sunday School and Discipleship Ministries International Report It has been a pleasure to serve as Chair of the Canada Atlantic SDMI this past year. I want to thank the District SDMI Committee for their faithful contribution to SDMI in Atlantic Canada. Thank you to our secretary and men s director Rev. Chris Bennett, our treasurer and CLT Director Terry Gilroy, our women s director Diane Teal, our Members at Large: Ruth Collins (to 2016), Scott Wilson (to 2015) and Diane Aikens who has just finished her term and served our committee well as the Adult Director. Thank-you Diane for your dedicated years of service. I also want to thank your auxiliary members; Nadine Filsinger (NMI President), Greg Krauss (NYI President) and our District Superintendent Dr. MacMillan. We held our first meeting at Big Lake during Family Camp. Each member present reported on their ministry contribution around the District and the members who attended General Assembly and Conventions gave reports. We held our second meeting during the fall District Training Day Event hosted at Moncton First where we invited pastors and leaders to attend workshops hosted by SDMI, NMI, and NYI. We had 50 people attend. Our leaders also heard from Glendyne Gerrard director of Defend Dignity who brought awareness of modern day slavery and how to promote justice for women in Canada who are forced into prostitution. Our SDMI council has discussed another Training Event reserved for October 18, 2014 in Summerside from 10 am 3:00 pm. We desire to collaboratively work with NMI/NYI on this. Our third and final meeting for the year was held at Moncton First in February where we heard great reports about Men s Retreat and continued the planning for this event and Ladies Retreat which saw several ladies come to faith in Jesus. I reported on my Charleston SC training event out of which was birthed the Nazarene Motorcycle Rally to be held June 13 at Big Lake Camp. Honour Achievement To receive the Honor Achievement Award, there must be a Discipleship Ministries percentage gain of at least 1% but lower than 10% over the figures reported to the last district assembly in both responsibility and average attendance. This year the recipients of this award are Trenton and Fredericton. Respectfully submitted, DAVID FILSINGER, Secretary C. DALE THISTLE, Chairperson 5. Big Lake Camp Report As always it is my greatest pleasure to report on behalf of Big Lake Camp. Many good and exciting things have taken place this past year. The camp is in the midst of renewal in the facility. The District Advisory Board asked Ruth and I to commit to 5 years to try to bring the district camp ground to a place where it could operate sustainably on its own. We are beginning the 4 th year of this mandate. Let me share with you where we are and what the reasoning is behind what has happened. Where we are comes from where we have been. The camp has been in operation for 50+ years, helping children, youth and adults find a quiet place to meet with God. Many changes have taken place over those years; buildings have been built and collapsed in that short span of time. Campers have come and gone year after year. The camp has tried to be an effective tool in helping to build the kingdom of God through the Atlantic Canada Church of the Nazarene. Over the years the altars of the tabernacle have been lined with seekers finding help and mercy at the foot of the Throne of God. We want to continue that tradition, that way of ministry that brings people out of the busy schedules to a place of quietness before God. There are a number of facts that need to be understood to light the way before us, to help us understand the direction in which the camp is moving. 1. We are all aware of the fact that our Canada Atlantic District is struggling to make ends meet. Churches are without pastors, money is tight, and some churches have closed. Over the last 20 years Canada Atlantic District has decreased in size. 2. In light of the first fact mentioned, the church constituency is not able to financially support the District Camp in the way it has in the past. 3. Beyond our Church walls, the population of the entire region has decreased in size as well. The province of Nova Scotia is a case in point where its general population over the last 10 years has decreased by close to 50%. Young families have gone to find work in the west. 4. Costs are rising, food costs are more now than ever before and they are continuing to skyrocket. The costs of fuel, electricity, taxes and insurances are great demands on the limited resources of our district to help in meeting the needs of the camping ministry. 5. The day and age of volunteers seems to be dying out. People no longer have the time or the inclination to give up vacation to work in the ministry of youth and children as counselors or camp workers. 6. Churches of Canada Atlantic District are struggling to meet the needs of ministry to children and youth. These populations in our churches are declining. These are the simple facts of the matter, and they are what they. These facts may never change, however our thinking of ministry and funding the ministry has changed. If you have visited Big Lake Camp in the past year or if you will visit the campground in this coming year, you will notice some changes. These changes represent a new vision for the future; they represent a possibility for ministry that is funded from sources beyond what we have traditionally thought of. Here are the facts of the future: 35

36 1. Canada Atlantic Nazarenes need a place to come together as a family. We need a family table to gather around, so to speak, where we can find our unity together in the family of God. Big Lake Camp is that place. 2. If we do not have a place like this we will be simply a collection of small churches struggling to survive alone. Big Lake Camp brings us together, the family of God called Nazarenes gather around that family table. 3. We believe the opportunity exists to enable Big Lake Camp to grow its income through seasonal trailer camping lots. We have begun to travel down that road; we have a number of lots in development and are looking to have eventually lots available to rent to the church and others from the community. 4. We are developing lots in groupings of 20 lots each, as we can afford it, each year gives us a stronger footing on which to build. This year we are finishing the first 20 lots along the water front. This represents an additional income to the ministry at Big Lake Camp of $30,000 every year, per 20 lot groups. Our long term goal is to grow the income of the camp to $150,000 from just lot rentals. Resources from this property can be used in future years to support ministry, to support church plants, to support pastors and churches in many ways. Big Lake Camp is moving away from a financially dependent mentality to a mentality of wealth and becoming a blessing in the building of the kingdom of God in Atlantic Canada. 5. We have turned a corner, it has been a big corner but we are almost around it and good things are on the horizon. For the past two years we have stayed in the black at years end and have had money available to start up the camp in the spring. This is due to exceptional giving and gifts from some of you who believe in what can be accomplished through the ministry of Big Lake Camp. The ministry to children through the district SDMI council at Big Lake is growing. The ministry to teens through the district NYI is growing as well. Family camp, worship camp, wrestling camps, men s retreat and other gatherings are building success in the District Camping ministry and facility. The members of Canada Atlantic District are shareholders of this ministry, your support in prayer and physical ways will not go unnoticed in the building of the Kingdom of God. I need to thank Ruth, my wife, who has worked hard beside me keeping me straight, keeping sane and keeping on track, without her my world would be so much less. Auditor s Report Report on Auditing Procedures Carried Out on the General Account Statement of Receipts and Disbursements I have been engaged to perform a review of the statement of receipts and disbursements of the general account of the Canada Atlantic District Church of the Nazarene for the year ended April 30, 2014, to determine the following: (1) total receipts per the statement equal total deposits to the general bank account (2) total disbursements per the statement equal total withdrawals from the general bank account. Canadian generally accepted standards for review engagements require that I communicate with you regularly, all relationships between the Atlantic Canada District Nazarene Church and myself, that in my professional judgement, may reasonably be thought to bear on my independence. In determining which relationships to report, these standards require me to consider relevant rules and related interpretations prescribed by the appropriate provincial bodes and applicable legislation covering such matters as: (a) holding a financial interest, either directly or indirectly (b) holding a position, either directly or indirectly, that give the right or responsibility to exert significant influence over the financial or accounting policies of a church (c) provision of services in addition to review engagement I am not aware of any relationships between the Atlantic Canada District Church of the Nazarene and myself, that in my professional judgement, was reasonably be thought to bear on my independence. Generally accepted standards for review require that I confirm my independence to those charged with oversight responsibility for the financial reporting process. 36

