Ceureumen 17 Page 1 Education Detained by Spatial Layout Rahmad Lhokseumawe rah77_medanpos@yahoo.com The students of SDN 12 Moun Geudong Lhokseumawe are truly unfortunate. The construction of their school had to be discontinued due to spatial layout problems. The school which is being built by a Non Governmental Organization Save the Children has a budget amounting to Rp 1.8 billion! And this discontinuation is severely criticized by the Moun Geudong community. The construction of the school would have helped the parents, so they would not have to take their children to Lhokseumawe for school, said a resident of Moun Geudong, Zainuddin M Noer. Please understand that until now the citizens of Moun Geudong must take their children to a school located quite faraway. If the Town Authorities (Pemko) of Lhokseuwawe is concerned that the location of the school would violate the spatial layout of the town, Zainuddin admitted to being confused why this was not done prior to the construction. In fact, Senior High School SMUN 2 is currently built in the same location. Keep Fighting Head of the Education and Culture Unit of the Town Authorities of Lhokseumawe Martono Abu Amar stated that his department shall strive to maintain the location and position of SDN 12 Moun Geudong, since according to him, the value of the building, which amounts to Rp 1.8 billion is not a minimal amount. If we had to build it with the funds from the Regional Budget of Lhokseumawe Town, we clearly would never be able to afford it, he said. Not in accordance with Spatial Layout Meanwhile, the Head of Independent Institution of Empowerment of Gempong Community (LIPMAGA) Dr. H. Baharuddin Hasan stated that based on the Deklarasi Pusong, no building shall be built in the Moun Geudong area. The area is planned to be an area for sports activities only. Therefore, the construction of SDN 12, which is built on the location of the sports facility, must be discontinued, stated Baharuddin. Other than not allowing construction of any buildings, such could also damage the spatial layout of the town, as stated by the Mayor of Lhokseumawe Marzuki Mohd Amin recently. 2 Ceureumen 16 page 2 Question and Answer Political Issues in Ceureumen Question: Why does this tabloid never write about the development of political issues in Aceh? Mirza Student of Faculty of Law Unsyiah Answer: The Ceureumen Tabloid is not about political issues. It only focuses on humanitarian issues and the development of the process of rehabilitation and reconstruction in Aceh and Nias. What are the current duties of AMM? Question: I would like to know the current duties of AMM in Aceh. Especially since the period of withdrawal of the Indonesian Army/Indonesian Police and the disarmament of GAM has already passed. Anto Siron Aceh Besar Answer: Dear Anto, AMM has finalized two of its main assignments namely supervision over the withdrawal of the Indonesian Army troops/indonesian Police and the disarmament of GAM weaponry. The current remaining assignments of AMM based on the Joint GAM and RI Memorandum of Understanding are the following: 1. To monitor the re-integration of formerly active GAM members into society. 2. To monitor the situation on human rights and provide assistance. 3. To monitor the process of change of statutory regulations. 4. To decide on amnesty cases in dispute. 5. To pre-investigate and decide on complaints and accusations of violations towards the memorandum of understanding. 6. To establish and maintain good relationships as well as cooperation with all concerned. When shall Qanun on anticorruption commence? Question: I totally agree with the implementation of the Moslem Syariah, however the application of such should not only be on the small people, but should also apply towards the corruptors. When shall this corruption qanun be established? Helfi Mutiara Bereuneun Pidie Answer: Dear Helfi, the corruption qanun shall be prepared after ratification of the Draft Bill for Governance of Aceh (RUU-PPA) which currently is already with the House of Representatives of the Republic of Indonesia. According to the Head of the Ulema Deliberation Assembly (MPU) of the Province of Nanggroe Aceh Darussalam (NAD), Muslim Ibrahim, after three qanuns that regulate gambling (maisir), alcoholic drinks (khamar) and adultery (khalwat), in the future several more qanuns shall be prepared one of which shall be a qanun for corruption.

