We also ask that you do not place your lines on hold, as doing so will feed music into the conference. At this time, I would like to turn the conference over to your host, Stephen Cuttle. Mr. Cuttle, please go ahead. Stephen Cuttle: Thank you, Sarah and good morning everyone. Just to clarify ((inaudible)) Verizon Change Management meeting. It is both for East and West. I want to welcome you today ((inaudible)) meeting, and I ve confirmed that my Verizon speakers are on the phone with me. So as we always do, I d like to ask the CLECs that are on the line to identify yourselves, please. Terri Mansir: Terri Mansir and Barry Queen, AT&T Texas. Carol Frike: Carol Frike, Sprint.

Stephen Cuttle: OK, well again I want to wish you all good morning, and we ll jump right in to the meeting. The first item on our agenda, or actually is, we re going to talk on some of the special projects, and the first on our agenda is the single LSOG timeline. This document we have sent out through CMP for distribution on Friday. I just want to make sure everyone has that document handy. We are in the process of having that added to the meeting materials section of the change management web site, but in ((inaudible)) if you look at your , it went out around noon time or so Eastern on Friday the 10th. Does everyone have that document handy, or I should say, does anyone not have the document handy? OK, I ll go with that, and as I said, we are in the process of getting that document posted to the change management section of the web. As we talked about at the October change management meeting, one of the deliverables that we, Verizon, wanted to have in place for this session, this meeting, was to go over the single LSOG timeline. So we ve put this document together, and if you, it s actually based, we didn t want to try to reinvent the wheel, and it s based on a timeline that we, that Carol Yozzo had put together for a prior LSOG transitional activity. So, just go right into the document.

Page 4 This will be managed by both my team and change management, as well as Joanne Thetga s team for the CLEC testing group, and we ll be partnering with all of you in working to get prepared for the single LSOG transition, to the single LSOG, to the LSOG nine, and that will obviously coincide with the retirement of the LSOG 6 and that would be slated for, what we ve put out there is for June So, just looking at the timeline, today s date is where our initial notification, it actually went out on the tenth, but we re going over the LSOG communications timeline. On November 21, we plan to send out a notification through change management, basically highlighting the LSOG 6 to 9transition activities for the CLEC community, either utilizing the ((inaudible)) or web GUI. In December, we, this has been a discussion item at previous meetings, but the business ((inaudible)) team is working on revising LSOG 6 to 9 GAAP analysis, which is already on he web, but making updates to that and they plan to have that posted to the web site in the December time frame. We ll also, in December, begin in earnest, for those CLECs who haven t started their activities associated with transitioning LSOG and I know that many of you have already begun the process, which is great, but we will be reaching out proactively. My team in particular will be focused on reaching out to those of you who are submitting LSRs through web GUI and Joanne s team again would focus with, again, for the folks utilizing EDI, but we ll begin the earnest transition activities also in December. Moving ahead, in January, we plan to send out notification just reminding folks about the coming February release in which we ll introduce the edit, which will prohibit LSRs coming through the door in LSOG 6 that are carrying the due date one week prior to the sunset date of LSOG 6. There will be a reminder that will go out to the community.

Page 5 With the February CLEC ((inaudible)) release, that edit will be introduced. The February West release is the 12th, and the East release will be the 18th, and we do plan to send out, after that goes into production, just a reminder to the community at large that that edit is now in place. Moving down, March 31st, 2007 is the date that we are hoping that the testing, ((inaudible)) that Joanne and her folks will be working on with you will be completed by those of you are using EDI and ((inaudible)), March 31st is the date that we are looking to have that done. In April, we ll be sounding out just, again, some general reminder notifications about the coming ((inaudible)) and so forth. Just again, remind folks to please keep your phones on mute, I heard some background noise just a few minutes ago, appreciate it. In May, we ll be sending out notification and continuing activity associated with any pipeline cleanup. And then in June, that is the release date that we would retire LSOG 6, the West release is in production June 11th and the East release June 17th. I also want to point out that, in addition to some of these formal notifications and milestone dates, as we said earlier, Joanne s team as well as mine will be reaching out to even the CLEC community individually, via telephone, and so forth, so there will be a lot of communication and discussion intermixed with these general milestone dates, and I know those of you who know Carol have had the pleasure of working this effort prior, and obviously Carol and I and Joanne have all talked, so pick her brain and especially if you re new with us will be a new experience to make sure that we re on target with what needs to get done. We really trying to, the goal here is to work with all of you and try to get, to make this transition as smooth as possible. So that s basically our timeline, what we have planned for the single LSOG implementation. Questions?

