2 Mission & Areas Served Statements Mission Statement The Conservation Federation of Missouri (CFM) represents Missourians for the conservation of natural resources and protection of our outdoor heritage. The organization represents thousands of citizen conservationists, 82 outdoor organizations, and 60 state and national businesses, all of which advocate for Missouri s outdoors and natural resources. CFM s goals include: *Education*Outreach and awareness*youth leadership and involvement*community support Background Statement In 1935, sportsmen throughout Missouri came together to form the Conservation Federation of Missouri (CFM). They organized with the purpose of taking politics out of conservation at a time when Missouri s natural resources were in peril. Their initiative petition campaign resulted in the passage of a constitutional amendment that created the Missouri Department of Conservation, a non-political conservation agency that has become a national model for state conservation management. Since then, CFM has been involved in virtually every major outdoor outreach program in our state and is the largest and most representative conservation group in Missouri. CFM is known as The Voice for Missouri s Outdoors. The organization acts as the umbrella organization for 82 affiliate conservation organizations, 60 state and national businesses, and thousands of individual Missouri citizen-conservationists. Impact Statement 2014 Accomplishments: Through CFM s advocacy and education work, the organization stopped the transfer of captive cervids (white-tailed deer) from the Missouri Department of Conservation (MDC) to the Missouri Department of Agriculture. While seemingly benign, this transfer was based in unsound legislation and would have usurped the constitutional authority of Missouri Department of Conservation to manage the state s forest, fish and wildlife granted by Missouri citizens. This would have also put one of Missouri s greatest natural resource success stories - our white-tailed deer herd - at risk of the 100% fatal Chronic Wasting Disease.Graduating 56 Students from the Conservation Leadership Corps program. These students are now prepared to be conservation advocacy leaders within their community today. After graduation, they will be conservation leaders in their careers.successfully administrating the Share the Harvest program. During the 2013/2014 deer-hunting season, 4,487 hunters donated 227,358 pounds of venison to Missouri s needy.acted as primary voice for the protection of National Ozark Scenic Riverways through unified effort of Missouri conservation organizations Goals: Currently, there are bills put forth in the Missouri Legislature to repeal the Design for Conservation Sales Tax and eliminate hunting and fishing permit fees. If these pass, it will eliminate approximately $150 million of MDC s $180 million budget, crippling Missouri s system of conservation governance. CFM will make it a top priority to educate and rally the public on these measures to stop them from passing.graduate 75 students from the Conservation Leadership Corps with the goal of instilling an enhanced conservation ethic in Missouri s next generation of outdoor leaders and professionals.reach a donation level of 10,000 whole deer processing, providing 600,000 pounds of lean protein to Missourians in need. 3 CEO/Executive Director/Board Chair Statement Being named the 9th Executive Director of the Conservation Federation of Missouri (CFM) is the greatest honor of my life thus far. I understand the greatness of those who laboriously laid the bricks that began the path I m walking. I intend to honor them by advancing the organization they devoted much of their lives to. CFM is a prestigious organization recognized by a large part of the conservation community in Missouri, yet our membership is nowhere near where it could be, where it should be. CFM is going to grow. We are going to grow by developing and executing an aggressive plan to communicate our reasons of relevance to people from every walk of life who are passionate about every aspect of conservation in Missouri. One of the largest challenges faced by CFM is the lack of brand recognition in circles outside of the political arena of conservation. Prior to my becoming Executive Director, the organization did little marketing of its brand. We are in the process of rebranding and ushering CFM into the 21st century. One of the major challenges in conservation is having two demographics recognize the importance of conservation. The first is individuals younger than 30 years old. The second is individuals based in the major metropolitan areas who have little to no outdoors experience.our communications efforts are being modernized to reach these demographics. CFM is actively engaged on YouTube, Twitter, Instagram and more with communications efforts being implemented by our new PR specialist. CFM has a long and accomplished history of protecting Missouri s outdoors. The future will undoubtedly hold challenges; however, with the support of Kansas City citizens, CFM will be prepared to meet those challenges and overcome any obstacles conservation faces in Missouri. 