He was playing surrounding the tent built by his parents, location of which is adjacent to the other 50 aid houses from the Rehabilitation and Reconstruction Body (BRR). Aiyub s parents are refugees from Ulee Reubek Village, Seuneuddon Sub-District, North Aceh. Their tent is located on the sidewalk, below the trees in Ulee Reubek Village. In that hut Aiyub s family share the tent with another family, which is the Abdullah family. Studying in the tent Since the age of 1.5 years old, Aiyub has been living in the tent. He indeed learned to walk in the tent. Aiyub s mother, Rohamah, frequently feels devastated watching her son. Rohamah said that when the waves hit, Aiyub was only 1.5 years old. From that age, until the age of 3, he has been living in misery. In one year, Rohamah has changed tents three times. Rohamah said that every time it rains, Aiyub and she cannot sleep, especially when lightning strikes, Aiyub becomes extremely frightened and often cries in the middle of the night. Rohamah s husband is a fisherman. He returns to the tent only once a week. Therefore, there are only both Rohamah and Aiyub, and the Abdullah family. Rohamah said that At night, the four of us sleep in this tent, while our children sleep in the neighbor s tent, and so it goes on every night. 1

2 Forgotten Evidently, both families have not yet received aid from the government. Whereas their houses were flattened. Rohamah admitted that the village she lived in was very isolated, thus maybe the government forgot that there are people there who still need places to live in. Repeatedly Rohamah said that they are hoping so much for the houses to be built immediately, since other residents, who also suffered the same fate have already received the aid. Why have we been forgotten? Rohamah is also concerned about Aiyub s condition if they continue living in the tent. She said that she is afraid to continue living in the tent, since it can influence Aiyub s condition. However, she acknowledges that she does not have any idea when these difficult days shall come to an end. Maybe Aiyub has to spend a part of his childhood in the tent. Ceureumen No Page 2 QUESTION AND ANSWER Question: What is the difference between BRA and BRDA? Hello editors of Ceureumen. Assalamu alaikum Wr. Wb. I have just received Ceureumen s last edition. As usual, the contents were very informative and interesting. Keep up the good work! There was news regarding the BRDA aid for victims of the conflict in one of the columns, but it was unclear whether the BRDA is similar to the BRA. I think it is, but please confirm. I am afraid that with the numerous organizations and institutions working in NAD, it would seem that there are two institutions handling the said issues. Thank you and best regards to all. Wassalam. Faisal Siddik djakarta@gmail.com Answer : BRA and BRDA are similar. Both are the abbreviation of the Aceh Peace Reintegration Institution. The Aceh Peace Reintegration Institution is abbreviated as the BRA. Therefore, since it was considered peculiar from the language aspect due to the frequent negative connotations made with regards BRA, the final abbreviation approved is the BRDA. Determining Expired Food Question : As a refugee, I do need whatever kind of aid I can get. I am forever grateful to those providing the aid. However, sometimes the aid given has expired. The aid that usually has expired is in the form of food. As a consequence, we often feel worried about eating such aid. Sometimes, there are unclear signs on the aid given, whether it has expired or not. My question is, how does one identify expired food and where do we have to report this to, to check whether the food has expired or not. Is there an institution which examines the food, whether it is suitable to be consumed or not? Siti Fajriah, Lhoknga, Aceh Besar. Answer : According to Prof. Dr. Ir. Dedi Fardiaz M.Sc, the Director of Inter Food and Nutrition Universities, Bogor Agricultural Institute, decreasing product quality can be reflected by the smell due to oxidation by the O2, the growing microba due to the environment condition, which could cause possible changes in taste, the change of form from liquid to crystal due to vaporization, or from powder to clumps due to absorption of steam, and change of color to become brownish as an impact of a chemical reaction suffered by the product during its storage. Meanwhile, indicators that are invisible but can be sensed are reflected in the reduction of vitamin content or decreasing protein quality due to a denaturalization process. 2

