Paul Haven: Paul Haven. Beth McReynolds. Bobbie Dodson. Beth Cohen. OK, anybody else? All right, just want to remind you if you re not talking if you could put your phone on mute to avoid any background noise since everybody is on the conference bridge, that would be great. Our first topic of the day is the CMP document and update. Last month we had a joint meeting with both East/West and we had a couple of actions coming out of the meeting; however they have changed over the last month. The two big open items I would say are around the Type 2 definition and notification as well as the LSOG versioning, trying to go to a single LSOG, putting words in there with an option to go to a single LSOG version. Since the last meeting my understanding is the CLECs had a side meeting on their own and the feedback we received from them was that they want us to hold off on any of the changes to the LSOG wording in the document, so we have not taken that any further and that s on hold right now. And for the Type 2 definition information, the CLECs are going to come back with a proposed language and they have not done that for this meeting so we re still waiting for them. So that s the update; we really had nothing else to say other than I ask if you have any questions and hopefully we will have something a bit more to discuss at next month s meeting. If we do have a proposal prior to the next East meeting we may send out a notice for a joint meeting, depending on where the status is, but right now we don t have that information. Any comments, questions, concerns? hear Carol Yozzo join only heard one of us. OK, I guess time for people to unmute. Moving on to the next topic, and I didn t Yes I m here. I think Paul and I announced ourselves at the same time so you OK, moving on to the next topic, which is around the LSOG 5 sunset and LSOG 9 implementation we actually should probably change the name of this topic, and we will make that correction next month. Carol if you could just give any updates where we are on LSOG 5 sunset. OK. Well it s not anything new, I m going to repeat a lot of what I said before but put a little more stress on certain things. First of all we are making some progress, we are at about 30% now in the West and I must say that the West is not anywhere near as far transitioned to LSOG 6 as the East is. I m not really sure what the reason is but we are addressing the West on this call. EDI we did make some progress in February so many of the EDI CLECs we re either working directly with you or through CTE and I think we have a good handle on that progress and I don t see any issues with getting all of the EDI CLECs transitioned over, and my team is reviewing monthly reports of who is using what LSOG and then acting accordingly following up contact with the various CLECs. As I mentioned EDI is doing fine. WISE is another story altogether. So this applies to any of you on this call that are using WISE and have not started the transition to LSOG 6, and I want to differentiate between CLECs that are using LSOG 5 and 6 and are in the process of transition that s fine. You know, we are watching that was well, but the CLECs that have not even started the transition to LSOG 6, if you are using WISE there is nothing to prevent you from starting to use LSOG 6. It s been around over two years; it s proven so there s no risk in doing this. It s a fairly simple process of just getting your ordering staff up to snuff on the LSOG 6 business rules, but the thing with the WISE CLECs is there are a lot of them. There are literally hundreds of CLECs using WISE. Many of them are relatively small volume but nonetheless every one of them is going to be affected by the LSOG 5 sunset so we really need to make sure that everybody is prepared for the sunset. So again if you haven t already done so, if you know that you are using LSOG 5 and, or have not started the transition to 6, please push that along in your company and we will be contacting you one way or another, either through your account management or through the customer focus team, or directly. We will be starting some campaigns so you re going to be hearing from us every which way. You will be sick of hearing from us. Just a reminder that if there are any questions relative to the transition to LSOG 6 that our support mailbox is customer.transition.planning@verizon.com. One more thing though, I do want to point out, and this has been stated before, is that as of the June release we are implementing an edit that will prevent any new LSOG 5 LSR s with due dates beyond, let s see, October 8 th for the West is the LSOG (inaudible) date so if you re submitting a new LSR and it s after the June release a due date beyond October 8 th will be automatically rejected, and we re really stressing that even though we are saying sunset is October, we really want all CLECs to be off of LSOG 5 in advance of that so that they are not scrambling at the last minute. You will still be able to use LSOG 5 but you re going to have that due date edit to contend with, and anything that s due before sunset of course is fine. 2