Page 6 Female: Yes, this is ((inaudible)) from AT&T Local Business. Hi, I have a concern with the March 31st completion date of the CTE testing. I need to take that back internally, because I m looking on the calendar, and that completion date is roughly two and a half months prior to sunset, and you want us to be completed by then. I don t know if that date s feasible, so I wanted to raise that as an issue. Stephen Cuttle: OK, and I know Joanne, I was going to say Joanne if you wanted to comment. Joanne Thetga: Yes, ((inaudible)) we ll work with you on that, we ve kind of drawn a line in the sand, but I know that we can get your testing done in time prior to the sunset, but we ll work with you and with each individual CLEC. We just want to try and draw a line there at this stage in the game, so that we re not down to the last week before it s sunset, so that s why we ve chosen March 31st, but we ll definitely work with you Female: OK thank you. Joanne Thetga: You re welcome. Stephen Cuttle: Are there other questions or comments? Doc Matthews: Stephen this is Doc. Stephen Cuttle: Hi Doc, good morning.

Page 7 Doc Matthews: Bobbie Dodson was going to work on setting up some sort of GAAP analysis or break down the differences between 6 and nine. Do we have any more information on when we ll be able to see that type of information to distribute to our people? Bobbie Dodson: Hi, yes this is Bobbie. We re almost done with it. I was hoping that we were actually going to have it posted this week, but it looks like I m going to need probably another week. He s got December on this and we re really hoping that we ll have it out prior to the Thanksgiving holiday. Doc Matthews: Sorry Bobbie, I completely missed that while I was looking through transcripts. Thanks, Stephen. Stephen Cuttle: Not a problem. Gloria Velez: And Bobbie, this is Gloria Velez. As it relates to the West, this information that you just spoke of, how does that differ from the information that was previously provided? Bobbie Dodson: It s East and West; there ll be two separate documents that will be posted. Basically, what we re doing is we went through the old documents that we had posted back when we implemented LSOG 9 and we reviewed what we had out there, and we went and updated that documentation for any changes that may have been made since we implemented LSOG 9, so that it has a little bit more current information in it. Making sure that what we actually posted out there, because we actually posted it six months prior, so we wanted to make sure that if there were any changes that had made since then, posted since then, that we had that updated, and of course anything that may have changed within the initiative that had been implemented, so we wanted to go back there and review that.

Page 8 And then we re going back through and looking at the edit matrixes that we have posted since then to give you an updated difference between any edits between LSOG 6 and LSOG 9, so we re going to post an edit matrix between the 6 and 9 to let you know, here are the differences between the edit matrixes. Gloria Velez: OK, is it going to be in that Excel spreadsheet format? Bobbie Dodson: The edit matrix, or the Gloria Velez: No, the change log Bobbie Dodson: The other is a Word document. It s going to be basically the same Word document that we provided before. Gloria Velez: OK Bobbie Dodson: And then the edit matrix will be I believe probably in an Excel spreadsheet. Gloria Velez: OK thank you Bobbie Dodson: You re welcome Stephen Cuttle: Thanks, Bobbie. Any other questions? Carol Yozzo: Stephen, this is Carol, I m not sure if this has been mentioned yet or not, but just to point everybody to the VPS home page where there is a link to LSOG transition information, so the easiest way to get there is just to go to the home page and click on that link. There s a little ticking alarm clock in the middle of the page, very interesting.

Page 9 Stephen Cuttle: Thank you. (Laurie): This is (Laurie) with Integra and I just have a question about the timing of updating your profiles, as when you go to LSOG nine, does that have to happen simultaneously, or Carol Yozzo: It s not required to be simultaneous and it s only a requirement in the West, I believe that the profile affects a report that you get back, and if somebody knows the name of that report help me out here, but you should do it as simultaneously as possible, but it s not a requirement. (Laurie): OK thank you. Tim Kagele: So and just to add on to (Laurie)'s question, this is Tim Kagele with Comcast, (Laurie) are you specifically referring to the customer profile, or a different profile? (Laurie): I believe it is called the customer profile. Tim Kagele: Right, OK, thank you. So, just to clarify, then, Verizon, if we do not have, if our profile updates are in progress at the time of transition, will that be cause for rejected orders? Carol Yozzo: No, the profile does not affect ordering. Tim Kagele: OK thank you. Carol Yozzo: Stephen this is Carol. I m getting an echo on my line, so before I go on, I m going to need to have that taken care of. Stephen Cuttle: Sarah, could you try to isolate where that echo might be coming from?

Page 10 Operator: Yes sir. Stephen Cuttle: Thank you. Are there any final questions before we move on? OK, thank you, and we will do the communications both formally through CMP and in the direct dealings that Joanne ((inaudible)) and I are having. We will obviously try to bring up those key issues, you know some of these we ve made note of, about the profile and so forth, but as things come up, our goal will be to bring those to your attention and to work through those. And once the, as I said this is a reminder, we will post the timeline to the meeting materials information on the change management web site. That will be done, certainly by close of business today if not sooner. Moving on to our next special project discussion; I just wanted to provide a readout on some of the type five change requests that we ve been working on with you, both as a community as well as we ve had several internal discussions, and for those who didn t attend, last Thursday we actually had scheduled two calls. On two of those type five, the first was CO52428, they re out of order on the agenda I apologize, but that call took place first, and that one involves allowing see if the CFA validation preorder tool to accept input on T1 CFAs. Verizon has done some initial investigations on the feasibility of implementing that, and we wanted to share that with the community at that call. It looks to be a pretty large effort, we have found some back-end systems that support the CFA information, but we certainly received very positive feedback from the community that this is something that you folks are very much consider a top priority, I know it s in the top ten, but you re looking to have this from a preorder perspective, in order to allow, in order to avoid jeopardy situations coming up on due date, or due date minus one.

