Present in the room is Investigator Vavasseur with the Attorney General s Office; Investigator McAllister with the Attorney General s Office, myself Captain Mike with the Ascension Parish Sheriff s Office and the person being interviewed today is a Tam-Mamie Kundler? And this is concerning the ah investigation that we re doing jointly with the Attorney General s Office concerning ah some allegations and ah about the Parish President? Yes. Mmm where do you work? I work for Bayou Financial Services in Gonzales. And what is your position. I m the Manager of that company. The company just in Gonzales or in Global of all of it? Yes I knew he was coming because Olin was in Florida for the Life of Convention and he called me that morning and he said; the Notary is gonna be there at ten thirty, Wayne s coming he was drawn he was withdrawing from the race. 7 Yeah I knew ah ah I mean yeah he s worked on campaign s Before so yeah I knew him. Was there any talk about his withdrawal prior to Friday? Wednesday before Olin left to go out of town; he left the folder with us, me and Mandy who works with me and in that folder he had the withdrawal paper and he had an application for the parish, like parish job or whatever so he had that in a folder. What was in it again? The withdrawal form. Mmm-mm. And the application for the job; a parish job and he had those two things and he said he had to well he was he was leaving because the conference started Wednesday in Florida so he left Wednesday and he left instructions with us; me and Mandy both, that Hey sometime he s gonna be coming, I know it s got to get notarize, there get a notary. Did you know about it before Wednesday? No. Anything? No; when Over hear; did y all hear any conversations? No. That meeting that they had was closed door and I didn t even know about that meeting. And that would have been what morning; the best of your knowledge? Ahh I I Can I help you with days? It well it would either No because I m not good with days. Can I give a calendar to look at? It would either be the Monday or the Tuesday because Of the same week. He had to go out of town Wednesday. 9 town he gave us a folder and it had that application in it and it had the withdrawal in it and he said; that they were gonna be coming by because Wayne was withdrawing from the race; sometime. I don t even know if we talked to Olin Thursday; I really don t know but Friday morning whenever Olin calls Friday morning cause he calls me and he says that Kenny has a notary coming by there at ten thirty; Wayne is withdrawing from the race and give him the application, give him the mmm, have him sign the withdrawal form and give him the envelope. And that is how he put it to us but I mean we both knew about it you know Who s who s but It wasn t like Who s we? Me and Mandy; we at work like What s Mandy s last name? Purpera. But I mean we re working you know and the only thing we know is the girls coming in at ten thirty to sign the withdrawal. Have you ever seen the notary before? I do not know her; I still don t even know her name. Other than what they said; I don t know her. No; whenever Olin called me Friday morning he told me, this is his words, He said; well not maybe exact words but he told me he said; there gonna, he said Wayne withdrawing from the race, a notary is coming at ten thirty, give them the mmm have her sign the notarized the withdrawal form, I got a courier or courier or whatever, somebody s bringing it to Secretary of State and I got that. Give him the application and hand him the envelope; in those those terms. That was What was in the envelopes? Well it was one envelope. And I mean I knew it was money; it had a Whitney Bank thing on the outside. Where did that money come from? Not me. I understand not you. I didn t But where did it come from? It mmm well; okay. Well I mean I might has well tell the truth. Donna works at Ascension Credit; she walks in that morning early and she hands me the envelope, us, she gives it to us, the envelope. Donna walks in with the money that morning before; like before the ten thirty, she walks in with the money, I could tell it s money I mean it s in a Whitney Bank envelope but I don t fool with it, I don t count it, I don t do anything. I put it; we have a little cubie thing, I put it right there, the em the manila folder with the two things or right here. Olin calls he says; there coming at ten thirty, he s withdrawing from the race, doing the notary, give him get that signed. The notary comes in at ten thirty; she asked for his driver s license a few times because she doesn t know him. Mmm-mm. And he just; he calls out the he ne you know goes word for word with the withdrawal. Then he says well don t you have something else for me and then we hand him the application cause I m like; yeah I mean we got the application and then he s like; well don t you have something else for me, and I m like ah yeah Olin said give you this envelope. So I give him the envelope; he opens the envelope, cause I m thinking what difference does it make at this point you know I mean, I m just thinking I m doing what Olin said in those steps; just in those steps. Yeah I m just doing those steps so then the notary keeps on asking for it and she you know; she s like, Well Sir I need to have your mmm your driver s license before we do the notary so that goes on for a few minutes. Well then after after he reads the withdrawal and he has the mmm that application in his hand he takes the envelope; cause I gave it to him, cause I m like ah I don t it ain t me, it ain t my money I don t know. So okay so he gets that envelope and he counts it out and he s like; well that s I don t know, it was nine hundred dollars and then he says; Well that s not what we agreed on and I m like I don t know, I don t even know how money was in there, I don t know and then I m talking to Olin on the phone and I m like, Well he s saying and I m like, yeah the mmm the entry fee so the entry fee is in an envelope because I I hand wrote on that because Olin did tell me you know we agreed to give him back the entry fee so it s it my handwriting on the envelope, entry fee, a hundred and fifty dollars is sealed, state, everything. Let me clear you up there; when you saying we decided to give him the entry fee back, you meaning you? Oh No; Olin and Kenny I guess. Yeah; no. I mean So he s just telling you; we as meaning He s just; yeah. Him and an and Kenny. And Kenny. Yes so I m like; Oh yeah I forgot about that ah ah I did, I m I I forgot about it, I you know I was just thinking you