Any questions on that little bit of overload on information? OK. If you aren t on LSOG 6 yet you will be hearing from us. Crystal Causey: Can you go from LSOG 5 to 9 instead of 6? question? Crystal Causey: Crystal Causey: Well that question has been raised and well first of all who is asking the This is Crystal with HTC. I m sorry, what was the CLEC name? HTC. HTC; OK, well before anybody makes any decision to go from LSOG 5 to LSOG 9 I want to be sure that you are aware of the, well of the implications. If you are going from 5 to 9 it means that you re operating in LSOG 5 right up until sunset. It means that as soon as LSOG 9 is implemented you no longer have access to 5; you re in a new environment and you have nothing to fall back on. Also you re really, you have restrictions, so the wise thing to do is to transition to LSOG 6 because it gives you an overlap of 5 to 6 and then you have the overlap of 6 to 9. If you want to go to 6 now and go to 9 in October that s fine, but because you will not have an overlap between 5 and 9 there will be no, again no fallback if you have any issues, any questions, whatever, any delays, with LSOG 9. I m not saying that there will be problems with LSOG 9, so please don t misinterpret that, but the safe way is to go to 6 now. And let me ask another question though, are you using WISE or EDI, or both? Crystal Causey: We re using WISE. OK, well again I still think it s really a good idea to go to LSOG 6. I would be glad to take this offline if you want to contact me through the customer transition planning mailbox. Again it s send me an and I will be glad to talk with you one on one, give you the pros and cons, but I really want to be sure that any CLEC who is even thinking about going that route is well aware of the I guess the ups and downs. Crystal Causey: Carol this is Gloria Velez. Can you just clarify your response for me, and the reason why I m asking for clarification in jumping is I really thought your policy was that you would prevent, you would now allow, a CLEC to jump. Well there is nothing systematic that will prevent it. There is nothing, no edits, but again we are discouraging it, particularly for EDI CLECs. When you re talking about the web and if you re talking about a very small volume, you know, we have CLECs that enter ten orders a week and if they can t get them in on Monday they get them in on Tuesday and I m kind of, you know, generalizing here, but there are different levels of risk for different CLECs. Whenever we come out with a new LSOG version, from the CLEC s point of view in particular, they don t like to jump onto it immediately with no opportunity to fall back to the old version, and as of October the old version will then be LSOG 6. And this is also relevant to the whole single LSOG story, that you know CLECs have asked for, if we do go to a single LSOG there would be some period of transition where there would still be that old LSOG version to fall back to and we are taking all that under consideration because we realize the risks involved. So my answer is really there s nothing that says you absolutely cannot do it and that s why I d like to speak to any CLEC that s interested in doing it to make sure that they understand what they are getting themselves into. And it may suit certain CLECs that do very low volume business in that if they go straight from 5 to 9, at worst case they lose a couple of days and I m not trying to say this isn t going to happen but it s probably not suited to most CLECs. The other thing is though on the side of the low end of the risk is that there aren t a lot of changes going from 5 to 6 and from 6 to 9; it's generally new features as opposed to changing existing features, so again it really depends on the individual CLEC. I d say for AT & T it s probably not a good idea. I hear you, and it sounds as though you re, the risk is at the CLEC. It s just that it was never really communicated that way in the past when we had discussions about jumping. Those jumping discussions came about when you were retiring 4. telling me. Right, well I was just going to say that. I clearly you don t have to go any further; I clearly understand what you re Well I do want to add when we retired 4 there actually was a prohibition on skipping LSOGs. Now going from 5 to 6 or from 5 to 9, again it s not, there s nothing in the system that will prevent it but it s something we strongly discourage and for the reasons I ve stated. 3

