David earned his bachelor of science in Geomatics Engineering from CSU Fresno in 2010, and completed his master s degree in Civil Engineering with an emphasis in Geomatics Engineering in His master s thesis illustrates the significant deficiencies in California s Cullen Earthquake Act and offers proposed solutions to the currently unresolved problem of earth movements on land monuments and boundaries. 3 P A G E 3 President s Message It s a New Year It appears that we have survived beyond the end of the Mayan calendar to practice our profession/ craft for another year, and more. First, let me thank and congratulate each of the Sacramento Chapter members for a very successful A brief listing of the Chapters accomplishments is in last month s Focal Point; read the last President s Message written by Annette Lockhart, our chapter s Immediate Past President. To those new and continuing Executive Committee members (Rob, Jerry, Matt, Jill, Ian & Annette) who have agreed to serve our chapter in 2013: Thank You! A great association certainly begins with great leadership. This team is among the most professional crews that I have ever associated with. A special acknowledgement goes to Rob McMillan for the notable increase in the Sacramento Chapter s membership. This comes with a reminder to submit your 2013 Membership applications and dues as soon as possible. Please note that your Sacramento Chapter Membership dues are half price for current State CLSA PLS, PE, Associate (LSIT) and Affiliate (Post-82 PE and EIT) members; (everyone except for the already bargain prices offered to Students & Sustaining members). Both the State CLSA and Sacramento Chapter application forms are contained within this newsletter.* Another reminder is to send in your applications to the CSU - Fresno (January 25-26, 2013) and the CLSA NALS (March 23-27, 2013) conferences, if you plan to attend. I have it on good authority the L.S. Exam Review class began December 13 th but that it is not too late to register and attend this valuable and rewarding offering from the Sacramento Chapter of CLSA. I hope to see a substantial turnout at the first Chapter meeting on January 3 rd. I am truly looking forward to serving you in this upcoming year. 6 P A G E 6 Familiar Faces In New Places (And Some New Faces, Too!) Kevin Akin, a Senior Transportation Surveyor for the Caltrans Office of Land Surveys (OLS), has hung up his plumb bob, and enrolled in the Violin Making School of America, in Salt Lake City, UT. Kevin began his Surveying career in 1975 working for the BLM. After graduating from Oregon Institute of Technology with a Bachelor of Science in Surveying (1980), Kevin worked in the private sector in California, Oregon, and Alaska, earning his Land Surveyor licenses in California and Alaska. Kevin started work for Caltrans, District 4 in He moved to Sacramento and the Office of Photogrammetry in 1997, and came away from the dark side to the Office of Geometronics (later re-named OLS) in 2003 as the Chief of New Technology. In this role, he focused on Automated Machine Guidance, and the many forms of LiDAR, coordinating research efforts, performing testing, facilitating the purchase of laser scanning equipment, and providing training and deployment support to Caltrans staff. Akin has been active in external activities as a speaker at CLSA chapter meetings and Leica HDS conferences, as well as LS Exam Review classes at the CLSA Conference and the Sacramento Chapter. The City of Oakland City Surveyor s Office invites us to join them in welcoming Raymond R. Hébert to the Survey Section of Public Works as their new Chief of Party. Ray will be handling the complex and vital construction and mapping issues that the section receives from Citywide clients. Mr. Raymond Hébert is a Professional Land Surveyor, licensed in California and Nevada with 37 years of experience in private practice. During Ray s career he has gained extensive experience on commercial, residential, public works and transportation projects. Ray is very active in Professional Societies, belonging to the California Land Surveyors Association, Nevada Association of Land Surveyors (most recently as the 2012 President), and National Society of Professional Land Surveyors. Mr. Hébert is a committee member on the Great Basin College-Surveying Curriculum and is an adjunct Professor for Civil Engineering/Surveying at the University of Nevada, Reno. Civically, Mr. Hébert was Scout Master for the Boy Scouts of America for four years and sat on the South West Truckee Meadows Citizen s Advisory Board for three years. Ray has relocated to Alameda where he should find it more conducive to his enjoyment of sailing and windsurfing. His Telemark skiing, however, may now require some travel. 7 P A G E 7 Letters and News... Jon Scarpa Moves to Sacramento Following is a letter Jon sent in mid-december: Good Day everyone! I have truly enjoyed working with the surveying community here in the Modesto area; however, it now time for me to move on. I have accepted a position with Sacramento County which will be a shorter commute for me (El Dorado Hills). Thus, my last day with the City of Modesto will be January 2nd. For those of you who have current projects under my review, the last day the City will technically allow me to sign them is January 2nd. Afterwards, the City will use a contract surveyor until they find my replacement (approximately 6 months). Regards, Jon Scarpa Dear President Annette: I want to thank you and the other Chapter leaders for your efforts involved in sponsoring, promoting, and achieving Life Membership for me. Wow, what a surprise! Needless to say, I am sincerely honored and deeply grateful for the recognition. Your efforts, on my behalf, and the result are much appreciated. Thank you again. I also would like to take this opportunity to express my thanks for all the work the Chapter leaders performed during the year to keep the Chapter active. As with any volunteer organization, the organization is only as good as the core group that make it function. The Sacramento Chapter is fortunate to have leaders, who have not only kept the Chapter alive, but growing. Larry Fenske, PLS 3826 Just when you thought being able to access the GPS, GALILEO and GLONASS constellations on your GNSS receiver was enough, according to the Inside GNSS website, node/3331 China has published the official complete interface control document (ICD) for their BeiDou satellite (BDS) positioning, navigation and timing (PNT) system. The long-awaited document outlines the specifications for the interface between the BeiDou Signal in Space (SIS) and user equipment, which will enable receiver designers and manufacturers to build BeiDou-capable receivers.
