2 December 17, 2018 Quorum Court Meeting 11 Justices of the Peace Present. Justice Fred Bowers and Angi~ Dickson were not present. Judge Ed Hill presided and called the meeting to order at 5:30pm. Minutes for November were approved by Justice Weinstock and Justice Hoggard. Committee Reports: The Public Service Committee minutes were read by Justice Rogers. A copy of same is attached as Appendix 1. The Finance Committee Minutes were read by Justice Weinstock. A copy of same is attached as Appendix 2. Justice Martin noted that the minutes did not reflect a discussion that took place during the November Finance Committee meeting recommending that the incoming Finance Committee approach the Quorum Court requesting a Resolution authorizing the Finance Committee to authorize approval to any county department requ~sting spending of funds from their yearly budget at which 'time they have reached a specifically set percentage spent of their allotted yearly budget. It was decided that this would be discussed during an upcoming Quorum Court meeting after. the first of the year. Lastly, the Roads and Transportation Report was read by Justice Couch. A copy of same is attached as Appendix 3. Old Business: None to discuss. New Business: Since this was the last meeting of the 2018 year, this is also the last meeting for our County Judge Hill and six (6) of our Justices, namely, Justice Dickson, Justice Bowers, Justice Martin, Justice Hoggard, Justice Render and Justke Harris. All present addressed the Court. Mr. Rick Hines addressed the Court stating that he hated to pay taxes but felt that if that's what it took to get the employees paid a fair salary that he had no problem with it as long as it did not involve property taxes. Further, he felt that regarding the constable pay and areas of law enforcement that patrolled larger areas such as rural county; their pay should be paid on a "preferred" basis. Lastly, Mr. Hines commented on the retirement of Mr. Rick Thomas from the Sheriff's Department after forty-four (44) years of employment. Noted that the department was losing a good guy.
