Last name is spelled 12 B-R-O-W-N. 13 URIE: Okay. Today s date is March 17th, The time 14 is 10:41, as I mentioned. We re in the King County 15 Courthouse in the IIU interview room. 16 Sergeant Owens, do I have permission to record this 17 interview? 18 OWENS: You do. 19 URIE: Discussions of open investigations are disruptive 20 to the efficient operation of the Department, hinders the 21 proper investigation of complaints, are harmful to 22 reputations, fosters rumors and may hamper the 23 investigators ability to obtain the truth. The Department 24 expects you to fully cooperate with IIU. 25 At this time, I m ordering you to not communicate with

3 Page 3 1 anyone regarding this case, except your union representative 2 or legal adviser. Answer the questions put to you, provide 3 a full, accurate and completely honest account of all 4 information asked of you during the investigation. 5 Pursuant to the Public Records Act and case laws, all 6 evidence, including your identity and statements, may be 7 released. 8 For the record, a sustained case of lying to IIU carries 9 severe disciplinary consequences which will normally be 10 termination of employment. Do you understand what I ve just read to you? 12 OWENS: Yes, I do. 13 URIE: Okay. You re here as a witness today. And what s 14 your current position? 15 OWENS: I am the court detail sergeant, 9 to 5, 12th 16 Floor, Seattle Courthouse. 17 URIE: Okay. And how long have you been employed by King 18 County? 19 OWENS: Twenty-six years now. 20 URIE: Okay. Do you hold a position on the executive 21 board of the King County Corrections Guild? 22 OWENS: I am. I am the vice president. 23 URIE: All right. And you were once an IIU sergeant and a 24 captain of this Department, weren t you? 25 OWENS: Yes, I was.

4 what if a Page 4 1 URIS: Okay. So you have an above average understanding 2 of the Department Code of Conduct? 3 OWENS: Yes, I do. 4 URIE: Okay. Tell me about parking reimbursement for King 5 County Corrections Guild members. 6 OWENS: There was an arbitration that occurred 7 approximately 15 months ago where the King County 8 Corrections Guild was awarded free parking, and it was for 9 the duration of the contract. The contract started, I 10 believe was it 01/01/13? 11 BROWN: Correct. 12 OWENS: 01/01/2013. And consequently, there was a 13 situation where there d be - number of people would be 14 getting reimbursements for parking that they had paid for. 15 Specifically, people that parked on 4A were going to get 16 reimbursements directly. Anything that was billed through 17 the County, I believe, was going to be reimbursed directly, 18 also. 19 URIE: Okay. So if you parked in the Goat Hill Garage, 20 did that differ from 4A? 21 OWENS: I believe so. I believe you either had to pay for 22 the parking or you would use your card to access the gates 23 and then you would be billed later on. I believe that was 24 the system. I m not entirely sure. 25 URIS: Okay. So it you -- a Guild member paid for

5 that Page 5 1 parking somewhere other than 4A or the Goat Hill Garage -- 2 let s say they paid for parking somewhere else in Seattle - 3 would they be reimbursed for that? 4 OWENS: No. I believe it was just strictly any county - 5 county facility. 6 URIE: Okay. Did this agreement between King County apply 7 only to individual Guild members requesting parking 8 reimbursement fees from the Goat Hill Garage, retroactively, 9 from 2013 to 2015? 10 OWENS: Could you repeat that? That s very complicated. 11 URIE: Yes, it is. I will. 12 Did this agreement between King County and the Guild apply 13 only to individual Guild members requesting parking 14 reimbursement fees from the Goat Hill Garage, retroactively, 15 from 2013 to 2015? 16 OWENS: I believe so. 17 URIE: Okay. 18 OWENS: Without having the document right in front of me 19 what was negotiated, I can t I can t say for sure, but as 20 I recall, that was the 21 URIE: Okay. 22 OWENS: - was the issue. 23 URIE: Okay. So the intent of the agreement was not to 24 reimburse the Guild as an organization, but the individual 25 Guild members?