You re welcome; any other questions? OK, Bobbie do you want to say a few words about LSOG 9 transition - implementation, I m sorry. Yes, thank you Carol. Yes I just wanted to mention that we have distributed out the high level gap analysis on February the 25 th and that was posted out onto the website and you would go on to the website, you can select either East or West. And so for the West you would select West and then you can pull up the high level gap analysis, and out there we show every form and every transaction. We also listed out there all of the new valid values that were being brought in through LSOG 7, 8 and 9 and we list out there whether or not we re going to be supporting those valid values or not. We list every field and whether or not we would be supporting that new field or not and then also all the new fields that we are supporting under that form or that transaction we ve listed the length, the characteristics and the usage value. Are there any questions regarding the gap analysis? I don t have a question regarding the gap analysis but can you tell me where the material is on the website? I m under Systems Release and it doesn t seem to be there so it must be somewhere else. It s actually on the LSOG transition website, which is you go to let me see, I have the instructions right here for getting to it easily. You can do a search on LSOG transition from the wholesale, from any wholesale page and it will give you the results for LSOG transition. Just click on that, it takes you to the Why didn t you just put it under System Release? Because it really is related, it s specifically related to LSOG transition and all the LSOG information is centralized in that one spot. So you can t get there from taking any of your tabs on the top, like Systems and Measures, and then passing down forward. Your easiest way to get there is from any page, to go into the search box and enter LSOG Transition and it will bring the site up in, the search results will give you the link to the, right to the LSOG transition website. It s a lot faster than drilling down three or four levels. OK, and then we will be posting the 180 day draft business rules on, for the West. They will be going out on April the 11 th and from that point we will be posting the normal October release which will include the 73 at July the 29 th, 66 day will be on August the 5 th, and our 45 day is August the 26 th and then production is scheduled for October the 10 th. Are there any questions with that? Bobbie this is Barry at SCC. Would you be kind enough to go a little slower with those dates again? I got the 180, and just go from there please. Certainly. OK, the 180 again is April 11 th and then our 73 day is July 29 th, the 66 day is August 5 th, our 45 is August 26 th, and production is October 10 th. Those milestones are out there (inaudible) IVR also (inaudible) materials with the exception of the 180 day draft business rules (inaudible). The last thing is I did want to stress with everyone that from a West perspective what you re going to see with the LSOG 9 is that we are incorporating, and starting with LSOG 9, all of the OBF documentation which we did not have in the West in the past, so we will be incorporating all of that in and we will be showing that Verizon does not support for all the documentation we do not support, where in the past we did not include a lot of the OBF notes and some of the valid entries that we didn t support. So we will be bringing all of that over and what that will do is that will put us in a line with the East business rules and how they are set up today. both order and preorder? This is Gloria Velez. Does that mean that you re going back for error reform, Yes. OK. Are you still going to continue to include your errors? Yes. None of that will change. All we are going to be doing is incorporating the OBF documentation that we did not have, and we will be showing out there for all of that that we re bringing in that we do not support, and that will put us into line with the East as far as their current documentation includes all the OBF documents. Would you ever at some point in time align yourselves a little bit to the East relative to how you write a business rule? Because there s big differences between the East and the West in terms of 4

how you construct your business rules. You know, for example many of your fields you don t provide an else condition, so when you read error messages sometimes one can t figure out, especially if you re in the EDI world and you re trying to figure out what an else condition is, sometimes its difficult to know whether or not you, if you don t meet that error condition then its else optional, else prohibited, and the East kind of makes it, for the most part, very clear. OK, we do currently have different backend systems that handle our edits so we do have to front edits that are implemented between the East and the West so how the edits are functioning, they do function somewhat different. We are working to try as we move forward to coordinate as much as possible to implement the edits as closely as we can together. So when you talk about the edit information I know that we implement, from a West perspective our edits are at the field level. The edits that are at a field level we do incorporate