WHEREAS all Scripture is breathed out by God and profitable for teaching, for reproof, for correction, and for training in righteousness (2 Tim. 3:16) AND WHEREAS the authority of the Word of God is constantly under attack in today s society BE IT RESOLVED that the AFLC continue to affirm its stand on the complete reliability of Scripture and the relevance of Law and Gospel as spoken to us in God s Word. 2. WHEREAS God has blessed the AFLC with many pastors who have been faithful to God s Word and has recently supplied 3 graduates from our seminary in answer to our prayers, AND WHEREAS there are many congregations actively looking for full-time pastors, AND WHEREAS we have approximately 10 incoming junior seminarians, BE IT RESOLVED that we thank God for His faithful provision of pastors for our congregations AND BE IT FURTHER RESOLVED that we continue to pray earnestly to the Lord of the Harvest to send out laborers into His Harvest (Luke 10:2) 3. WHEREAS in 2017 the Christian church around the world is celebrating the 500th anniversary of the Lutheran Reformation, 2

11 BE IT RESOLVED that we encourage congregations to prepare for this observance, in order to draw attention to what God did in the church and the culture through Martin Luther, whose rediscovery of the gospel has led to the proclamation of the free forgiveness of sins through the shed blood of Jesus Christ to millions of people worldwide. President. Korhonen said that there will be some special observances during that year. 4. WHEREAS the AFLC accepts the ancient ecumenical symbols of the Apostles, Nicene, and Athanasian Creeds; Luther s Small Catechism, and the unaltered Augsburg Confession as the true expression of the Christian faith and life, BE IT RESOLVED that we encourage AFLC congregations, pastors, and members to re-open and study these documents and the truths from Scripture they present. 5. BE IT RESOLVED that we welcome the new congregations that have been accepted into the AFLC; Cross and Crown, Montebello, CA; Shiloh, Rapid City, SD; and Good Shepherd, China Grove, NC. 6. WHEREAS Pastors Harvey Jackson, Rolf Heng, Chester Heikkinen, Marvin S. Undseth, and Gene R. Sundby, have passed on to the Church Triumphant since last year s conference, BE IT RESOLVED that we thank God for their years of faithful Service. Rev. Dale Finstrom said that Pastor Heng was his associate for many and was a great help. Pastor Jackson did a tremendous work. Pastor Sundby led his brother to the Lord. Rev. Paul Nash, Brooklyn Park, MN, said that he sat under Pastor Sundby's teaching in his teen years. Some of our lay pastors have been powerful instruments of God. Pastor Heng was a gentle and godly man. Pastor Jackson was a wonderful pastor as well. 7. WHEREAS the Coordinating Committee has requested a conference subsidy of $492,584 for 2017, BE IT RESOLVED that this request be approved. Rev. David Johnson, PA, said that those on the fringe of the AFLC don't often get to see the schools teams or choirs. Rev. Karl Anderson, McIntosh, MN, said the Concert Choir does rotate and allows each area of the country to see them every four years. Rev. Korhonen called upon three volunteers to pray for these matters. WHEREAS our Schools have, by God s grace, faithfully pursued the mission of establishing students in the eternal and inerrant Word of God for a life of faith in Jesus Christ and faithful service in His kingdom; AND WHEREAS at the 2015 Annual Conference we were encouraged to pray for God to raise up more laborers for His harvest by increasing enrollment at the Bible School and Seminary; AND WHEREAS God is answering these prayers, with increased enrollment with at least 10 incoming Seminary students and 78 incoming Bible School students; BE IT RESOLVED that we thank God for faithfully providing for the needs of our Schools; BE IT FURTHER RESOLVED that we thank God for the new promotional materials and encourage their use in our congregations; BE IT FURTHER RESOLVED that our congregations would continue to faithfully support our Schools through prayer and financial support including participation on the Intercessor Team, S-400, and other scholarship programs; BE IT FURTHER RESOLVED that our congregations are encouraged to participate in the Alumni Association and their efforts to supply scholarships for students; BE IT FURTHER RESOLVED that we encourage congregations to actively be in prayer for God s continued calling of men into the ministry and of more students to the Bible School. Rev. Don Richman, Bloomington, MN, said that he had neglected to speak of and promote the Bible School while a pastor. There should be at least one bible school student from each AFLC congregation. He encouraged pastors to use at least one Sunday each year to focus on and promote the Bible School. Mrs. Linda Korhonen, Plymouth, MN, said that scholarships will be a great blessing and tool to increase Bible School enrollment. 8