Page 11 So, we did get a good amount of feedback and some action items to pursue, and we ll actually be doing more research on this particular type five, and we ll be scheduling other calls with the interested CLECs in the community to discuss that one further. The second call was involving the CO51180, which is the type five related to not allowing the disconnect process prior to the connect process on related transactions, and this discussion was really to make sure that we at Verizon understood what the community was looking for to get out of this type five, what functionality you re specifically looking for, and we did confirm that the issues are primarily involving related orders, ((inaudible)) in particular, and also in some cases the (arpon) functionality, from an East perspective. In the West, there is, we did let the folks know that there is in term of activity going on within Verizon already to address similar issues on related orders and so forth, so I think it was a good session. We were able to confirm specifically what the community is looking for with this type five. We solicited examples from CLECs that are interested, and appreciate so far what folks have already sent us, and would encourage those of you in the community, if you have examples, certainly send those to Verizon, send those to the change management mailbox, and we will be, we will get those to the appropriate folks to look at those. Those are really helpful when we re trying to identify the specific issues and the requirements, so there will be definitely be a, certainly subsequent discussion with this community as well as what s going on already internally on that particular type five. Just to, before I move one, did anyone have any questions? Doc Matthews: Stephen this is Doc. CO52428, did you relate that to CO31146?

Page 12 Stephen Cuttle: Not offhand, I don t, we didn t discuss it on that call. Doc Matthews: Because essentially CO31146 is the same thing as Stephen Cuttle: CO31146? Doc Matthews: Yes. Stephen Cuttle: OK. Doc Matthews: But that one more specifically states covering the ((inaudible)) EA as well as the CFA. Female: Doc, is it for T1's the one that you're referring to? Doc Matthews: Yes. Female: Also? Doc Matthews: Yes. TS1 assignments. Stephen Cuttle: OK. Well I have noted that too. Doc Matthews: Can I Stephen Cuttle: I know you have mentioned that on prior calls.

Page 13 Doc Matthews: Evidently I have missed somehow I missed making the call Stephen, I'm sorry I missed out on that one. Stephen Cuttle: That's OK. We're certainly going to have another one. Doc Matthews: OK. Stephen Cuttle: And we'll send out an invitation. But I have made a note about that type five. Doc Matthews: All right. Thank you very much. Stephen Cuttle: You're welcome. Any other questions on those? OK. We are, you know, this exercise we're going through, we are we'll be looking at other type fives. The next one that we'll be looking to set up a similar call will be on type five related to the move orders and that one we're checking dates now to try to see when we can get that schedule. But certainly, the hope is that we can try to get it in before the Thanksgiving Holiday or soon thereafter to have a similar discussion to confirm what we're looking at and the requirements and so forth with the community. So, that notification will go out to change management of course and be looking for that. (Laurie): Stephen, this is (Laurie) with Integra. I would guess there's going to be a lot of people off all of next week. So unless that call gets scheduled this week, I suggest you don't try to have it next week. Stephen Cuttle: That's a good point. ((inaudible)) but I know a lot will at this point. We'll wait for the first week back.

Page 14 (Laurie): Thank you. Stephen Cuttle: I'll try to get the invitation out. We'll confirm the date and the time and so forth, at least get it out before the holiday so people can plan their schedules. But that's a good point, thank you (Laurie). Anything else? OK. Moving ahead in the agenda, we will be going into our departmental discussion. And leading us off is of course, Carol Yozzo and will give us a readout on training and the Partner Solutions Website Enhancement. That notification by the way did come out yesterday for the CMP distributions. So if you need that as a reference, you can pull that document. Carol? Carol Yozzo: Thank you, Stephen. Can you hear me? Stephen Cuttle: Yes, I can. Carol Yozzo: OK. I just wanted to make sure. I'm not hearing the echo anymore so I wanted to make sure Stephen Cuttle: Neither am I ((inaudible)). Thank you, Carol. Carol Yozzo: OK. Good morning everyone. As Stephen mentioned, the notice did go out yesterday via changed management. Those of you who received the notice saw that there was quite a bit of information this month.