3 On such grounds, food/packed food products usually mention expiry dates on their packages. The normal terms used are Expiry Date or Best Used Before. This means that the product is at its best quality only until the said expiry date. However, it does not mean that right after it reaches the expiry date the product shall immediately be toxic; it only means that the product is not suitable for consumption. Therefore, the best use is prior to the expiry date. However, those who are uncertain with the aid received can consult with the Medication and Food Supervisory Center (BPOM). Receipts signed, Aid did not arrive Muhammad Azami Banda Aceh A keuchik in a village in Lhoong Sub District, Aceh Besar, admitted that he has been feeling unease towards his residents for months. The issue is none other than aid. This is because he has announced to his residents that a Rp. 10 million aid shall arrive for the village. However, until the end of June 2006, the aid still has not arrived. The residents probably think that I have embezzled the money, said the man who wished to remain anonymous. What surprised the keuchik even more is that the process of the aid providing plan is very complete. It was even witnessed by the elements of the local Muspika last November Many of the residents were also witnesses. The keuchiks indeed were not asked to sign the receipts right away. Only a couple of days thereafter the Sub District Head called the keuchiks to sign the receipt. The amount written on the signed receipts was Rp. 10 million. Since the aid has not arrived yet, there have been at least four keuchiks who are complaining. They had even drawn up a written statement on a legalized paper (with revenue stamp) and submitted it to GeRAK (Anti Corruption Movement) in Aceh Besar. The contents of the statement is: They had signed a receipt for aid amounting to Rp.10 million on November 2005, however, until now, such aid has not been provided. In response to such condition, the Coordinator of GeRAK Aceh Besar Helman Madewa, SH said that they reported this case to the District Police of Aceh Besar last July 4th. Helman Madewa expects the law enforcement officials to respond to this case as soon as possible. The Law Enforcement Officials must also follow up on this case, through pre-investigation, investigation, prosecution, and handing it over to the court. This must be investigated to the very end, he said. Helman assumed that there is a possibility that the promised funds are included into the post tsunami emergency response funds. 4 Enterprises amounting to Rp.26.2 billion, and Regional Enterprises amounting to Rp.16.8 billion, other entities amounting to Rp billion, private companies amounting to Rp billion, political organizations amounting to Rp billion, community organization amounting to Rp.9.74 billion, and others amounting to Rp billion. Other than in the form of cash, domestic aid also comes in the form of goods, amounting to 463,573,970 units, including goods that are valued at Rp billion. While the total aid received from overseas during the emergency response period, if conversed into Rupiah, is approximately Rp.4.6 trillion. Such was the speech of one of our proclaimers, Ir.Soekarno, a saying which thereafter was known as the Red Jacket. If a nation forgets its history, then such nation is about to go down. Numerous documentation destroyed Aceh, a province that was known as Serambi Mecca as well as other names has a long journey of history. Since its establishment until post independence period, such historical archives are orderly arranged in a library building. This is evidence that Aceh was a big nation. It is unfortunate that a number of historical sites, even storage rooms for various kinds of Aceh historical scripts and documents, are now gone, devastated by the tsunami last All important archives and documents kept in Aceh Documentation and Information Center (PDIA) were destroyed by the tsunami. Currently, there are only a couple of hundreds of books remaining. And those are the ones that have been reprinted by the PDIA itself, disclosed Drs. Rusdi Sufi, when visited by Ceureumen in FKIP Unsyiah campus, lasat week. Willing to receive aid, if... Like the saying goes, it is like one who falls and then gets hit by a ladder. The administration office that stores thousands of vintage scripts and Aceh historical documents must now be homeless without an office building. Luckily the Aceh museum management has provided one small space as an office to run the activities of PDIA employees, who are generally honorarium based, as a place to store the remaining books. Out of the tens of thousands of archives and scripts about Aceh, currently there are only a few hundreds of books left. Such as the copy of Patra Sulthan-sulthan Atjeh, family tree of descendants of Alwa suhubillah, and numerous classical books worth hundreds of million of Rupiah. According to Ceureumen s observation, the remaining archives have not been receiving