17 Mrs. Lori Crowell, Everett, WA, said that congregations should make a special time available for testimonies and promotion of the Bible School. Rev. Jerome Nikunen, Cloquet, MN, encouraged the conference to pray for laborers for the harvest. Rev. Karl Anderson, McIntosh, MN, said that his oldest daughter made the decision to attend AFLBS while a ninth-grader. The main influence on that decision was Bible School students who were at camps. He encourage the conference to call the Bible School to see if a team from the school would be available. Pastor Nikunen said he was blessed that several of his children and grandchildren attended Bible School. 5. WHEREAS the year 2016 marks the 50th anniversary of our Bible School, AND WHEREAS everyone is invited to campus July to celebrate God s provision and blessings BE IT RESOLVED that alumni, students, and friends are encouraged to register for, attend and support this event; BE IT FURTHER RESOLVED that we thank God for the last fifty years and pray for His strengthening, protection, and direction in the coming years for all those on our campus. WHEREAS, God has provided many opportunities for growth in our World Missions department, Be It Resolved, that we continue to encourage our congregations to give generously in support of our missionaries, Be It Further Resolved, in light of the fact that Ambassador Institute and Journey Missions are self-funding departments within World Missions, that congregations prayerfully consider supporting those ministries, with clearly designated gifts to those departments. Associate with Igreja Evangelica El-Shadai (El-Shadai Evangelical Church) in Geneva, Switzerland. 2. In light of the pressing need for the Gospel in Europe, make plans and develop an AFLC mission field in Europe, depending upon God s provision, as we have prayed about this and consider it to be the Lord s will. Mr. Phil Peterson, Skrefsrud Lutheran, said that the entire body need to be involved in this major decision. Two of these points will need to be dropped. Rev. Richard Erickson, Timberland Lutheran, asked if we are looking for a seminarian, or are we asking for some other resources. Rev. Craig Johnson, OR, said that he had been in Geneva. The work is a Brazilian work in its background. The congregation desires to be an AFLC congregation. It presently is an independent Lutheran work with their own pastor. They are looking for prayer support as well as other support. Rev. Connely Dyrud, Maple Grove, MN, said that this an answer to the prayers of the church in Brazil. This is the fulfillment of the work in Brazil to be a sponsoring church in another country. They are not necessarily looking for financial help. They do want us to partner with them. Rev. Sam Wellumson, East Grand Forks, MN, asked what the doctrinal stance of this work happens to be. Rev. Craig Johnson said that the group had been presented the AFLC statements and found them acceptable. Rev. Terry Culler, Hagerstown, MD, said that none of three alternatives are acceptable. We are being asked to help the work in Brazil in establishing a work in Europe. Before we look to overseas opportunities, we need to look to the needs in our country which is not a Christian country but rather a mission field. Rev. Cal Willard, Everett, WA, asked permission to pray. He led the conference in prayer. Rev. Andy Coyle, Rapid City, SD, said the character of the people who are involved makes a great difference in the success of the work. The work in Europe is totally different than in the U.S. There are fewer opportunities to hear the gospel in Europe. It would be good to talk to those who are presently involved in work in Europe. Rev. John Abel, Hitterdal, MN, said that there is a lot of uncertainty in Europe. There is always a possibility that the work could fail. The pastor is not seminary trained. This will not be anything easy to accomplish. We could work with some mission group from Brazil. Rev. Kent Sperry, Beulah, ND, said that the World Missions Committee is thrilled that the Brazilian Church is involved. But the request came from Switzerland and not from Brazil. Metropolis, IL, said the resolution doesn't speak of the pastor's position within the AFLC. Steve Jenson, Roseau, asked who determines what God leads means. Pastor Hjermstad said that this would allow the committee to take some steps without having to bring them before the conference. Rev. David Johnson, Loysville, PA, said we can trust the WM Committee to look out for the AFLC's interests. Rev. Jason Gudim, Minneapolis, MN, asked if the amended resolution gives the WM Committee the authority to affiliate with the El-Shadai work. Rev. Craig Johnson said that there would be authority to act. 22 Rev. John Abel, Hitterdal, MN, said that we are being optimistic to think we will make a change in the spiritual state in Europe. We have great needs in our present works in Brazil, India, and Mexico. Dr. John Eidsmoe, Pikes Road, AL, said that the folks in Switzerland are operating in a tight time window to becoming recognized. Amendment carried. 6. WHEREAS, the World Missions budget request is for $512, for Home/Field expense, and $697, for personal support, totaling $1,209, Be It Resolved that we approve these requests for the 2017 budget. Rev. Jesse Kneeland, Northome, MN asked what last year s budget was. It is found on page of the conference report. HOME MISSIONS 1. WHEREAS, there are many laborers involved in the expansive field of Home Missions; Be It Resolved that we thank and praise God for their devoted service; Be It Further Resolved that we thank God for Pastor Rick Long and his 13 years of faithful service on the Home Missions Committee. MS to adopt Carried 2. WHEREAS, there is a continuous need for more laborers in the harvest field; Be It Resolved that we pray for those pastors and other ministry workers currently serving the Lord in various capacities, Be It Further Resolved that in light of the fact that many of our pastors, parish builders, and other ministry leaders come from AFLBS and AFLTS, we pray for growing enrollment in our schools, Be It Further Resolved that we pray for pastors to be called