MCGEE, PGM It gives me a great deal of pleasure to report to you that DeMolay International ended the year with revenues exceeding expenses during the fiscal year In the audit on page 3 it shows total income of $ 1,698, and total expenses of $ 1,471, for a positive variance of $ 227, The past year (2005) DeMolay International retained the firm of Hogan & Slovacek to conduct an audit of the International Supreme Council and DeMolay International. This audit is finished and I am pleased to announce that there were no adverse findings to report. We are now back to our normal schedule of an audit every three years. Hogan & Slovacek will prepare all tax filings at the appropriate time. As the market slowed in a year which showed the broad markets from around 9% to 18% depending on which sector your were invested, we experienced an overall gain for DeMolay International of $ 324,050. Merrill Lynch continues to serve DeMolay International as our investment manager. There have been no changes to the investment policy statement since our last annual meeting. I would like to thank Jeff Kitsmiller, Executive Director, for his continued service to DeMolay. This past year, the Service & Leadership Center has produced our financial records and distributed them out to the Board of Directors and the Elected Line in a timely and efficient manner. In closing, I would like to express my thanks to the Elected Officers of DeMolay International, the Board of Directors, and our office staff for their splendid performance and cooperation throughout the year. WILLIAMS, PGM I am pleased to present my report as Grand Secretary of DeMolay International. Your Board of Directors continues to work to move DeMolay forward. I am pleased to have the opportunity to be a part of this dedicated group of DeMolay leaders. MANAGEMENT The annual registration of advisors was good this year. It seems as though the progress flows easier today than in the past, although we still have jurisdictions that are late in getting these reports to us in a timely manner. If requested, perhaps our Field Representatives could assist in this process. The DeMolay and More Store continues to improve service and quality of merchandise to the DeMolay members. Our store manager, Frank Nordstrom, added new ideas to help market the order of DeMolay. We have branched out into custom purchases and we thank those jurisdictions that had custom shirts made. The Store will have new items at Session this year. Visit the store while you are here in St. Louis and learn how you can easily market DeMolay. This year we conducted three (3) Jurisdictional Management training sessions with a total of twelve (12) attendees. This weekend of training gives current and future jurisdictional leaders a basic understanding of DeMolay and its policy and procedures. We encourage Executive Officers to send key members of their staffs to one of these training sessions next year. For your information, we conducted a training session on Wednesday of this week; however, this report was printed prior to that training. This year Regions were requested to hold individual Region meetings. A member of our staff was present at each Regional and presented the Service and Leadership Center update, with other topics of discussion chosen by the Region Representative. The Congress officers met with the Jurisdictional Officers and discussed issues important to DeMolay leaders. We continued to be represented and well received at various National Masonic meetings this past year. At the Imperial Shrine, our Grand Master, Grand Senior Councilor, Executive Director and Field Representatives attended. Following his presentation, Grand Master Klein received a standing ovation. The Grand Master, Congress Officers and staff represented DeMolay during the meeting of the Scottish Rite for the Northern Jurisdiction. Grand Master Klein was a presenter during the Imperial Shrine Membership meeting. During the Conference of Grand Masters, our Grand Master, Grand Senior Councilor, International Master Councilor and Executive Director were in attendance and assisted in our Masonic Youth presentations. James Conner, International Master Councilor, was the speaker at the Frank S. Land Memorial Breakfast, sponsored by the Imperial Shrine and was outstanding. We are encouraged by the continued support DeMolay receives from all the National Masonic organizations.