adequate care from the management staff, due to limited space. Many parties want to help Aceh, especially to return Aceh s identity post tragedy in December one year ago. The Netherlands, through its institutions is willing to contribute copies of the missing archives and scripts. As the country which once ruled Indonesia, the Windmill Country has numerous copies of Aceh s historical documentation and archives. Koninglijk Instituut Voor Taal Land en Volkenkunde (KITL V) Leiden and Koningklijk Instituut Voor Tropen (KIT), for instance, are willing to send the copies of archives, scripts, and books on Aceh history. However, they require that Aceh must have an office to store the documents provided, thus they shall not disappear again. A building for the mayor Isn t there any aid at all from the Regional Government or competent institutions to relocate this building? There certainly is, the BRR has allocated funds for the construction of the PDIA building, however, the problem is that the land where the building used to be is going to be taken over by the Municipal Government to build a Mayor Office, explained Dr. Darni M. Daud MA, the Rector Assistant for Academic Sector of Syiah Kuala University. 4

5 Other than the BRR, numerous other institutions are willing to help rebuild the PDIA office, such as Stichting Putjut-Fonds that has been helping Aceh for a long time. Similar to such opinion, Prof. Dr. Abdi W. Wahab, Rektor Unsyiah, hopes that they shall not eliminate history only to build the Mayor s residence. Arranged by Unsyiah Let s take a look back at the notes and agreements that are about to be forgotten. The land owned by PDIA must be returned to Unsyiah to be re-managed to once again become the Aceh information and documentation center. Ali Hasjmy Museum was saved Although many documents are gone, Library and Museum Ali Hasjmy were rescued from the tsunami. The surface area is 3,000 square meters. And it is located aaat Jl. Jenderal Sudirman No. 20, Banda Aceh. 1,500 books At least 1,500 books are stored in the library. The mentioned books are written in the language of Aceh, Indonesia, English, Dutch, and other languages. The majority of these books are in the form of documents, old manuscripts, photo albums, and Aceh cultural matter. This museum constitutes the first private museum in Aceh, further contributing to the residents there. Numerous History Books Prof. Ali Hasjmy is remembered by the Acehnese as one of the former Governors of Aceh. During his lifetime, he was also known as a former chairman of MUI Aceh, a culture expert, and an artist. The various collections of Ali Hasjmy museum include an Al Quran on goat leather, published in early XX century and books of Aceh, including the history of Cut Nyak Dhien. Also a Work of Hasjmy Besides the remaining history, there are also the books of Ali Hasjmy in that museum. For example, the poem Isah Seorang Pengembara which was published by Pustaka Islam Medan (1936), Sayap Terkulai, which is a war romance published by Balai Pustaka, and an abundance of Aceh historical notes. Based on the notes, he had written no less than 56 books, and that does not include the numerous articles he wrote in various mass media and seminars in various places. 5

6 Ceureumen No Page 4 VOICES OF THE PEOPLE Where did the reintegration funds go? We, the poor people who have been living in conflict, have been waiting for the disbursement of reintegration funds for a number of months. Unfortunately, there has been no news until today. The Government had better look for new solutions. We indeed acknowledge, as told by the mass media, that over 40,000 proposals were submitted to the BRA. This is certainly not a simple issue. It is amidst all this non-simplicity that a wise action is needed in order to immediately disburse the said funds. For the decision makers in the BRA, do not kamoe preh boh ara hanyot or preh timoh gi goe manok. Therefore, I, representing a number of victims of conflict who have been waiting for the uncertain funds for so long, expect the PER funds case not to be repeated. We are concerned that in the future the ones receiving or prioritized in the distribution are the officials who admit that their assets were taken away during the conflict. Their excuse was that they are also victims of the conflict. Especially the apparatus who have no shame. They always have adequate excuses, either burnt down houses or shot vehicles, and etc. This is the latest news. If this is correct, we are certain that the cupo-cupo who only had to toe jen boh aneuk shall never receive the said integration funds. Whereas the funds are set aside especially for them. Thus, when the other medias in general are engrossed with politics and regional heads election news, at least there