to our congregations who will faithfully proclaim the Gospel of Jesus Christ, Be It Further Resolved that we pray for God to provide Parish Builders for our Home Mission congregations. WHEREAS, the Home Missions Department has requested a subsidy amount of $652,009 as part of a larger budget goal of $778,009, Be It Resolved that we approve these requests for the 2017 budget. Rev. Dale Finstrom, Fertile, MN said that we have been very willing to pass these budget requests which represent a large deficit. We have to live within our means and remember that it takes sacrificial giving to meet these budgets, especially with a weak economy. Rev. Brian Ricke, Rogers, MN, said that we should rethink how we spend our money and ask ourselves if we are doing the things we should be doing. We should not be bound by what we have done in the past. We should be in prayer about Metropolis, IL, asked what the larger budget goal of $778,009 means. Mr. Kevin Olson, said that the remainder is other sources of income. Rev. Paul Nash, Brooklyn Park, MN, said that there are other funds coming in beyond those approved at conference. 14

23 Rev. David Johnson, PA, said that the conference subsidies are a guideline. There may be cuts made by the various departments if necessary. It would be unfair to penalize Missions if other departments have already had their budgets approved. Rev. Jesse Kneeland, Northome, said that our departments have been responsible in using their funds. The budget reflects a bigger vision than what the present funds allow. Pastor Karl Anderson, McIntosh, MN, said that the disbursement of funds depended upon budgets at one time. There was no incentive to scale back budget requests. The budget doesn't create the funds needed. Each department still has to work with the funds that actually are received. Rev. Lee Kuhns, El Campo, TX, said that the annual increase works out to less than 9% per year. He spoke in favor of the resolution. Rev. Micah Hjermstad, Fargo, ND, spoke about the Apprenticeship Program. There have been no youth workers in the Apprenticeship Program to this point. He moved to amend: 3) WHEREAS the Youth have upcoming events such as FLY Beyond, FLY Convention, and Youth Workers Weekends; Be it resolved that we pray for God to provide congregations and apprentices for the apprenticeship program BE IT FURTHER RESOLVED that we be in prayer for these events and programs. Second. Speaking to the amendment: Rev. Jason Holt, St Michael, MN, said the target of the program is youth workers who have some classroom training and need practical experience. A number of congregations have applied but not youth workers to this point. Amendment carried. Speaking to the amended resolution: Rev. Wade Mobley, Plymouth, MN, said that the program is a good one. Youth Workers lack training and this program provides that training. Rev. Jason Gudim, Mpls. MN said the FLY Beyond provides a start for the training that the youth need. Each FLY Beyond is better than the last and the most effective. Mrs. Lisa Arneson, Fosston, MN, said that their congregation has sent a large number of kids to these events and all the effort has been worth it. 2

Wade Mobley, Plymouth, MN, led the conference in prayer for the youth workers of the AFLC congregations. 4) WHEREAS the Youth Board has requested a 2017 budget subsidy of $139,200; BE IT RESOLVED that we approve their budget subsidy request. Jordan Langness, Beulah, ND, said that the budget has been cut back and there is nothing left to cut to continue the work of AFLC Youth. Both congregations and individuals need to contribute to meet the needs. The reports in the Lutheran Ambassador do not reflect all the needs or the financial health of the various works. He encourage us to take the time to understand the financial needs of AFLC Youth. PARISH EDUCATION 1) WHEREAS Director Marian Christopherson, staff, Board, and volunteers have worked tirelessly to provide quality Biblical Lutheran materials for our Congregations; BE IT RESOLVED that we thank God for these individuals and their work. BE IT FURTHER RESOLVED that we encourage the Congregations to be in prayer for the work of this department. The conference was led in prayer for Parish Ed by Rev. Craig Benson. 2) WHEREAS Parish Education has a backlog of projects, and Diane Brubakken has been moved to a full time position thanks to God s provision of funds; BE IT RESOLVED, that we thank God for His provision; BE IT FURTHER RESOLVED, that we encourage Congregations to consider supporting Parish Education. Rev. Jon Benson, Janesville, WI, said that our congregations are supporting Parish Ed and moved to correct: 2) WHEREAS Parish Education has a backlog of projects, and Diane Brubakken has been moved to a full time position thanks to God s provision of funds; BE IT RESOLVED, that we thank God for His provision; BE IT FURTHER RESOLVED, that we encourage Congregations to increase their support of Parish Education. 3) WHEREAS Ambassador Publications provides a wealth of Christ centered and Scripture based materials such as completed projects, works in progress, the fourth book in the Heritage Series Footprints of the Faithful Celebrating 50 years of AFLC missions in Brazil, and the new attendance charts and certificates; BE IT RESOLVED, that we thank and praise God for these resources. 4) WHEREAS the Board Of Publications and Parish Education has proposed a budget for 2017 of $324,940 with a budget subsidy request of $162,500; BE IT RESOLVED that we approve their budget and subsidy request.
