Villages Pante Ceureumen, Sabet and Maree are isolated by Krueng Inong. Residents there have lost their patience. The reason is that this country has been independent for 61 years. However... The suffering of the residents in these three villages is very deep. To reach the center of the sub-district, Lamno, they have to travel by rafts for twice. This is the only method of modern transportation available there. These extremely simple rafts are made of bamboo. Without car Daily, it is always used by the people. Automatically the rafts cannot be used. If this occurs, residents could be isolated for up to four weeks. No connection. One can imagine the fate of the residents when they are isolated. Various needs like kitchen necessities such as kerosene, become scarce. Residents have long asked for fulfillment of promises, said Heri, a social worker university student. Paying Subscriptions Then after receiving the becaks, the recipients must pay subscriptions of Rp.15,000 per day. The obligatory subscriptions are indeed regulated in a written agreement. With such dream still in the making, on 12 April 2005 Syamsul was replaced by A. Ritonga. In the end his intentions fell through. Especially since all of this was still verbal, without anything written onto a contract agreement. Since there was no MoU yet, what more can I say, he explained. Ritonga did not deny what was stated by Syamsul. However according to him, this was a decision. There is no one to blame. Because there was no agreement made between the PDAM and the investor. Because the equipment was not given to PDAM, it was only for borrowing. Therefore it cannot be blamed if the investor withdraws and removes according to the investor s wishes. In spite of this, the PDAM shall constantly endeavor to supply water for the people specifically those in refugee barracks. High Costs He admitted that the operational expenses of this water processing installation were relatively high, namely reaching Rp.8,000 per cubic. Due to the high operational costs, during water production for refugee needs during the emergency response phase, the PDAM obtained injections of funds from a number of institutions. Post emergency response phase, the PDAM Tirta Daryo once endeavored to conduct a cooperation with PT Metito. It is called PERTAMA, which is to minimize the risks of disaster and is supported by the people, said Ardi Sofinar, PMI Communication Department to Ceureumen. In PERTAMA, the people will be given information on disasters and the precautions needed to minimize the risks. PMI s volunteers all over Aceh conduct training, and thereafter, those chosen will become members of the Disaster Proficient, Village Level (SIBAD). Physically, mangroves have the ability to stop abrasion caused by wind, intrusions or seawater into the land. Mangroves can absorb salt in the water and extract it through their leaves. Biologically, mangroves are home for fish, oysters, shrimps, and crabs. Damaged mangroves will make these sea animals homeless. How much damage has the tsunami caused? The destruction caused to the mangroves occurred way before the tsunami. The experiment conducted by Wetlands International Indonesia Program (WIIP) has shown that until 1990, less than half of the existing mangroves in Aceh remain, only around 20,000 hectares. Meanwhile, previously the area covered 54,000 hectares. The data from the BRR shows that the potential expanse of land for mangroves in Aceh is around 168,000 hectares. These are mostly destroyed, whether by the tsunami or other causes such as illegal logging and land function conversions. The BRR predicts that the potential rehabilitation of mangroves is only 105,000 hectares. How many percent has been rehabilitated? From Wetlands Aceh s rough calculation, the current ability to rehabilitate is only around thousand hectares. This indicates less than 30 percent. Therefore, to recover the other 70 thousand hectares, the people should restore their own coastal surroundings. What is the strength of the mangroves that can minimize destruction caused by a tsunami? It depends on the height of the waves. For areas caught by a tsunami with powerful strength (waves height of meters) such as in Banda Aceh, Aceh Besar, and the West Coast, the people themselves witnessed that the mangroves could not hold back the tsunami s waves. If the height of the tsunami s waves is below 5 meters, such as in North of Aceh and South of Aceh, the mangroves and the coastal forest have shown effectiveness in

10 reducing the impact of the tsunami. Experts predict that dense mangroves with 150 meters of thickness are able to reduce the impact of tsunami up to 50 percent. How near and how wide should mangroves be planted? The length to plant mangroves depends on the designated purpose and the types of mangroves that are to be planted. Currently most of the mangroves planted are of Rhizophora Bangka) type. Wetlands recommended planting to be around 1 x 1 to 2 x 1 meters for the coastal areas or along the rivers. However, for aquaculture ponds it would be better to plant them by 2 x 2 meters or more. Meanwhile, the mangroves thickness in each area differs. The Ministry of Forestry has recommended that for Aceh the thickness should be around 200 meters in observation of the suitability of location. Two beds with mats just made the room seem smaller. The living room was also small. Do not even ask about the condition of the residents living there. Dirt poor. That same poverty was what also caused Safrizal (23) to be bound in stocks; a resident of Lueng Daneun Village, Peusangan Siblah Krueng Sub District, Bireuen. His life is a prison. Upon the bed laid with a dirty mat with his right foot bound. It is indeed a depressing sight. Despite the pain, there is no other option for his parents. He suffers from mental illness, said the father, Nurdin (53), when visited by Ceureumen not long ago. Bounded in stocks It is this mental illness that has caused Safrizal to be locked inside for almost a year. Upon the bed, the man, who was a student in the third grade of Madrasah Ibtidaiyah Negeri, lay without any spirit.

