ADOPTION OF MINUTES.1 Minutes of the Regular Meeting - February 19, 2007 Moved by Councillor Beck, seconded by Councillor Gill, that the minutes of the Regular meeting of Council, held February 19, 2007, be adopted. R CARRIED..2 Minutes of the Public Hearing - February 19, 2007 Moved by Councillor Beck, seconded by Councillor Gill, that the minutes of a Public Hearing held February 19, 2007, be received. R CARRIED. 3. BUSINESS OUT OF MINUTES None. 4. DELEGATIONS None.

Probyn, and Swensson Avenue, Rezones from RR4 to RS3 (R04-036) Moved by Councillor Beck, seconded by Councillor Smith, that Bylaw No , cited as "Abbotsford Zoning Bylaw, 1996, Amendment Bylaw No. 400", be adopted. R CARRIED. 5.2 MINUTES AND CORRESPONDENCE Moved by Councillor Smith, seconded by Councillor Gibson, that the following correspondence, be received:.1 correspondence dated February 17, 2007, from the Ministry of Employment and Income Assistance, regarding the 10 by 10 Challenge initiative to increase employment for persons with disabilities;.2 correspondence dated February 8, 2007, from the City of Burnaby, regarding the Trade, Investment and Labour Mobility Agreement between British Columbia and Alberta;.3 correspondence dated February 14, 2007, from the City of North Vancouver, seeking support for its resolution, requesting the Provincial Government to increase the minimum wage;.4 correspondence dated February 2, 2007, from the City of Richmond, supporting the Greater Vancouver Regional District's discussion paper on a Regional Affordable Housing Strategy;.5 correspondence dated February 9, 2007, from the Village of Harrison Hot Springs, requesting immediate funding for dyke improvements in the Fraser Valley;.6 correspondence dated February 15, 2007, from the Canadian Dental Assistants' Association, regarding bylaws for the College of Dental Surgeons of British Columbia;

R CARRIED. Regarding item correspondence dated February 9, 2007, from the Village of Harrison Hot Springs, it was 6. COMMITTEES Moved by Councillor Gill, seconded by Councillor Beck, that the Mayor correspond with the Minister of Agriculture supporting the Village of Harrison Hot Springs' request for immediate funding for dyke improvements in the Fraser Valley. R CARRIED..1 Abbotsford Social Development Advisory Committee Meeting - January 10, 2007 Moved by Councillor Harris, seconded by Councillor Beck, that the minutes of the Abbotsford Social Development Advisory Committee meeting held January 10, 2007, be approved. R CARRIED..2 Bylaw Review Committee Meeting - December 18, 2006 Moved by Councillor Harris, seconded by Councillor Beck, that the minutes of the Bylaw Review Committee meeting held December 18, 2006, be approved. R CARRIED.

Recreation and Culture Commission Meeting - January Moved by Councillor Harris. seconded by Councillor Beck, that the minutes of the Parks, Recreation and Culture Commission meeting held January 16, 2007, and its recommendation, be approved. R CARRIED..4 Parks. Recreation and Culture Commission Special Meeting - January Moved by Councillor Smith, seconded by Councillor Beck, that the minutes of the Parks, Recreation and Culture Commission Special meeting held January 19, 2007, and its recommendations, be approved except Nos. 1 and 7. R CARRIED. Moved by Councillor Smith, seconded by Councillor Gibson, that recommendation No. 1 from the Parks, Recreation and Culture Commission Special meeting held January 19, 2007, be received. R CARRIED. Moved by Councillor Ross, seconded by Councillor Harris, that a sign be installed in 2007 to announce the future home of "Inspiration Park", which honours and commemorates community involvement and support to defeat the Sumas Energy 2 project. R CARRIED. Moved by Councillor Ross, seconded by Councillor Harris, that Council re-affirm its commitment to develop "Inspiration Park" by including funds in the 2008 budget. Moved by Councillor Smith, seconded by Councillor Gill that further consideration of funding for development of "Inspiration Park" be deferred to the last meeting in March 2007, during the Five Year Financial Plan review. Recreation and Culture Commission Special Meeting - February BYLAWS Moved by Councillor Harris, seconded by Councillor Beck, that the minutes of the Parks, Recreation and Culture Commission Special meeting held February 7, 2007, and their recommendation, be approved. R CARRIED..1 Bylaw No , Z.A. No. 500; Amends A 1, A2, A3 and A5 to Allow for Accessory Secondary Suite Residential Use (R06-038) Moved by Councillor Beck, seconded by Councillor Loewen, that Bylaw No cited as "Abbotsford Zoning Bylaw, 1996, Amendment Bylaw No. 500", be introduced and read a first time. R CARRIED..2 Bylaw No , Z.A. No. 501; BC Ltd., (N. Cross), Lower Sumas Mountain Road; Rezones a Portion of the Property from CRC to C3 to Permit a Commercial Centre ( /R03-042) 8. NEW BUSINESS None. Moved by Councillor Caldwell, seconded by Councillor Harris, that Report No. DEV dated February 21, 2007, be received from the Senior Planner regarding Bylaw No , cited as "Abbotsford Zoning Bylaw, 1996, Amendment Bylaw No. 501", rezoning the BC Ltd., (N. Cross) property located at Lower Sumas Mountain Road. R CARRIED. Moved by Councillor Loewen, seconded by Councillor Gibson, that Bylaw No , cited as "Abbotsford Zoning Bylaw, 1996, Amendment Bylaw No. 501", be introduced and read a first time. R CARRIED.
