Let s get started with the official agenda. The first project is end user listing, Carol Yozzo. Carol Yozzo: Thank you, Jean. Good morning everybody. Well the final round of conversions was completed in February, and I ll now pause for fanfare, and a little levity there. But the files for the file conversion were distributed about two weeks ago. So if you received a file, and actually beyond, if you received a file, but if you received a file of any substance, meaning more than say, 200 listings, the implications of that, is that we ran through an initial conversion and then this latest conversion was kind of a sweep up of what was remaining. So if you received, say, over 200 listings, it means to us that you re still or you could still be creating banned listings. So you also received a note in with your file, that asked you to make sure your directory staff is creating only end user listing format listings. An edit will be implemented in June that will prevent that, but in the mean time, so in the next three months or so, it s still possible to create that. So we really ask you to keep an eye on that, and make sure that we minimize that. We did implement the edits to prevent new and migrated bands in the southern states, in New Jersey, Pennsylvania, Delaware, Maryland, D.C., Virginia and West Virginia. So we re in good shape down there. But in the north, we still have a few months before those edits go int. So any questions on end user?

Page 5 Kelly Stiger: Carol, it s Kelly Stiger calling from Choice One Communications. Carol Yozzo: Yes, hi. Kelly Stiger: We do have a question actually regarding the conversion occurring in the PA territories? Carol Yozzo: Right. And I know we ve gone back and forth in on this. Kelly Stiger: The problem that we re facing right now is you were just talking about, you know, deleting listings that are on (band) profiles, and recreating them on CSRs and that sort of thing. In the PA territory, it s not letting us delete the listings at all, that are on the banned profiles, currently. Carol Yozzo: Have you all ready created in it s end user, and you re saying it won t let you delete them? Kelly Stiger: Well these are customers who like just want to completely delete, like they ve left Choice One and we just need to completely delete their listing, period, like they no longer want a listing at all. And we cannot issue deletes off of the banned profiles. It s erroring them out, advising that they re no longer valid billing telephone numbers, that the band is no longer valid. And I actually was speaking with (Karen Mansoor) yesterday, and she said that that is a system error, because of the fix that was put in place, so that we couldn t create new band listings, that the fix was too strong, and you actually it s stopping you from deleting (band) listings in PA. Carol Yozzo: OK. I wasn t aware of that. I ll talk to (Karen) and follow up on just what s being done about that, but I actually wasn t aware that it wasn t allowing deletes either. OK. Any other questions?

Page 6 Loriann Burke: Carol, this is Loriann at XO. Are there some sort of list some type of listings, though, that cannot be on the end user listing like the toll free numbers? Carol Yozzo: Yes, there are existing listings that could not be converted, the toll free, and alternate call and cross reference listings without TNs. Those are on (bands). Now, as far as creating new listings, I m actually not sure, I m going to have to check on this on the toll free, but I believe that any new listings I the toll free or for lack of a better word, let s say it s an exception and I don t know what the process is. I need to talk to someone in directory to find out how those are handled, but you re right there are some listings that remained in the bands that could not be converted. Does that answer your question? Loriann Burke: Right. So I mean anything new, how would we you said you don t know at this point. Carol Yozzo: Exactly. I don t know how the toll free are handled. I will check on that, and I made a note to get back to you on it, or I can report out on that on a future meeting if that s if anyone else is interested in that same question. Or has anyone else had any experience, I should say in creating a toll free since edit went in? OK. Well I don t want to take this off track, so I ll follow up on that, and get you an answer. Loriann Burke: OK. All right, thank you. Kelly Stiger: And it s Kelly, over at Choice One, I again, just have one more question. In relation, I guess it sort of ties into the listings that are remaining on the band profiles, if there are still listings on the band profile, that should have been converted is there going to be another scrub sort of, you know, a month or two or three from now to go through and question those? Like say there s been no order activity on those listings in three or four years, but they are still showing up on the (band) reports. Will there be a secondary scrub to have those removed, or verify that they re still in fact, valid listings?

Page 7 Carol Yozzo: Yes, as we ve done in the south, we re going through, kind of it s no longer considered part of the end user listing project, but it s a cleanup of the (bands), and in the north that will be taking place in the June timeframe. So we will have another opportunity to go through and cleanup anything that needs to be cleaned up, and then residual anything that becomes eligible for conversion as a result of that will be converted, and that will be the final sweep. So it s probably going to be sometime in the starting around May, but probably run about May, June and maybe into early July timeframe. Kelly Stiger: OK. Carol Yozzo: And I mentioned before that in June is when we re implementing the edit to prevent any new bands from being created. So, you know, anything that does sort of sneak through in the meantime will also be caught then. We hope to minimize that. Kelly Stiger: OK, thank you. Carol Yozzo: You re welcome. Anything else. Great. Well, I think, then end user listing will no longer be on the agenda, and it s been real. But as I think, Jean will mention later, I ll be back. Jean Derrig: OK. Moving on to our next project, this is the improved due date process to match pre order availability to actual due date on the LSC, so Bobbie. Bobbie Dodson: Thank you, Jean. With the February release, we actually implemented the code. The code that went in was for the appointment scheduling transaction, we have a new transaction for preorder. What you re able to do as of the February release, was to be able to go ahead, and do the new inquiry to do the view of a due data availability, that s with the (text act of A). However,