13 When he is free, Safrizal is rather light handed. He is not afraid to throw stones at anyone. Especially those who do not fulfill his demands. This situation was what urged Nurdin and his wife Hamidah (50) to choose to have him bound in stocks. Nevertheless, we love him. However, we cannot do anything with our difficult economic condition, disclosed Nurdin, a poor farmer with only one plot of field. For Nurdin, watching Safrizal is like losing his own blood. It is a very sad situation. In the family, he was an obedient son. Helping his parents in the field was Safrizal s dedication towards his parents, who have educated him. Booming sound However, who would have thought, that around 1999, whilst helping his parents in the field, Safrizal was greatly shocked upon hearing a loud booming sound. Boom. The sound reverberated, as if the earth he stood on was shaking violently. Safrizal was shocked, he almost passed out. Since then, his condition changed, said the father. He became quieter and cut himself off from the community. However, he was still obedient and helped his parents work in the field. Nevertheless, his movements and attitude were not dangerous. Based on such, one day in 2002, he allowed his firstborn to take part in an action in Jeunib. His friends from the village were also taking part. Abnormal After he came back from the action, his psychical attitude dramatically changed. His face was bruised, with wounds all over his body. Nurdin was certain that his son was beaten up. What hurt even more, Safrizal s condition of mind worsened. In the house with the sago palm roof, Safrizal frequently screamed without meaning or cause. Once in a while, he would hide under a table or chair. It was like he was like avoiding something he was afraid of. What should I do, father? They will come and beat me up again, Safrizal would say, as quoted by Nurdin. The sentence frequently came out from Safrizal. This poor family could only accept the situation. Their son became abnormal because of the conflict. No Money Due to limited funds, Nurdin only brought Safrizal to a psychiatrist in Lhokseumawe three times. He admitted that he has no money to cure his son. We have hardly enough for daily meals. However, the sad expression was clearly seen from Safrizal s face. In a glance, a desire to be cured was seen. A similar thing is felt by his parents. He expects a donor, whose heart is touched, to help lighten Safrizal s burden to be cured. This is because the conflict has stopped. It is against the laws of the Moslem for chaos and war to reside in this land since Aceh is in peace. However, peace is still expensive for Safrizal. RALAS (Reconstruction of Aceh Land Administration). This program is conducted by the National Land Institution. One of its purposes is to reconstruct land administration in accordance with the pre tsunami condition. If the previous documents are missing, then the agreement for the borders of land shall be conducted through a village consensus with village residents, geuchik, and village informal community profiles, supported by the facilitator in the location of such village. If there are agreements of ownership and borders exists and are marked with border marks by the community, then thereafter the National Land Agency (BPN) shall conduct measurements and mapping towards the land and implement verification of jurisdiction data for issuance of land certificates.