Finance Committee Throughout the centuries God has used the tithes and offerings of His faithful people to accomplish His Mission in the world. The Biblical pattern of tithing is foundational to the support of God s mission. Offerings for special occasions represent the overflow of God s blessing upon our shared ministry. The District Finance Committee has endorsed these principles as outlined in the Funding the Mission document approved at the 2009 General Board meeting. We ask every local church to adopt and embrace the principle of tithing our weekly income with additional offerings toward World Evangelism interests. (Reference We recommend the following: 1. That each church complete the weekly offering summary sheet provided by the district and submit 10% of their income to the District Treasurer. This 10% includes support for all of our district mission, including District Operations, Home Missions, SDMI, NYI, NMI and District Centre (Big Lake Camp); as well as our investment in Ambrose University College. 2. That each local church additionally give 5.5% of all income toward the World Evangelism Fund. 3. That, further to this, local churches take special offerings toward approved Mission Specials (Alabaster, Missionary Health Care, Nazarene Compassionate Ministry initiatives, etc.). 4. That each church be reminded that the only retirement income provision from the Church of the Nazarene to our pastors (and other eligible employees of the Church) comes through participation in the National Registered Retirement Savings Plan. Therefore, we earnestly encourage each local church and pastor to participate fully in this plan to the minimum combined contribution of 10 percent of salary. 5. That Canada Atlantic Nazarenes be encouraged in their stewardship plans to consider wills, annuities, and life loans with the church interests at heart. We endorse the work of Brian Cambers as the planned giving representative for the Canada Atlantic District. 6. That each church provides adequate fire and liability insurance to the extent of at least 90 percent of the replacement cost of all church-owned property. 7. That a travel allowance of 30 cents per kilometer be paid to persons using their personal vehicle in relation to responsibilities on behalf of the district. 8. Their ministry entails separation from family and they often sacrifice much in the way of future security. We, the committee on Pastoral Support, recognize and desire to ease the financial burden on God s worthy workers, who give themselves fully to the task of building God s kingdom. We recommend the following: 1. Due to the great diversity within churches, these recommendations are offered as broad principles, and not as specific rules to be applied as particulars. 2. That each board study and review their pastor s compensation at least once each year prior to their annual meeting, using the following Salaries and Benefits Policies of the Canada Atlantic District as a guide. 3. We recommend the following principles for pastoral salary development, that pastoral compensation be developed in accordance with the following broad parameters: a. The financial ability of the local church (size and growth) b. Some consideration of inflationary trends c. The number of volunteer lay ministers the pastor and staff lead d. Full time or part-time nature of employment e. Other factors unique to the local church 4. Since salary packages for pastors, staff and other employees that exceed 50% of the total operating expenditures of the church could be financially problematic, church boards, pastors and total staff endeavor to keep expenditures for total compensation at no less than 40% and a maximum of 50% of total operating expenditures. A basic structure is maintained, and that the remuneration package for all pastoral staff contain at least the minimum in each of the following categories: Pastoral Compensation Categories: a. It is specified in Box 30. this amount is used in calculating E.I. deductions but not in income tax and C.P.P. deductions.) v. Cash housing allowance if the pastor is providing his or her own housing. Sub-total Pastor s Compensation d. National Board Group R.R.S.P. (*5% = 5% of this total) * Funding for the R.R.S.P. is calculated on a minimum annual matching contribution of not less than 5% of the sub-total of a pastor s compensation by both church and pastor, for a total of 10%. Churches are encouraged to ensure the pastor s compensation is sufficient to enable the pastor to make his/her contribution, or the church could decide to contribute the total 10%. Churches whose pastors live in a church owned parsonage should consider increasing their contribution to the R.R.S.P. by an additional 2% (i.e. the 5% becomes 7%) to compensate the pastor for the inability to build equity in his/her own home, or establish an equity fund in compliance with Canada Revenue Agency requirements. 5. The following items are offered to local churches as a guide to salary development and pastoral support. a. The minimum amount to qualify as a full-time starting salary is $35,000. Churches unable to meet these criteria should enter into a bi-vocational pastoral arrangement. In all instances, we urge churches to do their very best to minimize or avoid bi-vocational situations wherever possible. b. Pastoral salary should be reviewed annually and increased equal to any increases in the cost of living as a minimum. c. That where a minimum salary cannot be paid, the church board grants permission for the pastor to take on part-time work when necessary. d. That the pastor is reimbursed for automobile expenses related to the performance of pastoral duties. This is a local church expense and not to be considered as pastoral compensation. We further recommend that the reimbursement be calculated on a basis that fairly reimburses the portion of automobile expenses used for ministry including wear and tear, replacement, insurance, fuel, etc. this should be reimbursed on a regular monthly basis. The reimbursement may be calculated in one of two ways: 1. a reasonable per km reimbursement such as the current maximum government allowance in the income tax act. (i.e. Canada Revenue Agency source for cents per km for the first 5,000 and.44 cents for each additional km), or 2. a regular monthly allowance. If provided as an allowance, this amount is included in the pastor s taxable income and the pastor must keep records to justify an employment expense deduction on their tax return. The church should issue a form T2200 (condition of employment form) in order to justify using this method. 6. That each individual employed in a full-time position be granted at least one week per year (including Monday through Sunday) for professional development which includes further education, personal spiritual enrichment, and speaking assignments. All appropriate expenses incurred for the above week be written into the church budget. 7. That the local church provides an annual vacation with pay. At least two of those weeks should be consecutive and include Sundays. The timing of the vacation should be in harmony with the local church program, and the local church should pay the pulpit supply. Years of service to be based on full-time service in ministry. The following is a minimum guideline: a) Up to 7 years of service, three weeks b) 8 14 years of service, four week. c) years of service, five weeks. d) Over 25 years of service, six weeks. That the following statutory holidays be granted to pastors over and above eligible vacation time: New Years Day, Good Friday, Victoria Day, Canada Day, Civic Holiday, Labour Day, Thanksgiving Day, Remembrance Day, Christmas Day, Boxing Day. 8. That the local church provide expense money for the pastoral staff and spouses to attend District Assembly, Pastor s and Spouses Retreat, the Pastor s Prayer Retreat, PALCON, and General Assembly. Financial assistance is given for the pastor to attend the quadrennial General Assembly. 41