Page 8 with the new transaction going in in February, you re still not able to do the reservation or to change the reservation. We ve included with the documents that went out, the projected roll out scheduled for the additional functionality which is the reservation, and to change the reservation with preorder transaction. And that schedule is shown out there with the beginning of starting with May the sixth, we have the first region that will start to roll out, and that s with the Pennsylvania-Delaware. Also attached within that, you ll see the wire centers, and the pilot will be the first area we ll start with our Levittown, Pennsylvania. And it shows the first 23 wire centers that will convert within that. And then, it shows the remaining dates within the Pennsylvania-Delaware area that will convert out. Then the next area that s project to roll is the Potomac area, and again, we ve got the listed wire centers that are out there. This is a projected roll out schedule. If you ll notice, as you go further down we do not have a list of wire centers for the remaining areas. As we get the wire centers scheduled for the other areas, we will update this and provide that out to you. Should any of these conversion dates change, we will, of course, notify you immediately, and provide you an updated schedule for that. Anybody have any questions? Jean Derrig: Thank you, Bobbie. All right, moving on to our next agenda item, this is single monthly change management meeting, east-west. Currently we have a separate meeting east, and meeting west, which is next week. Peggy Rubino, Peggy, have you joined? Peggy Rubino: Yes, ma am. Jean Derrig: OK. Peggy called me a week or two ago and said that the CLECs had a meeting about single having a single change management meeting. So Peggy, I m going to let you, at least, tell us, what happened at that meeting, and then we could open it up.

Page 9 Peggy Rubino: OK. We just put this as an agenda item on our normal CLEC call. And somebody had approached me saying they thought it was a good idea, and you and I have talked about it, and various CLECs have talked about it at various points in time. It seems like, for the most part, the same people are covering the east and west. We have, generally, come issues at least, that overlap that we try to deal with at the beginning of the east meeting. We invite the west people to the east meeting. And the west meetings (tend to go) less than an hour for the most part. So we thought for the sake of efficiency, we would just combine the meetings. Maybe have a subsection at the end for west specific issues, and do east specific issues, separately, but try to combine as much as we can and do it all on the same day. Jean Derrig: When we talked about this internally, we were actually thinking of totally combining everything. So special projects, and like the first part would be, if there s an east only, I mean recently, it s always been an east and west. If it s an east only or if it s a west only it would still be covered. You know, and they don t go very long. And sometimes there s beneficial communication east and west back and forth there. So I think we re really thinking of totally combining the whole agenda having one (IVR) to cover the east and the west. Having one PWG that covers east and west. And what we were thinking from a PWG standpoint, is and there are some cases, we ve gotten in the recent past, we ve actually opened one initiative for to cover the full footprint, but there s still some out there that s an east version or a west version, is potentially relooking at that, and basically rescoring it, based on the combined if it s a combined you know, they re separate, brining them together, looking to see, you know, really rerating it. Not everyone rerating reanalyzing the rating and reaveraging the rating. The only issue is for some reason one CLEC voted the same CLEC voted differently east and west, and I don t know why they would do that, but there may be

Page 10 reasons, we would keep the higher of the two reasons. So if they scored a five and a four we would keep the five when we did the reaveraging. That was something we were thinking internally of how to really combine everything. So it would be really one material combining everything together, and really making it a single meeting, single view of everything. Does anyone have any objections of that philosophy? Does anyone have any objections of putting the meeting together? I mean I guess the basic concept we have to go through first. (Karen Johnson): Well this is (Karen) from Integra. We have nothing in the east, but we re definitely supportive of bringing everything together. So that s my west perspective on that. Jean Derrig: And this is going to be on the agenda next week at the west to give them the people that are only in the west a fair shake to make comments as well. Any questions? Male: In terms of reaveraging everything is the same people doing the work on the other end? Like say you have a list of the west projects, and then a list of the east Female: You mean Verizon doing the work? Male: Yes. Female: You mean the implementation? Male: Right. Female: Yes, it s the same IT ((inaudible)). Yes. Sometimes it is different systems.