You can send any questions you wish, mainly concerning issues on reconstruction and rehabilitation. Address these to: PO Box or by mentioning Question and Answer Section. There is a Syndication Selling Aid Boats Muhammad Azami Muhammad2005@yahoo.com Secretary to Maritime Commander (Panglima Laot) of Aceh M. Adli Abdullah acknowledged that he has been restless for quite some time. He is confused with the numerous telephone calls from Maritime Commanders all over Aceh. The calls are all complaints namely concerning the numerous boats being sold by the recipient communities. These commanders are obviously ashamed, if the contributing donors should know about this behavior of the fishermen. How do I handle this, Sir? said Adli quoting the Maritime Commanders. Areas with a significant number of such sales according to reports received are Peudada, Bireun, North Aceh. Meanwhile in the west coast area they are among others Aceh Jaya and Meulaboh. Tens of reports received from the local areas state that some of the fishermen are re-selling aid boats. Coordination According to Adli, to overcome these disgraceful deeds, the donors or institutions providing such boat aid should coordinate with the maritime commanders. Thereby the recipients shall be those who deserve and have the right to acquire assistance. The problem, explained Adli, is that the parties selling such aid boats are categorized as those who actually have no right to acquire such boats. Since in general they are not fishermen, well then most of them sell the boats, he stated. Other than that, there are numerous fishermen who acquired more than one aid boat. Normally when the father acquires a boat, then the son shall also receive another boat. There are even instances where one family obtained two to three boat units. As a result, there are some put up for sale. No involvement The Maritime Commander of North Aceh, Pawang Yusuf, stated that the cases of sales of boats constitute aid boats from the Minister of Social Affairs. These aid boats were mostly provided for free-lance fishermen. The real fishermen did not get such aid, he disclosed. According to the data of the Aceh Maritime Commander, total aid boats currently number 7,000 units throughout Aceh. The need for such boats is not too far different from such figure. However, he stated, there are those who received such although they had no right to, alias they do not have professions as fishermen. There is a syndicate M. Adli could not give definite details on who are involved in these sales of government or domestic and international NGO aid boats. He also preferred not to publicize the practitioners of such deeds yet. However from reports received from the fishermen communities, there appears to be a syndicate. There already is a network among regions to collect the proceeds of such sales. Aid boats for fishermen in Bireuen District are normally sold in to Aceh Jaya. Similarly vice versa, boats from the west coast are sold to the east coast. What are being sold are not only complete boats. At times only the engines are sold or only the fishing equipment. This is indeed a disgrace, and these maritime commanders are requesting the police to immediately investigate this.

CEUREUMEN is a bi-weekly media funded and issued by the Decentralization Support Facility (DSF). DSF is a multi-donor initiative designed to support the decentralization policies of the government by improving the alignment and effectiveness of support from the donors at each level of government. The mission of CEUREUMEN is to provide information in Aceh concerning reconstruction and news of humanitarian nature. Other than that, CEUREUMEN is expected to be able to facilitate information between communities of donor countries or NGOs and the local communities. Ceureumen 17 page 3 Observing the Quality of Housing Aid Asri Zaidir Aceh Besar/Pidie Biduan_bidu@yahoo.com Rasyidah (40) diligently fills in sacks with candlenut tree fruit (kemiri). Once in a while she wipes the perspiration off her face with the long shawl wrapped around her head. We have been doing this for ten years, she said. That afternoon, she was not alone. There were seven other colleagues and all are refugees. They help in tying up the filled sacks and carrying them into Rasyidah s house which has changed to function as a go-down. Instead of leaving the house uninhabited, I use it as a go-down, said Rasyidah. Rasyidah and the refugees of Lamnga Village Mesjid Raya Sub-District Aceh Besar have indeed received permanent housing aid from local NGO, Serasih Indonesia. Neither wells nor kitchens In Lamnga, this NGO constructed 140 housing units for refugee victims of the tsunami. However since these units are considered inappropriate, many of them finally changed the function of such housing units. Including Rasyidah. Their reasons are that such houses are incomplete. They have no ceilings, no wells and no kitchens. Other than that the quality of wood used is poor. What if one wants to go to the toilet, where does one get water? asked Rasyidah in turn. Under such reasoning Rasyidah elected to remain in the barracks. According to her it is better there. This is because she has five children who still go to school. Each morning they need water to bathe before going on their way to acquire knowledge. In the barracks, water needs can be fulfilled. Each morning a water transportation truck stops by there, said Rasyidah bluntly. Similar Occurrence in Pidie Rasyidah is not the only one who is disappointed with the construction of housing aid for tsunami victims from this Serasih Indonesia NGO. Nuridah (50) a refugee originating from Ceubrek Village, Sipang Tiga Sub-District, Pidie, also underwent a similar experience. In Sigli, the housing units built by Serasih also disappointed the refugees. They just arbitrarily built the housing units, complained Nuridah. Now these refugees are hoping for other donors to help them in repairing the deficiencies in their houses. They cannot afford to do this on their own. If possible, please help to rehabilitate these houses, we have no funds, said Rasyidah hopefully. This shall be coordinated Regional Coordinator for Serasih Indonesia NGO, Deny Andreas acknowledged that he could not understand why the communities in Lamnga were not moving into the houses. When questioned whether the residents are reluctant to inhabit such housing units due to poor quality, Deny denied this. He stated that if the residents are complaining because of small damages, then this is because such houses have not been inhabited for a long period of time.