Page 15 So in the interest of time and also considering the amount of information included in that notification, I'm going to refer you to that for the details and I will just go over some of the highlights. So under the new local content, in the about ordering local services section, there were a couple of updates for ordering new UNI services for loop service as well as for, I'm sorry, for let me back up there. Ordering UNI service services loop service information was added for line partitioning. Updates were also made to several other sections in particular the product interval guide, the local preorder guide and sample section and as well as the local order responses and the contact us section. Again, there were a lot of there's a lot of detail in the notifications so please refer to that for the detail. I will go into a little bit of detail in the information though on the local ordering guidance samples because order forms were added for several new products in particular, ISDN, BRI, PRI service for both east and west. In all, 11 new order samples were added for LSOG6 and 9 so be on the lookout for new order samples. I know that they those re significant when you're placing orders. And also to make navigation easier in the LSOG9 order sample section, we've added bookmarks to that section. And you'll find on the notification the link to the LSOG9 order samples as well as individual links to each of the LSOG6 samples. Any questions on local content? OK, then moving on to access the highlights there, under the optical ring solutions there is a new dedicated sonnet ring order guide and a new dedicated sonnet ring order sample. I'm sorry, not a new, but an updated dedicated sonnet ring order sample.

Page 16 And there are a few other updates in there, so again, I'll refer you to the notification. There also is the EWPTS tool is now available or actually, since September available for on the access provisioning page. And there is a new online subscription form for new users. So again, be on the lookout for that if you are ordering access services. You can now use the EWPTS tool and you can subscribe online. And finally, under access training, there are three workshops slated for November, a VTAG workshop, CSG workshop and a sonnet ordering workshop. And the dates and details for registration are all included in the notification. So unless there are any questions, that's all I have on the Web updates. Thank you. Stephen Cuttle: Thank you Carol. Sarah Schwartz: Can I I'm sorry. Can I ask one question? Stephen Cuttle: By all means. Sarah Schwartz: I'm sorry; this is Sarah from AT&T California. When you were just talking about EWPTS, E-W-P-T-S and the ability to use it for access services. If we're already using it for local, does that mean we have access as well for access or do we need to request that separately? Carol Yozzo: I'm going to ask Cathy Ham to answer that because I'm not really sure. Sarah Schwartz: OK.

Page 17 Carol Yozzo: Cathy, are you on? Cathy Ham: Yes, I am. Hi Sarah. Sarah Schwartz: Hi. Cathy Ham: I'm the access training manager. The EWPTS tool is available through the carrier services gateway application, so you do need to have an ID and password to CSG in order to be able to use the EWPTS tool. In addition to needing an ID and password for CSG, the use of the tool requires that you subscribe because we're going to be passing information back and forth between our two companies and so there needs to be some communication as to how that's going to happen. So that's done using the online subscription form. So what we have done is we've taken the EWPTS platform and made it available to the ASR community through CSG. Sarah Schwartz: Thank you very much. Cathy Ham: You're welcome. Beth Owen: This is Beth. First of all, are there any other questions about web documentation and training before I make my announcement? OK. So we've been doing a little bit of reorganizing within our group and Cathy, you just heard from Cathy who just mentioned that she is the access training and web documentation manager.

Page 18 We are consolidating access and local training, and Web documentation under Cathy. Carol is moving on to some other responsibilities, and I want to thank her for all of her service here. And welcome Cathy to the team. So, you'll be hearing in the future from Cathy Ham. I have a feeling Carol may still, kind of sit in and have her ear to the call. It's been a long time since she's been away from this and I can't imagine that you would spend your second Tuesday of the month any other place but here. Carol Yozzo: That s exactly right. I think I'd be lost without this call. Beth Owen: So, I just wanted folks to know that in the future you will be hearing from Cathy Ham. (Mike Branty): This is (Mike Branty), welcome Cathy. And Carol, thank you for all of your contributions over the years. Carol Yozzo: You're very welcome. And I think there's a good chance that it's I'll go around again and maybe be back with you some day. Stephen Cuttle: Thank you Carol and thanks Beth for making that announcement. We're going to now move on to CPE update and Joanne Thetga, is on hand to provide that to us. Joanne. Joanne Thetga: Thanks, Stephen. Good morning everyone. I just wanted to do, first of all a wrap up. Give you a few numbers from the October release to give you an idea what the testing team did during the release and the EDI CLECs. We tested with 26 CLECs. Now the 26 CLECs were totaled 15 in the west and 20 in the east. We had nine of them that were both east and west with EDI.

Page 19 We also successfully tested through 650 unique test cases from the CLECs and vendors that were testing on behalf of them. We wrapped them up successfully. I'm very pleased with how the release went. And, you know, look forward again to the February release to test with everyone out there that s in EDI. As far as the February release its concern we have. We've got some dates coming up and you'll start getting s or seeing s from the CT Group. The first coming out will be on December 1st. We'll be sending out the progression cases for your review. That s for the west. And then on the eighth it will be for the east. For intentions to test with us in the February release, it will be the fourth of December for the west and the 11th of December for the east. What I would ask on these, since we do send these out, we ask you to respond to them, with looking at a single out fog for the June release, we will be looking at the entire test stack. To obviously we'll be removing all of the LSOG 6 scenarios. We have the LSOG 9, so we're going to take that time to review through them to determine which ones are heavy hitters. What additional ones we may want to add to make this more robust for everyone. So, at the time that you get this notification about the progression and about the intentions to test for the February release, if you'd include in that same in that same response to us, things that you'd like to see in the test-ex going forward for June. So that we can take a look at what you'd like to see and maybe incorporate those. So, you know, this is some input that we would like to hear from you and try to work with you. And as Stephen again, you know, brought up all the time lines for sunsetting LSOG 6, please get with your testing managers as soon as possible. If we don't hear from you, you will be hearing from us.