shall be one tabloid that continuously publishes the complaints of the victims of the tsunami. This is my complaint, hopefully it shall receive a response from those who consistently care about the people. Thank you for publishing this comment. Rusli Suak Timah, Samatiga Sub District Aceh Barat District Watch Out for Political Brokers Approaching the Regional Heads Election Replacing new Citizen Identity Cards in Aceh, especially for Banda Aceh city, has proven to cause issues in the future. These issues have begun since the providing of KTP to the citizens of Aceh. What attracts my attention is how to maximize the providing of KTP, thus becoming right on target. This means that do not let those who are not entitled to hold Aceh KTP easily replace their KTPs here. Due to the importance of Regional Heads Election, there shall certainly be many intermediaries for KTP. The objection is to be handed over to those who wish to become the leaders in this region. With numerous immigrants entering Aceh, it is possible that such has been occurring lately. Therefore, we only want to remind the related officials to be truly selective in providing KTP. Especially with reference to UU-PA, it is not easy to acquire Aceh KTP, since one must at least have lived in Aceh for 20 years, then one can call oneself an Acehnese. 6

7 Yuli Punge Blang Cut, Jaya Baru Sub District Banda Aceh Acquiring Qualified and Legal Logs Muhammad Azami Banda Aceh In order to rebuild Aceh after the earthquake and tsunami tragedies, logs have become crucial materials, whether for the reconstruction of aid housing units or for supporting other constructions. Unfortunately, the residents, NGOs, or organizations involved in the reconstruction are facing difficulties in acquiring qualified logs. Therefore, the reconstruction is slightly obstructed. According to Husaini Syamaum, Head of Sub Working Unit of Production Forest Utilization, Forestry Working Unit of the Nanggroe Aceh Darussalam Province, it is currently difficult to find qualified strong logs in Aceh. Even if there were logs sold in lumber mills, most of them are not of good quality. The majority of the logs were even obtained from the Conservation Forest, which certainly means this is illegal. The more difficult it is to acquire the said type of logs, the higher the selling price. Following is a number of examples for normal prices of strong log products in the market. Meurante : Rp.2 million per cubic meter Gengal : Rp.2 million per cubic meter Kruing : Rp.2 million per cubic meter Seumantok/damar : Rp.3 million per cubic meter Teakwood : Rp.4-8 million Definition of Illegal Logging In accordance with Presidential Instruction No. 4 of the year 2005 concerning eradication of illegal logging in forest areas and its distribution throughout Indonesia, illegal logging is: Cutting down trees or harvesting or excavating forest produce, logs that originate from the forest area, without the right or license from the authorized officials. Receiving, purchasing or selling, receiving an exchange of, receiving deposits of, keeping, or owning and utilizing products of log forests that are recognized or should be recognized as originating from forest areas that are illegally taken or excavated. Transporting, controlling, or owning products of log forests that are not accompanied by statement letters concerning the legality of the produce of forest logging. 7

8 Carrying heavy equipment and or other equipment that normally or should be assumed to be used for carrying forest produce within the forest area without license from the authorized officials. Carrying equipment normally used to cut down, cut, or chop trees in the forest area without license from the authorized official. Ceureumen No Page 5 Supplying from outside Aceh: Outside Aceh, there are numerous companies capable of supplying high quality logs, and which certainly are legally licensed by the government. However, the logs imported from abroad have low quality. The weaknesses of imported logs are: The type of log is included as soft wood Not suitable for tropical area Easily attacked by termites Overcoming the Scarcity of Logs According to the Manager of Timber Help Desk in BRR, Saodah Lubis, the BRR has signed an MoU with the Department of Forestry last March. It is stated in the MoU that the BRR shall cooperate with the Department of Forestry in facilitating between the parties needing the logs and the ones supplying the logs. Providing license for a number of HPH companies in Aceh to become active again. Tens of companies that supply logs for various needs have been gathered by the BRR together with a number of NGOs/organizations that need logs for the Aceh reconstruction. The BRR demanded the NGOs or whatever organizations that need logs for reconstructing Aceh to provide complete data, in the forms of types of logs needed, sizes, or other specifications. Therefore, enabling suppliers in supplying logs that are in accordance with their needs. 8