The construction itself was finalized in June They (Serasih) shall conduct reparations if there indeed are damages. These units have been deluged by rain and water. No maintenance was ever conducted, therefore resulting in small damages which we shall repair, he said. In the meantime with regards wells which are non-existent, this is due to there being an offer from another NGO to help construct such wells. A drill well shall probably be constructed, thereby the water shall be of better quality, he said. Denny admitted that the Serasih Indonesia NGO shall consult and cooperate with the BRR to settle this issue. Specifications Must Be Complied With Muhammad Azami Muhammad2005@yahoo.com Until now, already tens of thousands of housing units have been constructed in Aceh by various organizations or institutions. However, there are those inhabiting these housing units and there are those who are not. The reasons vary, from the issue of quality up to the non-availability of basic facilities. Dr. Agussalim, Expert Staff of BRR in the Housing and Land Infrastructure Sector, disclosed that this phenomenon is occurring in the field. Dual Supervision According to him, until now there dual supervision has been conducted in the construction of housing which is coordinated by the BRR. First, he said is the project supervision conducted by supervisory consultants. Second, he added is the supervision conducted by the supervisory board. Supervision conducted by the supervisory board is more concentrated on the benefits of housing development, added Dr. Nazamuddin, economic expert from Unsyiah who also significantly supervises the construction of housing by various NGO/institutions. Must Be According to Standards Checking needs to be conducted after a house has been constructed whether it is inhabited or not. If it is uninhabited then this means that there are no benefits or use from the construction thereof. The reasons for such non-inhabitation vary, they could be due to complementary, functional as well as health aspect considerations. Other than the aspects of completion and function, a house should also fulfill basic health standards. For example there must be a toilet, clean water, waste disposal system, air ventilation, added Agussalim further. (Picture) a resident of Lamisek finalizes the construction of the roof of his aid house. Many residents are rejecting aid housing units prepared by NGOs due to the construction quality that does not meet standards. (Picture) Tens of temporary housing units which in the end could not be used or inhabited due to the quality of construction that was not according to standard and were therefore not fit to live in. Ceureumen 17 Page 4 News on Blue Print No Longer a Headline Novia liza & Teuku Zulyadi Nol_wonderland@yahoo.com Mus has been trying to get by for 10 months by the bank of the Alue Naga Aceh River. This is indeed a temporary residential area. So has M. Husen. Both feel that they cannot stand to live far from the ocean. The ocean is not only their rice field, it is also their empire.

Based on such they persisted to stay in the village that, keeping in mind the Government phrase for Red Zone, is named the Restricted Area. Restricted as in not allowing construction of residential buildings. Not only in Alue Naga, similar cases have also taken place within the area severely damaged by the tsunami tidal waves. For example, in Krueng Raya, Lamteungoh Peukan Bada, Meulaboh, Calang, Aceh Jaya, etc. Therefore, it is not surprising that most of the victims ignore the restriction. This is because, no matter what the situation is, their original villages are quite strategically located to survive in accordance with their previous professions. Mus realizes this issue. That is why the banks of Lamnyong River are considered highly strategic for fishing, particularly when the location is at the hills of their villages. Uninformed about the Blue Print Aren t they afraid that the Government would blame them for living nearby the ocean, especially when there already are warnings? Most of the residents admitted that it is their choice. They are not concerned with what is called the Blue Print. Some of them acknowledged that they have heard about it. When our villages are completed, we certainly shall be forced to move. This is Government property, while this is still an emergency, thus we shall remain here, stated Husen. The Government may prohibit us from living nearby the ocean, but this is what we all want. However, until now, they consider it as rumors spread by certain people. We once heard that it is prohibited to build houses 2 kilometers from the shore. However, there many people in Ulee Lheue and Peukan Bada, Aceh Besar, violating such regulation, Mus added again. The residents of Ulee Lheue and Peukan Bada and the other offshore villages are indeed correct. The rumors about blue print sounded sonorant in the beginning. However, at the very first moment the Head of BRR Aceh Nias, Kuntoro Mangkusubroto stepped on the land of the tsunami, he stated that the Blue print is not final. Photo-caption: A bird-eye view of Calang town seen from an airplane. Calang town shall move approximately 8 kilometers inwards towards the land for town expansion and simultaneously avoiding damages to the town should