Seale into the DeMolay Hall of Fame. A Senior DeMolay, Chevalier, Legionnaire and Active Member of this Supreme Council, Brother Seale is currently the Sovereign Grand Commander of the Ancient and Accepted Scottish Rite Southern Jurisdiction of the United States of America. Elected to the Hall of Fame was Bob Schieffer. INSURANCE Our insurance premiums for 2007 declined for the first time in several years. We also increased our coverage this year with DeMolay International paying the additional premium. Thanks to everyone for the increased awareness of youth protection and a special thank you for the hard work of our insurance committee and the leadership of its chairman, Tony Krall, PGM. FOREIGN JURISDICTIONS The Service and Leadership Center continues to receive inquiries regarding starting DeMolay in foreign jurisdictions. Inquiries have been received from Mexico, Uruguay, Paraguay, Columbia, Romania, Haiti, Great Britain and others. Our Jurisprudence and Legislation Committee has been working on a Limited Licensing Agreement that would enable jurisdictions to start and maintain DeMolay. When completed and approved, this document could be sent to any Foreign Grand Lodge, recognized by the Conference of Grand Masters of North America, who has expressed an interest in starting DeMolay. The document would entitle foreign jurisdictions to use our name and trademarked emblems and logos and would allow them to produce their own materials to be used within their jurisdiction subject to the conditions of the agreement. FIELD OPERATIONS The Field Operations Department continues to work with our jurisdictions. Our Field Representatives, Nick Walker and Matt Marrone will tackle any jurisdictional task and our Executive Officers continue to request various tasks from each of them. They work not only with Advisors, but Jurisdictional Officers as well. They have conducted many presentations and facilitated workshops concerning such topics as membership recruitment and retention, advisor training and recruitment, term planning, Masonic relations, as well as the basics from A to Z. We believe they are making a positive difference in the Jurisdictions. The Executive Officers who have utilized their services are pleased with this program. Visit with our representatives while at Session. Perhaps they could assist your Jurisdiction. Appended to this report is some statistical information regarding the travels and work performed by our field representatives. STAFF We have a hard working group of dedicated people in our Kansas City office. There were no changes in our staff this past year. To Nancy Shipps and our entire administrative staff of Betty Nelson (Form 10 s), Corey Nebel (ACR s) Bobi Maddux and Bill Bryan (Accounting) thanks for your work and dedication. These people know their job and perform their responsibilities well. Frank Nordstrom and Paul Peacock keep the Store part of the operation running smoothly. Nick Walker and Matt Marrone work with enthusiasm to assist the jurisdictions assigned to them. Our

Turconi COMMITTEES This year we attempted to have committee work be part of a year round effort for DeMolay, not something that happened for only a few hours at the annual session. Each of my predecessors, I am sure had some things they felt were left undone when completing their time as Grand Master. I would consider the area of committees to be such an item on my list. I appointed what I believed to be great individuals to lead our Committees and I made the decision to have them select the remainder of their committee members from where-so-ever they could get the greatest input, work and support so they could work and accomplish more. What I did not anticipate was the out of sight, out of mind aspect of committee work or the amount of time it would take for the day-to-day issues and challenges which would take priority away from tasks. I spent a great deal of time on the road and, as a result, I did not provide the Committee Chairs with the communication and leadership that I should have provided. To those committees that accomplished beyond what could reasonably be expected my sincere thanks. To those who feel they did not achieve their full potential, you have my sincere apologies for not providing better leadership as you worked on your assigned tasks. I believe both our Grand Senior Councilor and Grand Junior Councilor understand the challenges of this issue after witnessing some of my frustration in not getting more done this year and they will address it for the future. I know they will be more focused in the area of working committees. With that said, I do believe we will have many productive committee reports during the session and I appreciate the support which the Committee Chairs and Vice Chairs have given and look forward to hearing the results of their efforts.

We desperately need strategic planning for DeMolay. We need to realize the importance of placing our issues for the future on a higher priority. A Grand Master serves for only 365 days and his term overlaps two calendar years. With only 365 days in office a Grand Master needs almost an additional equal number of days to put things into effect so he can accomplish more. This concept needs some work but I hope that our future leaders will take a good look at it to determine if it is possible to forward appoint some committees and tasks. In this past year, we have had inquiries ranging from Russia to Paraguay and Romania to Mexico. Tony Krall, Richard Sayre and Boyd Patterson met and developed a procedure for granting DeMolay permission to start in foreign countries. You will hear more about that during our session the International Relations Committee will present the new plan as part of their report at this session. I do need to sound a caution. We are severely taxed to the full limits of our ability to deal with foreign jurisdictions in our Kansas City office. Language difficulties both written and spoken have contributed to several prolonged situations we simply are not prepared to properly handle. There are also problems of monetary exchange as well and postal service between the US and many foreign countries. In some places, DeMolay is thriving in foreign countries Italy, Brazil and Aruba being examples where DeMolay is working in foreign countries. However, much work remains to be done to make the extension of DeMolay into foreign countries work to the benefit of both DeMolay International and the Country involved. Meantime, DeMolay International must work

