1 Worksop South East Ward December 2014 Community Development Worker and Lay Minister Parish Statement Role Description This new role of Community Development Worker and Lay Minister is a full time and is equally divided across the South East Ward. The main role, through mission and ministry, would be to seek justice for those in the community who are disadvantaged and deprived and to stabilise, support and grow the congregations by helping them to engage in mission and grow new disciples. The Deanery Leadership have already engaged with some key local people, including the local MP, Mr John Mann, local councillors, Bassetlaw Community and Voluntary Service and the Diocesan Director of Partnerships. All these people are supportive of our approach and are keen to partner with us. The Community Development Worker and Lay Minister role would be based in Manton and live in the current vicarage. It is also envisaged that they would use the facilities offered by the Churches. Qualities and Skills The PCC would welcome either man or a woman as its new Community Development Worker and Lay Minister. To achieve our aims and objectives for this new role we believe that the person required would need to have the following key qualities and abilities :- Strong interpersonal and networking skills enabling effective communication across the whole South East Ward An ability to listen empathise and relate to people from all backgrounds. Strong Influencing skills with the ability to bring people together to a common objective. Ability to work with and inspire young people and young families. Non-judgemental and have a positive attitude Good creative thinking and problem-solving ability Able to identify and pursue sources of funding and a good understanding of how public sector bodies work Well organised with an ability to plan and complete activities Hard working and conscientious with a good sense of humour The role of the Community Development Worker aspect will be to gain the respect and trust of the local community and engage with and tackle the deprivation in the two parishes. This will be achieved by :- Assessing the need for community based activities using the Asset Based Community model Developing a team which can organise and run these activities Partnering with local organisations and volunteers, to facilitate and lead a number of project initiatives designed to provide practical help, support and guidance to tackle social deprivation issues. Creating and developing links between other projects, local churches including ecumenical partners. Creating links with the new Young Adult Fresh Expressions project within Worksop The Lay Minister aspect of the role will work in collaboration with the Priest-in-Charge as Line Manager to :- Develop and lead worship which is accessible to the local community. (Eucharistic worship will be led by the Priest-in-Charge or his team.) Foster the St Paul s congregation and grow new disciples in the wider community Through growth and good stewardship, help St Paul s to become a viable congregation Provide pastoral care and support for the St Paul s community Be involved in ministry in the Priory Page 1 of 18

2 Experience and Background The role is suitable for a Licensed or Recognised Lay Minister within the Church of England, Church Army member or someone with a similar background. In particular the candidate should be able to demonstrate :- Experience in a community role; e.g.: teaching, social/ youth work, health sector, overseas development, housing or regeneration A proven interest in and understanding of community and social issues Experience in preaching and leading a range of worship styles Background of South East Ward The Parishes of St. Paul s in Manton and Worksop Priory serve communities in the Worksop South East Ward which has a high level of deprivation, ranking in the top 3% of the Church Urban Fund s Social Deprivation Index.. Both the parishes are Anglo-Catholic so all three Resolutions have been passed placing them under the Episcopal care of the Bishop of Beverley. The Priory is a well-established, thriving congregation with two full time stipendiary clergy and a number of retired clergy. The Priory also looks after two small churches at Carburton and Clumber. St Paul s has suffered over the last four years following the ill-health and eventual retirement of its previous incumbent. It has a congregation of about people and struggles to find resources, either of people or finance. In building our plans for 2020, the Diocese and Bassetlaw and Bawtry Deanery have recognised that Seeking Justice is a strategic priority and therefore areas of high deprivation should be focus for deployment of resources. As a key part of our deployment plan we are therefore investing in developing communities where there is a high level of social need and deprivation. This new role, which has recently been approved by Bishops Council, has therefore been created to grow the church within the Manton area and provide much needed consistent support to people within the South East Ward. There is a long term need to engage with the communities in both parishes, build trust and, working with a range of partners, help these parishes to engage in tackling the issues of deprivation that exist. The 2011 census shows a population of 8,232, across the South East Ward in Worksop of which 51% are male and 49% female with an average age of 37 years old. As part of our Deanery strategy, the Vicar of Worksop Priory also now has responsibility for St. Paul s Manton and Community Development Worker will be part of this team focussing on the needs of the communities and growing the congregations. 90 % class themselves as English national, 68% as Christian and 22% as having no religion. 37% are married and 13% co habit with a person of the opposite sex. The deprivation index shows Child poverty 30% Pensioner poverty 20% Working poverty 23% 31% are in social housing 30% of households are lone parent Page 2 of 18