there be another tsunami. BRR Arranges Aceh with a Master Plan Mohammad Avicena biromartani@yahoo.com Do you still remember the blueprint or the master plan? You certainly know about the blueprint. In the beginning, this blue print had caused concerns to the victims of tsunami in the Land of Rencong. In short, it was chaotic. The issue was that the residents were no longer allowed to build houses near the shore. These must be as far as 2 kilometers from the shore. Then, 15 months after the tragic disaster, is the Aceh construction still under the guidance of the blueprint? We still refer to the master plan, said Tuanku Mirza Kemala, the spokesperson of the Rehabilitation and Reconstruction Body Aceh-Nias to Ceureumen last weekend. The master plan is not much different from the blueprint. It is just that the BRR Aceh - Nias is reluctant to use the term blueprint, which was pioneered by the National Development Planning Body (Bappenas) and the Regional Development Planning Body (Bappeda) Nanggroe Aceh Darussalam (NAD). We do not know the term blueprint. There is only the master plan mentioned in the perpu, Mirza continued again. For Mirza, both are not much different. However, the bottom line is that it still intends to arrange Aceh to become better after the tragic disaster on 26 December Psychological Issues Nevertheless, it does not mean that it has no problems. He acknowledged that the construction of residential houses so near to the shore still has a place in the corner of the master plan issues. This has become related to psychological issues, he added again. Whatever we say, they shall continue to stay and it shall be a significant problem.

Therefore, Mirza continued, his department understood the condition within one to three months after the tsunami. This was when the return flow of the residents who wished to see their properties could not be prevented. Due to that, BRR highly considers and grants the psychological bond of the people to their land, especially when this constitutes their only assets. It is probably based on such that the Head of BRR Kuntoro Mangkusubroto when he was assigned in Aceh for the first time, immediately made a statement. The Blueprint is not final, he stated at the time. However, principally, BRR shall continue to refer to the master plan, said the spokesperson of BRR, Mirza Keumala. VOICES OF THE PEOPLE Moslem Syariah and Health I am always concerned about what is happening to the Aceh people and in my own way I and my family always try to help with what I can and should do. I am also someone who always follows the latest developments regarding what is happening in Aceh as well as the development of the people. Although I am not from Aceh, I can speak the Aceh language quite well. I am also keenly interested in what is written in Ceureumen and hopefully such writings, especially the ones related to health issues, shall become a reminder to the readers to maintain their health properly. I hope these efforts can be continued. I have one comment concerning the picture of a check up for pregnant women published ( Such pictures, which show genital parts of Moslem women, should not be published in Ceureumen. In Moslem medication, we try to keep the genital parts of the patients covered, and we can only expose those in cases of emergencies. Such issue could have taken place because the parties involved do not understand the Moslem law. This is because I see that there are names involved in Ceureumen who are non-moslem, but still they want to help the people, including in the health sector. This is not their fault. They need to be informed and educated. Thank you for those who are non-moslem but still want to do good deeds for the people in Aceh. These are my views and suggestions. Hopefully, Ceureumen is able to continually generate good announcements for the readers. I can also contribute writings related to dental health of the people if needed. Thank you. Dr. Ayu Abdullah BDS (Australia), M.Com.Med (Malaysia) Head of Department and Principal Dental Officer Tamworth Base Hospital New South Wales, Australia Why Don t We Get Ceureumen? For quite some time we have heard about Ceureumen Tabloid, which is published by Multi Donors in. Unfortunately until now, we have not seen the tabloid. We were informed that the tabloid is free, is this true? And we also heard that we can obtain the media attached to the Serambi Indonesia automatically, since we have purchased a Serambi Indonesia newspaper. However, in reality, many distributors do not attach it to the newspapers. I am disappointed with such event. This process should have been monitored, whether by the publisher or the management of Ceureumen Tabloid. Do not let the refugees and the families of the tsunami victims miss receiving any information presented by the Ceureumen Tabloid. Who knows that there is important news inside. We miss a lot if we miss just one. Those are my feelings, hopefully it is useful and in the future Ceureumen can have more pages and improve. Amen. Evri Yenni Perumnas Krueng Geukueh, Lhokseumawe