6 what s for along Page 6 OWENS: Yes. 2 URIE: Okay. Were you involved in the negotiations or the 3 discussions with regard to the content of that agreement? 4 OWENS: Yes, I was. 5 URIE: Okay. I m going to say please refer to the King 6 County Corrections Guild Parking Form Agreement. That s 7 going to be the question. But let me find the piece of 8 paper. 9 OWENS: Okay. 10 URIE: Does this document, as a whole, look familiar? 11 OWENS: The document itself, this specific document, no. 12 URIE: Okay. So this particular document is I ve got 13 the heading of King County Corrections Guild Parking 14 Reimbursement Form. So what would this document be for, do 15 you think? 16 OWENS: I believe that would be for individual 17 reimbursement uses, somebody using receipts or bank 18 statements or something like - that lines, indicating 19 they had parked in Goat Hill Garage submitted with that 20 form. 21 URIE: Okay. So if -- the bottom of this - can 22 you read this bottom paragraph for me, please? 23 OWENS: I understand that I m only allowed to be 24 reimbursed for parking that I paid for during that period 25 while I was at work on - the County on the days I paid

7 that Page 7 1 for parking. I also understand that I may be disciplined if 2 I m found to not have been working on any of the days where 3 I have requested reimbursement for parking. 4 URIE: Okay. So if a Guild member fills this out and it s 5 determined that they did not work on that day that they 6 applied for reimbursement, that officer would receive 7 discipline according to this form. Is that your 8 understanding? 9 OWENS: That s what I was led to believe. 10 URIE: Okay. Was that in the agreement also between the 11 Guild and the OWENS: There were a lot of discussions about we didn t 13 want to be paying for somebody that came in for a Seahawk 14 game, that type of thing, and then parked in Goat Hill 15 Garage. That was was what I recall being the the 16 intent of all the negotiations. 17 URIE: Okay. Dig through my papers again. 18 PIERSON: So if you had an automatic payroll deduction if 19 you parked on 4A OWENS: Uh-huh. 21 PIERSON: - or in Goat Hill, you didn t need to fill out 22 that form? It was just an automatic reimbursement through 23 your paycheck? 24 OWENS: As I recall, that s exactly what it was. 25 PIERSON: Okay. And so if you didn t have an automatic

8 okay. well, pay Page 8 1 payroll deduction for parking and you had to use - or 2 pay for parking that day, that s when that form would be 3 used? 4 OWENS: And you submitted a receipt, yes. 5 PIERSON: Yes. 6 URIE: If, let s say So if the you re 7 familiar with Officer Randy Weaver? 8 OWENS: Yes. 9 URIE: He s an officer in the Corrections Guild? 10 OWENS: Yes, he s the president. 11 URIE: Okay. And his wife is also a Guild member; is that 12 correct? 13 OWENS: That is correct. She s an officer. 14 URIE: If the Weavers use their Guild credit card to pay 15 for parking at the Goat Hill Garage and then use their 16 receipt from that credit card to apply to the County for 17 reimbursement, would that be double dipping? 18 OWENS: Yes. 19 URIE: And is that a violation of some kind of policy or 20 ethics rule? 21 OWENS: Intrinsically, I don t know that, but, yes, I 22 believe it is. 23 URIE: Okay. So we talked earlier about this agreement 24 with the Guild only applied to the Goat Hill parking garage. 25 Are you familiar with the parking - we talked about

Do you think Officer Weaver, based on his 2 position in the Guild, is familiar with this parking 3 agreement? 4 OWENS: I would hope so. 5 URIE: Did he -- 6 the County? he involved in negotiating it with 7 OWENS: Yes, he was. 8 URIE: Okay. I noticed in the scanned copies of receipts 9 that were provided to me that the Weavers, Randy and Sonya, 10 jointly requested reimbursement for One Convention Place 11 Parking Garage; State of Washington, Capitol Campus; 12 Overlake Hospital; 100 Republican, operated by United 13 Parking; IBM building, operated by United Parking; Seattle 14 Center, Mercer Garage; Union Square Garage. 15 Why would King County be responsible for these facilities 16 based on the agreement? 17 OWENS: I have no clue. 18 URIE: So they wouldn t be? King County wouldn t be 19 responsible for that? 20 OWENS: I don t believe so. 21 URIE: Okay. Did Officer Randy Weaver or Sonya Weaver ask 22 for their parking receipts to be returned to them by 23 Finance? 24 OWENS: I don t know. 25 URIE: Has anyone told you that they did?