Page 11 Male: Yes. Female: But it is the same resource pool that actually managers the different systems. Male: So right now, they have two priority lists. Female: Basically. Male: That makes sense. Gloria Velez: Jean, this is Gloria Velez, would you anticipate then the meeting would go for most of the day? Jean Derrig: Well like we said, a lot of things are repetitive. So instead of saying it twice in two different weeks, we would say it once in the same week. You know, the only time where it gets heavy, I think, lately, on the agenda is when we have a new release going in on the IBR, where we spend the extra time putting talking about the projects that are going in, so for the first time it s on the IBR. So those meetings may run a little longer. So, you know, when I first started 18 months ago, these calls always had a lunch break and we joined up after lunch, at least the east, I don t recall ever doing that for the west. So worst case is, we do we get back to that routine of, you know, doing special projects, IBR in the morning, and PWG in the afternoon or after lunch if required. I mean we ll base the timing we do look at the times we try to put on the agenda and gage how long we think each thing is going to be, and if we need to take the lunch break prior to go on the PWG or not. So we would still look at that. So and we were also proposing, keeping it with the

Page 12 east schedule. So it s still associated with the cost being the day after every other month. So it will always be the second Tuesday of the month is also the proposal. Gloria Velez: And then your material that you distribute before the meeting, would you be sort of combining the material? Jean Derrig: Yes, that s what I said, we would be combining everything agenda, and the materials. So like I said, we re going to discuss this, again, at the west, assuming we re going to assume there s really going to be no objections, but there could be. And then our next proposal is starting it in April. And realize, that us combining the materials may be a little rocky for the first month or two, until we get the flow of it, but that s proposal. So any questions, objections? (Beth Cohen): Just so folks this is (Beth), just so folks know when Peggy called Jean to say that this was discussed at the CLEC only section, Jean and I kind of chuckled, because we ve actually been talking about it internally because we also saw the same things kind of happening. That there was clearly things that we are trying to do across the regions, that really cover just about everybody. And the discussion items are both east and west. So this was a like minds, I guess, we re all thinking along the same lines here. We were in the same mode. Female: Would it start in April on site, or like we re doing now? Jean Derrig: No, it would be a call. And then the first would be (Beth Cohen): May. Jean Derrig: May would be the face to face. And really from a west perspective, I know Vortec is on now, they would show up every once in a while. That s someone s cell phone.

Page 13 (Beth Cohen): As long it s not on hold. Jean Derrig: And there was, you know, SBC, (Nell), AT&T would show up face to face. So we ll have to work out what we would do from a west, and old west face to face, if we just had a face to face here, or, you know, maybe on an off month if they wanted to go, and that s still could be worked out. And that would probably more ((inaudible)) next week, to see what they want to say. Female: There are very few people who come face to face in the west. I think it was Integra Jean Derrig: Sprint would show up every once in a while. So that s our proposal. If there s no objection next month or next week at the west meeting, we would start in April with a combined call. And then, the next face to face. It would still be the face to face, the same month as ((inaudible)). You may want to break that connection ((inaudible)). OK. So I m not hearing any objections or questions, we re going to go with that (path). If for some reason the west has large objections during the conversation, we will send out a note saying it s not going to happen in April. But until then, I would assume it will. OK. Before we move on to the departmental discussions, I do want to bring up that Verizon is going to open up the topic, again, of single (LSOC). We re we don t want to discuss this today. We re just giving you a heads up that we re planning a separate meeting, probably the first week in April that will present our proposal. And open it up for discussion with the CLECs and see where it goes from there. So I just wanted to give a heads up that you ll be seeing the notice go out about separate meetings for a single (LSOC) again. You guys can start thinking about it. Great. Moving on to departmental

Page 14 Female: Jean, I just have a question, for us to be thinking about it to go with that, are you kind of thinking about entertaining this when you decommission six? So you have nine up now. I mean you have to give you threw this out to us, and you want us to kind of think about it, so Jean Derrig: It would probably you know, I m not the one making the presentation, it would probably be with the decommission of six, going from nine to maybe a higher number. But and we don t have a date yet for six, just to let you know. You know, it s all kind of related here. So that s kind of where we re going. I mean we re not going beyond six right now, with nine out there. It would probably the single (LSOC) would be a build off of nine, and going forward. So six would be decommissioned with the single (LSOC). So, you know, it s a proposal. Female: It s for discussion. Jean Derrig: It s for discussion. It s not a given. And Bobbie I would assume we would send out the presentation prior to the meeting. Bobbie Dodson: Yes, we would. Jean Derrig: OK. Everyone is echoing. Operator, are you still there? Operator: Yes. Jean Derrig: I m getting like major feedback and I feel like everyone is echoing all of a sudden. Operator: One moment, please. I ll check your line.