42 9. That each church is to provide one week by their pastor and/or staff to the district summer camp program. These weeks shall not be considered as holiday or professional development time or as general participation as a camper. 10. That church boards and pastors place their focus on local church ministries and evaluate the amount of time spent out of the local church. As an example, the church board should be informed as to pastoral ministries out of the church and as much as possible our pastors limit their service on district and/or national boards to two responsibilities. 11. That local churches encourage the pastor to continue their education and consider granting the pastor a more extensive sabbatical leave to pursue further education or to further his/her spiritual development, according to specific arrangements agreed upon between the pastor and local congregation. 12. That churches consider giving the pastor a book allowance, the books remaining the property of the pastor. 13. That the local church make every effort to give a Christmas gift to the pastor and his or her family equivalent to one week s salary as a minimum goal, subject to tax regulations. 14. That local churches recognize the month of October as Pastor s Appreciation, and encourage congregations to express their appreciation. Respectfully submitted, PASTORAL SUPPORT COMMITTEE K. The Christian Action Committee 339. Following the General Assembly, the Board of General Superintendents shall appoint a Christian Action Committee, one of whom shall be the general secretary, who shall report the committee s work to the General Board. The duties of the General Christian Action Committee are: To provide and develop for our people constructive information regarding such matters as alcohol, tobacco, narcotics, gambling and other current moral and social issues in harmony with church doctrine, and to disseminate the information in denominational communications To emphasize the sanctity of marriage and the sacredness of the Christian home and to point out the problems and evils of divorce. In particular, stress should be laid upon the biblical plan of marriage as a lifelong covenant, to be broken only by death To encourage our people to serve in places of leadership in organizations working for civic and social righteousness To alert our people regarding the Lord s Day observance, oath-bound secret orders, entertainments that are subversive of the Christian ethic, worldliness of other types, and such related subjects as may need emphasis. (34.1) To assist and encourage each district to establish a Christian Action Committee; and to provide each district committee with information and material on current moral issues to be disseminated to each local church for appropriate action To monitor moral issues of national and international importance and to present the scriptural viewpoint to the appropriate organizations for their consideration. CHAPTER IV 903. CURRENT MORAL AND SOCIAL ISSUES Organ Donation The Church of the Nazarene encourages its members who do not object personally to support donor/recipient anatomical organs through living wills and trusts. Further, we appeal for a morally and ethically fair distribution of organs to those qualified to receive them. (2001) Discrimination The Church of the Nazarene reiterates its historic position of Christian compassion for people of all races. We believe that God is the Creator of all people, and that of one blood are all people created. 42

43 We believe that each individual, regardless of race, color, gender, or creed, should have equality before law, including the right to vote, equal access to educational opportunities, to all public facilities, and to the equal opportunity, according to one s ability, to earn a living free from any job or economic discrimination. We urge our churches everywhere to continue and strengthen programs of education to promote racial understanding and harmony. We also feel that the scriptural admonition of Hebrews 12:14 should guide the actions of our people. We urge that each member of the Church of the Nazarene humbly examine his or her personal attitudes and actions toward others, as a first step in achieving the Christian goal of full participation by all in the life of the church and the entire community. We reemphasize our belief that holiness of heart and life is the basis for right living. We believe that Christian charity between racial groups or gender will come when the hearts of people have been changed by complete submission to Jesus Christ, and that the essence of true Christianity consists in loving God with one s heart, soul, mind, and strength, and one s neighbor as oneself. (2005) Abuse of the Unempowered The Church of the Nazarene abhors abuse of any person of any age or sex and calls for increased public awareness through its publications and by providing appropriate educational information. The Church of the Nazarene reaffirms its historical policy that all those who act under the authority of the Church are prohibited from sexual misconduct and other forms of abuse of the unempowered. When placing people in positions of trust or authority, the Church of the Nazarene will presume that past conduct is usually a reliable indicator of likely future behavior. The Church will withhold positions of authority from people who have previously used a position of trust or authority to engage in sexual misconduct or abuse of the unempowered, unless appropriate steps are taken to prevent future wrongful behavior. Expressions of remorse by a guilty person shall not be considered sufficient to overcome the presumption that future wrongful conduct is likely, unless the expressions of remorse are accompanied by an observable change of conduct for a sufficient length of time, to indicate that a repeat of the wrongful misconduct is unlikely. (2009) Responsibility to the Poor The Church of the Nazarene believes that Jesus commanded His disciples to have a special relationship to the poor of this world; that Christ s Church ought, first, to keep itself simple and free from an emphasis on wealth and extravagance and, second, to give itself to the care, feeding, clothing, and shelter of the poor. Throughout the Bible and in the life and example of Jesus, God identifies with and assists the poor, the oppressed, and those in society who cannot speak for themselves. In the same way, we, too, are called to identify with and to enter into solidarity with the poor and not simply to offer charity from positions of comfort. We hold that compassionate ministry to the poor includes acts of charity as well as a struggle to provide opportunity, equality, and justice for the poor. We further believe that the Christian responsibility to the poor is an essential aspect of the life of every believer who seeks a faith that works through love. Finally, we understand Christian holiness to be inseparable from ministry to the poor in that it drives the Christian beyond his or her own individual perfection and toward the creation of a more just and equitable society and world. Holiness, far from distancing believers from the desperate economic needs of people in our world, motivates us to place our means in the service of alleviating such need and to adjust our wants in accordance with the needs of others. (2001) (Exodus 23:11; Deuteronomy 15:7; Psalms 41:1; 82:3; Proverbs 19:17; 21:13; 22:9; Jeremiah 22:16; Matthew 19:21; Luke 12:33; Acts 20:35; 2 Corinthians 9:6; Galatians 2:10) Women in Ministry The Church of the Nazarene supports the right of women to use their God-given spiritual gifts within the church, affirms the historic right of women to be elected and appointed to places of leadership within the Church of the Nazarene, including the offices of both elder and deacon. The purpose of Christ s redemptive work is to set God s creation free from the curse of the Fall. Those who are in Christ are new creations (2 Corinthians 5:17). In this redemptive community, no human being is to be regarded as inferior on the basis of social status, race, or gender (Galatians 3:26 28). Acknowledging the apparent paradox created by Paul s instruction to Timothy (1 Timothy 2:11 12) and to the church in Corinth (1 Corinthians 14:33 34), we believe interpreting these passages as limiting the role of women in ministry presents serious conflicts with specific passages of scripture that commend female participation in spiritual leadership roles (Joel 2:28 29; Acts 2:17 18; 21:8 9; Romans 16:1, 3, 7; Philippians 4:2 3), and violates the spirit and practice of the Wesleyan-holiness tradition. Finally, it is incompatible with the character of God presented throughout Scripture, especially as revealed in the person of Jesus Christ. (2001) Gender Inclusive Language 43