those and at that field level we try to add the usage information to go with that and we have started putting in explanations and actions to provide you further information regarding those edits, and how to clear them if you get them. So It s not so much how to clear them when you get them, it s trying to prevent to get them when you re programming. But I appreciate the comments, thank you. 9, so I ll send it back to you Jean. You re welcome. Is there any other question? OK, that s what I have for LSOG Right, thanks Bobbie and Carol. Moving on to our next topic, is the WISE repair conversion to LSI-TA. I believe John Olson is on the phone to give us an update. Thank you Jean. There was a notice sent out to the industry on 2/25 highlighting that there was a change in date from the April 2 nd conversion, which was going to be Texas, Florida, North Carolina and South Carolina. That was pushed out one week so it will be April 9 th for those states, and again April 30 th are the West states: Arizona, California, Nevada, Idaho, Oregon and Washington. Just as a reminder, if you haven t updated your CLEC profile with your ECC or AECN, get that done as quickly as possible. We have to update the CLEC IDs in LSI-TA so we can do the security check when we process the trouble tickets. Are there any questions? John, this is Barry Queen at SCC. Yes. Not on the repair side but I know the managers from that group that are involved in the conversion have mentioned to me they ve been trying to get the ID set up and one problem that they ve had, our company, being grandfathered, does not have a four character, you know, company code. with that. Right. We re SB. Has that been overcome or do you know what s being done to assist That has been overcome. There s a difference here for everybody else who is on the phone there was a grandfather rule that there were two character AECN codes prior to divestiture, probably going back to We have a workaround to, we re substituting a four character for you and in the background it will be converted to a two character but it will be transparent to you. OK, I thank you and I, like I said the network managers that are involved I hadn t spoken to them directly but it sounds like you ve been involved and got it going in the right track, thank you. Yes, it has been tested internally. OK, wonderful, thank you. Lori Frederickson: This is Lori with Integra Telecom. As far as the Verizon East digital certificates, is that what - will ours need to go into LSI-TA? Lori Frederickson: Yes, that s correct. OK, and if there is any training needed for LSI-TA you can go up on the wholesale trouble admin website. Up at the top there s a button for training; there s classes scheduled for twice a month and we will be happy to assist you in that. OK Jean. Thank you. Thank you. 5

Right, moving on to our last project topic is FTP report migration, and I think we re just getting an update for the April release. Bobbie: I m sorry, I was back on mute. Yes, basically this is still set for the April on the FTP. The only thing we do want to remind everybody is that you need to make sure that your CLEC profile contains the current contact information since that is the information we will be using to send out the registration letters. Speakers: Speaker: Is anyone else hearing static right now? Yes. OK. I m going to get the operator. Hold on. Somebody probably has their cell phone too close to the phone. I did and I moved it. I m sorry, I think that s what it was. And other than that everything is the same and I don t have any other updates so please make sure that you do check the profile to make sure that who we are going to send those registration letters out are the correct people. Are there any questions on that? Jean this is Gloria Velez. Before you end this whole segment could you tell me when I can go back and ask a question regarding the LSOG 9 gap analysis? As long as there are no questions for FTP migration we will move back there. No more questions? OK, we can do. Bobbie (inaudible) you can ask her a question. Sorry to go back. I had noticed that both in the East and the West there s a new form being introduced, the ISDN PRI/BRI form and it looks like you re taking some of the existing ISDN fields that are on the port service form and moving them over to this form. My question is this new form, is that solely in today s world it would only, in the new regulatory arena, would this only be applicable for ISDN resale? Yes. OK. So it would not be applicable to platform? Not for the West, we would continue to use, from a platform perspective we would still be using our MB so we would still be using the OBF form. But I notice though that the ISDN form, in scrolling through the West gap analysis, the ISDN fields on the port form were moved, were deleted. Let me double check that. OK. So I guess my question is this new form, if you re ordering ISDN service, is it applicable under a platform