Those who wish to contribute to the Voices of the People in the forms of ideas, suggestions and critics concerning reconstruction may send letters to Ceureumen Tabloid PO BOX Ceureumen 17 Page 5 Walhi: Is there any Prevention? Mohammad Avicena biromartani@yahoo.com The Director of the Indonesian Environment Association (Walhi), Cut Hendon stated that she quite agrees with the Head of BRR, Kuntoro Mangkusubroto, who said that the Aceh spatial layout needs to be regulated. And currently the Aceh people are arranging their spatial layout themselves. However, the Walhi regretted that the Government did not package the information neatly and make it readable by the people, regarding the information on areas vulnerable to disasters. Thus the public is uninformed whether or not an area is suitable again to live in. Then, the question from Walhi is, has the BRR and Government distributed valid information concerning which areas are suitable and which are not?, questioned Cut Hendon. Such information, she said, can be a reference for the people who then can re-plan their development and a reference to know whether they are allowed to return or not. Hazardous Points Cut Hendon mentioned that from the results of a research by Walhi, they discovered evidences that there are 100 points in Aceh containing hazardous gas. Unfortunately she was reluctant to mention which areas. Walhi also does not wish to disclose the areas with hazardous content to the people because they do not want to cause any concern, nevertheless Walhi is still going to try to convey such information in a more preventive language, she reasoned. Particularly in the spatial layout process, master plan or blue print, or whatever it is called, Walhi themselves acknowledge that they have guidance. According to Hendon, to establish a spatial layout, there are at least three issues which require attention. The issues are (1) people security and welfare. That is a priority, we cannot see the long term impact for the people in this aspect in, she explained. Then, (2) Sustainability of Services from Natural Resources and (3) Productivity of the Residents for the Future. How is the sustainability of the economy and culture in the mentioned spatial layout? This cannot be implemented without the process of involving the people, Hendon stated. Thereafter, Walhi also asked, Is there any response from the BRR to disclose such, in a mitigating manner, to the people living in such hazardous areas? NGO Refers to the Community Meeting (Duek Pakat Masyarakat) Mohammad Avicena biromartani@yahoo.com Psychological factors actually have influence on the rehabilitation and reconstruction in Aceh. Such emotional connection is extremely dominant here. Based on such assumption, some consider that the rehabilitation and reconstruction process has ignored the master plan. Media Officer of Oxfam, Yon Tayrun, stated to Ceureumen that his institution has built houses for residents based on the village duek pakat peutuha. Or referred to as the Community Meeting in modern language. These results of the Community Meeting are what we use as references in building the houses. This is certainly in accordance with the wishes of the residents, he said.

Although they always refer to the results of the duek pakat, Oxfarm however never shows tolerance if the locations of the residential houses are too close to the shore. Nevertheless, this does not mean that such residents do not receive any aid. We still care for them, said the man whose nickname is Yon. Not Ignoring Oxfam itself, he said, does not ignore the government plans pioneered by the BRR Aceh Nias, especially the ones contained in the blueprint. Yon understands that the approved blueprint is still too general. However, his institution still complies with the regulations stipulated by the related instances. He gave an example of the utilization of construction material, stones, bricks, cement, and standards of construction. We still follow the Public Works (PU) standards for these technical aspects, he explained. According to Yon, his institution always respects the blueprint and efforts on spatial layout provided by the BRR in the process of rebuilding the Land of the Rencong. We do not wish to ignore it. The blueprint is one of the tools to reconstruct Aceh which we have mutually agreed upon stated the former journalist. Audience A similar issue was also stated by the Director of Moslem Aid of Indonesia, H Fadhullah Wilmot. He stated that in building houses, his institution still refers to the regulations stipulated by the BRR, namely the master plan. We also build houses in accordance with the regulations. Each time we enter a location we have already had a hearing with the local government, said the man usually called by the name of Haji Wilmot. However, due to the psychological elements of the victims, they only have a low level of tolerance. Then what would happen if a similar disaster occurred? We have also distributed leaflets containing safety mechanisms during a disaster, Yon Tayrun continued. It is just that he regrets the proactive attitudes of the government in the socialization of such information to the people. Yon himself admitted his admiration to the simulations of safety measures during a disaster established by the government of West Sumatra. However, there are none in Aceh. Well! Ceureumen 17 page 6 Cooking is Easy In Aceh it is not hard to find ikan teri. Many such tiny fish are sold in various markets. You can even find these directly at the fishery drying