44 The Church of the Nazarene affirms and encourages the use of gender inclusive language in reference to persons. Publications, including the Manual and public language should reflect this commitment to gender equality as expressed in paragraph Language changes shall not be applied to any scriptural quotations or references to God. (2009) The Church and Human Freedom Concerned that our great Christian heritage be understood and safeguarded, we remind our people that both political and religious freedom rest upon biblical concepts of the dignity of humankind as God s creation and the sanctity of one s own individual conscience. We encourage our people to participate in appropriate activity in support of these biblical concepts and to be ever vigilant against threats to this precious freedom. These freedoms are constantly in danger, therefore we urge election of persons to public office at all levels of government who believe in these principles and who are answerable only to God and the constituency that elected them when carrying out a public trust. Further, we resist any invasion of these principles by religious groups seeking special favors. We believe that the role of the Church is to be prophetic and constantly to remind the people that righteousness exalts a nation (Proverbs 14:34). (2005) War and Military Service The Church of the Nazarene believes that the ideal world condition is that of peace and that it is the full obligation of the Christian Church to use its influence to seek such means as will enable the nations of the earth to be at peace and to devote all of its agencies for the propagation of the message of peace. However, we realize that we are living in a world where evil forces and philosophies are actively in conflict with these Christian ideals and that there may arise such international emergencies as will require a nation to resort to war in defense of its ideals, its freedom, and its existence. While thus committed to the cause of peace, the Church of the Nazarene recognizes that the supreme allegiance of the Christian is due to God, and therefore it does not endeavor to bind the conscience of its members relative to participation in military service in case of war, although it does believe that the individual Christian as a citizen is bound to give service to his or her own nation in all ways that are compatible with the Christian faith and the Christian way of life. We also recognize that, as an outgrowth of the Christian teaching and of the Christian desire for peace on earth, there are among our membership individuals who have conscientious objection to certain forms of military service. Therefore the Church of the Nazarene claims for conscientious objectors within its membership the same exemptions and considerations regarding military service as are accorded members of recognized noncombatant religious organizations. The Church of the Nazarene, through its general secretary, shall set up a register whereon those persons who supply evidence of being members of the Church of the Nazarene may record their convictions as conscientious objectors. (2005) Creation The Church of the Nazarene believes in the biblical account of creation ( In the beginning God created the heavens and the earth Genesis 1:1). We oppose any godless interpretation of the origin of the universe and of humankind (Hebrews 11:3). (1, 5.1, 7) (2009) Creation Care With deep appreciation of God s creation we believe we are to strive to exhibit the stewardship qualities that help preserve His work. Recognizing we have been given a stake in sustaining the integrity of our surroundings, we accept the individual and collective responsibilities of doing so. (2009) (Genesis 2:15, Psalms 8:3 9; 19:1 4; 148) Evidence of Baptism with the Holy Spirit The Church of the Nazarene believes that the Holy Spirit bears witness to the new birth and to the subsequent work of heart cleansing, or entire sanctification, through the infilling of the Holy Spirit. We affirm that the one biblical evidence of entire sanctification, or the infilling of the Holy Spirit, is the cleansing of the heart by faith from original sin as stated in Acts 15:8 9: God, who knows the heart, showed that he accepted them by giving the Holy Spirit to them, just as he did to us. He made no distinction between us and them, for he purified their hearts by faith. And this cleansing is manifested by the fruit of the Spirit in a holy life. But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, gentleness and self-control. Against such things there is no law. Those who belong to Christ Jesus have crucified the sinful nature with its passions and desires (Galatians 5:22 24). To affirm that even a special or any alleged physical evidence, or prayer language, is evidence of the baptism with the Spirit is contrary to the biblical and historic position of the Church. (2009) 44

45 Pornography Pornography is an evil that is undermining the morals of society. Printed and visual materials that degrade the dignity of humankind and are contrary to the scriptural view of the sanctity of marriage and the wholesomeness of sex are to be abhorred. We believe that we are created in the image of God and that pornography degrades, exploits, and abuses men, women, and children. The pornography industry is motivated by greed, is the enemy of family life, has led to crimes of violence, poisons minds, and defiles the body. To honor God as Creator and Redeemer, we urge active opposition to pornography by every legitimate means and the making of positive efforts to reach for Christ those who are involved in this evil. (2009) Christian Modesty of Dress Recognizing the increasing trend toward immodesty of dress in public places, we remind our people of the Christian concept of modesty as an expression of holiness and urge that Christian modesty be exercised at all times in public. (2005) Wellness The scripture calls all believers to balance, health, and wholeness through the transforming power of the Holy Spirit. Gluttony is the practice of consuming to the detriment of body, community, and spiritual life. While obesity may arise due to genetics, cultural constraints, or physical limitations, gluttony, on the other hand, reflects a way of life that consumes God s good creation: food, resources and relationships that harm both persons and community. The practice of Christian stewardship calls us to seek to maintain the health and fitness of our bodies as the temple of the Holy Spirit and to live temperate lives with all the resources and relationships God provides. (2009) (Proverbs 23:19 21; Matthew 11:19; 23:25; 1 Corinthians 9:27; Galatians 5:23; Philippians 3:19; Titus 1:8; 2:12; Hebrews 12:16; 2 Peter 1:6) Substance Abuse The Church of the Nazarene continues to strongly object to substance abuse as a social malignancy. We encourage church members to take an active and highly visible role and to participate in education relative to substance abuse and the incompatibility of such use with a Christian experience and a holy life. (2001) Alcohol Desocialization The Church of the Nazarene publicly supports the desocialization of alcohol consumption. We encourage civic, labor, business, professional, social, voluntary, and private agencies and organizations to assist in such desocialization to counteract the advertising and media promotion of the social acceptability of the alcohol culture. (2001) Tobacco Use and Advertising The Church of the Nazarene urges its people to continue to speak out against the use of tobacco, both as a health hazard and a social evil. Our historic stand is based on God s Word, where we are admonished to maintain our bodies as temples of the Holy Spirit (1 Corinthians 3:16 17; 6:19 20). Our stand opposing the use of tobacco in all its forms is strongly supported by medical evidence, documented by numerous social, governmental, and health agencies around the world. They have demonstrated that it is a major health hazard, and have shown conclusively that its use may produce changes in normal bodily physiology, both serious and permanent. We recognize that our young people are greatly influenced by the millions of dollars that are spent on tobacco advertising, and its twin evil, beverage