arrangement, UNE-P, and resale? Let me double check, I m not sure. And I ll answer before the end of the meeting. OK. OK, moving on to our next topic, if there s no other questions, is the website enhancement and training, and Lynn Sedlak is filling in for Stephen Cuttle today. Lynn Sedlak: Hi, good morning. I just have a few updates to report on. As far as customer education there will be two workshops for LSI RETAS on March 16 th and March 30 th. And you can register for those on the web at the events calendar. Also there will be we ve updated the preorder samples and the order samples for the February release and those were updated by the end of February. We are also updating under the local ordering guide West error codes; we re going to be launching 18 new West error codes with those recommended solutions in, by the end of this month, by the end of March. A new page has been added to the ordering local services pages for the generic flow through ordering scenarios. It is found under the order samples link in the local ordering guide. When you click on that link a new page opens up and the East and West generic flow through ordering scenarios are located there. 6

As part of the CLEC support retirement the WISE support content migration is ongoing. It will not be completed until April as opposed to the end of March as was originally reported in January. Are there any questions? Lynn Sedlak: OK, thank you Lynn. You re welcome. All right, moving on to the items by release. Really the only major changes from last month on the items by release, we still show February, that s so we showed it completed since when we posted last month they were still, the release hadn t gone in. But the other thing is for all the June release items they do now show committed; however, the last one on here we showed as a candidate when we closed but now it is a committed project. Unless Bobbie, and I don t know if Steven is on the line, has anything else to add basically the only thing we did was change our candidates to committed for the June release. No new items have been added to the list. Jean I don t have anything to add. And I don t have anything either Jean. OK. Does anyone have any questions before we move on? OK, I m going to hand over the agenda now to Beth McReynolds and she will run the PWG portion of the agenda. OK, thanks Jean. We re going to start off with our new Type 5 CRs to rate; however before we start there have been quite a few that we have deferred for some further research. So starting with the first one, C , this is one that we have deferred and the first one that we will rate will be C advance search capabilities of LSRs in WISE database, and Barry Queen from SCC is going to give us a summary of this one. Barry, if you would. You re real faint Beth but I think you were asking me about that 321. Yes, if you will give us a summary of CO so we can rate that one. What I was asking here of Verizon is in WISE to give the CLECs, all of us, an enhanced ability, improve the technology of WISE where we could search for our PONs using partial PON numbers, you know, with wildcard searches rather than the entire PON itself. Potentially even search by all orders that we ve submitted against an end user name, an ECAT (sp?), a fictitious even cable and pair activity; looking at an ability that would minimize calls into the center, help us with keystrokes, minimize those in our search and just really make it a more user friendly service for us all to utilize. Does anyone have any questions? Annmarie Sturtz: Beth this is Annmarie from Choice One, I assume this can be expanded to the rest of the Verizon West footprint? It s only on here for Texas. Annmarie Sturtz: This would be for the whole Verizon West, yes. Any other questions for Barry? Beth, this is Beth Cohen. Barry is the intent here to be able to search for active PONs that are in work or is the intent to be able to kind of store already worked and completed orders? I would say both Beth. There are times when we ve submitted PONs against an end user name. You know, maybe they ve moved; we ve had other changes and, you know, trying to find the history in the flow of activity. It would be very useful for us to be able to really look, for example on an end user name what all activity I d put in under Joe Smith, you know, and even on a shortened keystroke basis sometimes the PON numbers get rather lengthy or we may reuse segments of a PON for a variety of activity and need to see each one and to have those come up in a grocery list arrangement to where we could then go in and look at the PONs that came back from that search. Does that answer your question? Yes, but the I ll tell you, the reason I asked the question is if there s been, this subject has actually come up over the years and I think, at least in terms of the already completed orders. I won t say there s been, its come up in regards to currently active orders, but in regards to already completed orders, first of all I think that there is already some kind of a timeframe that the orders are kept. They are not stored there for ever and I believe that the thought here is that those orders really belong to the CLECs as opposed to Verizon and that those customers and the kind of activity that they do and that you do, you know, for your end user really is your information. It s really not 7