15 The abovementioned phrase from a song written by Arifin Efendi, sung together, became a foreword to a tragedy drama about domestic abuse, with a title, Do Not Take Away My World by Kosong Theatre in SMA Negeri 3, Banda Aceh, on Saturday (26/8). Violence The topic of violence brought by Kosong Theatre, such as the cruelty of a father (Sarbunis) towards his own family. Only because the cigarettes bought by Ansari (Satria) arrived late, Ansari died in the hands of his father, and the mother who was trying to help her son also died because of the cruelty of her own husband. That was some part of a story about violence offered by the Kosong Theatre some time ago to schools. Based on the previous dialogue, the viewers were expected to be active and seek for solutions, thus such violence can be overcome. Solutions for Problems Theater forum has been developing in Brazil, Latin America, since 1960, and was pioneered by a theatre artist, Augusto Boal. In the mentioned forum, the audience or participants are directly involved with the ongoing theatrical dialogue. The audiences, who in the beginning are passive, are expected to become active participants. The director, T. Yanuarsyah (41) said, We expect a dialogue to appear, concerning an issue or topic in this forum. Participants are provided with freedom to give ideas, and simultaneously find ways to solve a problem that occurs in their community and neighborhood. Cry a Tear The 15 minutes show displayed a high quality theatrical nuance, even though it was without lighting and stage. The composition of movements, blockings, thorough music, and very simple artistry one tree as the central point was able to touch the audience, causing a number of students to cry and get carried away in the conveyed dialogue. The moving forum with the name Theatre Forum 2006 has the objective to touch students and the community to be more active in responding to the conflicts frequently taking place in the middle of the neighborhood and family. This theatre forum was brought by the cooperation between the World Bank, ACI (Aceh Culture Institute), and Kosong Theatre. This event was the outcome of a workshop planned by The Necessary Stage, Singapore, at the end of 2005 in Taman Budaya Aceh, Banda Aceh, with a number of approximately 30 participants from throughout Aceh. Whereas the theatre that was elected from the workshop last year, for theater forum 2006 activities are Kosong Theatre, Kuala Theatre, Kosma Theatre, Putih Theatre, and Raja Linge Theatre. The last two mentioned are domiciled and conduct activities in Takengon and Bener Meriah, while the others are in Banda Aceh and Aceh Besar. INFORMATION Raja Linge shall perform in Takengon on 3 September 2006, and Putih Theatre on 4 September 2006, in SMU Bandar Baru, Bener Meriah. 5 September 2006 in SMU Negeri 1, Babesen, Aceh Tengah District. 6 September in State Senior High School 1, Pegasing, Aceh Tengah District. On 7 September it is scheduled in University of Gajah Putih, Takengon. This is because out of 10 packages of candidates for Head of Government, she is the only woman. The former Kadis for Health took the position of candidate for deputy of Head of Government of Aceh from an independent channel. Her partner is Ibrahim Hasyim. What are her tips in the fight in the Pilkada, read what she said to Ceureumen.

16 What encouraged you to step forward as candidate for Deputy to Head of Government of Aceh? The initiative did not actually come from me. At the time, Mr. Ibrahim Hasyim said that he would like to take a woman as his partner. Then the other women friends appointed me. To be honest, it never crossed my mind to take part in the Aceh Pilkada. However, because I observed that they, whether my emotional friends, who work in the Health Working Unit, and also people that I know, are supporting me, I then decided to take part. I considered their support as a message. Where are your mass bases come from? Well, looking for mass is indeed important. Especially when stepping forward as an independent candidate needs 120 thousands votes, or approximately 3 percent of the Aceh community. Mr. Ibrahim comes from East Aceh, the mass support from East Aceh may be stronger since he is well known in East Aceh. I myself hope to acquire mass from emotional channels, which are health working units and Pidie, since I come from Pidie. Will you approach women to win? This is indeed a trend, using gender, since it is more popular. I also do not know how many women will take part in pilkada this year. However, I prefer to say that I like it more if I were supported by the marginal community, including women. What is your comment when looking at the condition of Aceh, which until now has been claimed as the area vulnerable to corruption? Aceh is inseparable from Indonesia, which is centralistic. This corruption issue is not only in Aceh, but also in other provinces. It will take a long time to overcome corruption, especially joint corruption such as in Indonesia. You are former head of RSU Zainoel Abidin (RSUZA), during that period many people said that the condition of RSUZA was at the worst, with corruption, at the time. What is your response? I have an obsession to conduct improvement. This is because it is impossible to stay quiet. Certainly, there are pros and cons in every change. I once increased the tariff for VIPs, the reason was so that the rich people are not subsidized, and their subsidies are transferred to the poor people. However, many people protested. What was surprising was that the people protesting did not even stay there. I believe that every decision will not make everybody happy. What is your dream, if you were elected? In accordance with the vision, I would like Aceh to be in peace, have welfare, and dignity. I also expect free basic health services for the people, including free pregnancy examinations since Indonesia is the country with quite high level of mortality for pregnant mothers.