alcohol. We endorse a ban on all advertising of tobacco and beverage alcohol in magazines, on billboards, and on radio and television. (2001) HIV/AIDS (Human Immunodeficiency Virus/ Acquired Immunodeficiency Syndrome) Since 1981, our world has been confronted with a most devastating disease known as HIV/AIDS. In view of the deep need of HIV/AIDS sufferers, Christian compassion motivates us to become accurately informed about HIV/AIDS. Christ would have us to find a way to communicate His love and concern for these sufferers in any and every country of the world. (2001) Value of Children and Youth The Bible commands every Christian to, Speak up for those who cannot speak for themselves, for the rights of all who are destitute (Proverbs 31:8). The Shema (Deuteronomy 6:4 7; 11:19) admonishes us to communicate God s grace to our children. Psalm 78:4 declares, We will tell the next generation the praiseworthy deeds of the LORD, his power, and the wonders he has done. Jesus affirms this in Luke 18:16, Let the little children come to me, and do not hinder them, for the kingdom of God belongs to such as these. As a response to this biblical perspective, the Church of the Nazarene acknowledges that children are important to God and a priority in His kingdom. We believe God directed us to attend to all children to love, nurture, protect, uphold, guide, and advocate for them. It is God s plan that we introduce children to the life of salvation and growth in grace. Salvation, holiness, and discipleship are possible and imperative in the lives of children. We recognize that 45

46 children are not a means to an end, but full participants in the Body of Christ. Children are disciples in training, not disciples in waiting. Thus, holistic and transformational ministry to children and their families in every local church will be a priority as evidenced by: providing effective and empowering ministries to the whole child physically, mentally, emotionally, socially, and spiritually; articulating Christian positions on current social justice issues that affect children; connecting children to the heart of the mission and ministry of the faith community; discipling children and training them to disciple others, equipping parents to nurture the spiritual formation of their children. Since the church s educational institutions (Bible schools, colleges, universities, and seminaries) prepare students for leadership, they play a crucial role in carrying out the vision and mission of communicating the value of children. They join local churches and families in taking responsibility to prepare clergy and laity to raise the next generation of children and youth to be biblically and theologically literate and to meet the known and unforeseen challenges for evangelizing, discipling, and transforming their societies. The Church of the Nazarene envisions an intergenerational faith community where children and youth are loved and valued, where they are ministered to and incorporated into the Church family through a wide variety of means and methods, and where they have opportunities to minister to others in ways consistent with their ages, development, abilities, and spiritual gifts. National Director, Church of the Nazarene, Canada Report to the District Assemblies June 2014 The Church of the Nazarene has been in continuous operation in Canada since Shortly following World War II, the Government of Canada enacted legislation requiring every charitable receipt-granting organization to be supervised by a nationally incorporated board of directors, resident within the country. The Executive Board of the Church of the Nazarene in Canada was incorporated in 1946 by an act of Parliament. It was empowered by the General Board of the Church of the Nazarene to be the lawful authority of the Church of the Nazarene in Canada in all matters relative to the acquiring, holding, selling and conveying of property within the Dominion, as outlined in the Articles of Incorporation. This responsibility continues to be the core of our responsibility.over the past 50 years and particularly in the past decade the role and responsibility of the National Church Corporation has continued to evolve. Two factors have influenced that development: first, changes in governmental regulations that affect us; and second, the unique opportunities that come our way to act on behalf of the Church of the Nazarene International in responding to needs in various parts of the world. The Church of the Nazarene International pays us to manage its interests in Canada. National Director s Responsibilities National Office In recent years, the Church of the Nazarene International has increasingly called upon us to manage its interests within Canada and through Canada, in many areas around the world. Through the National Office we handle payroll and retirement services for our Canadian missionaries. We manage the compliance issues that arise with the government regarding taxation and other employment matters for our and other church employees. We manage the retirement accounts for our pastors and oversee the group insurance plan that covers our pastors and their families. 46

47 We also manage the Joint Ministry Agreement with the Church of the Nazarene International. This agreement has been necessitated by ongoing changes in government regulations concerning money given for charitable purposes. By law, Canadian churches are forbidden to transfer such funds outside of Canada unless they have a written agreement in place to track and verify the use of those funds. This agreement is the product of ongoing complex negotiations between our tax lawyer, Mr. Robert Hayhoe, and the General Church s legal counsel. In order to be compliant with the above mentioned agreement, the Church of the Nazarene International maintains a holding account to receive all World Evangelism Funds, mission specials, and other income from our Canadian churches. That account can only be accessed by the General Treasurer and General Secretary of the Church of the Nazarene International; virtually all Church of the Nazarene funds moving into and out of Canada flow through this account. We continue to adapt to these changing requirements to assure that our districts and local churches remain in compliance with all current law. Through the National Office we operate the Church Loan Fund Canada, arranging financing to local churches for acquiring or developing properties. Currently we have about $3 million on loan to local churches. This fund is made available particularly to churches that would have difficulty qualifying for financing in the commercial loan market. The National Office maintains a website; we publish a weekly newsletter, edited by Diane McCrae. It is distributed by to hundreds of individuals and all of our local churches. Dr. William Stewart publishes a quarterly newsletter we call ACORN (Association of Canadian Retired Nazarenes); it is distributed to retired Nazarene pastors and laypeople across Canada and around the world. About 5 years ago, Nazarene Compassionate Ministries Canada (NCMC) began producing and distributing a gift catalogue designed to make gift-giving to international ministries an option for our people. Every year, particularly at Christmastime, many people make use of this resource to combine compassionate outreach with their desire to give something to friends and family members. The National Office, in cooperation with NCMC, coordinates the Canadian participation in the Child Sponsorship program of the General Church. These are exceedingly complex activities. Throughout 2013 the National Office staff was made up of executive assistant, John Martin, bookkeeper Aml Nasr and office assistant, Diane McCrae, all half-time employees. In November we welcomed Eric White to the staff as executive assistant allowing John to move back into retirement. I thank John Martin for his ability to orient Eric to the complexities of the office operation as we moved toward fiscal year-end in December. When I accepted this position, the National Board asked me to give attention to four priorities in addition to being the executive officer of the corporation. District Coordination First, the Board asked me to help to develop and optimize resources for the districts and the district superintendents. Financial Resources Prior to 1997 each of the districts applied for and received financial assistance for home mission work from the International Department of Home Missions. Since 1997, the USA/CANADA Regional Office has provided an annual grant to the National Office to assist us in funding the mission of the Church of the Nazarene in Canada. We have an