4 Programs Programs CFM Conservation Advocacy Description Category Since the founding of CFM in 1935, the organization has worked to be a prominent voice for hunting, fishing, and natural resource protection in Missouri. It has campaigned and guided many of the state's most crucial and valuable conservation and environmental protection laws. CFM is the primary voice for united conservation advocacy in Missouri. Each year, challenges present themselves in state and national legislation that demand the attention and action of a united citizens conservation voice. CFM acts as the rally point for citizen conservationists to have their voices heard. This is accomplished through active communication with the public regarding legislation and actions that threaten our nationally recognized system of natural resource governance. In some instances, the organization communicates directly with legislatures to educate our elected-representatives on issues that many times can greatly alter our system of natural resource management. Protecting them for our present and future youth to enjoy is an overwhelming task, but one that CFM has championed since its founding in The positive, short-term success of CFM can be seen across Missouri every time individuals visit a public conservation area and have a successful hunt, fishing trip or view one of the many vast Missouri forest.missouri s natural resources are protected every day by CFM, and we will continue to do so at every opportunity possible. The United States is one of the few countries in which natural resources are held in the public trust. CFM works to ensure the people of Missouri continue to have abundant natural resources for their use today and for generations to come. Our ultimate goal is for Missouri to continue representing the nation as a leader in conservation, through the scientific and non-political management of our natural resources and outdoor heritage. Program success of CFM s conservation advocacy can be defined by the protection and enhancement of our state s natural resources. One sterling example can be found in two of our state s wildlife species. When CFM was founded, there were little more than a few thousand white-tailed deer and wild turkeys remaining throughout Missouri. Today, there are approximately million white-tailed deer in our great state and huntable wild turkey populations in all 114 Missouri counties. Through the management systems founded by CFM, these species represent two of the state s greatest natural resource success stories. CFM s success is also dictated by the conservation ethic of citizens of Missouri. Working to inform and educate the public, CFM defines success of its conservation advocacy work every time Missourians unite for the common goal of protecting the outdoors. 4
5 Examples of Program Success Some examples of CFM s advocacy success include: 1936: Passage of Amendment 4, which created the Missouri Department of Conservation. 1974: Formation of the Missouri Department of Natural Resources. 1976: Passage of Amendment 1, the Design for Conservation Sales Tax, creating dedicated funding (approximately $100 million per year) for Missouri s forest, fish and wildlife. 1982: Formation of Operation Game Thief, which offers incentives for reporting of illegal outdoor activities. 1984: Passage of Missouri s Parks and Soils Sales Tax, creating dedicated funding for Missouri s Department of Natural Resources. 1989: Formation of Stream Teams. Currently, this program has more than 4,500 teams of volunteers that work to clean Missouri s waterways. 1990: Katy Trail first opened in Rocheport. This project was spearheaded by CFM. 1992: Formation of Share the Harvest. 2014: Upholding constitutional authority of MDC to regulate forest, fish and wildlife, through stopping SB 506 and HB
6 Share the Harvest (STH) Description Category The Share the Harvest program offsets hunger in Missouri by coordinating the efforts of hunters who donate harvested deer and participating certified meat processors to provide healthy, lean protein venison to food pantries, food banks and other food distribution agencies across Missouri. This is accomplished through the underwriting of whole deer processing fees. Underwriting makes processing and distribution of donated meat more economical for the 130 meat processors and 213 food banks, pantries and other distribution centers participating in STH. Program Process: Hunters take their harvested deer to an approved processing plant. The processor then packages and stores the meat until it s transported to a distributing center by a program coordinator. Distribution centers receiving venison will distribute it to ensure that all venison is used and is allocated where it serves the greatest need. CFM reimburses processors throughout the harvest season as deer are processed. Food, Agriculture & Nutrition, General/Other Food Distribution Population Served General/Unspecified,, Short-Term Success Long- Term Success Program Success Monitored By Hunger in Missouri is a complex problem with its root in an inability for our society to provide enough food to disadvantaged individuals. A recent study conducted by the Missouri Food Bank Association shows 1 in 5 people, or an estimated 1,906,000 Missourians rely upon food pantries and meal service programs to feed themselves and their families on an annual basis. Among the partner food programs that reported turning away clients recently, an estimated 24% did so because they ran out of food. This is alarming when approximately 70% of the Central Missouri Food Bank (one of STH s largest program partner) clients have 1 to 2 children in their household. During the 2013/2014 season, STH provided approximately 128,000 Missourians with a high-protein food source. This took place during the especially difficult winter months coinciding with deer hunting season. STH has provided more than 3,100,000 pounds of venison to those Missourians in need since the program s beginning in While one program cannot end hunger in Missouri, one program can make a significant difference to curb the hunger pains felt by many Missourians everyday. The long-term goal of STH is to annually provide 10,000 whole deer for processing, which will require $650,000 per year in reimbursements. This was a goal recommended by Governor Jay Nixon. Program success of STH is gauged by the amount of venison donated each year. The amount of venison donated varies given fluctuations in the white-tailed deer population and regulations imposed by the Missouri Department of Conservation to properly manage the deer herd. Even with these two factors, the program has seen a long-term annual increase in venison donations to the program. While exact numbers of individuals served by STH cannot be defined to the person, CFM can measure STH s effectiveness through numbers provided by our partners in the Missouri Food Bank Association who distribute the venison. 6