10 it the Page 10 1 OWENS: No. 2 URIE: Okay. What did Randy Weaver and Sonya Weaver say 3 to you about their parking reimbursement? Did they talk to 4 you about it? 5 OWENS: Yes, once. 6 URIE: What did they say? 7 OWENS: Randy provided me with a check, saying, This is 8 the money for the Guild. 9 URIE: When did he provide you with a check? 10 OWENS: On or about the last meeting in January. URIE: Was it 12 OWENS: I don t have that date 13 firmly set in my mind. 14 URIE: Is it January 27th? I don t have that date 15 OWENS: It probably is. It would be the last Wednesday in 16 January. 17 URIE: Okay. And what was that check for? 18 OWENS: I was told that it was the -- Guild s money. 19 URIE: Okay. And it was for parking? 20 OWENS: Yeah. He said it was - was -- he submitted 21 the the receipts for the Guild s parking to get the money 22 back for the Guild. 23 URIE: Was there anything suspicious about him paying you 24 that money at that time? 25 OWENS: I was definitely concerned and curious, but I went

11 with do I ll Page 11 1 ahead and cashed the check, anyway. 2 URIE: Why were you concerned and curious? 3 OWENS: It seemed odd to me. It seemed odd that he was -- 4 that there were these receipts that he had gotten money back 5 for, and all of a sudden, the Guild was getting a portion of 6 that. And I wasn t really, you know -- be honest with 7 you, this was thrust upon me. I m holding a dual hat right 8 now, and I was just trying to get it caught up. I was 9 concerned, but we had receipts with it, with the check, and 10 I was like, Okay. I mean, I kept a copy of the receipts 11 for the Guild records. 12 URIE: Okay. So he turned in receipts in to you - 13 OWENS: Uh-huh. 14 URIE: - the payment at the same time? 15 OWENS: Yeah. It was all 16 URIE: Okay. Do you know - you know if that -that 17 was the same packet of receipts that he submitted at DAJD 18 Finance? 19 OWENS: I have no clue. 20 URIE: Okay. 21 PIERSON: You said you were wearing a dual hat. What does 22 that refer to? 23 OWENS: There have been some internal difficulties within 24 the Guild, and I m presently performing both the functions 25 as the vice president and as the treasurer. And before that

12 was if well, Page 12 1 meeting, I had not had any contact with the Guild finances. 2 So I am - struggling to understand what was going on. 3 PIERSON: So at that meeting, you basically were informed 4 you were going to be the treasurer and, Hey, by the way, 5 here s a check for some parking. 6 OWENS: Yeah. 7 URIE: Okay. Do you remember the memo I sent to you on 8 March 8th? 9 OWENS: Yes. 10 URIE: In it, I asked you to verify which bank credit card 11 numbers belonged to the Guild? 12 OWENS: Yes. 13 URIE: You confirmed that credit card number ending in belonged to the Guild; is that correct? 15 OWENS: I recognized those last four numbers. 16 URIE: Okay. And you verified the other seven numbers 17 were not Guild accounts; is that correct? 18 OWENS: I went through them. I didn t recognize any of 19 the numbers based on the information that I ve had. 20 URIE: Okay. 21 PIERSON: And when you say you recognized the number, is 22 that as a Guild credit card? 23 OWENS: Yes, it is. 24 PIERSON: Okay. 25 URIE: Is it - do you think it s strange that

