1 ANNUAL ORGANIZATIONAL MEETING RED DEER COUNTY Red Deer, AB Tuesday, October 23, 2001 The Annual Organizational Meeting of the Council of Red Deer County, in the Province of Alberta, was held on Tuesday, October 23, 2001, in the Council Chambers of the County offices located at Street, Red Deer, Alberta, and was called to order at 1:30 p.m. PRESENT: Councillors P.T. Archibald, S.M. Bell, G.C. Johnson, E.R. Kinsella, J.M. Perry, E.E. Stoyberg and K. Van Dewark. STAFF PRESENT: County Manager W. Stambaugh, Director of Community and Planning Services G. Buchanan, Director of Corporate Services K. Enion, Manager of Public Works F. Peck and Recording Secretary N. Lougheed. 1.0 CALL TO ORDER - County Manager Stambaugh called the meeting to order at 1:30 p.m. 1.1 Approval of Agenda AOM Moved by Councillor P.T. Archibald to adopt the agenda as presented. 2.0 ELECTIONS 2.1 Election of Reeve - The following nominations for Reeve were made: Councillor P.T. Archibald nominated Councillor G.C. Johnson Councillor E.R. Kinsella nominated Councillor S.M. Bell A closed ballot was taken, and G.C. Johnson was declared elected as Reeve of Red Deer County. Reeve Johnson requested that County Manager Stambaugh remain as the chair for the remainder of the meeting. Council was in agreement with the request. 2.2 Election of Deputy Reeve Councillor E.E. Stoyberg recommended that the Deputy Reeve position be appointed on a rotational basis. AOM Moved by Councillor E.E. Stoyberg that the Deputy Reeve for Red Deer County be appointed on a six-month rotational basis with each Councillor being appointed to sit as Deputy Reeve for one of these terms. Selection of the order for Councillors to hold the position of Deputy Reeve were made and are as follows: Councillor Archibald, Kinsella, Perry, Bell, Stoyberg and Van Dewark. 3.0 APPOINTMENT TO COMMITTEES 3.1 Protective Services Committee - Reeve G.C. Johnson nominated Councillor E.E. Stoyberg, and Councillor P.T. Archibald nominated Councillors E.R. Kinsella and K. Van Dewark.

2 Annual Organizational Meeting, October 23, (a) Nuisance Abatement Committee The membership of this committee consists of those Council members sitting on the Protective Services Committee (Kinsella, Stoyberg and Van Dewark) and two members at large, Charla Langevin and Ron Schaller, whose appointments run to October 31, Intermunicipal Affairs Committee - City of Red Deer Councillor E.R. Kinsella nominated Reeve G.C. Johnson, Councillors K. Van Dewark and E.E. Stoyberg. 4.0 COMMITTEES (Optional) 4.1 Alberta TrailNet Reeve G.C. Johnson nominated Councillor J.M. Perry. 4.2 Historic Preservation Committee Councillor E.R. Kinsella nominated Councillor P.T. Archibald. 4.3 Intermunicipal Development Plan Committee - Bowden Councillor J.M. Perry nominated Councillors P.T. Archibald and E.R. Kinsella. 4.4 Fringe/Intermunicipal Development Plan Committee - Innisfail Reeve G.C. Johnson nominated Councillors P.T. Archibald, E.R. Kinsella and E.E. Stoyberg. 4.5 Fringe/Intermunicipal Development Plan Committee Town of Sylvan Lake and Sylvan Lake area Councillor P.T. Archibald nominated Reeve G.C. Johnson and Councillors S.M. Bell and K. Van Dewark. 4.8 Personnel Policy Committee Councillor P.T. Archibald nominated Reeve G.C. Johnson, and Councillors S.M. Bell and E.R. Kinsella. County Manager W. Stambaugh and Corporate Services Director K. Enion are the administrative members on this committee. 4.9 Community/Recreation Association Committee Reeve G.C. Johnson nominated Councillors P.T. Archibald, S.M. Bell and K. Van Dewark Basin Advisory Committee (Red Deer River) Recommendation from former Red Deer County Council and from Kneehill County Council to consider appointing Maurice Lewis to continue representation on this Committee.