sites. Even worse, flu attacks are often accompanied by fevers and headaches which are extremely distressing. The risks of being attacked by flu usually escalate when occurring to the elderly (above 65 years old) or sufferers of chronic illnesses such as coronary, hyper-tension, diabetes, bronchitis, asthma. Following are tips to get rid of flu Strengthen Your Body A healthy body and peaceful mind are your main fortresses against flu. Eliminate your stress, have sufficient sleep (8 hours, however for some a deep sleep without awaking for 6 hours is quite sufficient), and regular exercise. Wash Your Hands A lot of infections of the flu virus occur due to contact by handshakes. Wash your hands often each time you shake hands or visit a public area, especially when you are about to get in touch with food. It is suggested that one washes hands by using warm flowing water for 15 seconds, it would be even better if one uses antiseptic soap. Each time after visiting a public area, for instance a mall or a market, wash hands more thoroughly. Take care to wash the palms and in between the fingers too. Drink Sufficently During the flu season, try to drink adequately. Normally approximately 2,000 ml. However you could drink more especially when you are in an environment that absorbs a lot of body fluid, for instance constantly being in an air-conditioned room, heavy physical activities, being under the direct heat of the sun. Do not ever have inadequate drinks. Enrich Input of Nutrients In between drinking, part of such is suggested to be in the form of fresh fruit juices. Other than being refreshing, fruit juice has an abundance of vitamin C and beta-carotene which are strong resisting agents against flu. Avoid preserved/processed/instant foods which

have undergone significant damages to its nutrients, unless the food is processed traditionally by way of fermentation such as tempe (soy bean cake) and yoghurt. Prioritize fresh food. Herbal plants that taste bitter in general have the benefit of increasing the human body s immune system, such as papaya leaves, simbiloto leaves, the branches of the papaya leaves (brotowali) and momordica (pare). Consumption of such bitter herbal plants have proven to be extremely beneficial in improving immunity thus preventing flu. Ceureumen NO. 17 Crossword Puzzle Across 1. Moving 5. Small measurement 6. 12 Ceureumen 17 page 7 When RI-GAM Are In Dispute Muhammad Azami Muhammad2005@yahoo.com What must be done by the Aceh Monitoring Mission (AMM) if the Republic of Indonesia and the Independent Aceh Movement (GAM) are in dispute over the implementation of the points in the peace agreement (Memorandum of Understanding). For example, if the RI or GAM feels that the implementation or policy of one side is contrary to the MoU. Indeed, all issues are expected to be overcome. However, if such endeavor becomes difficult, there already exists a mechanism to settle disputes between both parties. In the MoU signed in Helsinki on 15 August 2005, there are articles that explain on how to settle disputes. Following are points mentioned in the MoU as steps to take in the settlement of disputes: As a regulation, disputes that occur within the implementation of the Memorandum of Understanding shall be settled by the Head of the Monitoring Mission, through deliberation of the parties and all parties are required to provide the necessary information immediately. Head of the Monitoring Mission shall make a decision that is binding on all parties. If the Head of the Monitoring Mission concludes that the dispute cannot be settled through the abovementioned manner, then the dispute shall be jointly discussed by the Head of the Monitoring Mission and the senior representative of each party. Thereafter, the Head of the Monitoring Mission shall make a decision that is binding on all parties. In cases where the dispute cannot be finalized by either of the abovementioned methods, the Head of the Monitoring Mission shall report directly to the Coordinating Minister of Politics, Law and Security of the Republic of Indonesia, the political leader of GAM and Head of the Board of Directors of the Crisis Management Initiative, and also inform the Political and Security Committee of the European Union. After consultation with these parties, the Head of the Board of Directors of the Crisis Management Initiative shall make a decision that is binding on all parties. The Possibility of There Being A Dispute What could cause the occurrence of disputes? Draft Bill on Aceh Governance (RUU-PPA) which is now being discussed at the House of Representatives Republic of Indonesia. In a number of opportunities GAM stated that they shall submit a formal protest to AMM if the contents of the UU-PPA should later on be assessed by them as being contrary to the MoU. Amnesty for GAM political prisoners. Until now GAM is still demanding the release of people whom they consider as political prisoners. Illegal Groups. The AMM has already officially stated that illegal groups must be disarmed. The AMM shall even request for a letter of guarantee from the Indonesian government for the disarmament of such illegal groups. Prior to this, the Republic of Indonesia has repeatedly denied there being any illegal groups which are often named the militia in Aceh.