13 did well, the Weavers would use a different card to pay for parking? Page 13 2 OWENS: I try not to -- strange/not strange. They did. 3 URIE: Okay. During 2013 and 2015, did executive board 4 members, like the president of the King County Corrections 5 Guild, have authorization or permission from the Guild to 6 use the Guild s credit card to pay for parking? 7 OWENS: I do not know. 8 URIE: Are there any rules associated with the use of that 9 card? 10 OWENS: Yes, there are. And it s anything over $300 needs a motion to support the purchase or whatever it s used for. 12 URIE: Okay. Have you ever used a Guild credit card to 13 pay for parking? 14 OWENS: I do not have a Guild credit card. 15 URIE: So that would be a no? 16 OWENS: I have never had a Guild credit card. 17 URIE: Have any other Guild members used Guild credit 18 cards to pay for parking and then asked for reimbursement? 19 OWENS: Asked for reimbursement? Not that I m aware of. 20 URIE: Are you aware of any Guild members using Guild 21 credit cards to pay for parking in the King County Garage? 22 OWENS: Yes. 23 URIE: Okay. Who would they be? 24 OWENS: David Brown, sitting next to me and Mike Music. 25 URIE: Okay. Are -- they get -- disregard that

14 seem Page 14 1 question. 2 Are Guild executive board members allowed to give Guild 3 credit cards to others that are not E board members for use? 4 OWENS: I would hope not, but I don t know that there s 5 any specific policy. 6 URIE: Okay. Okay. So here we go. Let me see if I can 7 find another piece of paper. 8 PIERSON: And then while he s doing that, you said there 9 is no specific policy, but as a Guild vice president and 10 I mean, the secretary is sitting next to you, also was 11 that a like a good business practice to let somebody 12 else use a credit card that s not, I guess, for lack of a 13 better term, an authorized user? 14 OWENS: Not only no, but heck no, because they they re 15 not an officer. There s kind of a fiduciary trust as being 16 an elected officer. 17 PIERSON: And does do these credit cards have -- does 18 it say King County Corrections Guild on it or does it have 19 the individual name of the person - 20 OWENS: The ones that I recall seeing have the individual 21 name with King County Corrections Guild written below it. 22 PIERSON: Okay. 23 OWENS: But I can t say that to all the cards because I 24 have not seen all 25 PIERSON: All of the --

15 the just it Page 15 1 OWENS: - physical cards. 2 PIERSON: Just 3 OWENS: Yeah. the ones that you re familiar with? 4 URIE: So let s refer to this check from January 27th. We 5 talked about that already, actually, so I don t know that we 6 need to again. 7 When Randy Weaver gave you the check, did he do or say 8 anything when he submitted it that would make you 9 suspicious? 10 OWENS: I just found the whole, the whole situation odd. 11 I just - I really did. And suspicious, maybe. I don t 12 know. Just odd. Just, it seemed - seemed out of place. 13 URIE: Sure. Is there anything specific that you felt it 14 was out of place? 15 OWENS: Well, I didn t have all the information. You ve 16 got to remember I m trying to recall from that long ago 17 URIE: Sure. 18 OWENS: - that s approximately six weeks ago, and there s 19 been an incredible amount of information that I ve had to 20 absorb since then. It just seemed out of place. It didn t 21 seem like this was anything that I would have done because I 22 had actually submitted for parking reimbursement, but I had 23 submitted a receipt one at a time. 24 URIE: Okay. Do you know when Randy Weaver was paid for 25 his parking reimbursement by the County?

16 well, there I Page 16 1 OWENS: I have no clue. 2 URIE: Okay. Our records indicate that it was December 3 7th and that King County paid him. And then according to 4 our records, again, we - or your statements, as well, 5 Officer Weaver paid the Guild back for expenses for parking 6 on January 27th. Is taking two months to repay the Guild 7 back, is that really that big a deal? 8 OWENS: I did find that kind of odd. I would have 9 thought, you know, you d want to do it in the same billing 10 period type of thing. But that s - I have have a 11 different viewpoint. I mean, that s one of the things I m 12 learning, that there s a different viewpoint on how - how 13 reimbursements and such work with the Guild. 14 URIE: Is there anything that you think may have 15 encouraged Officer Weaver, Randy Weaver, to make payment on 16 the date that he did? 17 OWENS: I believe there was some was some public 18 discourse about double dipping at that meeting specifically. 19 URIE: So this issue we re talking about now was discussed 20 there? 21 OWENS: I believe so, yes. 22 URIE: And I m guessing - I m not going to guess. 23 Let s see here. Oh, okay. Now, let s talk about this. 24 So I m going to have you refer to another document and try 25 to identify this for me. So this was provided to us through