7 Examples of Program Success Our partners at the Missouri Food Banks distribute all donated venison to those in need and quantify 4 ounces of red meat as a serving. Using this information, the 4,297 deer donated in 2013/14 season resulted in 257,820 pounds of venison. This equates to 1,031,280 servings of venison to needy Missourians. Missouri Food Banks also report that on average, approximately 8 servings are given to each individual in need. Using this information, we can report during the STH season, the program fed approximately 128,910 Missourians in need. Of these individuals, approximately 64,455 were children, according to information supplied by partners. In the past 10 years, program success was achieved by hunters donating more than 50,000 white-tailed deer to participating processors, resulting in well over 3 million pounds of venison being provided to hungry Missouri families. 7
8 Conservation Youth Leadership Corps (CLC) Description Category The Conservation Federation of Missouri has long been a catalyst for engaging citizens in conserving Missouri s natural resources. With the growth of urban areas and increased population, it is essential that the strong conservation heritage and ethics of Missourians be passed from generation to generation.to achieve this goal, CFM sponsors a special multi-year program. The Conservation Leadership Corps (CLC) offers high school juniors through college seniors a unique opportunity to influence conservation policy and actions. Conservation resolutions put forth by CLC students at CFM s annual conference are submitted to natural resource agencies for implementation. The CLC promotes leadership for the next generation by engaging students in the politics of conservation. Students develop personal conservation leadership skills that require teamwork with their peers.to be nominated and accepted to CLC, students must have shown past achievement in organized conservation activities. Environment, General/Other Environmental Education Population Served General/Unspecified,, Short-Term Success Long- Term Success Program Success Monitored By The short-term success is ensuring these young adults continue to be engaged with conservation and act as conservation representatives for their communities. The program gives students an immediate opportunity to explore conservation as a profession, interact with Missouri conservation professionals and decide, based on real-world experience, what part of conservation they would like to pursue. This can be through a professional career or maintaining a conservation ethic in professions outside of traditional conservation-based employment. Keeping these young adults involved in conservation during the critical years of early adulthood prepares CLC students to be Missouri's conservation leaders upon graduation. The goal of the program is that no matter where their chosen careers lead them, e.g., lawyer, doctor, accountant, engineer, journalist, forester, wildlife biologist, etc., CLC participants are prepared to personally influence policy and actions that will contribute to the conservation of Missouri s natural resources. One of the measurements of program success is the percentage of students who return to CLC for a second, third or more years. Currently, the program maintains a 50% retention rate. As we gain increased program funding, we intend to reimburse for travel (currently this is the only cost for students). This will increase retention rates.cfm maintains communication with CLC graduates to determine their conservation involvement level, how the program affected their professional choices and how CFM can improve the program to further gauge success. Many of the students who graduate from CLC continue to be involved with CFM through their participation on various committees, helping to enhance the CLC program. 8
9 Examples of Program Success Since 2002, the Conservation Leadership Corps (CLC) has graduated 317 young adults and passed 166 conservation resolutions. An example of a CLC graduate who now has a career in conservation is Melissa Bueker, CLC graduate 2009 and Melissa currently works as the Park Operations and Planning Coordinator at Anita Gorman Discovery Center. She focuses on outreach and education of state parks in the Kansas City area, helping families and youth experience the outdoors.an example of a successful CLC resolution is the 2005 protect of Missouri s national forest lands. During the 2005 CFM conference, CLC student Mark Corio and other students put forth a resolution that allowed CFM to take a public stance on protecting national forests in Missouri from sale to the general public. This allowed CFM to actively participate in discussion with the bill s Missouri legislative committee. Because of this action, the bill did not make it past committee and was not put into law. 9

He is also a regular contributor to numerous regional and national outdoor publications. Butler currently serves on the board of directors of the Southeastern Outdoor Press Association and the Association of Great Lakes Outdoor Writers. He is a pastpresident of the Missouri Outdoor Communicators and Hoosier Outdoor Writers Association.