Page 20 So that we can get you in there, get you testing on LSOG 9 and be able to get you moved over to nine well in advance of a sunsetting six. With that, does anyone have any questions? I know that was probably an earful. Mike Clancy: Hi, this is Mike Clancy. If a CLEC uses a third party vendor to manage its transactions, how should we inform Verizon, that our issues are cared for by the vendor? Joanne Thetga: You can respond to the , but I know, Mike that we know primarily which vendors are working with which CLECs because they usually test on behalf of you. Mike Clancy: OK. Joanne Thetga: But feel free to reach out to us. If there's something you'd like to see or you'd like your vendor to do additional testing on, you know, by all means get with them as well. I do know that, you know, the vendors do send us test plans and do very robust testing with us. Mike Clancy: OK, thank you very much. Joanne Thetga: You're welcome. OK, if there's nothing else, I'll turn it back to you Stephen. Stephen Cuttle: Thanks Joanne. OK, wrapping up with the departmental discussions, we're going of the do our readout on the PFCC and Kevin Curran, I hope you're out there to lead us through that. Kevin Curran: Thank you, Stephen. Good morning everyone, at this point in time, all systems are up and functioning properly. And there are no CLEC impacting availability issues to report. The PFCC continues to monitor any CLEC reported system error trouble tickets, following the October release to ensure that there is no negative impact and at this point and time we have not come

Page 21 across any functionality discrepancies as a result of the code being implemented on the third weekend of October. With that I will open it up for any questions or concerns from the industry. Sandra Boyd: Kevin. Kevin Curran: Yes. Sandra Boyd: Sandra Boyd, with HTC communications. Kevin Curran: Good morning Sandra. Sandra Boyd: This is in relationship to the changes that they made in October but there was a CR that (Jamie Rauls) had been working on at one time, and we spoke about, on one of our CNT meetings several months ago. It was CO42568, it was not a standard rated to actually being put in to implementation, and I was wondering if you could tell me when that might be? It's in reference to the SANO errors that we received. Orders where we had verified that the address is correct in pre-order. We got an exact match, but yet when we send the order in, we get a systems error on this, before address validation. Kevin Curran: OK. I do remember speaking to you about this, Sandra. Let me find out what the latest status of that change request is. And if there is a scheduled implementation date, and is there isn't we can get back on top of that to ensure that it is installed in the production. Sandra Boyd: Thank you.

Page 22 Kevin Curran: You're welcome. Any other questions or concerns? OK, Stephen, I'll turn it back over to you. Stephen Cuttle: Thank you Kevin. Moving through the agenda, we'll now go on to the change control on items by relief, and there's a lot to review with this month's items by release document, so that will bring you to the we'll start out with the October initiatives that are these are on starting on pages one through eight of the document and with Female: And is that, sorry. Stephen Cuttle: I'm sorry? Female: Which document are you looking at? Stephen Cuttle: This is the items by release document. This is in the meeting material. If you go to the Website on where it says change management section on the upcoming meetings. This is the November '06 IBR, Items By Release, it's a PDF. The that came out with the document came out a week ago today, but it's right on the Partner Solutions Website. Female: Thank you. Stephen Cuttle: You're very welcome. OK. Starting on pages one through four actually are listing the October 2007 release initiatives type fours and type five. These are now all showing as completed. And that is primarily the change. They all now show completed. Are there any questions on that or in general with the October release before we move ahead?

Page 23 OK. I'm starting on page five of the same document, what we've listed on the document this month are the initiatives type fours and type fives that are showing as either candidates or some do show as committed for the February 2007 release. And Bobbie Dodson is on and will take us through the first three initiatives. The first one being CO41017, initiative and that's allow 411 blocking on wholesale advantage and resale. And again, this is on page five of the IBR document we're reviewing. Bobbie? Bobbie Dodson: OK. Thank you, Stephen. Stephen Cuttle: You're welcome. Bobbie Dodson: OK. The first initiative on page five as Stephen stated is for to allow the 411 blocking on wholesale advantage and resale. This is for east only and we're going to be implementing a new blocking option to prevent callers from making calls to the national 411. The new block is going to be a block for you'll be using nine to do the blocking on this. This will impact the system for LSI and EDI and again, this will have ordering business rule impacts and this will be again for when ordering wholesale advantage and fore resale. Are there any questions? Gloria Velez: Yes Bobbie. This is Gloria Velez. Bobbie Dodson: Yes. Gloria Velez: You mentioned that you're adding a new block value of nine to represent this. Bobbie Dodson: Yes.