necessarily Verizon's information and so there certainly is the feeling that the CLECs probably ought to have that kind of information stored in their own databases versus in the Verizon database, which is why we don t continually store all of this activity in perpetuity in the Verizon database. It's I think difficult to manage from a size perspective. Well one of the things that we run into a lot we have operated in an EDI environment that the EKATs for example, the circuit numbers that should be coming to us on completed PONs are not there, and when you have multiple order activities to try to look for what was the last fictitious number, what was the last circuit number, did Verizon send it when our history may not have it from that previous FOC perspective, it was not in a system, this is where that stare and compare capability is beneficial because in some of these cases we aren t getting the data to begin with. And I would say if there s data that we re supposed to be providing according to the business rules and we re not providing it, then that certainly becomes an exception process where you really should be opening up a trouble ticket. If it s something that we don t provide, that is not part of the business rules, that s a whole different story, you know, which would cause other conversations to occur here. But I would definitely say that if you re not receiving information that you are supposed to receive because it says that that s what you re supposed to get back, there absolutely should be a trouble ticket opened for those kinds of situations. There are and we do. You know we open the tickets and a lot of times we get the feedback, you know, on that ticket where we are read off the information or it comes back in the ticket but this helps us have an ability to go back and verify because a year from now nobody remembers that ticket and we are able to go back and look and say OK, we never got that originally, we need some help. I understand, you know, where you re coming from. I m just letting you know what Verizon s position has been in the past in terms of having ability to kind of use the Verizon database as the customer database. So I think that there may be push back internally from that, and we can still rate this but I m just putting that out there as, to let you know. I understand. OK, I m done with my questions. OK, are there any other questions? If there aren t any other questions then we will move forward with rating this. SCC? SCC: MCI: Birch: Telcove: Vartec: Covad: Eschelon: Choice One: HTC: Five. AT & T? MCI, is MCI on the phone? Sorry Beth yes, three. Birch? Telcove? Vartec? Covad? Three. Eschelon? Choice One? HTC? Five. Comcast? 8

Comcast: Sprint: Time Warner: XO: Integra: Speaker: Three. Sprint? Time Warner? XO? Integra? Accenture, is Accenture on the phone? I don t think they can vote. Did AT & T, where they on the phone? Did I hear them? AT & T: Yes, Gloria Velez from AT & T is here. Normally Mary Halpin in involved in this so I guess I can go ahead and do a pass. Trinsic: Rob Smith: Rob Smith: OK. Did I miss anyone? Peggy Rubino from Trinsic, I m going to pass. OK. This is Rob Smith with Cineverse. Cineverse? Yes. We will pass. Anyone else? Then what I have is AT & T pass; MCI three; Birch 4; Telcove four; SCC five; Vartec pass; Covad three; Eschelon four; Choice One four; HTC five; Comcast three; Sprint pass; Time Warner pass; XO pass; Trinsic pass; Cineverse pass; Integra four. That takes us to the next one to be rated, C This is improved enhanced reporting capabilities in WISE, and again Barry Queen if you would give us a summary on this please. OK, what we were asking, right now WISE only offers us three reports and really, you know, what we get back on the report it s not easy to read, it s not easy to work through on an overall basis and we d like to see if there s an ability to improve this. One item for example, intermixed in all the LRs being the FOCs are also jeopardies. Certainly having that broken out as a separate report so you can drill down quickly and get to those jeopardies rather than wade through the entire list of FOCs that are there so you can address those for orders as soon as possible. Another thing is for example, on reports where you do receive the FOCs asking Verizon to provide us instead of a grocery list of a PON, the PONs, a grocery list of them that would include things such as the EKAT, the circuit number, the due date and specific information that would help us as CLECs process the report more quickly and use all of our time more efficiently. In the same like regarding the error or reject report, similar information such as this PON, here s the reject and some other associated data, so really those are the things we are looking at is trying to improve what the view and the use capability is of the report that Verizon provides us. forward to rating. SCC: Are there any questions? OK if there aren t any questions then we will move Five. AT & T? 9