Pieter Fieth, Head of AMM: Both Parties Must Improve Dialogue Shall AMM also monitor the implementation of the Regional Heads General Election (Pilkada) which shall probably commence in July 2006? The AMM has the duty to monitor the process of changes in statutory regulations, as contained in the Memorandum of Understanding article 5 paragraph 2 point e. The Draft Bill for Aceh Governance is currently under discussion by the House of Representatives in Jakarta and the AMM shall respect the work of the national parliament. The AMM shall not interfere with their work. Thus, the AMM shall not monitor the Pilkada? In accordance with the Memorandum of Understanding the Draft Bill for PA must be ratified at the latest on 31 March. The AMM shall not monitor the Pilkada, however the AMM shall be present in Aceh as a stabilizing factor until before the implementation of the Pilkada. It appears that monitoring over the Pilkada shall be conducted by the General Election Monitoring mission of the European Union which is a separate body, following the invitation from the Indonesian Government. Is there a possibility of an extension of the assignment of the AMM? The AMM has officially been extended to 15 June. Such extension was based on the invitation from the Indonesian Government and such extension was also supported by GAM. The duties of the AMM remain unchanged as contained in the Memorandum of Understanding article 5 paragraph 2. Although already signed 6 months ago, according to you, should the MoU still be socialized to the people? Yes, the Memorandum of Understanding is currently being socialized. The regional offices of the AMM have applied good efforts in the socialization of the Memorandum of Understanding together with regional representatives from the Indonesian Government as well as from GAM since last November, and this shall continue into the future. What is the objective? The objective is that such socialization be implemented in each district in Aceh. The Socialization Team has even launched a joint team between the Indonesian Government and GAM throughout the corners of Aceh to socialize the Memorandum of Understanding. Are there many obstacles? There is still a lot to do. The AMM is urging all parties to improve the socialization process. According to you, what crucial matters determine peach for Aceh in the future? Commitment from both parties towards the agreement they signed in Helsinki on 15 August 2005 is obviously a fundamental matter. It is also extremely vital for both parties to improve direct dialogues and discuss issues related to the Memorandum of Understanding without having to go through the AMM. Other than that? The RUU-PPA shall be ratified and the Pilkada shall be carried out. Efforts of reintegration must also be accelerated and socialization should continue. The communities should understand the Memorandum of Understanding in order to be able to support such and they should be able to support themselves and their families economy-wise. It is important to create job opportunities for the people.

Ceureumen 17 Page 8 Raising the Meaning of Loneliness Teuku Kemal Fasya Yogyakarta The Lian Sahar painting is displayed! Just take a look at it, whether with contemplation through the framework of technical reference of art, or with the emptiness which continues to batter the soul. Just observe it slowly and hold the comments! If you want to, you can add a psychological trick by uniting your sighting sense with your cogitans aspect, which teaches you how to express visual forms and compare them. There are lines, gestures, composition, and colors open to interpretation and metaphors. Some artists and art experts categorize these kinds of paintings as surrealismexpressionism or the abstract category. However, what is the meaning of category compared to the experience of seeing? I have my own language which can be used as signs. My early message: nothing can be completed as the truth when you realize that the one you must capture is something that conventionally and socially has not gotten a name. Wild Experiences One time, I was observing a Lian Sahar painting of chunks of hard, dark and cool stones. My focus on a quick meaning vanished when I discovered that there was a quite striking line on the side. Oh, no! It was a carving of a face of someone from an isolated tribe. The lines showed that it was a man. It might be the form of the head of an Indian Chief which is tough and influential. An open language! What did Lian Sahar make that impression of an Indian Chief for? Is it because of his past experience in traveling to the United States and viewing a native community who were cornered and considered as exotic performances for the tourists; a country which in the end was conquered by the British and Irish plunderers? Probably you actually do not really need to know, since what happens in an expression of a painting is an out of control, wild experience and every artist deeply understands for whom and how to capture (imprison) the wilderness. Or, also concerning the painting of the three women. The lines pouring over the shape of the angelic women are very minimalist. At a glance, it is almost not much different from a sketch; however, what makes it different are the colors. The choice of color is another