ongoing commitment to assure that those funds are used where they will do the most good. We thank our regional director, Dr. Robert Broadbooks and the USA/CANADA regional office this ongoing support. We do not receive any funding from local churches to operate the National Office or any of the initiatives the districts ask us to undertake on their behalf. We do have a small amount of income that comes to us from the annual proceeds of investments that have been committed to us over the years. We are seeking ways to expand that resource, in order to make more funds available to advance the work of the districts. Other Resources While the word resources immediately draws our minds to fiscal matters, it is not restricted to that. We continue to provide the SourceBook for Clergy Development Canada to people who have sensed God s call to prepare for ordained ministry. We offer this at no cost on our National website and on the International Church website. This important resource continues to influence the preparation of ministers for the church. We are beginning reap the benefits of this tool that has been part of our process of clergy preparation for the past 18 years. With the recent changes in the USA/CANADA Regional structure we are reviewing the role that this SourceBook should play in the development of our future ministers, recognizing that this tool has been approved by the Canadian districts, the International Board of Education and General Board. I continue to conduct the annual Ministry Assessment program initiated by my predecessor 19 years ago. In March 2013 we conducted the Assessment Center in Canada Central District with 9 candidates. All 9 candidates were deemed to have gifts and graces consistent with ordained ministry in the Church of the Nazarene, and were 47

48 commended to the Canada Central District Board of Ministry for further development. I thank Ian and Pat Fitzpatrick for coordinating and facilitating the event. During 2013 we began to work with Dr. Dean Blevins, the Regional Education Coordinator for the USA/Canada Region. We are currently engaged in the preliminary steps of having the graduate program at Ambrose validated by the International Course of Study Advisory Committee. I thank Dean for his assistance to Ambrose School of Ministry in overseeing this complex process. Helen Thiessen continues to serve Canada as our national Nazarene Youth International President. In that capacity she also represents Canada in the International NYI Council. Helen continues to work with our Ambrose student liaison, Rev. Rose Brower-Young, to assure that we stay in close contact with our Nazarene students at Ambrose. In addition Helen has helped us expand and develop our strategy to enlist and engage our NYI personnel in our 5 districts as they pursue the mission of the Church of the Nazarene Canada. I thank Richard Bahan for serving as our Canadian Representative on the Global Missions Council. Richard is working with our 5 Canadian NMI Presidents to visit our district NMI conventions in June. Richard brings energy and insight to the coordination of our five NMI councils and their work in their respective districts. Dr. Riley Coulter continues to serve as President of Canadian Nazarene College Incorporated, the official custodian of the Church of the Nazarene s interest in Ambrose University College. Dr. Coulter also serves as Chancellor of Ambrose and in that capacity has overseen our annual Ambrose Clergy Days program. During 2013 Dr. Coulter used Clergy Days as the opportunity to introduce Ambrose President Gordon T. Smith to our Canadian districts. President Gordon T. Smith will be meeting with the CNC Ltd. Board on Wednesday of this week as we continue to evaluate the role of CNC Ltd. in the future of Nazarene higher education in Canada. We continue to work with him, the Ambrose board and the CNC Ltd. in board in serving the post-secondary educational needs on the Church of the Nazarene in Canada. Quebec In June 2013 the Board of General Superintendents appointed Rev. Ian Fitzpatrick to follow me as superintendent of the Quebec District. After 6 years of including Quebec District superintendence as part of my national responsibility I have passed that torch on to him. I want to you, the National Board for your support and encouragement during these 6 years of my responsibility in Quebec. Peer Accountability for District Superintendents Second, the Board asked that I develop a system of peer accountability for the Canadian district superintendents. To that end, we have made a commitment to meet regularly to pray with and for one another, and to maintain the highest degree of spiritual transparency as we work to advance the Gospel in our respective fields of responsibility. I believe that God is honoring this initiative. We work together in two ways: first, as the Executive Committee of the National Board; and second, as the Administrator s Fellowship. When we meet as Administrator s Fellowship we occasionally include our wives and share a time of relaxed conversation and enjoyable activity. We intentionally avoid talking shop during these times and focus on keeping the joy of holiness alive in us. Without exception we have come to anticipate and relish these times of renewal. Our discussions in this capacity are off the record, freeing us to dream dreams and see visions about where God is directing the Church of the Nazarene. As the Executive committee we give prayerful consideration to the concerns and ministry opportunities that arise between the meetings of the Board. We work together to assure that as a denomination in Canada we keep faith with the mission that Good has given to the Church of the Nazarene. Mission and Vision Third, the Board asked me to help keep us focused on the mission of the Church of the Nazarene. This year the executive committee has specifically asked me to help us focus on the global mission statement of the Church of the Nazarene: Our purpose if to make Christ-like disciples in the nations. We continue to do so by engaging in effective evangelism, by experiencing and promoting the holy life, and by raising another generation of competent and Spirit filled leaders. Representing the Church of the Nazarene Canada Fourth, the Board asked me to be the spokesman for the Church of the Nazarene and its representative in the larger church community and the wider society. In this capacity I have had ongoing contact with a number of organizations including, ALPHA Canada, Arrow Leadership Development, Church Planting Canada, The Micah Challenge, Church Growth Canada, The Christian and Missionary Alliance in Canada, the Wesleyan Church, the Evangelical Fellowship of Canada, Focus on the Family Canada, the Interfaith Chaplaincy Committee and Bridges of Love Urban Ministry, Scripture Union Canada. New opportunities are arising constantly for us to take our place among other organizations that are seeking to make the Gospel of Jesus Christ known in our world. 48

49 Each year there are numerous events scheduled to which I am invited as the leader of the Church of the Nazarene Canada. Whenever possible I plan to attend or ask someone to go in my place. Last May I asked Rev. and Mrs. Allan MacMillan to represent me at the 47 th National Prayer Breakfast on Parliament Hill in Ottawa. In addition, I am occasionally contacted by the media to comment on a variety of social and moral issues that impact the life of Canadians and the church. Nazarene Compassionate Ministries Canada When I began serving as National Director, it became part of my responsibility to give executive direction to Nazarene Compassionate Ministries Canada. Over the course of these 9 years the work of NCMC has continued to expand, largely through the tireless activity and vision of Rev. Elaine Bumstead. Elaine and her team have served us and the International Church in coordinating our NCMC work, particularly in South Asia and in Central Africa. Last year I drew your attention to the fact that NCMC had developed to the point that it needed someone to serve as executive director; I requested your consent in designating someone to serve in this crucial role. I have followed through on that, and after consultation with the executive committee I am pleased to announce my appointment of Rev. Elaine Bumstead as executive director of Nazarene Compassionate Ministries Canada. In many respects Elaine has functioned in this capacity for several years as our director of international programs and our executive representative on the Canadian Food Grains Bank. In this new capacity Elaine will chair the NCMC Committee and give direction to all NCMC personnel and