AT & T: MCI: Birch: Telcove: Vartec: Covad: Eschelon: Choice One: HTC: Comcast. Sprint? Sprint: Time Warner: XO: Trinsic: Cineverse: Integra: Pass MCI? Birch? Telcove? Vartec? Covad? Three. Eschelon? Five. Choice One? HTC? Comcast? Comcast I didn t hear you. I m not hearing Time Warner? XO? Trinsic? Cineverse? Integra? I received pass from AT & T; MCI four; Birch pass; Telcove four; SCC five; Vartec pass; Covad three; Eschelon five; Choice One four; HTC four; Sprint pass; Time Warner pass; XO pass; Trinsic four; Integra four; and Cineverse pass. The next two Type 5s that are listed, CO5-0329, which was retention and view capabilities of historical data after sunset of LSOG in WISE; this one is being deferred for further research, as is C provide access to resold customer service records via EDI. This takes care of all the new Type 5s and we re going to move on to, we have one new Type 4 that we will be rating and this is C Verizon West New UNE-P ISOC, residential end user, and Steven Manion is going to give us a summary of this. 10

Thanks Beth. The purpose of this initiative is simply to create a new unique UNE-P ISOC for residential end users. Today we have one ISOC, as you are well aware, that you put on the orders that we use for both business and residence which is causing some processing issues downstream. So we are going to create a new ISOC to identify residential end users for UNE-P and use the existing ISOC for business customers. And that s all for this questions? This is Gloria Velez; so submitting residential platform orders going forward whenever the CR is implemented will force us to change to this new ISOC, correct? correct. Correct, you would use to identify the residence as opposed to business, OK, and then this might be a premature question but what happens if you have got an order that s in flux? That, you know, whenever you let s say you implement it in October 2005 and there s orders that need to be supped, would you accept the old one and only reject if you went in with the old one on brand new orders? the process. Speaker: Speaker: database? I would yes I believe we would go ahead and accept them if they re already in OK. Basically any current order would be grandfathered with the current ISOC. Right. Just the orders going forward there would be no need to touch the embedded That s correct. We will have I believe the direction is we will do a cleanup of what s sitting out there but what we will do is after the dating of your new coming, brand new coming in will require that ISOC. Speaker: OK, thanks. (Inaudible) Speaker: Any orders that would require a re I can t think of any orders that would require a recap of the ISOCs after, I don t think we have to recap it. No I don t think so. (Inaudible) Speaker: OK that s great, thank you. Just to follow up on that because that was exactly what was in my mind because I work with multiple LECs so just to confirm today we don t recap so in other words I m doing a change order, I don t have to recap that. Right. OK. And again this is solely to help Verizon West in their processing? Right, well it identifies the residence versus the business customer. OK. Because this is processing this incorrectly and there is no manual intervention for the orders and they can be mixed (inaudible) all the way through. OK, so you can t do the identification via the TOS field? It is my understanding it s in addition to the TOS field. So you can t just use the TOS field, you have to do this? You re giving me the ISOC today; you re giving me the business ISOC today so the only thing we are asking is if it s a residence to do a residence ISOC as opposed to a bus ISOC so it s the same process today only it s just a different ISOC for residence. 11

So what happens today? I mean so you get the TOS values set to residential and you get the business USOC. So you re not rejecting the order so what s that, happening on your end? process to be verified in provisioning. Mike Clancy: was UNE-P? Mike Clancy: We re doing a manual process internally. The orders are moved to a manual OK. This is Mike Clancy, I have a more (inaudible) to comment. You said the product Yes. Why is Verizon doing anything on UNE-P? I don t understand the question. I ll answer the question. Mike, its Beth. I think that first of all there are certainly customers who are signing agreements that allow them to have UNE-P. There is an interim agreement that allows folks to process new UNE-P for a period of time so it s not that, you know, UNE-P totally is going away but it is, you know, there