political sign which most probably gage birth to a number of references. Whether you agree or disagree, the three women who appear dependent and naughty are actually biographical pictures of dry women who are suffering. Just observe the black eyes, their personalities and places of origin which are almost unrecognizable. Their eye lines are dark and do not express any passion at all. Who are these women? Palestinian women? Acehnese women? Women who were forced to become prostitutes and then left by their admirers after their beauty slowly vanished due to age and lies? Text A painting is none other than an open text. It is different from a photograph, because a photograph constitutes a slice representing history, attitudes, context of certain archia (origins) or telos (purpose). A painting is not so. A painting is present as a form of expression which opens and frees the imagination. Paintings, especially the abstract ones, honestly do not need to represent any socialhistorical truth. Therefore, some painters do not feel the need to provide captions just to satisfy the visitors or collectors. When it must have a name, its presence is nothing more than just a decoration, it does not represent the painting above it. Captions do not totalize the whole particulus of a story of a picture or painting. It could even distort. Paintings may be referred to as the most absolute shapes of the roles of text as conveyed by Roland Barthes as a form of the death of the painter. From Martin Heidegger to Jacques Derrida

have tried to destruct the logo centrism of text, however text such as these cannot really be eliminated from their author message, furthermore they represent the figure of a binding philosophical era. Pure and Authentic However, in paintings, text can be constructed quickly and definitely into the understanding of time turbulence of users-observers (the free ones certainly), since it is a writing (ecriture) product that is easy to interpret. A painting is definitely a pure and authentic form of art. It can resurrect and simultaneously deconstruct the aspects of education which have been trapped by positivism, banality of politics-social reality, television visuals, simulacra, and almost the overall modern culture industry limped by dehumanization. Paintings, particularly abstract ones, are ways to see oneself without being dictated to and pedagogy. How do such things become operational in the real social life? Most definitely with reflection and an attitude of being unafraid to make mistakes. Meaning When we have arrived at a space that does not view the truth as an issue, this is where a special presentation is served to enjoy paintings. That is the ultimate experience, which continues to be developed each time we read an absurd novel or see a non-thematic opera. In abstract paintings, the tolerance space seems so friendly. You can see anything or even disclose the meaning of the paintings of Pablo Picasso (for his cubism), Jackson Pollock, Affandi, Tamara De Lempicka, Frieda Kahlo, Srihadi Sudarsono, AD Pirous (for his non-calligraphic paintings), Hanafi or Heri Dono, using a joyful heart and your own perspective. Yes, amidst those pedestals of time, Lian Sahar describes his happiness, position, complexity, curiousness, merriness, and loneliness in his paintings all of which are having a ball in this exhibition. That is Lian Sahar s A Hundred Songs of Solitude. A loneliness which marks a meaning. Have a great exhibition and happy birthday, Mr. Lian. I wish you takzimk, long life and continuous good fortune. Time can indeed roast politics and power, but it can never freeze art and imagination, particularly the abstract ones. (A lecturer at the University of Malikul Saleh, majoring in Anthropology FISIP, Lhokseumawe, Aceh) Concern regarding Aceh Cultural Dialog Mahdi Abdullah mahdiart@yahoo.com The Aceh Cultural Institute (ACI) just held an Aceh Cultural Dialog in Negeri Aceh Museum,, on Saturday (11/3). The mentioned dialog gave birth to a number of agendas and ideas. Concern From the dialog of the Culture Physique group, various concerns have emerged regarding the extinction of cultural tools and practitioners after the tsunami hit Aceh. As disclosed by Nurdin AR, the Head of Negeri Aceh Museum, Aceh s Utoh rumoh is now rare, even before the tsunami it was really difficult to find. It seems that the innovation in Aceh ornaments had become stagnant in the process. With regards the town physique, such as that is currently active implementing construction plans for new and old towns, how unfortunate that the buildings with historical background have vanished, and the old architectural region had been destroyed since before the tsunami. Therefore it is unclear whether it is the new or the old town that is being built. A similar concern was also disclosed in the historical manuscript, such as the devastation of the Aceh documentation center, and the non-existence of modern art museums in Aceh, whereas Aceh art is currently in a developing stage. The cultural dialog was divided into three discussion groups, among others culture physique, culture ideals, and culture materials groups. The results of the dialog shall be brought to the Aceh Cultural Congress which is planned to be held on 8-11 April 2006, at the Negeri Aceh Museum,.