activities. Conclusion I continue to see it as good stewardship of our national and district resources for me to function in this dual capacity as National Director and as Superintendent of Canada Atlantic District. The staff we have in place in each office makes it possible for me to invest my time focusing on the large issues, leaving the critically important detail work to others who are skilled and fulfilled in those matters. I solicit your prayers as we move forward in proclaiming Christian Holiness to our generation. Respectfully Submitted, CLAIR MacMILLAN National Director, Church of the Nazarene Canada June Ambrose University College and Seminary President s Report for the District Assemblies of the Church of the Nazarene in Canada Spring, 2014 We are happy to provide the following report on the activities of Ambrose University College and Seminary over the past six months. While largely retrospective in nature, this report will also have significant focus on our relationship with the Church of the Nazarene going forward as I examine how Ambrose is a ministry FOR, WITH, and OF the COTN. 1. Enrolment Headcount for the winter semester has stayed essentially flat with a revised headcount of 800 students. There is a decrease in credit hours sold of approximately 4%, but that is the typical pattern of the winter semester: a similar decrease has been recorded in each of the past five years for the winter semester, but has been more than recouped the following fall each year. Applications for the fall 2014 semester were 14% ahead of the same date in 2013 at March 15 th. This is encouraging, of course, but conversion from application to registration is critical and our enrolment team works exceptionally hard each year to ensure that students register. 2. Events 49

50 The most significant event in the winter term is, of course, graduation. We anticipate that around 130 graduates will cross the stage this year. Dr. Melanie Humphreys, the president of The King s University College in Edmonton will be our commencement speaker. During the first week in March we hosted our annual Global Impact Days. This year s event was held in partnership with the Calgary Catholic Diocese and provided an excellent opportunity for the two faith traditions to come together to talk about Christian unity and mission in a series of chapels and public lectures around the theme of Catholics and Evangelicals in God s Mission Together. Legacy Youth Conference enjoyed sell-out registrations again this year and, by all accounts, was an excellent event organized by an Ambrose student team (youth conference planning is a for-credit class) for high school students. We are grateful for all the churches that recognize the value of youth conference and invest in their young people in this way. 3. Personnel Updates We appointed Joshua Marshall as Director of Development in December. He will coordinate all aspects of donor-relations for Ambrose. Joshua has several years of experience in the non-profit fundraising world and comes to us from the RESOLVE campaign in Calgary, a collaboration focused on providing affordable housing solutions in the city. The Director of Development position reports to the Vice President for Advancement. In October I reported to you that the incumbent, Ms Adele MacDonald, was in the midst of an extended period of health leave. I am pleased to report that she returned to her role part-time in mid-march as part of a graduated return to full-time hours. And we have excellent news regarding faculty leadership: In August of this year, Dr. Jo-Ann Badley will join us as the Dean of the Faculty of Theology. Dr. Badley is currently at The Seattle School of Theology & Psychology and previously taught at Newman Theological College. In fact, this is a return of sorts for Jo-Ann as she taught at Canadian Bible College in Regina in the early 1990s. Following a thorough search to fill a position in Old Testament for Ambrose Seminary, Dr. Beth Stovell has been appointed as Assistant Professor of Old Testament. She will join the faculty on August 1 st. Dr. Stovell did her graduate studies at Regent College and she completed her PhD in Biblical Studies (Old Testament concentration) at McMaster Divinity School. Dr. Alan Ho of the Behavioural Science program has been granted tenure, and promotion to the rank of associate professor. The mechanism for achieving promotion and/or tenure is a rigorous process of review and assessment by peers and so the successful achievement of both is worthy of note. Then also, we have a significant change in Youth Ministry School of Ministry. David Brotherton, who has anchored the program for many years, has accepted an appointment to a pastoral position in Ontario. David has made an invaluable contribution to the mission of Ambrose, not least through his leadership of our annual Legacy Youth Conference. We wish him the best as he and his family make this transition back into congregational ministry. Dr. Spilsbury, Acting Dean Theology, will be giving leadership to the process of identify the temporary and long-term faculty needs for this critical discipline at Ambrose. And, we are delighted with the news that Colin Toffelmire School of Ministry/Old Testament has successfully defended his doctoral thesis (also at McMaster). Congratulations to Colin on his achievement. 4. Finances We are happy to report that we expect to end the current fiscal year with a small surplus; we are pleased that most of our critical revenue streams came in slightly ahead of our projected expenses. I am particularly grateful for the leadership of Don VanderZwaag, who is giving excellent financial leadership for Ambrose. And yet, Ambrose is facing a significant financial challenge in the coming years. While encouraged with this fiscal year, the pressure points for the coming years are clear: the institution is growing and expanding its course offerings, student enrolment has increased from around 450 to 800, over the course of five years, and we project reaching 1000 within two or three years. We also continue to service a significant mortgage. And yet, during this period the last five years -- both government funding and church (Alliance and Nazarene) funding has remained flat. This has meant increased pressure to raise tuition rates and increase individual donor support. And both have happened, allowing us to continue to operate with a balanced budget. But we do have concerns. While tuition revenue has increased with the growing headcount, we are concerned that our tuition rates will unduly force students to carry the costs of managing our debt and covering the increased operating expenses of the university/seminary. 5. Key Developments 50

51 President s Commission on Sexual Identity. The Commission met for the final time on March 17 and in the March 25 chapel I outlined the conclusions of the Commission: we affirmed our clear commitment to our evangelical and denominational theological and ethical guidelines while also affirming that students who do not self-identify as hetero-sexual are welcome to study at Ambrose. Barry Moore Chair in Preaching and Evangelism. Following the winding up of the Barry Moore Ministries organization in 2012 the leadership agreed to partner with Ambrose to create a legacy project for Dr. Moore. The result of this is the creation of the aforementioned chair at Ambrose. Rev. Mark Buchanan has been appointed to the Chair and we look forward to what he will bring to the position. The Ambrose Mission. Over the past months I have been working on three distinct areas of the Ambrose ethos: purpose, intellectual legacy, and our dual identity: academy and church. 