Page 15 Jean Derrig: OK. Thanks. Female: OK, Jean. I appreciate that additional information. Jean Derrig: OK. Thank you. All right, now moving on to the departmental discussion for WWCC and CCE I ll open up to Nick and or Jamie. I m not sure who s going to speak first. Nick Umrani: Right. This is Nick. Good morning. I have one administrative item. I m hearing a lot of echoes. Jean Derrig: Yes, he s working on it. Nick Umrani: OK. We are planning on changing the name for the WWCC to Partner Solutions so it s going to be PSCC. That s the administrative item. So I have nothing new to report, so are there any questions or suggestions for us? Any feedback? Great. If not, I ll turn this over to Jamie. Jamie Rawls: Great, thank you, Nick. Good morning everyone. As we just implemented February release successfully, we had a couple of post release calls, where we had no issues reported. And we all ready are preparing for June. So I wanted to just give a couple of dates for CLEC testing. At the June release, this will be coming out as we finalize the timeline probably this month. The CLECs starting the CLEC testing start date for the June 2006 release, will be May 22nd. We will ask for test plans to be submitted to Verizon for inclusion in the June testing as of May eighth. And then we have the production date on the 18th of June. So those are kind of the high level important dates for the June release. And again, we ll be publishing and communicating those also in the April timeframe, so we make sure we have everyone participating in that.

Page 16 WWCC front, I think all systems are functioning as expected this morning, and no issues being reported, so I ll open it up for questions. Jean Derrig: OK. Thank you. I do have one reminder, as we sent out, I think, it was the 45 day notice that on March second, we sent out a reminder, that with the April release for the users of the east EDI interactive agents, the digital certificate is changing. We do encourage testing. The new digital certificate will be up in the CTE environment starting on April 10, so you ll have that week prior to the production to test your connectivity. It is encouraged that you at least test that kind connectivity if you re using that EDI interactive agent. If you want to do testing beyond just a handshake connectivity, if you want to work some transactions, you would have to reach out to your individual tech coordinators to do that. Female: If I have some questions on this, who could I contact? Jean Derrig: The connectivity management team. Female: OK. Jean Derrig: OK, and I think it s just connectivity.management.team@verizon.com. Or just send it through change management and we ll get it to the right people. Female: OK. Thank you. Jean Derrig: So that was just another reminder, because that s in April. All right. Moving on to training and Web site enhancement.

Page 17 (Steven Cuddle): Good morning everyone. I m just going to reference a few updates that have happened with the Verizon partner solutions Web site. And these are all detailed in the March 13th, notification that went out yesterday. On the home page of the Web site, we have added a new survey question in the how are we doing area, that s in the lower right hand side of the page. So I encourage you, as always, to respond to the survey. It helps give us feedback for future enhancements. For training, we have several workshops scheduled this month starting out on March 16. For those of you who are ordering products via ASR, we have a carrier services gateway ((inaudible)) CSV workshop is scheduled on the 15th from 1:30 to four o clock eastern time. Registration is required for the workshop and you can do so right on the events calendar on the Web. On March 21st, there are two workshops scheduled, one for the LSI, a couple of administration application, from two to four eastern. And then, also from 1:30 to three o clock, there s a Verizon trouble administration gateway or (VTAG) workshop. This application is for submitting trouble tickets for product ((inaudible)) (ASR). Again, registration required, and you can register on the events calendar. And then, the final workshop plan for the month of March is a local ordering workshop. It is geared for those of you ordering in the Verizon east region. It will be held on the 23rd of March from 1:30 to three, eastern. Again, registration required, and you can do so on the events calendar. In addition, I won t go through the list, though we have made some updates to the LSR order sample. Those are found by in the ordering global services section. In the contact us area, we ve added some center information for the all new ((inaudible)) call center, acronym is UCC. And that information was formerly housed in the CLEC support section ((inaudible)).

Page 18 And then, some updates on content, again, for products ordered via ASR. We updated some frequently asked questions in the (VTAG) application. We ve added new (PSG) sample ASRs, one under the wireless area section, and one under special access. And then, a new job aid has been published for copying an existing AR or template into CSG. That s it. Anyone have any questions. Gloria Velez: This is Gloria Velez. I was having a little bit of a hard time hearing everything that you were saying. So if you covered this, I apologize. For order samples for (LSOG) nine, is there anything out there? And if it s not out there, is there any plans for samples? (Steven Cuddle): Gloria, they re not yet out there. My team is actually working on upgrading the cycles to (LSOG) nine. And the plan is, right now, to launch those in the June timeframe. Gloria Velez: OK. Thank you. (Steven Cuddle): You re welcome. Jean Derrig: OK. Any other questions for Steven? OK. Moving right along, the next agenda item is (M5) release. From last month, the changes really are just status changes. There s no new change request added. All of the February items now show complete. I want to point out for CO41577, the improved due date process ((inaudible)) availability. We show complete, but we also note that the service area conversions will ((inaudible)) because that s what Bobbie covered earlier. We plan to keep that on as an agenda item going forward, until the conversion is complete, and we ll be removing it from the (IM5) release, because it will be under a special project.