know get him to sign the withdrawal form, he was withdrawing out the race. 13 to him and I m like; yeah and he s like well that s still not what we agreed on and I m like ah I don t know. I don t know and so ah on the phone with Olin and he was like; Well he said, give him ah write him a check for the hundred and fifty dollars. He said; ah just give him a check so I tell Wayne that, I m like I can give you a check, well I don t want a check I want cash. I m like; I don t know I don t know what to tell you I mean I can I m just doing what Olin says to do and I can give you a check if it s twelve hundred dollar s y all borrowing for you know you loaning him, I don t know. You said a hundred and fifty; you write a check for a fifty did you... No the whole Need proof of it or No! No! They had nine hundred dollars that he counted out; they had the hundred and fifty dollar I said the hundred and fifty Was in the thing. And another hundred and fifty. And then a hundred and fifty more. To make up the twelve hundred. Would be twelve hundred. Got you. So I m thinking; I don t have it and I ain t giving you no money I mean it s not me. So that s pretty much and I didn t know that he walked out because I got a phone call in between all that from my husband s truck so I went in my office to take that phone call and that s whenever he walked out. 14 And when she goes to walk outside she saw Wade and that s whenever she turned around; well she told Mandy, she said she said that s Wade and I I don t know Wade and Mandy doesn t know Wade and she was like but I m telling y all that is Wade with Pelican Post so the lady, I mean and I apologized to her, I said I am so sorry. I am so sorry; you were here just to do a notary at ten thirty, honest to God that was all you had. I mean I apologized to her and she so she was like; I don t want to go through the front door because I know that s Wade out there, she said can I mmm go to the back and I said sure and I mean that s What did you think at that point? I knew it was bad but I just ahh in in my eyes I didn t know it was bad like What do you mean by just; it was bad? Ahh well I guess with her saying that I was like With her saying Wade was outside? Yeah I knew it was like; ah because she had she told me then, she was like Wade is out to get Kenny and I m like; I don t know I don t know, all I can tell you is you know what happen and how it happen and I mean I apologized to her and I just told her and she walked I let her go out the back door. 17 What was the purpose of you not wanting to count the money? Because I just ah ah it wasn t me; it wasn t me loaning him the money. I understand but You know. I didn t I didn t look at it one way or the other I just was doing what Olin was saying; get the appli you know give him the withdrawal form, get the application, give him the envelope. Do you know who the courier that was lined up? Do you know who that is? Yes. Who is that? Kristen Champagne. And who is she? She s worked for us off and on but she s going to hair school so she feels in for us every now and then. Oh so she s y all normal courier or? So when he leaves out and just from listening to the tape and all he comes back in He comes back in and he gives ahh to be honest I don t even remember if he gave it to us; gave it to Mandy, I don t know but he gave it all back, the girl leaves and I mean I told Mandy I said; Oh great! I said; you know I don t know I mean this is crazy; this is like like But did he give the money back? He gave everything back. Ah I mean he gave us the envelopes; he gave us the mmm the manila folder with the withdrawal and the application. Was anything filled out? The withdrawal form was filled out. He signed it? No. He he never gave the girl; and signed it, No. When he came back in to do that did you call you anybody? Mmmmm mm. Any anybody ca did did you call Olin or Olin called you? Olin called me. At any point during this whole episode did anybody mention a word loan to you? Loan to me? Mmm-mm. I told ee well Friday morning whenever Olin called; because Wednesday when Olin left there was no mention of money ah promise no mention of money at all. Friday morning whenever he calls he says; Oh well he needs some money and I m like; Olin I mean you gonna do that and he was like, well yeah! I m like; Okay it ain t my money! I don t So I mean yeah he he did say it Friday morning so Friday morning it went He said the word loan? Yeah he said; I can make a personal loan to anybody and I m like; Okay it s not my money. 20 Well when you called him Friday you asked him to loan this kind of money? Friday morning when Olin called me to tell me the notary was coming at ten thirty; that s whenever he told me that and I m like; you gonna Wayne? And he was like; I know but he s out of his luck and he needs some money I m like Had had He used the term; personal loan? Yeah he; I asked him that, I said Olin are you re sure? And he s like; yeah he said I can make a personal loan to anybody, that s what he told me and I m like, okay I mean we work in a finance company. What But I know that he s he s helped people out with money. Y all I know he has. Y all had y all carry money on hand ah Only; we start the day with two hundred dollars. That s why I couldn t even cash that check I didn t even have that money. But why and I m just I had What you say; Why would the money come from Ascension Credit? Look; I don t know. I m like; I don t know. So mmm ah could you have cashed that check; you said you start the beginning No. You didn t have We we only start with two hundred dollars a day. But you said a hundred and fifty dollar check. I did; well we You didn t have it? Don t; if we yeah but I m not gonna empty my draw cashing a check, we but no unless So you take cash payments throughout the day? If we take cash payments then I can cash a check but I have to keep two hundred dollars for change. He said; there coming the notaries come Kenny has a notary lined up, they coming at ten thirty. He said; go head and he signing the withdrawal, give him the application and give him that money. Now Give him the envelope. So you when he said withdrawal did you know what he meant? Well I mean I saw the withdrawal form but What did you? I I mean What did you? Because Wednesday whenever Olin was leaving to go out of town and he gave us that; I m like Olin I don t understand like why you re even fooling with this. Aside from obviously this this stuff becoming public through Pelican Post did you have any concerns or reservations about what was taking place why he wanted?