6. Relationship with the COTN. Ambrose has a long and storied history with The COTN through its former iterations of CNC, CNUC and others, and this informs our interactions with denominational representatives in all aspects. However, like all relationships this relationship has developed over time, waxed and waned, and moved into new phases. I would like to propose three prepositions that might help give definition to the relationship: a ministry FOR, WITH, and OF the Church of the Nazarene Canada. FOR: Equipping women and men for ministry responsibilities with the COTN, including the next generation of leaders. WITH: Partnering with the denominational offices and with local churches to accomplish an outcome that requires our collaborative efforts. OF: Ambrose as a gift a ministry of The COTN to Alberta, Canada and the world; Ambrose as a ministry to other denominational bodies [the particular calling and responsibility of the COTN for such a time as this stewards of how God has blessed us]. Much more that can and should be said on this, of course, but it is this framework that we hope will guide our future relationship with the COTN. 7. Ambrose Board Transitions The April board of governors meeting will be the final meeting for Dr. Peter Yau who has reached the maximum number of terms permitted on the board. In fact, he has served on the board since 2003, but his second term was extended by three years to allow for some continuity on the board following the creation of Ambrose University College. We are grateful to Peter for his many years of service to Ambrose. The Nominations Committee of the Ambrose board is recommending the appointment of Mr. Carlos Ang as Dr. Yau s replacement. This appointment is an Alliance appointment and the C&MA board of directors has been asked to approve the appointment at its April meeting. In early January we received the resignation of Dr. Marvin Fritzler from the board. The board will be seeking to identify a replacement for Dr. Fritzler as soon as possible. Dr. Fritzler was one of the three board members whose appointment is within the jurisdiction of the Ambrose board. 8. In Conclusion I appreciate the support, encouragement, and dialogue that I have enjoyed as president of your denominational school since my appointment two years ago. And further, I have been honoured to speak in so many churches: Westside Chinese Alliance Church, Calgary; North Shore Alliance Church, Vancouver; Westgate Alliance Church, Regina; Cochrane Alliance Church, AB; Peace Portal Alliance Church, BC (all since my last report to this board); plenary speaker for the Canadian Midwest District prayer retreat in February. And very much looking forward to speaking at the joint Good Friday services for some of the Nazarene churches in Calgary, and bringing devotionals at the Nazarene Theological College (Manchester, UK) summer school in May. 52 Canada Atlantic District NMI Convention Oxfordt Church of the Nazarene, Oxford, NS. Friday June 6, 2014 District NMI Convention Business Session, 12:30pm - 1:30pm Due to unforeseen circumstances, the District NMI Convention (and the District Assembly) was relocated from Moncton First Church to the Oxford Church, and rescheduled during the lunch hour on Friday June 6, NMI President Nadine Filsinger welcomed all who were in attendance. The Convention opened with a video greeting from Dr. Daniel Ketchum, followed by the Haiti Mission Trip update from Rev. David Filsinger. The Mission Trip was coordinated with the Kucey Family who are presently ministering in Haiti. Rev. Dale Thistle reminded the Convention that the next Haiti Mission Trip will take place February 2016, and that August 15, 2014 is the first deadline for applications and deposits. The business session for the Nazarene Missions International Convention of the Canada Atlantic District was called to order by our District President. The District NMI Secretary presented all matters pertaining to the organization of the convention. All voting delegates and alternates were asked to stand for ballots, due to lack of room in the lunch area. The Board of Tellers were announced. Richard Bahan, Global Representative for Canada presented his greetings and reminded the Convention of harsh statistics. There are 176 Nazarene Churches in Canada. However Haiti, which is half the size of Nova Scotia, has 4 times the number of churches and 10 times the number of Nazarene members. There are 29,000 organized Nazarene churches around the world. There is a new Christian every 3 minutes, and a Nazarene church every 10 hours. Rev. Dr. Clair MacMillan invited President Nadine to present her final District President s Report, then thanked her for her service and presented her with a gift. Nadine s leadership has been greatly appreciated and will be missed. Michelle Clark introduced our new LINKS family Jim and Kay Williams serving in China. NMI is celebrating its 100 th Anniversary year, and Michelle introduced our District NMI 100 th Anniversary initiative, to raise money for USA/Canada Nazarene Mission work, and flashlights for Haiti. Total Atlantic District goal for these two initiatives is $5100, which needs to be raised by May 2015 (next District Assembly). All churches on the District are encouraged to participate. The NMI Convention was quickly followed by a short SDMI presentation. The Convention adjourned. Recorded by, KAREN RHYNO Canada Atlantic District NMI Secretary CANADA ATLANTIC DISTRICT NMI RECOMMENDATIONS The District NMI recommends the following for the year : 1. That each church strive to meet the requirements for: (a) Mission Priority One; (b) Prayer; (c) Global Awareness; (d) Involvement of children and youth; 52

53 (e) Full payment of World Evangelism Fund. 2. The NMI is now included in the Funding the Mission formula as directed by the District Finance Committee. 3. Church be involved with the 100 th Year Anniversary Project choose by the District NMI Council. 4. That every NMI local president actively promote the full payment (5.5%) of local income according to the Funding the Mission formula) and, when possible, overpayment of World Evangelism Fund. 5. That a missionary on deputation be given a deputation offering based on criteria set for services. Suggested amounts are as follows: (a) Sunday morning services - $400 - $500; (b) Sunday evening services - $250 - $300; (c) Weeknight services - $225 - $325; (d) Faith Promise conventions - $700 no limit; and (e) District NMI Convention - $1000. When hosting a missionary, a church must pay the deputation offering plus travel expenses (as determined by the District Finance Committee) as well as provide accommodations while the missionary is under the care of a local church. The receiving church pays mileage to the next church. If more than one church hosts a missionary, each church should come prepared to pay a deputation offering. All cheques are to be made payable to the Church of the Nazarene Canada, with a note identifying it as deputation in the missionary s name. One cheque to include travel and deputation should be given to the missionary. 6. That every church be involved in intercessory prayer with fasting. That the NMI prayer line be used. That each church participates in the World Day of Prayer and the Nazarene Week of Prayer during the first week of March. Pray continually for the persecuted church, particularly in the November. 7. That every church is encouraged to receive an offering for the World Mission Broadcast in June. The cost for one minute of air time is now $ That every church receives an Alabaster offering. (Suggested times September and February) 9. That the local church endeavour to make missions an interesting, exciting part of the whole church program. That everyone be challenged with the needs of missions and participate in Work and Witness projects. 10. That the District NMI Counsel members assist the local church counsels when required and that their expenses incurred by district officers in the carrying out of their respective duties on the district be paid from the district expense fund. 11. That the local churches contribute toward the NMI delegates expenses to the district convention. 12. That we always acknowledge and support the endeavours of our Canadian missionaries. 13. That the district support missionaries who will be on our District for Faith Promise Conventions and Deputation Tours for the church year. 14. That the District Churches support both by prayer and the giving of finances to our LINKS assigned family James & Kaye Williams Asia-Pacific. B. NYI CONVENTION The NYI Convention scheduled for June 5 th and 6 th in conjunction with District Assembly was postponed due to a city-wide crisis situation in Moncton, NB. It will be rescheduled for a later date. C. SUNDAY SCHOOL AND DISCIPLESHIP MINISTRIES PROCEEDINGS Oxford Church of the Nazarene, Oxford, NB Friday, June 6, 2014, 12:00pm Due to the city-wide crisis that coincided with District Assembly time, there was no formal SDMI Convention this year. An abbreviated SDMI assembly spotlight time was held on Friday June 6 th during luncheon. Pastor Gary Cowper, SDMI Chair provided some opening remarks and then presented the SDMI achievement awards. Sonya Sarty was elected member at large to a three-year term on the SDMI board. Pastor Gary also presented the "Second Mile Award" to Darlene Smees for her outstanding ministry contributions this past year. She accepted the award graciously and shared how God continues to heal her and how HE is working in the district. The SDMI Chair s Report was distributed in the assembly delegate packets and acknowledged and approved in written form during the District Assembly. 53