Page 24 Gloria Velez: Do you know if this is going to be for all the states? Bobbie Dodson: Yes, it will be for all the states. Gloria Velez: And do you know offhand if you'll have any exclusion notes meaning if you do block nine then you can't have block ABC as an example? Bobbie Dodson: Yes. Yes, there will be some exclusions out there. Meaning that you can't have nine if you have some other blocking that you selected on that. I do not right at this moment have that list of what all the exclusions will be, but we'll make sure that we include that when we do the 73 day notification out on this. Gloria Velez: OK. And you would normally note those exclusions right there on the row in the matrix like you do today. Bobbie Dodson: Yes, I'll make sure that when we do the 73 day, we'll include the exclusions. Gloria Velez: And that's how you'll that's where you'll include them, you won't put them in another document? Bobbie Dodson: It should also be included, I believe, out there in the block matrix. Gloria Velez: That's what I'm referring to, in the matrix, that's where you're going to put it? Bobbie Dodson: Yes. Yes. But we will also include it in our write up that we do. Gloria Velez: OK. All right. Thank you.

Page 25 Bobbie Dodson: Are there any other questions? OK. The next one we have is CO51852 and this is for east and west and for this is for line split to line split where you change the voice provider but you keep the data provider. And this is, today we have all line splitting to line splitting migrations where you'll provide the voice provider changes, but again, the data provider is going to stay the same. This, you're going to be able to do on a single LSR and again, this is for Verizon east and Verizon west. This will impact the LSI and Wise GUI's as well as EDI and basically we are going to be providing back provider notifications are going to be sent to the losing voice provider and we will be sending out a configuration change to the data provider letting them know that there is a new voice provider being provided. Today, there are multiple LSRs that you have to send if you're going to be changing from line split to line split and you have a voice provider change. Tomorrow with this new initiative, you'll be able to do this off of a single LSR. Any questions? The next one, which is on page six is CO61127 and again this is for east and west. And this is for an LSOG6 added change and this is for us to prepare for the sun set of LSOG6. And what we'll be doing is we're going to be creating a new edit for both the east and the west and this edit is to stop sending in LSRs with a due date prior to one week of the sun set of LSOG6. We will allow SOC1's to come in off of there, but if you have a due date prior to one week. So basically what we're stating is if we sun set with the June release for LSOG6, if you're in the west, any due dates prior to June the second, we will accept anything from June the second on we will reject.

Page 26 And in the east, anything prior to June the ninth, we will accept with a due date from June the ninth on, we will start rejecting. And that is only for LSOG6 orders. If you try to send in a sub1 to cancel, we will allow those orders to process through. Are there any questions? Female: Yes, Bobbie. ((inaudible)) asked this question previously when they were going over the timeline, but once you sun set the six, how long do you think we should plan for getting back responses that are in six? Bobbie Dodson: Well, part of the reason for this edit is so that we can clear out any of the orders that we have in the pipeline. We did this when we did the sun set of LSOG5 and it helped quite about, but we actually only had the due date out I think like the Friday before and we did have a little bit of issues with a few orders that were still out in the pipeline. So what we've decided is we move this up a little bit and actually made it one week prior so that we're hoping that last week prior to the sun set, we're going to be able to get all of the orders cleared through the system so that we don't have any problems with any of the items being returned or anything that we have within the orders that are still out there with any jeopardies or any holes that we might have. So the purpose of this is to be able to clear all of the orders that are in the pipeline that last week before we actually sun set. Female: I understand that. How long do you put an edit on your five that at some point in time, August, September, October that you would not send back an LSOG6 response? Bobbie Dodson: We're going to what we're going to actually do with the sun set of LSOG6, we will be doing what we did with five is that we'll be converting anything that still remaining after we sun set six and we'll be converting those return feeds over into LSOG9, return feeds.

Page 27 So anything that should be in the pipeline that we'd have to do a return back to you on, we should be converting that over and doing return back to you in an LSOG9 format. Female: But you would have gotten that initial order in six? Bobbie Dodson: That is correct. Female: OK. Beth Owen: Gloria, this is Beth Owen. As I remember and Carol Yozzo is on the phone you can probably help out here. As I remember when we sun set LSOG5 we didn't the volume of orders that remained in the system was not humongous and I think that we were able to work them through with the individual ((inaudible)) merge either justify or to sun set or just after. Now I think that as Bobbie mentioned with moving up that timeframe one week, I think that the thought is that we will indeed be able to clear up the entire pipeline by the time that we do sun set LSOG6 with the June releases so that there would be nothing left in those pipelines. And we will work with the individual customers who still have orders in the pipelines to try to make sure that we do clear them out. I understand your question because your question is going to be, well if I take down LSOG6 on my side, you know, how am I going to get it back if it's still out there. Female: Yes. And Gloria I don't believe that we had any real major issues when we sun set five and we actually did do returns back under LSOG Beth Owen: Six.