3 Local Authority Within the ward covering Town Centre (east), Cheapside and Manton there are three Bassetlaw District Councillors; currently they are Brian Hopkinson, Josie Potts and John Shephard. Worship Historically in the South East Ward the worship has been Anglo-Catholic and the current congregations appreciate this style of worship. It is recognised that for the growth of the Church community there is a need to provide worship which is accessible for the whole community. History of St. Paul s Formed from the Priory Church parish in 1953.The first service on this site was held in a wooden hut in It was replaced by a brick church hall in This church, opened in 1963 on the Manton housing estate. Housing It is intended that the Community Development Worker will live in St. Paul s Vicarage which is a 4 Bedroom house located next to the Church and Church Hall. In addition to the 4 Bedrooms there is a study and large living room and a separate dining room with an open plan fitted kitchen. There are also toilets facilities both up and down stairs. The Vicarage is heated by gas fired central heating and has an intruder alarm fitted. The Vicarage also has two garages, several outbuildings and large private garden. Page 3 of 18

4 Deanery Strategy "A family of churches supporting and encouraging one another to join in the transforming mission of God" Bassetlaw and Bawtry Deanery 51 Parishes Total Population ~ 112,500 Bassetlaw and Bawtry Deanery combines the three main areas of Worksop, Retford and Bawtry and is made up of a mixture of rural and urban parishes and a embraces a diverse social spectrum including some of the countries most deprived areas. Its heritage brings together both old mining and farming communities and whilst there are major centres within each of the three areas there are also a large number of small rural parishes. The Deanery recognises the social deprivation that exists within some of the old mining communities and also the isolation of people, particularly the elderly in rural areas. As part of the Southwell and Nottingham Diocese, the Deanery has worked to develop its strategy for 2020 which recognises the reducing number of clergy available, but has decided strategically not to reduce the number of people employed in mission and ministry. This has driven creative thinking within the Deanery around how we deploy are resources and in particular the deployment of Lay resources, both pain and unpaid. The Diocesan vision of Joining together in the transforming mission of God with its three strands of Living Worship, Growing Disciples and Seeking Justice are at the core of the Deanery Strategy. The strategy also recognised the need to introduce a Lay Minister and Community Development post both initially within the Manton area and then a second similar post in the Harworth area. The Deanery is also keen to develop further ecumenical links and has a few Methodist partnerships where resources are shared, this has been particularly successful in the rural areas. The Deanery strategy is also focussed around growth both numerically and spiritually and is developing its approach to identifying and nurturing the gifts that people within the Deanery. We recognise that we are on a journey from where we are today in 2014 and where we want to be in We also expect that our journey will adapt to meet the challenges of the world that we live in and therefore whilst the broad themes will be constant, how we reflect and respond will potentially change over the 6 year time frame. We also recognise the need to be nimble and flexible to meet the needs of our community and that the traditional models of Church do not always map to the demographics of the Deanery. Our strategy is not to spread our resources too thinly and try to cover everything, but to focus on key areas and resource them to be successful. Across the Deanery we want to sustain and grow the house groups and to also develop a regular programme of Alpha, START and other such courses to support people in their journey of faith and increase the number of confirmations. It is envisaged that these courses could be led by Lay people who are suitably trained. We will also want to look at the opportunities within the teams and possibly across the Deanery Area, to run joint marriage, baptism and confirmation preparation courses, and for these courses wherever possible to be led by suitably trained lay resources. This strategic thinking has driven the introduction of a number of new roles including a mission post focussed on growing and developing the age group in the Worksop area, linking with the existing North Nott's College Chaplaincy post. 6 Appendix A St. Paul s Worksop Description of Parish The Parish of St. Pauls is situated in the North West corner of Nottinghamshire on the borders of South Yorkshire and Derbyshire and on the outskirts of Worksop, close to the Dukeries. The Parish of St. Pauls is within the centre of a large housing estate comprising of a mixture of private, council and social housing as well as a care home and warden managed accommodation. Within the area there is also a large Polish economic migrant community, many of whom live within the Manton estate.. Community Facilities Within the Manton estate there are several shops and services including, Post Office, General store, Fish and Chip Shop, Butchers, Pharmacy (open 24 hours), Surgery, Public House and Betting Shop. Manton is also has a good bus service with links into the train network in Worksop. Within the Manton estate there is a well-used Centre of Sport and Learning ( supported by the Bassetlaw Community and Voluntary Service BCVS ) which provides a home for a number of services including Sure Start and Health Centre. There is also a new skate park and play park which has been provided by Bassetlaw District Council as part of their parks and green spaces programme. The majority of the current congregation are from within the parish of which 95% are retired. The children of primary age attend Ryton Park, Holy Family RC and Priory C of E Schools. The older children typically attend either Outward Academy Portland, Outward Academy Valley or Retford Oaks School. Deanery Patron Population Electoral Roll Average attendance -- Bassetlaw and Bawtry Bishop of Southwell and Nottingham St. Paul s The Priory 9,000 11, Figures based on number of Adults on 2013 Electoral Roll There is a plan to increase the number houses in