Davis Chairman Department of Transportation Notice Concerning DBE Policy The Kansas Department of Transportation will designate 9.21 percent of all federal funds from October 1, 2008 to September 30, 2009, for participation of certified disadvantaged businesses with work involving KDOT, its consultants and contractors. 6 1178 Hearings Behavioral Sciences Regulatory Board Notice of Hearing on Proposed Administrative Regulations The Behavioral Sciences Regulatory Board will conduct a public hearing from 10 to 11 a.m. Friday, October 17, in the board conference room at 712 S. Kansas Ave., Topeka, to consider adopting proposed amendments to permanent rules and regulations for master s level psychology. This 60-day notice of the public hearing constitutes a public comment period for purposes of receiving written public comments on the proposed amendments. All interested parties may submit written comments prior to the hearing to Phyllis Gilmore, Executive Director, Behavioral Sciences Regulatory Board, 712 S. The following is a summary of the proposed amendments and economic impact statement. The board does not have a less costly or less intrusive method for achieving the stated purpose of each regulation. K.A.R a is the definition regulation for master s level psychology. The definition of practice of psychology is being amended to exclude the measuring and testing of public opinion. Economic impact: There would be no economic impact to any entities. K.A.R a is the regulation related to practicum supervision for master s level psychology. The last section is being stricken and replaced with the new regulation K.A.R b. Economic impact: There would be no economic impact to any entities. K.A.R b is a new regulation that clarifies postgraduate hours that are accrued in lieu of an acceptable graduate practicum for master s level psychology. Economic impact: There would be no economic impact to any entities. K.A.R a is clarifying the continuing education regulation for master s level psychology and the acceptance of academic hours and personal psychotherapy hours for continuing education credit. A summary of the proposed regulation and the economic impact statement follows: K.A.R provides for the adoption by reference of the attorney cost reimbursement tables: assigned counsel and public defender. This table is revised annually and is used by the court to order defendants to pay some or all of the cost of their defense. This regulation is not mandated by federal law. There is no cost to any state or federal agency created by this regulation. However, this regulation provides the table for an assessment of defense cost against private persons for the professional services of public defenders or assigned counsel. This grant competition is known as Quantitative Use of Independent Living Title VIIB, or QUILT. Organizations eligible to apply must be not-for-profit agencies that can demonstrate that their services and programs are directed by persons with disabilities. This requirement may be demonstrated board membership of consumers, advisory groups, or consumer councils acting as an oversight body for management and direction of services/programs. Eligible agencies may apply for annual funding of $15,000 or less. Projects may be renewed for one or two years, depending on performance of grantees and continued availability of independent living Title VIIB funding. The total pool of funds currently available for this competition is $123,000.