are other arrangements that have to be made in order to be able to process it. Mike Clancy: So this change would be applicable if a carrier were to sign a commercial agreement with Verizon for wholesale advantage? Mike Clancy: Correct. OK. And if I just may go back, because I m still a little stuck on this. I mean are you saying today that for every residential platform order that you get in, that drops to manual handling, every platform residential? That is my understanding. Valerie you re on, is that correct? Valerie: No what s happening is the orders are coming in and they are processing through but they are dropping in the provisioning center. It has to be handled manually there because it s being identified as a business customer, or a residential customer and it s carrying the TOS of a business customer. Right, so in answer to your question every residence that has a TOS that doesn t, you know, that doesn t match the ISOC, the business ISOC they re using today, it drops down. Valerie: FOC. Valerie: It s erroring out in the provisioning center, that s where it s erroring. So in other words from a CLEC perspective you turn around and you issue the I m not sure what the FOC is. I m sorry, the local response. The confirmation back. The confirmation, so you issue that and then when the order goes downstream to your provisioning group are you then sending back a jeopardy? understanding. Valerie: piece. No we re not sending anything back. We are fixing it internally is my Right, it s being handled manually. Right, so with this we won t have to do a manual process in the provisioning So how does this really impact the CLEC overall for our end user customer? You are able to return the local confirmation; by you having to put manual intervention in there, is that causing Verizon to provision the customer or the CLEC s customer slower? 12

Right. What we re doing is we have a manual process in there that we re having to drop to do the work and with this we will bypass that. It will be able to be sent down without manual intervention and yes, it will be, it wouldn t take as much time. And not only that, automation also is much better for any manual errors that could be brought into the process so there s always the, whenever Verizon can find an opportunity to automate orders, whether it be in the ordering or provisioning component of this process, we re looking to do that, both for our internal efficiencies as well as for yours. I understand that, it s just that when you make this kind of a change then you re forcing the CLECs to do a change and I was just, you know, confused, when you have a TOS value that represents a residential customer. Valerie: Right, but the ISOC that s being placed is business so we are asking, we re implementing a new ISOC so that when you have a TOS of 2 for residential you will have the matching ISOC placed on the order. questions we will rate this one. MCI? MCI: Birch: HTC: SCC: Choice One: Trinsic: Eschelon: XO: Time Warner: Sprint: Comcast: Integra: Are there any other questions for Steven or Val? OK, if there aren t any other Three. Birch? HTC? Choice One? Three. Trinsic? One. Eschelon? XO? Time Warner? Sprint? One. Did Comcast join us again? Yes, I m sorry. Integra? AT & T? AT & T: Pass 13

Cineverse: Telcove: Vartec: Covad: Cinevest, Cineverse? Telcove? Vartec? One. Covad? OK, what I have is MCI three; Birch pass; HTC pass; SCC pass; Choice One three; Trinsic one; Eschelon pass; XO pass; Time Warner pass; Sprint one; Comcast pass; Integra pass; AT & T pass; Cineverse pass; Telcove pass; Vartec one; and Covad one. Covad: Covad pass. Covad pass sorry. That s all we have to rate today as far as Type 5s and Type 4s; however we re going to go back to Bobbie Dodson. She has some answers to some questions earlier in the meeting. So Bobbie: Yes, on the LSOG 9 with the IF form and you asked about the UNE-P and the ISCN, we are going to continue to order that through Req Type of NB and we will continue to use the PS form. We will not be using the new IS form so that will be ordered just as you order it today. OK, so those fields that you removed T0hose fields that we removed we weren t using anyway. You use the data gathering form to order those types of things so you will continue to use the data gathering form. OK. So then the IS form is only for resale ISDN? Correct. You re welcome. OK, before I close the meeting any other questions anyone has? OK, our next meeting is scheduled for make sure I have the right date April 19 th. It is currently scheduled as a face to face meeting in our Irving location. I m assuming the CLECs still want us to come down and meet face to face. Is that a true statement for the few that will be showing up? Speakers: Yes. OK, I expect to see some faces there next month. And that s it unless anyone else has anything else they want to bring up. All right, I thank everyone for joining the call and we will be talking next month if not sooner. 14