Page 19 All of February s are complete. The June items we did discuss last month. They are they were all candidates last month, they are now all committed for June. Any questions on any of the projects? Have you guys had a chance to flip through them? Female: Jean, there s a lot of background noise, I don t know if someone was rustling papers or Jean Derrig: Yes, I m sorry. I was going through my materials and I m right in front of the phone. Female: OK. Jean Derrig: Sorry. OK. No questions on that. We ll move on to the PWG. The first item is CO6O27, expand the phone field and the trouble I m in Web service using PML which is (taxi). This is Broadview. I believe Janice is on the call today. Janice Ziegele: Yes, I am. Jean Derrig: Do you want to give your little spiel? Janice Ziegele: Sure. Basically, what we re asking for is to expand the phone numbers field for contact reach authorization name or (absolute) numbers. Currently, it s 10 digits, so it does not allow for an extension number. So we d like to expand it to 17 numeric, so that we can put in extension numbers. This would also bring it in line with regular trouble administration business rules. Jean Derrig: Any questions? I don t think we have any problems taking this in. All right, Broadview. Janice Ziegele: I give a five. Jean Derrig: AT&T?

Page 20 Mary Halpin: Jean, this is Mary, I m going to temporarily pass. I have to just confer with one person and then I ll send you a vote. Jean Derrig: OK. APX. (Alex Tutor): Four. Kelly Stiger: Can we pass for right now? Jean Derrig: Pass. OK. Covad. Michael Clancy: Pass. Jean Derrig: Cox. Mary Clarke: Four. Jean Derrig: CTSI? Madison Barry: Pass. Jean Derrig: Penn Telecom. Dok? Did we lose Dok? Dok Mathews: Sorry I had a previous engagement. I will give this a three, ma am. Jean Derrig: OK. Sprint.

Page 21 Carol Frike: Pass. Jean Derrig: Time Warner. Emmy Brown: Pass. Jean Derrig: Trinsic. Peggy Rubino: Pass. Jean Derrig: XO. Loriann Burke: Pass. Jean Derrig: RCN. Ellen Frantz: Pass. Jean Derrig: Qwest. Pam Bleten: Pass. Jean Derrig: Integra. (Karen Johnson): Pass. Jean Derrig: Remi.

Page 22 Larry Blair: Three. Jean Derrig: Vartec. Teresa Castro: Pass. Jean Derrig: Did I miss anyone? Female: Comcast, and we pass. Jean Derrig: Comcast pass. OK. All right. Moving right along, our next new type five was from AT&T. It s CO6O517. Move service order Move, as a (type), service order process improvement. Mary. Mary Halpin: To provide a summary of what we re looking for is that Verizon developer process, or systems process so that the two interim parts of an order are coordinated so that if something happens, the two portion or the new installation part of the order that the customer s current location not be disconnected. And that when we receive a jeopardy back it s for the entire order. We have experienced with customers being losing service often because the two portions are not coordinated. And the disconnect from part of the order happens early in the day. And the new installation is perhaps, handled maybe late in the day or at the end of the day. And you don t get the jeopardy until that night or the next day. And then, the customer has lost dial tone. So we re just looking for the entire move order to be handled as one process. And if there are any issues, and there is some sort of a jeopardy sent back that that s done for the entire process, and not just one part of it, resulting in a customer being out of service.

Page 23 Jean Derrig: Mary, I have actually one at least one question for you. You submitted this for east and west. When we looked at this internally the west process is different when we get the order when we get the LSR in the east, we actually create two service orders. In the west, we do create one service order. So we don t think the issue out of service (with those jeops) happens in the west. Do you know for sure it happens in the west? Mary Halpin: Well I know we receive jeopardy s in the west. And I did receive a call from (Beth) and we haven t talked yet. Jean Derrig: OK. So we re going to leave it on the west agenda for now but it may came off. Because we re not saying you re not going to get the jeopardy s, but the jeopardy for the two area shouldn t it check the whole thing, it shouldn t just check half of it. Mary Halpin: Right. I understand what you re saying, and that it s one internal order in the west. I just need to go back and see, you know, if there are any other issues? And then, this could be just a CR for the east? Or it could and not be one of the west. So I m still looking into that. And I just waned to add that this was a CR before. Jean Derrig: Right. Mary Halpin: And as a result, the business rules were expanded for dual service but that has such limited application and additional cost to the customer, it really didn t solve the issue. So that s why there s another CR. Jean Derrig: Right. And at that time, when we looked at the previous CR, it does cause like a provisioning operational change. And at that time, when it was previously investigated, we were told they can t make the change. So what we re willing to do is accept this in, again. Go back