Archibald to appoint Maurice Lewis as the Red Deer County representative to the Basin Advisory Committee (Red Deer River) for a one-year term Road Protection Committee Reeve G.C. Johnson appointed Mountain View Regional Waste Water Steering Committee Councillor E.R. Kinsella appointed Gleniffer Lake Area Structure Plan Liaison Committee Councillor P.T. Archibald nominated Councillors E.R. Kinsella and E.E. Stoyberg. 4.1 Sylvan Lake Advisory (Cygnet Lake Drainage Project) - Councillor S.M. Bell appointed. AOM Moved by Councillor P.T. Archibald to confirm the appointments as noted to the above-mentioned committees. 5.0 APPOINTMENT TO BOARDS 5.1 Municipal Planning Commission AOM Moved by Councillor E.R. Kinsella that all members of Council be appointed to the Municipal Planning Commission. (a) Chairman - Councillor P.T. Archibald nominated Councillor S.M. Bell. (b) Vice-Chairman Councillor P.T. Archibald nominated Councillor E.R. Kinsella. (c) Secretary Reeve G.C. Johnson nominated Municipal Clerk N. Lougheed. AOM Moved by Councillor K. Van Dewark to confirm the appointments of Councillor S.M. Bell as Chairman, Councillor E.R. Kinsella as Vice-Chair and N. Lougheed as secretary of the Municipal Planning Commission. 5.2 Agricultural Services Board AOM AOM Moved by Reeve G.C. Johnson that the structure of the Agricultural Services Board remain the same with five Councillors and two members at large. MOTION WITHDRAWN Moved by Councillor S.M. Bell that the structure of the Agricultural Services Board be changed to consist of three Councillors and two members at large. CARRIED Councillors Archibald, Kinsella and Stoyberg opposed Reeve G.C. Johnson nominated Councillors P.T. Archibald, E.R. Kinsella and E.E. Stoyberg.

4 Annual Organizational Meeting, October 23, Members at Large - Councillor J.M. Perry nominated Don Hutchinson, and Reeve G.C. Johnson nominated Bill Brett. AOM Moved by Reeve G.C. Johnson to confirm the appointments of the above-mentioned members to the Agricultural Services Board. (a) Chairman Councillor P.T. Archibald nominated Councillor E.E. Stoyberg. (b) Vice-Chairman - Councillor G.C. Johnson nominated Councillor E.R. Kinsella. AOM Moved by Councillor P.T. Archibald to confirm the appointments of Councillor E.E. Stoyberg as Chairman and Councillor E.R. Kinsella as Vice-Chairman of the Agricultural Services Board. 5.3 Central Alberta Association of Municipal Districts and Counties, Director AOM Moved by Councillor E.R. Kinsella to appoint Reeve G.C. Johnson as Red Deer County s Director on the Central Alberta Association of Municipal Districts and Counties. 5.4 Central Alberta Regional Waste Management Commission AOM Moved by Reeve G.C. Johnson to appoint Councillors S.M. Bell and K. Van Dewark as the County s representatives on the Central Alberta Regional Waste Management Commission and to appoint Councillor J.M. Perry as the alternate. 5.5 Family and Community Support Services AOM Moved by Reeve G.C. Johnson to appoint Councillors P.T. Archibald and J.M. Perry as the County s representatives on the Red Deer and District Family and Community Support Services Board. 5.6 Parkland Regional Library AOM Moved by Councillor E.R. Kinsella to appoint Councillor S.M. Bell as the County s representative on the Parkland Regional Library Board. 5.7 Parkland Foundation AOM Moved by Councillor E.E. Stoyberg to appoint Councillor E.R. Kinsella as the County s representative on the Parkland Foundation Board. 5.8 Special Transportation Advisory Board