Page 28 Female: Six, thank you. Bobbie Dodson: I don't know, that was a while ago and I have to check with people with some people internally. Because that was what we had set up last time in it and I don't recall having any major issues that I heard on the west side and of course I wasn't over on the east. But I don't believe that we had any major issues on the east either because when I was talking with (Supa Sakio) I don't believe that she had said that there were any major issues with the way that we had set this up. It's her and both her and I were in close contact with each other to see how well this had worked out when we set this up for the sun set of five at the time. Carol Yozzo: Yes, this is Carol. That's correct Bobbie and the edit to prevent new orders from coming in with a sun set date beyond I'm sorry, with a due date beyond the sun set date really did minimize what was left in the pipeline. There was literally a handful, I don't think it was more than 20 orders really that were left to complete in LSOG6 and that's LSOG5 orders that completed and had their returns in LSOG6 and there were a couple of hundred abandoned orders that were in either cleared or (jep) status that we notified the CLECs and they basically abandoned. So it wasn t a problem and I assume that with the edit this time around will be even less. Gloria Velez: And I just have a follow-up question. How do you view an order that is sort of in a reject state and we say the customer, we walk away from the order, do you view that as pipeline? Carol Yozzo: Say that one more time.

Page 29 Gloria Velez: If we send you an order and there s an error on it whether it s a system error or a manual query and we don t respond to it and now we ve converted and we re over into 9, do you view that order as pipeline or you would not view it, it s just a dead order? Carol Yozzo: It would be a dead order. If you went to send it back in, you would have to send it in under LSOG 9. Gloria Velez: OK. Bobbie Dodson: But I believe, Cheryl, correct me if I m wrong, in the scenario that Gloria just played out fits into the category of those couple hundred orders that are quote, unquote abandoned. Carol Yozzo: That s what I that s my assumption as well if I understand the question correctly, once sunset happens, you can no longer access those orders and we basically archive them and purge them out of our, kind of, our live pipeline. Gloria Velez: OK, thank you. Bobbie Dodson: Are there any other questions? OK, I m going to go ahead and turn this over to Doug Tomlinson. Stephen Cuttle: Thanks Bobbie. The next thing we have is on page six, bottom half. This is C , feature combo errors for Verizon West wholesale advantage and resale. Again this is West only. This initiative is actually going to automate some rejects that are manually being done out of the NMC today. It s going to up front reject accounts where one condition I can you is if you ask or request cancel call-waiting on a telephone number that does not have call waiting, that will actually reject up front. This is just going to send those back up front.

Page 30 Any questions on this one? Kim Isaacs: Hello this is Kim Isaacs with Echelon. Are you going to be providing a list of those up front? Stephen Cuttle: Yes. Kim Issacs: OK, thank you. Stephen Cuttle: Yes, with the reject, we re actually updating a table to let you know when you get that reject back, you can take a look at the ISOCs from the description on them and you ll be able to tell then which combinations were valid together and which are not. Kim Isaacs: OK, so the ISOC will come back on the reject and I have to go into SCORE? Stephen Cuttle: No actually this will be actually on the CLEC web. Kim Issacs: Oh, excellent, thank you. Stephen Cuttle: The ordering site, yes, OK. Any other questions for feature combo? OK the next initiative we have is C add show book functionality to directory listings preorder transaction. This is East only. I do want to let you know, I have done research on this to see if this could be implemented in the West, unfortunately, we can only offer this in the East due to the way the back end system pulls the directory information.

Page 31 Now what this will do is when you do a DLR transaction, the response coming back will indicate that this is a directory excuse me, a complex listing by giving you a style code of C with a package id populated. The next step in this phase would be to go ahead and resubmit the DLR transaction using the style code of SB for show book, include the package id, and the response will return the actual directly listing, the complex listing as it would appear in the Yellow Pages in the multi-line text field. We will be adding that as a new field in this transaction. Do we have any questions on this? Kim Issacs: I m sorry, I have one question, did you say in the beginning that this could not be enhanced for the West region as well? Stephen Cuttle: That is correct. Kim Issacs: Can you just elaborate on that for me as to the reason why. I missed it when you first said it. Stephen Cuttle: It s actually where the information is derived from in the back end in terms of giving you that show book function. We have different systems between East and West and unfortunately the way this is designed we can only build this for you in the East. Kim Isaacs: OK, I understand, and just for what it s worth for the future, if there s ever an opportunity, I think this would be very helpful for the West region. I know it would be for us in AT&T California. Stephen Cuttle: OK. Kim Isaacs: Thank you.

Page 32 Female: Steve? Stephen Cuttle: Did someone ask a question? Pam: Yes, Steve, Pam from (BspEI), did you say Yellow Pages only? Stephen Cuttle: This actually would be for complex, it would be Yellow or White Pages, I m sorry I did say Yellow Pages but you are correct. Pam: OK, thank you. Stephen Cuttle: Do we have any other questions for the show book? Then, at this point, I d like to go ahead and turn this over to John Olsen. John Olsen: Thank you Stephen. The next initiative is initiative C It is LSI. It is going to add seven days of access hours. The purpose of this initiative is to allow CLECs to enter multiple access dates and times into LSITA to avoid missing commitments in no access situations. It s for both East and West. That s about it. Any questions? If not, I ll move on to the next one. Initiative C is to enhance TAXI TML to allow multiple TNs or circuit ids on a single ticket. This enhances TAXI TMLs specifications to allow multiple phone numbers and/or circuit ids on one trouble ticket. Those technical specifications will be posted on the Sunday through day notification.