24 Section II 87 th Supreme Council Annual Meeting Supreme Council Business Meetings June 14 16, 2007 Page 22 Saint Louis, Missouri to overcome the inborn problems inherent in dealing with different monetary systems, governments, local economies and communication difficulties. INTERNATIONAL DeMOLAY CONGRESS The debate continues on the proper role for Congress and how to maximize the Congress experience of the young men who attend. There remain concerns about the cost of sending delegates vis-à-vis what the jurisdiction receives back as a benefit. Depending on the location of the annual meeting the expense of congress can be considerable for some jurisdictions. I believe we need to continue to seek answers to the proper balance for Congress and Congress delegates. The issue of how to best maximize the return for our jurisdiction through programming and training relative to cost to the jurisdiction and the operation of our Congress remains an open debate. Last year s DeMolay Congress provided two fine leaders to represent them and us this past year at event s all over the country. Brother James Conner II of Oregon and Brother James Nathaniel Stallings of Virginia have a great love of DeMolay which is evident from their dedication. They made contact with a great number of our members this year and provided them with a message that should encourage them to go farther in DeMolay. Their push to support Scottish Rite Centers and the Shrine have set the bar very high for those who follow. Their presentations to our National Masonic Conferences were very well received. They are fine young men who are destined to succeed in life and they have represented DeMolay very well. They also possess finely honed senses of humor and it has been fun working with both James and Nate this year. We have had a great time traveling together this year and appreciate their support of the challenges we faced and the decisions that were made to further our programs. A very special thanks goes to Dad Tom Nelson, Sr. from Indiana. Tom is one of the finest Advisor we could ever hope to have serving DeMolays and in DeMolay. His service this year as both Congress Advisor and Congress Chair has been outstanding. He is a great friend and he has done everything that could possibly be expected of him. Tom did an outstanding job and has the deep appreciation of this Grand Master. MEMBERSHIP One of our highest priorities this year was membership. We focused on improving membership numbers throughout DeMolay. James and Nate had two spectacular membership campaigns with great prizes. I d like to say our membership efforts clearly made a difference, however, we had some very spotty results in many jurisdictions. I want to thank all our jurisdictional officers and Executive Officers who really made a difference this past year in membership. We had a large number of jurisdictions reaching net growth. I urge that we continue to make membership our highest priority. It is a fact that we will lose percent of our membership in the next three years. That message needs to and we will in the not too distant future have our goal. A special thanks to PGM Greg Klemm who assisted us by getting a special grant from an Illinois Masonic Foundation which made a huge difference in promoting our membership efforts. Thank you Brother Greg. Get out and understood. We must constantly replace at the low end of our

We can talk about quality versus quantity but we must be cautious that we don t end up with the highest quality three member chapters we could hope for. Your service is more than greatly appreciated. The daily success of DeMolay rests with the ebb and flow of our Kansas City staff. The strength of our organization is represented by our Service and Leadership Center in Kansas City. The following is a thank you I sent to our Kansas City staff. Thank you for everything you have done for me over the past three years in DeMolay's Grand Line. You have never failed to provide assistance, answers and product at my every request. Moreover, when I visited headquarters, I found you to be warm and welcoming as well as enthusiastic about our fraternity and what we are trying to accomplish for our members and advisors. You are all wonderful service providers to our fraternity. I count myself as extremely fortunate to have had the opportunity to work with all of you over the past few years, you comprise a wonderful team and every day, in every way, what you do IS making a difference. Thank you for that. But, most of all thank you for the privilege of being a part of this wonderful team. You make me so very proud to be a part of DeMolay. Grand Master Klein: Many of us need to apologize for smelling a little ripe after the Shrine thing this morning, but it was well worth it, after what was accomplished out there, it was amazing. International Master Councilor James Conner: I would ask the Board to table the Congress Report until the next meeting and we will have a formal report. Grand Master Klein: Sounds good. Supreme Council resignations. Received the resignation of Jeff Chretien as a member of the International Supreme Council. The Executive Officer resignations, none. The Executive Officer and the Personal Representative appointments, Simon Oduber is the Executive Officer in Aruba as of completion of Executive Officer training yesterday. As is James Lamb from Oregon, Frank Silber from North Carolina, Fred Welch from New Hampshire, although Fred did not go through the training, he already received it. God knows he ought to know how to do it. And Dale Pushee from Vermont. There were no Grand Master waivers granted. Session update. Legislative Call review, Boyd. M. Boyd Patterson: Thank you, Grand Master. Brethren, you do have Call Items, some of which, because they will amend the Bylaws, require the action of the Board of Directors, in addition to that of the corporate body. If you have those available in front of you, I'll give you a moment, we will commence with Call Item No. 1, which would purport to modify the Bylaws, therefore requires the approval of both. Call Item No. 1, as you see, restores language to specify that each elective officer of DeMolay International must be a Class 1 member. It is a simple insertion of language, as indicated in Article 7, Section 2 of the Bylaws. I move the adoption of Call Item No. 1 by the Board of Directors. Steve Crane: Second.