17 this from the the the just I and Page 17 1 the Ombudsman s Office. And you can take a peek at that, if 2 you would. 3 OWENS: Can I take the paper clip off? 4 URIE: Yeah, feel free. 5 OWENS: Okay. 6 URIE: And you can look at the - -- want you to 7 identify the documents for me, if you can. 8 OWENS: This looks like 9 part of a statement from first document looks like the business checking 10 account for the King County Corrections Guild, and it s 11 dated beginning balance May 1, And the -- the 12 account number is identified up in the top left corner as URIE: Okay. 15 OWENS: Yes, I do recognize this. 16 URIE: Okay. What about the last two pages in 17 particular? Oh. Not the 18 in particular. last two sheets of paper, 19 OWENS: Oh, the last two sheets. 20 URIE: These here. Yeah, they re not dated or identified 21 in any way. 22 OWENS: This looks like an Excel spreadsheet that I 23 prepared going through a bunch of similar statements to 24 which you have here. How you got it, I have no idea. But 25 this looks like a spreadsheet that I prepared - I

18 you get so oh, Page 18 1 prepared about the Guild expenses in order to document them 2 and get a - a handle on them. 3 URIE: Okay. When was it prepared? 4 OWENS: Oh. The first draft of this, I think it would 5 have been done just prior to the meeting on the 27th. 6 URIE: Okay. 7 OWENS: I m having a difficult time remembering because 8 there was a lot of stuff that I did in that period of time. 9 I - know, was on Guild leave at that time performing 10 Guild functions. 11 URIE: Okay. And have you produced this document? 12 OWENS: It looks very familiar. It looks like my style of 13 document. 14 URIE: Okay. And what does this document show? 15 OWENS: It shows date, the name of the place where a 16 purchase was made, the account number the last four of 17 the account number who was assigned that account number 18 and the amount charged and kind of the city location. 19 URIE: Is it who is assigned this account number? 20 OWENS: 2467 shows as Weaver. 21 URIE: And this is the credit card that you earlier 22 identified as belonging to the Guild; is that correct? 23 OWENS: It is. 24 URIE: And in the Summary of Expenses from the Guild 25 credit card for the last I already asked that

Sorry. 2 DAJD Finance received receipts for parking reimbursement 3 using credit card ending in 2467 for the following dates: 4 September 29, And we didn t see that on that expense 5 report that you re holding there. November 18, 2014; 6 January 9, 2015 and July 10, I have the dates listed 7 here - 8 OWENS: Okay. 9 URIE: -- if you want to take a peek at it. But I just 10 want to make sure that I m not missing something because if 11 they re in there somewhere, I missed them. 12 OWENS: Okay. See, the first one is September URIE: And feel free to take a peek at that. Try to see 14 if you can find them in there. 15 OWENS: That s October. January 9th. And July the 10th. 16 Yeah, I don t see them in there. 17 URIE: Do you have any idea why they wouldn t be in there 18 if I have receipts for them? For example, here s a I 19 think that s November 18th, isn t it, for the record? is one of the dates we re looking for? 21 OWENS: What s the card number? 22 URIE: OWENS: It could be and this is -- which -- date is 24 this? November the 18th? 25 URIE: November -- yeah.