Page 33 Are there any questions? Thank you, Stephen. Stephen Cuttle: Thank you John. That concludes our review of the November items by relief document. If there aren t any other questions, I will now proceed to the prioritization working group discussion on the agenda. Gloria Velez: Stephen, this is Gloria Velez; I just want to go back to one if I could. Stephen Cuttle: Sure. Gloria Velez: The feature combo errors. Stephen Cuttle: Yes. Gloria Velez: The C051910, do you happen to know when that CR got rated? Like approximately. Stephen Cuttle: I know we presented it a few months back. Gloria Velez: OK. Stephen Cuttle: We can check on that Gloria; this is Stephen; we can check the rating history on that. Gloria Velez: OK, I can find it. I just thought maybe you would know off hand but you think it s a couple of months ago? Stephen Cuttle: Yes, it would have been about my guess is it would have been earlier in the year. Gloria Velez: OK, thank you.

Page 34 Sarah Schwartz: Stephen, this is Sarah, AT&T California, before we go to the next topic or meeting, can I bring something up? Stephen Cuttle: Sure. I think this is the appropriate time, sure. Sarah Schwartz: And I m not sure if this is the right forum but I wanted to ask about the CLEC community being notified of changes. For example, CSST tickets that we issue through WISE when we need assistance from the NMC or the PFCC, where my team is under the impression now that we re starting to get automated responses to those tickets. Which in and of itself isn t necessarily a problem, but I m wondering if this is the right forum or if there is an appropriate or at least an where the CLEC community can be notified of those type of changes just so we can prepare to work differently and I don t know if this is the right time to bring something like that up but I didn t want to let it go unsaid because for us it just causes us to adjust and if we knew in advance, we can be better prepared for it. Stephen Cuttle: Well I think we can certainly, maybe, we can move ahead through the PWG and then we could, perhaps if there s time at the end, we can talk about it. Sarah Schwartz: OK. Stephen Cuttle: Just because if you don t mind. I wasn t sure if your question was related to the items by release. Sarah Schwartz: No they re not related to the items by release. I just I have to drop off in 25 minutes so if we don t get to it, I just wanted to bring it up but that s fine.

Page 35 Stephen Cuttle: OK, obviously I made note of it as well and it will be in the transcripts for us to go back to it. Sarah Schwartz: Thank you very much. Stephen Cuttle: Sure. OK, then we will go ahead to the PWG and we have one new type 5 for presentation and rating today, it s on page, it s actually page seven in the PWG document, the agenda. The first page says eight, but it s actually page seven. And it s CR number C061767, and this was submitted by QTEL and the title of the CR is increase the number of templates that can be saved using LSI and Eugene are you still out there to I ll turn this over to you to present this to the community. Eugene Danilova: Yes, I m still here. We re patiently waiting. Stephen Cuttle: OK, I appreciate that. So the floor is yours. Eugene Danilova: OK, very good. Steve said that you guys will be able to help me out with the presentation. Basically, like it says in my request that QTEL affirms we have reached the limit of the 50 templates per account and that is not enough templates for us to be saved. The other day, I think it was on Thursday, last Thursday, I had a meeting, also a phone meeting with somebody from Verizon and, you know, we went through basically I think what Verizon was thinking is that maybe we don t utilize our templates as much as we could. But basically they figured out that, you know, it s not like we have all the different templates for different teachers. You know, we try to utilize it as much as possible and just, you know, at this point, you know, whenever we have a hot order, whenever we try to, you know, submit it and it takes us about a

Page 36 week to figure out how to do that, we would like to be able to see that that is a template, and unfortunately we re unable at this moment. Stephen Cuttle: OK, thank you Eugene. I ll just point out that we folks from my team, we actually reached out to Eugene just to make sure it s part of our process, I guess, part of our process we re establishing where we try to make sure we understand the new type 5 that are going to be coming into CMT for potential presentations. So that was part of that outreach. So let folks know. Eugene Danilova: Right. Stephen Cuttle: And I appreciated your time on that. I wanted to open this up for questions to the community. OK, if there aren t any questions, then we ll proceed to rate this type 5. QTEL, your rating. Female: Is it based on one to five scale? Stephen Cuttle: Yes, it s one to five, five being the you consider it being most important. One, being the least. Female: I would say three. Stephen Cuttle: AT&T Legacy. ((inaudible)). OK, thank you. AT&T California/Texas? Male: Pass. Stephen Cuttle: ATX? Broadview? Comcast?

Page 37 Male: Pass. Stephen Cuttle: Covad? Male: Pass. Stephen Cuttle: CTSI? Echelon? Kim Isaacs: Pass. Stephen Cuttle: HTC? Female: Pass. Stephen Cuttle: Integra Telecom? Female: Pass. Stephen Cuttle: Level Three? Female: Give it a three. Stephen Cuttle: One Communications? And Telecom? Male: Three, as well. Stephen Cuttle: Sprint?