the area by 3,000 over the next 10 years, and this presents a significant opportunity for growth within the parishes. Manton is an old mining community, with the site of the mine now occupied by a large B&Q distribution hub and an industrial estate Manton Wood which comprises two large sandwich factories and Banatynes Gym and several car garages. Within the Parish there are also two Golf Clubs Young people between the age of 7 and 19 also use the Zone Out youth centre which is integrated into the new Worksop Library. This provides activities such as Pool / Snooker / Table Tennis / Tuck Shop / Computers / Wii / Arts & Crafts on a Monday and Wednesday evening. Manton was allocated 7 years of funding through the Neighbourhood Manton Community Alliance, this ended on 31st December This was a Government funded Neighbourhood Management Pathfinder (NMP) project, which aimed to explore new ways of working at a neighbourhood level, so that local services were better, more efficient and relevant to the locality. 7 Appendix A St. Paul s Worksop There is also a Local Food Bank which is located in Lowtown Street which providing emergency food parcels to those in needs across the district. The Church Hall The use of the Church Hall is growing and currently hosts Judo, Beavers, Cubs and Scouts as well as Sequence and Line dancing. The organisation provides food parcels to people via referrals from registered agencies such as HOPE for Homeless and A1 Housing. The community centre on Kingston Road in Manton provides a community support service for the Worksop area. The Day Centre provides a warm and friendly environment for older people. The service is for frail and older people aged over 55 who may also have mental health needs. For many years a Girls Friendly Society (GFS) has been organised and run by St. Paul s Church and has been well supported by the community. They currently meet on a Thursday from 4:30pm, with up to 30 girls between the age of 6 and 13 attending. Services available are: activities and games, gentle exercise, social contact with others, hot meals and drinks, hairdressing, trips out, door to door bus service and information about other services. The GFS is well supported by leadership team of 8 who offer a range of activities including Craft / Sport and Games / Cooking. Bassetlaw District General Hospital serves the local area and has an Accident and Emergency unit which is located on the outskirts of the parish. There are two council operated cemeteries on the outskirts of the parish Retford Road Cemetery Manton and Hannah Park and an area within St. Pauls Church for the cremated remains. The programme of events follows the Church Year and in particular celebrates Easter, Advent and Christmas with a well-attended Christingle Service. The Apostolic Church of Fellowship are also now using the Church Hall every Sunday from midday to 3pm and are currently growing a Community Gospel Choir. Page 7 of 18

8 Appendix B Finance & Strategy Finance St. Paul s has struggled financially but has paid 3,000 towards the parish share in The hall is now a break even to surplus position and with increased use of the hall it is anticipated that this will contribute to the overall financial position of St. Pauls. The current level of giving is low and affected by the age of congregation and level of income of the people who currently attend St. Pauls on a regular basis. St. Pauls supports both Christian Aid and The Children s Society with c 100 raised for Christian Aid and 40 raised from the Christingle service. Assistance There are 2 people who currently administer the chalice at the Eucharist and there is a rota for reading and leading intersessions. There are also over 8 volunteer leaders who help with the Girls Friendly Society on a regular basis, some of those leaders are from within the community. Strategy As part of the preparation for producing the Parish Statement a SWOT analysis has been carried out to help understand where St. Paul s is currently and what the key opportunities are for the future. Our strategy fits closely with the Diocesan strategy of Joining Together in the transforming mission of God and in particular the key strands of Seeking Justice, Growing Disciples and Living Worship. Seeking Justice working with the a range of partners we will build on the relationships with the communities to address the key social deprivation issues inherent within the area. We will provide continuity of support, developing trusted relationships which will lay the foundations of our mission. Through all our work with the poor and marginalised in the communities we will demonstrate God s love for all His people. Growing Disciples fundamental to our mission is to grow new disciples, bringing people closer to God and to know more about His grace, love and mercy. We recognise the need to grow our congregations spiritually and numerically and this is intertwined with the work that we will do in Seeking Justice. Living Worship we will continue to cherish our Anglo- Catholic tradition and also want to develop our worship to ensure it accessible to everyone within our community. These three strands are the core of serving God in our communities and building the churches within the heart of the South East ward. There are also a number of homeless refuges. People work mainly within the public sphere in nearby cities and there is part time work in local distribution centres and food preparation units. The area is well served with the Bassetlaw District Hospital a nursing home and 3 sheltered accommodation estates. The western boarder of the parish is Worksop town centre with shops, courts, police station and District Council Office. There is also a railway station in town, with a line to Sheffield, Lincoln and Nottingham. There are also good bus routes to Sheffield and Doncaster, with the M1 and M18 about 10 minutes away and the A1 about 5 minutes away. St. Mary s Chapel, Clumber Clumber is set in 4,000 acres of National Trust land There is an Aided Primary School and 2 County Primary Schools, with 1 Senior Academy and a Woodard Foundation School. The area also has a Roman Catholic Church, a Methodist / URC Chapel and 3 independent Protestant Chapels.