20 of Page 20 1 One of the things I did observe when putting this 2 together, sometimes where posting dates were different. You 3 have one for November the 19th from actual dates of service. 4 OWENS: November what - what year? 5 URIE: You said you - you didn t have one for 6 November the 18th. Did you have a receipt for November the 7 19th? 8 OWENS: I don t. I have one for the 18th, but not the 9 19th. 10 URIE: One of the things I did notice with Goat Hill and a 11 couple other venues, that they don t post on the same day as 12 the date of service. So which do you think is more 13 accurate? The date on the receipt or when the parking was 14 used or the date on the credit card? 15 OWENS: I m going to say the date on the receipt because 16 the person took that out of the machine and printed it. 17 URIE: Right. 18 OWENS: Whether it was transmitted to the bank on that day 19 or not is another thing altogether. 20 URIE: Sure. Okay. 21 OWENS: Does that make sense? 22 URIE: I think so. Finance can be confusing sometimes. 23 So if RMS indicates that Officer Randy Weaver and Sonya 24 Weaver were not at work on the same date that our records 25 indicate they submitted parking for, based on their

21 had with for Page 21 1 receipts, then they would have violated the agreement 2 between the Guild and the County and subject to discipline; 3 is that correct? 4 OWENS: If you have a date like that, yes, I believe so. 5 URIE: Okay. What conditions would need to exist where it 6 would be okay for Officer Sonya Weaver to be assigned on RMS 7 to work and Officer Randy Weaver is off, according to RIVIS, 8 and the Guild credit card was used to pay for parking in the 9 Goat Hill Garage? 10 OWENS: The only thing I can think of is was Randy 11 assigned Guild leave for doing an arbitration or 12 something like that, and they may have commuted together. 13 That would be the only reason why I could think that, 14 something along that lines. 15 URIE: Okay. 16 OWENS: It s possible for that to have occurred. 17 URIE: Sure. 18 IIU has received a report that Officer Randy Weaver 19 contacted you March 14th at approximately 1500 hours. Tell 20 me what happened during that conversation. 21 OWENS: Randy came up from, I believe, from a Loudermill 22 hearing that was been going on, and I was curious as 23 to see, you know, what was the tone, what was the result. 24 And to be honest, with -- the turmoil that s going on 25 with the Guild, I wanted to have a moment to talk to him.

22 because and Page 22 1 So instead of taking him into the office, we stepped out on 2 the sky bridge. 3 And there were a number of things we talked about. And 4 some of it, I m not going to get into because it s directly 5 related to internal Guild finances. But there was a 6 discussion of apropos of nothing, aside from the 7 Loudermill and aside from talking about the internal Guild 8 finances, he asked me a question. Specifically, it was, 9 Have you given any financial records to IIU? 10 And my response was, No. 11 And then he asked me a follow-up question, Have you 12 talked to IIU? 13 And I said, Yes. And I indicated that I had been 14 contacted by you and John Steers from the Ombudsman office. 15 URIE: Then what happened? 16 OWENS: He kind of changed his body posture, and he said, 17 Well, you need to be really very, very careful about that. 18 And that was what he said to me. 19 And my response to be perfectly honest with 20 you, I had not received the NOI. I have been kind of 21 Chinese fire walled from all this stuff. I hadn t - I 22 didn t know that Randy was under investigation at the time 23 when I received your copy of the NOl for me being a witness 24 here. Then I realized what was going on. 25 And I, you know -- I tried to press him for

23 and I d I Page 23 1 information as like, What the hell s going on? My 2 response was, You 3 What s going on? you can t conceal this from me. 4 And he told me specifically, I can t tell you what s 5 going on. 6 And I said, Fine, I get that, because I understand kind 7 of what goes on down here. And I m talking about the 8 Internal Investigations Unit. So I was, like, Okay. I 9 don t know what s going on. You re kind of leaving me in 10 the dark. 11 And there s been a little bit of a communication gap in 12 between the two of us. Part of it is geographic. He works 13 down on the 2nd floor. I m the 12th floor of the 14 courthouse. And I m just trying to -- know you guys think 15 this is funny, but I -- say I m a bridge builder. I m 16 trying to build bridges and, you khow, and better 17 communication, tear down the walls. But I really got the 18 feeling that he was instantly very upset. 19 URIE: Did you take anything he said to be a threat? 20 OWENS: Yes and no. I mean, we re in the midst of an 21 election and it s a very hotly contended -- contentious 22 election. There there are a number of issues swirling 23 around, him, me, everybody on the Guild E board. I took it 24 as kind of a threat and kind of a warning at the same time. 25 So I would just that s why I kind of backed off. I