Page 24 and talk to the provisioning team, again, to see what they can do to help with the situation, but we can t make any promises that it s going to be a different answer this time. Mary Halpin: Well we would just hope that you would really take a fresh look and fully explore. Jean Derrig: Right. And that s what we re going to do, Mary, and open that up again but I don t want to cause any false expectations. So we are taking it in. And we will investigate again, and see what changes can happen. So we are willing to take it in. I just didn t want to give these false hopes that the answer is definitely different, but we are going to push to see if we can get a different answer this time. Any questions from the CLEC community before rating? OK. Male: Does the move order in the same central office? Or is it different central offices? Female: Same. Mary Halpin: Most of the time these would be the same (with the problems). Male: OK. Jean Derrig: OK. AT&T. Mary Halpin: Five. Jean Derrig: APX. (Alex Tutor): Five. Jean Derrig: Broadview.

Page 27 Teresa Castro: Five. Did I miss anyone? OK. Moving on to one type four ((inaudible)) is here. It s CO51389 flow through expedite request. Steven Manion: Yes, thank you Jean. Yes, this initiative And today, any LSR we receive with the expedited (seal) populated with either an E emergency or M medical emergency, the system moves that request to a manual queue to be handled manually by the associates. In the antenna this initiative is to simple automate this process, thus removing any possible delays to make this in the current manual process. It is not the intent of this initiative to make any changes to the current but to enable the system to process expedited due dates, exactly as they are processed today the associates. Any questions? Gloria Velez: So this is Gloria Velez. So in other words, you don t anticipate any business rule changes on the interface between us and you? Steven Manion: Not at this time. Gloria Velez: OK. Thank you. Jean Derrig: OK. Any other questions? Dok Mathews: Steve, this is Dok at Penn Telecom. I couldn t hear your two sites that you were referring to in this case? Steven Manion: In the east, we only use E or M in the expedite field, the EXP field, so those were the two that we would focus on. Dok Mathews: Thank you.

Page 28 Steven Manion: You bet. Mary Halpin: This is Mary Halpin: Will we receive any new rejects or not so much a newly documented reject code, but experience rejects that we really didn t experience before for expedites. Steven Manion: No. And I m glad you brought that up. That was one of the things I was trying to emphasize is that our intent is not create anything ((inaudible)). We wouldn t anticipate anything new in terms of rejects. Mary Halpin: Because our experience has been that, although something may appear to be a flow through change, to avoid manual intervention that sometimes we experience new system rejects, that are very, very difficult to resolve. And they end up in trouble tickets, because then the (NMC) cannot assist, because it s a systems reject, and it really and the underlying issue is it s something although it s not a newly documented reject code, it s a condition for reject we did not experience before. And it s they re very difficult to get resolved. Steven Manion: I understand. And I know where you re coming from. But what I can say at this point, is that we do not intend to change anything that would create the reject for a new condition or a different condition than you all ready are used to handling. We re simply taking them in the process to automate them. I understand what you re saying. But the intent of this one is to just mirror the manual process we re using today. Mary Halpin: So the system will not be editing these requests in a different way or with more stringent edits, or a combination of edits, that wouldn t have happened with the (NMC)? Steven Manion: No.

Page 29 (Beth Cohen): Mary, I think that one of the things that we have to be careful about here is that I m not sure that we ve actually done, you know, any full design work on this. So it is possible that when we get into the details of it, there you know, it s possible that we may end up coming back and saying to you yes, that there is a new reject here. I think, Steven is at this point, he s pretty confident not, but we never know until we really get inside the details of it. But if that should happen, obviously we ll come back and tell you that. Mary Halpin: Yes, we need that because it hasn t always happened in the past, because I think it s viewed by folks, well it s simply the same type order. No business rule changes. And (it will flow through) now. But again, our experience has been with several of these types of CRs. We do get new rejects. We did new reject condition scenario, and sometimes they are very difficult to get resolved. Steven Manion: I totally agree with you, Mary, what you re saying. And all I can say is that the conditions should not change. Like (Beth) said, down the road, we may improve or create a new message that would more specifically identify what the condition is. But there s no intent for what and I ve been sitting in on the initial meeting, there s no intent to change any condition or add any condition that we don t have today. Mary Halpin: All right and if you do identify? Steven Manion: We would bring that back as ((inaudible)). Mary Halpin: That there will be an increase in the current reject systems, reject code or something new, that will be discussed here. Steven Manion: Correct. We would definitely have to bring that back here ahead of time.