Van Dewark as the County s representative on the Special Transportation Advisory Board and to appoint Councillor P.T. Archibald as the alternate. 5.9 Waskasoo Regional Services Board AOM Moved by Councillor P.T. Archibald to appoint Reeve G.C. Johnson and Councillor E.R. Kinsella as the County s representatives on the Waskasoo Regional Services Board and to appoint Councillor K. Van Dewark as the alternate Westerner Exposition Association Councillor E.R. Kinsella nominated Councillor E.E. Stoyberg. Reeve G.C. Johnson nominated Councillor P.T. Archibald. A closed ballot was taken, and Councillor E.E. Stoyberg was declared appointed as the County s representative on the Westerner Exposition Association Board Subdivision and Development Appeal Board requiring appointment of one member. Councillor E.R. Kinsella nominated Hugh Greenwood. Reeve G.C. Johnson nominated Reimar Poth. A closed ballot was taken, and Reimar Poth was declared appointed. AOM Moved by Reeve G.C. Johnson to appoint Reimar Poth for a two-year term on the Subdivision and Development Appeal Board from November 1, 2001, to October 31, (a) Chairman Reeve G.C. Johnson nominated Martin McDonough. (b) Vice-Chairman Councillor P.T. Archibald nominated Martin Mathon. AOM Moved by Councillor P.T. Archibald to appoint Martin McDonough as Chairman and Martin Mathon as Vice-Chairman of the Subdivision and Development Appeal Board.

Lougheed as the secretary of the Subdivision and Development Appeal Board Red Deer Regional Airport Authority Current County representative appointments are as follows: Liam O Connell to December 31, 2002; Ted Sherback and Ron Schmidt to December 31, AOM Moved by Reeve G.C. Johnson to confirm the appointments of the County s three representatives on the Red Deer Regional Airport Authority as follows: Liam O Connell with appointment to expire December 31, 2002; Ron Schmidt with appointment to expire December 31, 2003; and Ted Sherback with appointment to expire December 31, BOARDS (Optional) 6.1 City of Red Deer Recreation Parks & Culture Board AOM Moved by Councillor P.T. Archibald to appoint Reeve G.C. Johnson as the County s representative on the City of Red Deer Recreation Parks & Culture Board. 6.2 City of Red Deer Environmental Advisory Board AOM Moved by Reeve G.C. Johnson to appoint Councillor K. Van Dewark as the County s representative on the City of Red Deer Environmental Advisory Board. 6.3 Innisfail Municipal Seed Cleaning Plant AOM Moved by Reeve G.C. Johnson to appoint Councillors PT. Archibald and J.M. Perry as the County s representatives on the Innisfail Municipal Seed Cleaning Plant Board. 6.4 Red Deer Visitor and Convention Bureau - Community and Planning Services Director G. Buchanan appointed. 6.5 Central Alberta Economic Partnership - Community and Planning Services Director G. Buchanan appointed. 6.7 David Thompson Tourist Council - Community and Planning Services Director G. Buchanan appointed. AOM Moved by Councillor P.T. Archibald to confirm the appointment of Community and Planning Services Director G. Buchanan as the County s representative on the Red Deer and Visitor Convention Bureau, the Central Alberta Economic Partnership and the David Thompson Tourist Council. 6.6 Sylvan Lake Recreation Board this is a new Board created by the agreement entered into between Red Deer County and the Town of Sylvan Lake regarding recreation. Administration will

7 Annual Organizational Meeting, October 23, advertise for two members at large and recommendations for appointment will be brought forward to Council at a future date. AOM Moved by Councillor S.M. Bell that all ballots cast at the October 23, 2001, organizational meeting be destroyed. 7.0 REMUNERATION AND EXPENSES FOR COUNTY COUNCILLORS AOM Moved by Councillor P.T. Archibald that the Councillor remuneration and expense claims remain at the same rates as approved for January 1, DATE AND TIME OF REGULAR MEETINGS AOM Moved by Councillor S.M. Bell to approve the following meeting dates for year 2002: January 8 and 22; February 5 and 19; March 5 and 19; April 2 and 16; May 7 and 21; June 4 and 18; July 2 and 16; August 6 and 20; September 3 and 17; October 1, 15 and 29; November 12; and December 3 and 17. CARRIED Councillor Stoyberg opposed AOM Moved by Councillor K. Van Dewark that the January 8, April 2, July 2, and October 1, 2002, Municipal Planning Commission meetings commence at 4 p.m. with the County Council meetings to follow. CARRIED Councillors Bell, Kinsella and Stoyberg opposed ADJOURNMENT AOM Moved by Councillor P.T. Archibald that the Annual Organizational Meeting of Red Deer County Council be adjourned.