Only the ruins of buildings, which are flattened to ground that are left behind. That is the sight of a beautiful small island, Kla Island, which is located at the area of Sabang bay. Several tourist facilities are destroyed by tsunami on December 26, Though the spirit to rise remain. Now, there are three new small huts built by a guard from the former tourist location. However, it is still far to be able to go back and become like the previous tourist location. The location of Kla Island is actually strategic. It is not far from Sabang city. The location is very accessible. It takes only ten minutes from Krueng Raya village, by angler s boat. This Kla Island is under the administrative of Krueng Raya, Suka Jaya district, Sabang. Before, on this island of three hundred hectares wide, it had a diving location. The condition of the seawater is tranquil and clear. A bounty of sea species and ridges of rocks used to live in this area. With the harmonious and well taken-care-of condition, explained Jafar, a villager of Krueng Raya, it has become a unique fascination for tourists. It is undoubted if this island used to raise the economic of Sabang in the tourism sector. Prior to tsunami, this small island is packed with vacationers. Especially during weekend, whether they are domestic or foreign tourists. In this island, other supporting facilities are available too, said Jafar, who previously was a diver. Among other facilities are a small restaurant and tens of rooms for rent such as in a tourist area. Several foreign tourists that came back to visit this island after the tsunami had suggested that this island should be re-arrange, said Jafar cited from a bule (foreigner), this island has an impressive panorama, mainly around the diving area. Now, there are no signs that Kla Island will be re-arranged as a tourist destination by the local government of Sabang city. According to Jafar, the people of Sabang city expect this tourism asset will soon be developed once more. The local government will then receive local income (Pendapatan Asli daerah PAD). It is suitable to be developed, more over, with the people s condition after the tsunami who finds it difficult to look for employment, said Jafar who is the commander of Laot Krueng Raya. Yudi, Victim from Khoknga serves at Lamno Nani Afrida naniafrida@yahoo.com With a slim body wrap in a white t-shirt, the appearance of Yudi (24) is so simple. So is his appearance while dealing with the society in his duty as a Project Officer (PO) of the International Medical Corps (IMC) Lamno, Aceh Jaya. I am also a victim of Tsunami, said Yudi to Ceureumen. Yudi is not making it up. All of his three houses in Lhoknga, Aceh Besar, are flatten by the Tsunami waves on December Luckily, his family survived. Work for NGO After the tsunami, Yudi decided to work for a Non Government Organization (NGO) At that time I didn t know what to do, but at the end I applied and worked for IMC, said Yudi, who is a D3 graduate at Faculty of Economy Unsyiah on 1999 seriously. Yudi was accepted at IMC and he was immediately transferred to Lamno, Aceh Jaya, as a logistic assistant. Why not in Banda Aceh? I have to be prepare to be transferred anywhere, Yudi said laughing. Now he is a Project Officer of IMC in Lamno and busy managing many programs for the tsunami victims in Lamno and around. But I regularly make time to visit my family, since the distance between Lamno and Lhoknga is not too far, he said. Do not promise As a NGO worker, for sure Yudi faces many people, especially those concerned by the IMC. As IMC not only assist in the medical area, but also in the economic, and one of them is the self-supporting economy. 11

12 Yudi realized many people are not comfortable anymore with LSM, as they assumed it only disperse promises. I am aware of that, that s why IMC never promise anything, said Yudi smiling. According to Yudi, what s important is how to approach them. As he knows how it feels since he is also a victim of tsunami. Everything depends on the way of approaching them, said the man who still looks very young. Feel at home Although he came from Lhoknga, Yudi confess that he is comfortable living in Lamno. He even felt that he has socialized with the people in Lamno. I feel comfortable here, especially I love my job, said Yudi. Yudi enjoyed meeting the people directly on the field. Whether it is in Lamno or Lhoknga, what s more important, I can be of help for those who are the victims of tsunami, said Yudi with a wide grin. Ceureumen No Page 8 What is KKR? The long journey of the story