Page 30 Mary Halpin: Thank you. Steven Manion: You bet. (Valerie): And would you anticipate then, like delaying this? Or pulling it out all together? Jean Derrig: We currently do not have the schedule. This is just coming in for ratings. And I don t believe we even have a target date at this point. (Valerie): No, I understand that, but in other words, right now, we re all thinking that there would be no additional delays, or no additional rejects. But if your research proves that that doesn t necessarily to turn out to be true, would you be willing to pull this as opposed Steven Manion: Right. I think, (Valerie) what you re saying is that the scope changes in through the process of putting together requirements, we would definitely want to look at bringing it back and making sure (Beth Cohen): Wait. Hang on. Let s go back to what our process is here. You know, we re bringing forward a CR that Verizon wants to implement. And we are saying that right now, here s what it is. Obviously, as in the case with all CRs we bring forward, until we get into the details, we don t always know the specifics. Once we get this into a release and it starts to appears on the IBR, we can then go through what are the real specifics of that initiative. It s not going to necessarily get pulled or delayed but it will, clearly, at that point, will bring forth the information that is now part of it, if it s different. Female: And if it s (majorly) different, what I heard Steven agree to, is we would bring it back in for rating.

Page 31 Steven Manion: Right. And thus bringing it back to what I originally was saying is that the intent of this initiative is to not make any changes to the current process, but only to automate the process that s being handled today manually by the associates. No new conditions, no changes in the process. Jean Derrig: Right. And I think the only reason we re bringing it for rating, is potentially there s a new error message that will grow, versus the individual messages that the rep sent. Steven Manion: That s correct. Loriann Burke: Steven, this is Loriann at XO. I just have a question. How is this going to be not done manually? I mean, right now, if we request an expedite somebody has to make phone calls, correct? Steven Manion: Right. And what we re going to have to do is system wise, that enable the system to look at the due date that you re requesting, and check to make sure that we can process it. So yes, you re right. We would have to put into the system the processes going on today by picking up the phone and making calls ((inaudible)). Female: And ((inaudible)) a medical expedite requires some additional documentation too. Steven Manion: And that would have to be included in the discussion. Female: I don t know. It just sees to me like there s more possibility for just the system to say no, whereas, if a rep was making phone calls, we might get a yes on the expedite request. Jean Derrig: Well as Steve said, there s no intent to change. I mean the calls are still going into systems. They re saying what s available, what resources are there to work it. So I don t think I think

Page 32 we re very early in on this figuring out really how it s going to work. So we re just bringing it forward, knowing we re looking at it. (Beth Cohen): I think that the point here is where the rep currently has to go in and look at the system to see if it s possible, a system will go in and look at the system to see if it s possible, and we ll process the order accordingly. Steven Manion: Right. (Beth Cohen): So it s not necessarily making a change to the process. The look up is just being done by a system as opposed to a pair of eyes. So you may think that the rep is actually doing some negotiations somewhere along the lines, that s not happening. Jean Derrig: We re just calling someone that has access to the system ((inaudible)). Steven Manion: OK. Female: I mean it just seems like the very nature of the request, that it s a manual type thing. But maybe I just don t understand how the process works now. Steven Manion: Looking, I mean the process as it is today, as (Beth) said, and Jean said is, you know, they re looking to see if that due date is available and then moving it forward. They re doing that by via phone call, we want to be able to assist them to do it so that we don t have the delays that we have by the time it gets to the queue, and by the time the person gets around to calling. We want to make sure it moves ((inaudible)). That it makes the same it will make the same check as the intent.

Page 33 Female: So chances are, if the due date is not available, then you would be throwing back like a tier reject? Steven Manion: We ll do the same thing you get today. Female: Because today it s not a tier one, today it s not, right? Because you the tier ones are the ones that you know the order hasn t gone anywhere. You don t even kind of I m not sure if it s the right term for me to say you don t accept it in the system, but it s those tier ones that don t go anywhere? Jean Derrig: Yes, I don t know if we re that far into design, but I can t imagine this would be a tier one. Steven Manion: I don t think it will be. Jean Derrig: Because it has to go further into the system. Steven Manion: Correct. Jean Derrig: To get what it needs to get. Steven Manion: Right. Female: So in this case, do you think the system would offer an alternate date? Steven Manion: It will do the same thing that the associate does today when they send back any information ((inaudible)). Jean Derrig: Which I believe is an alternate date, or the normal

Page 34 Female: The normal interval. Jean Derrig: Right. Female: And given that today I believe that some documentation is required for medical expedite. What happens to that part of the process? Steven Manion: I m sorry, what did you say, again? Female: Given that today some documentation is usually required for a medical expedite, what happens to that part of the process? Steven Manion: I m not aware of that part of the process, to be honest with you. That hasn t come up in the discussion, and will have to be part of our fact finding when we go through the requirements. We have to set our initial calls on this to discuss it. Female: I believe it may be more of a concern in the north. But I think that because you can t get a medical expedite, sometimes without additional documentation being given to the (NMC) because those orders do get high priority. So I m just wondering how that will be factored in? Steven Manion: I will have to take that back, and it will obviously need to be discussed along with all of the other discussion in terms of requirements. Jean Derrig: OK. Any other questions before rating? OK. AT&T. Mary Halpin: A one.