of peace does not end at the finalization of Draft Bill of Government of Aceh, and, thereafter, the establishment of the Human Rights Court. The remaining peace message is the importance of the establishment of Truth and Reconciliation Commission or KKR. Now, when people ask us, what kind of animal is KKR, then you should reply that KKR is the disclosure of the truth, which is a pre-condition of reconciliation. Reconciliation means disclosing the truth, acknowledging mistakes, and forgiving all of the above. Therefore, it would be impossible to achieve reconciliation without disclosing the truth. Fuad Mardatillah UY Tiba, an academician from IAIN Ar-Raniry, in a seminar in Banda Aceh, a few months ago, stated that KKR constitutes the next step after our incapability in the judicial process for Human Rights violations in the past. Later on, he said, the KKR is considered necessary in the context of the Aceh conflict settlement, since there are quite numerous violations of Human Rights in Serambi Mecca. KKR can also become the latest breakthrough, similar to such that had been implemented in South Africa and Guatemala. For national scope, a retroactive draft has been drawn up, in the disclosure of Human Rights cases, he said in a workshop in Wisma Bintara Pineung, Banda Aceh. The Executive Director of Human Rights Foundation of Banda Aceh, Saifuddin Bantasyam, was also present. To discontinue the grudge Particularly for Aceh, Saifuddin continued, with the conflict at its end, KKR is needed as a settlement alternative for the violations of human rights cases for the victims. The urgency is to bring the community elements together thus not prolonging the grudge. For the grudge to discontinue, basically the victims need to be provided with a media. Yes, a forum to know about the process of straightening out the history, if the cases experienced did not find justice during the judicial process of Human Rights. KKR possibly is also one of the implementation tools for Moslem Law in Aceh, he said. The Important Objective of the Commission of Truth The Commission of Truth has special traits in coverage, size, and mandate. Nevertheless, many Commissions tried to reach some or the whole objectives as follows: 1. To give meaning to the voice of victims individually. The Commission of Truth (KKR) tries to acquire official knowledge from the individual victims by allowing them to 12

13 provide a statement for the Commission, or to provide testimonial before the Commission in a hearing (public hearing), in relation to the violations of Human Rights they suffered. 2. Straightening out the history, in relation to the significant events of violations of Human Rights. KKR can focus its attention on certain events, at times when violations occurred during the process of straightening out the history concerning what actually took place. These events are usually denied by the authorized party or constitute subjects of a fight or controversy. KKR can help solve the problems by disclosing the past events credibly and with total data calculation. 3. Education and public knowledge. The KKR draws public attention to the violations of human rights, thus increasing public awareness in relation to social and individual losses due to violations of human rights. This public education process also contributes to the knowledge of the people concerning the sufferings of the victims and helps encourage the people to prevent similar events from taking place in the future. 4. Examining systematic violations of Human Rights in the direction of institutional reforms. The KKR can examine the impacts and nature of forms of institutional and systematic violations of human rights. Once the Commission succeeds in identifying the pattern of violations of human rights, or the institutions responsible for these violations, then the Commission can recommend a range of social or institutional programs and legislative reforms that are designed to prevent the recurrence of such violations. 5. Provide assessment concerning impacts of violations of human rights towards the victims. The Commission gathers detailed information concerning violations of human rights and the impacts on the victims. The Commission thereafter can recommend numerous ways to help victims face and overcome such. 6. Accountability of the criminals. The commission can also gather information related to the identity of the criminals violating human rights. The Commission may also be able to promote a sense of accountability for the misuse by individuals, who publicly indicate the persons and institutions responsible for the misuse, provide recommendations that criminals need to be terminated from being public officials, or provide facts / evidences to submit prosecution to the court. 13