Page 35 Jean Derrig: ATX. (Alex Tutor): Three. Jean Derrig: Broadview. Janice Ziegele: Pass. Jean Derrig: Choice one? Kelly Stiger: Two. Jean Derrig: Covad. Michael Clancy: (Five). 37 Page 37 Jean Derrig: Remi. Larry Blair: Two. Jean Derrig: Vartec. Teresa Castro: Three. Jean Derrig: OK. That was all I had on the official agenda. I do Female: Comcast. Jean Derrig: Sorry, I didn t check you off as being there. And what was your Female: Comcast says three. Jean Derrig: Three. OK. Anybody else? Sorry about that. (Beth) does have one other topic she would like to discuss before closing the meeting. (Beth Cohen): There are several organizational changes that are occurring within Verizon, and there a couple that impact this group, and actually that will impact a couple of more, I ll have more announcements tomorrow. But in terms of the change management org changes, Jean Derrig who s been serving as our chair for the last year-and-a-half is moving to another position. Those of you sitting in the room, have probably been wondering why is (Steven Cuddle) sitting here. (Steven Cuddle) who has been bringing us the Web documentation updates and training information and order samples will be assuming the role of the chair of change management.

Page 38 So then you will probably wonder, so OK, so if Steven is moving over to this position, who s going to pick up (Steven s) role? And you know this person too, Carol Yozzo will be assuming the position of the manager of Web documentation and training for local and she ll you ll still hear from her, I think, a little bit on the transitions because we re really winding down on that, but she will, I think, at least for another month keep that but she will now take the role of giving us the information about what s happening in terms of training and on the Web. And then, there s one other change, (Steven Manion) has been the person who has been bringing forward the flow through initiatives for ratings for business rules and his position he s moving on to a different position. And in his place will be Sue D Arcangelo who I don t think has been on the call today, but she will be joining us, I believe, going forward. So those are the organizational changes for change management. More to come tomorrow. Female: So is there going to be something like in writing that you re going to distribute? (Beth Cohen): All of the contact information has been change don the contacts us components of the Jean Derrig: It s in the process. (Beth Cohen): It s in the process of being changed on the contact us section of the Web site. Jean Derrig: And this is effective immediately. (Beth Cohen): This is effective immediately. Jean Derrig: I had to come to one more meeting.

Page 39 (Beth Cohen): I would not let Jean go to her new job until we got through the March meeting cycle. And so she will be, actually moving on almost immediately after the west change management meeting. But the transition has actually all ready started between Steven and Jean. Female: Where are you go? Jean Derrig: I m a sophomore, I m still going within Verizon. (Beth Cohen): She s staying in Verizon. She s just going to another Jean Derrig: I m staying in partner solutions. (Beth Cohen): Another business unit within (Virginia Rusterholt s) Verizon Partner Solutions organization. Female: Congratulations. (Beth Cohen): Formerly known as wholesale. Jean Derrig: Right. Female: ((inaudible)) wholesale. (Beth Cohen): No, we were wholesale, and we re now called partner solutions which is why you heard Nick change the name of the WCCC which has been wholesale customer care center, it s now partner solutions customer care center. So our name change, lots of changes going on. Any questions about the organizational announcements here?

Page 40 Female: ((inaudible)). Male: So Jean, you ve had enough of us? Jean Derrig: ((inaudible)) get out of that one. (Beth Cohen): Yes, Mike, that s absolutely true. Jean Derrig: In reality, I ve had enough of (Beth). I worked for (Beth) in different functions for five years. So it was time for us to (Beth Cohen): It was time for us to unfortunately, move on. Frankly, I will tell you that it is has been a pleasure to have Jean, not only as the manager for change management, but just as the manager working for me for the last five years. You know, she has been a real asset, I think, to this group. And I have all ready told her new boss, that I think she will be a real asset for them. So thank you for your year-and-a-half and for the work that you ve done to kind of bring us to this point. And I think there s been an evolution in this group, and things have changed, as the industry has changed and the environment has changed. I think we ve all changed. Jean Derrig: I do want to thank the CLECs because it did give me a different opportunity that I didn t have in Verizon before. (Beth Cohen): If you think it s easy running one of these industry forums Jean Derrig: No, but I did I really didn t have customer interaction experience before and that was when (Beth) presented this opportunity to me 18 months ago, 19 months ago, is one of the reasons why I took it. And it actually hasn t been a bad experience.
